to the east. morning drizzle, fogs, then sun, mild and humid. we'll bump up a few inland temps. 70s and 80s. here's sal. good morning. we're doing pretty well around the bay area. as a matter of fact, the 880 freeway north and southbound traffic look good past the coliseum, heading north and south. no major problems at the bay bridge toll plaza. westbound traffic is looking good, empty, a little drizzly out there, as steve mentioned. no problems onto the bridge. this morning, if you are driving in the entire bay area, as i look back, not a lot on the roads going on. 4:30. let's go back to the desk. topping our news this morning, new video of thieves stealing an expensive item from a small business in oakland. the store owner says he's the latest victim of a growing crime problem. ktvu's claudine wong is in oakland to show us the new video and talk about this

problem. claudine? >> reporter: pam, it happened quickly. they are called crimes of opportunity. it happened in this neighborhood, all caught on video. you can see a man in a white shirt walking casually up to the door. the owner wasn't back. he says the date and time on the surveillance system was incorrect. this was actually last night about 7:30. >> i was in the back straightening up clothes and, you know, doing my normal chores at the end, close to the end of the closing day. >> reporter: he wasn't at the front counter. the video shows the man jogging up, grabbing a laptop, then, just like that, he's gone. >> i looked up and saw someone dashing out of the door. when someone bolts out the door that fast, it's not because their pizza is burning in an oven somewhere. it's, you know, they are stealing something. >> reporter: he gets out the door. that's when you can see it appears he is not alone. another man, who was also walking up, watches the first man, then runs off with him.

seconds later, you see the owner of the store racing out the door, trying to get his laptop back. >> after he made a lot of noise in leaving the business i rushed out and they bolted straight across into a getaway car that they had parked, waiting at the corner over there, on the freeway ramp to go right onto 580 westbound. >> reporter: he says they got into a newer model gold cadillac. it all took just about 9 seconds from the first time we see the suspect to when it's all over. the owner is still hoping the two are caught, hoping to get that laptop back. >> thankfully for the good old video camera here that we have. hopefully it will shake some, you know, leaves out of the tree and so we can get these guys and report them so that -- because these little crimes like this just turn into bigger crimes. >> reporter: oakland police,

well aware of the robbery problem out here and across the city. back in june, they announced a crackdown, after saying there had been a 30% increase in robberies from last year to this year. claudine wong, ktvu, channel 2news. >> claudine, thank you. there is a break in a case of a young girl gunned down while sleeping in oakland. police released this sketch of the man who killed 8-year-old angel carrigan. the man is described as being 17 to 24 years old, african american, weighing 160 pounds. someone rang the doorbell a a home on wilson street. the gunman fired 10 shots, killing the girl and injuring two others. >> we want to find this person and remove them from our streets. this is a dangerous person. if they shoot children, what else would they do in our community? >> there is a $35,000 reward being offered in this case.

happening today, contract talks in the bart labor dispute are set to resume at 10:00 this morning. the two sides are still far apart, with the new strike deadline now just one month away. union leaders are now accusing management of fighting safety citations instead of fixing safety problems. the unions deny they are raising safety issues as a ploy to deflect attention from their pay and benefit demands. >> so we take it seriously, because we have lost lives. the public does not have to suffer that loss. so it's easy sometimes for the public to say this is just a smoke screen. >> now, a bart spokeswoman says management has addressed all of the safety issues brought up in these negotiations. bart workers could walk off the job again if there is no agreement before october 10th. the cooling-off -- that's when the cooling-off period ends. caltrain running normal this morning, but that's after two people were killed on the tracks on the same day. the first incident happened

just before 2:00 yesterday afternoon, near brigatta road, north of the san carlos border in belmont. the second person was killed just before 9:00 last night at the south san francisco station avenue. the train in south san francisco was empty when the person was hit. about 120 people were on the first train in belmont. no passengers were hurt. service was slowed for several hours, while both scenes were investigated. now, to a story only on 2. many drivers say the new tunnel lights on the bay bridge may be creating a nighttime safety hazard. cal trans replaced the old fluorescent bulbs on the tunnel with hundreds of new led lights. many drivers say those lights blind them when they drive through the tunnel at night. ktvu news spoke to the electrical coordinator of the new bay bridge. he admits there's a problem. >> we are working on the connections and adjustments for that to kind of find the right number of circuits that need to be on at night. >> chp says the bright tunnel

lights have not caused any accidents since the new bridge opened nine days ago. but cal trans still plans to dim the lights within the next few weeks. and today, the california state senate is expected to give final approval to rename the western half of the bay bridge, after former san francisco mayor and assembly speaker willie brown. governor brown has already come out against the proposal, but doesn't have the authority to veto the nonbinding resolution. an activist plans to file a lawsuit, claiming lawmakers can only name state roadways after the deceased. prosecutors say an east bay mcdonald's manager masterminded an inside job, robbing his own restaurant. it happened at the mcdonald's at santa rita road and 580 in pleasanton back on august 28th. investigators say felix gonzalez wore a mask, climbed through the drive-through window and demanded money from the safe. he ordered workers into the freezer before making his getaway. five days later he allegedly targeted another mcdonald's in san mateo. >> he put the girls in the freezer in the back, then took

the manager that was working and took him to the safe. >> after that robbery, an officer spotted the suspect's vehicle on the san mateo bridge. police say they found stolen cash, a fake gun, and mask. gonzalez has reportedly confessed to both robberies and is in jail. an invasion of wild pigs in the east bay, pigs going wild in a residential neighborhood. we know now the identity of the woman seen on video, accused of abusing three pitbulls earlier this week in san jose. 39-year-old rihanna reece was arrested tuesday in a homeless encampment. officers say she's a transient wanted for possession of stolen property in monterey county. her dogs are being examined for signs of neglect. crews battling a deadly wildfire in shasta county say they hope to have it fully contained by this sunday. the clover fire has burned 80

buildings, including 30 homes near the rural community of happy valley. one death is being blamed on the fire. firefighters say they found the burned body of 56-year-old brian stanley henry after he refused to evacuate. the fire is 50% contained. firefighters are also gaining an upper hand on a wildfire on mount diablo. they hope to have it fully contained by tomorrow. the fire is currently 80% contained. evacuation orders have been lifted, along with road closures. several small outbuildings burned, but luckily, no homes were destroyed. >> mostly contained. [ indiscernible ] >> two engines, water tender. >> emergency radio communications are revealing just how quickly the fire on mount diablo changed from a manageable grass fire to an out he's of-control wildfire. firefighters initially believed the fire was almost out and canceled calls for additional engines. then firefighters received a

call about a second fire burning up a hill. >> we received several calls in the last minute or two, people advising the fire looks like it's possibly jumped and is right now at the hill. >> recommence -- approximately half an acre right now. [ indiscernible ] >> homeowners have also questioned whether budget cuts played a role in the fire response. contra costa county's fire station 11 has been partially closed for financial reasons and did not have a crew available on sunday. a man who was shot by san jose police 20 times has settled a federal lawsuit against the city for nearly $5 million. a guest at the extended stay hotel found 27-year-old javier gonzalez guerrero passed out in a stairwell in october 2011. he was dressed for a halloween party with a toy gun in his waist band. officers say he reached for that, when they tried to wake up him. officers responded by shooting

him 20 times. he survived. the settlement is the largest ever paid in a city for a miss involving misconduct. the city of richmond's plan to seize underwater mortgages through eminent domain heads to federal court today. we brought you the story yesterday morning at 4:30 after the plan squeaked through the city council. the plan aims to force bond holders to sell negative equity mortgages so homeowners can restructure their loans. wells fargo and deutsche bank have sued to stop that plan. a federal judge in san francisco will hear both sides and issue a ruling. time now, 4:40. the eastern span, pretty nice to look at, but costing a lot. the new cost overrun for the new bay bridge. coming up at 5:00, why the bike path is costing way more than first expected. >> john kerry, in high level talks this morning to disarm syria. the russian plan to remove all chemical weapons. >> good morning. right now, traffic is doing well around the bay area. as a matter of fact, you can look at highway 24 and see for yourself, it's a nice drive

memorial garden. alongside the steel beams, four large panels of glass, listing the names of the nearly 3000 people who lost their lives that day. >> my son wasn't here yet when september 11th happened, but we have told him about it and we felt like it was good to bring him down here and show him, so that he knows what went down on that day. >> the memorial's designer says the idea started when people in napa found out that the steel beams were being made available to nonprofit organizations that would honor the september 11th victims. the town of danville lost several residents on 9/11. it marked a somber anniversary, with a tribute to victims at the all wars memorial at oakhill park. one firefighter urged everyone to never forget the victims, their families, and the good that people do in response. a former airport screener at lax is under arrest on charges that refer to something worse than 9/11. these are pictures of 29-year- old inalcia from a religious

website. the fbi arrested him on the eve of 9/11. agents say he called lax and warned the terminals should be evacuated. now, nothing was found, but later, a bomb squad checked out a suspicious package near his apartment in riverside and found a letter detailing his disdain for the u.s. time now, 4:45. new this morning, secretary of state john kerry is in geneva, switzerland, where he will meet with russian's foreign minister to try to work out details of a plan to secure syria's chemical weapons. this is new video of kerry arriving in geneva this morning. the last-minute trip follows russia's announcement on monday that it would push syria to give up its chemical weapons and that syria agrees. the white house says kerry will ask the russians to put forward a credible and verifiable plan for inventory, quarantine and destroy syria's chemical weapons. there is a new report that the cia has begun delivering weapons to syrian rebels. according to the washington post, the shipments began over the past two weeks.

hays of heyward. he died after falling from the jamestown walkway. the picture you saw was kevin on the right, with his brother jeff on the left. their parents say they are preparing for the burial of one son and the marriage of the other. hays was scheduled to be the best man at his brother's wedding this weekend. the san francisco giants fan who admitted tossing a banana near an african american player is facing new allegations. 37-year-old alexander poladis was arrested in new jersey this past saturday, as a fugitive wanted for drug and theft charges. last month, he hurled a banana towards baltimore orioles player adam jones, who interpreted the act as racist. polidas said he was just upset the giants lost. new efforts are taken to increase security to prevent break-ins at fire houses, while firefighters are doing their jobs. police pulled fingerprints from fire station 7 in walnut creek yesterday. on sunday, someone broke in and

morning in boulder, colorado. the city is home to the university of colorado and the national weather service has issued a flash flood emergency for two counties. there are also mandatory evacuations in a couple of small communities, as well as a housing complex at the school. days of rain have also led to mudslides and rock slides in that area. a new report says california's economy will continue to grow, but at a slow pace. right now, the state's unemployment rate is at 8.7%, but according to the ucla anderson forecast, it's expected to fall to 8.5% by the end of this year. the report says it will drop to 7.4% by the end of next year and 6.7% by the end of 2015. the report says job growth will be especially slow for unskilled workers. governor brown is throwing his support behind a bill, pending in the state legislature that would raise california's minimum wage. brown says the minimum wage has not kept pace with rising
