just a moment. >> let's check weather and traffic. steve, i had to put the window wipers on this morning. >> i did, too. a lot of low clouds in place, some drizzle sandwiched in between two lows, one right there, one right there. a little high pressure will build in. i think the stage is set for a very big fog bank. lots of gray, mild lows, mainly 60s, mainly 60s. a couple of 50s. a lot of 60s. once we breakthrough that cloud deck, without the higher clouds, we'll bump up. been on the mild to warm side, even on much of the coast. san francisco today. clouds rotating around a big low, which brought copious amounts of rain. it has moved far enough east we don't have to worry about it. morning drizzle. humid, kind of muggy. a little warmer. low to mid-80s inland. a lot of 70s around the bay.

>> good morning. we are looking at the commute if you are driving around the bay area that's getting busier. , for example, at the toll plaza, we're seeing a 15 to 20-minute delay. more like 15 minutes. but you also have to wait for the metering lights which have turned on. north and southbound, more people on the road. you can definitely tell more people are on the road here. we do have a crash in san jose, northbound 101 at mckey. we had an earlier crash. pull the maps back a little bit. you can see where those indicators are. we just heard of a crash in the area of the monta guy expressway right about here. chp hasn't put up an indicator. supposedly there blocking one of the lanes. at 6:02, let's go back to the desk. claw dean wrong has video of the suspects. claw dean you're in the grand lake neighborhood where shopkeepers are telling you these crimes are happening too often.

>> reporter: that's right. robbers are a problem out here. police acknowledge there's been an increase in robberies. this business was prepared. . warning people that it does -- when it got robbed last night, it was all caught on video. take a look at this surveillance video, and you can see a man in a white shirt walking casually up to the door. the owner of the store was in back. he said the date and time on the surveillance system was incorrect. this was actually last night, about 7:30. >> i was in the back straightening up clothes, you know, doing my normal chores at the end -- -- >> reporter: he wasn't at the front counter. the video shows the man jogging up, grabbing the laptop. then, just like that, he's gone. >> i looked up, saw someone dashing out of the door. when someone bolts out the door that fast, it's not because their pizza is burning in an oven somewhere. it's -- they're stealing

something. >> reporter: he gets out the door. appears he is not alone. another man, also walking up, watches the first man, then runs off with him. seconds later, you see the owner of the store racing out the door, trying to get his laptop back. after he made a lot of noise. i rushed out after them, and they made a bolt straight across into a getaway car that they had parked waiting at the corner over to go on to 580. >> reporter: he said they got into a cadillac. all took just about 9 seconds for the first time we see the suspect to when it's all over. the owners still hoping the two are caught, hoping to get that laptop back. >> thankful hopefully it will shake some, you know, leaves out of the tree, and so

we can get these guys and, you know, report them, because these little crimes like this just turn into bigger crimes. >> reporter: oakland police have increased their presence in this area over the last few months. they were out here to take a report pretty quickly. come back here live, we can show you how close that 580 entrance is to the front of this store, and that did make for a very easy and quick getaway. time is now 6:05. there's a break in the case of that young girl killed in a shooting as she leapt at a friend's house. police released this sketch of a man suspected of killing alicia carradine and wounding two other children and a grandmother. suspect described as an african american man between 17, 24 years old, 5 feet, 7 inches tall. now on the evening of july 17th, someone rang a doorbell at a home on wilson street. the gunman then shot about 7

times, killing little alicia, wounding her friend, a four-year-old boy and a 63-year-old woman. >> we want to find this person and remove them from our streets. this is a dangerous person. if they shoot children, what else would they in our community. >> a $35,000 reward is being offered to solve this case. an action-packed morning about to begin. the skills used to fight crime are being put to the test as they compete against other swat teams in california. georgia mean in san jose this morning to tell us why it's more than just a competition. georgia mean? >> reporter: pam, we're here in the hills of south san jose at the sheriff's range where 30 swat teams are going to be competing for the title of best in the west. now, this is an opportunity for these deputies and swat members to hone their skills and then take that experience back with them to

their respective cities. now let's go to some video from a competition -- a past competition hosted by the santa clara county sheriff's office. been that way for the past 21 years. enables swat teams to train for free and be put into a series of different scenarios they would experience in real life. swat team members from san jose, san francisco, alameda county, gill roy, is a lee that, as far as los angeles will come out here, be put through these rigorous courses. how to handle numerous shooters as they come up on a marijuana grow. >> they don't see the courses. they don't know what's coming. they'll have to react to what's out here. we set the courses up so they're very realistic. we don't make things that would not happen in real life. it's a good time. >> reporter: with budget cuts in various departments throughout the bay area, organizers of

the event say this training is critical. now the event is closed off to the public for safety and liability reasons, because, again, there's going to be a lot of shooting going on up here. six different courses. they're going to go through a jungle trail. a sniper competition. lots of action up here in the next couple of hours. opening ceremonies start at 7:00 a.m., and the actual competition begins at 8. reporting live from san jose, georgia mean delavega, ktvu news. firefighters are making progress against that wildfire on mount diablo. right now the fire is about 80% contained. evacuation orders have been lifted along with the road closures. several small out buildings did burn, but no homes were destroyed. >> two engine. >> you're listening to emergency radio communications.

they are now revealing just how quickly that fire in mount diablo changed from a manageable grass fire to an out of control wildfire. firefighters initially believed that fire was almost out, canceled calls for additional engine. then they received calls about a second fire burning. cal fire backal indian chief mike martin said the first firefighter on the scene acted appropriately. >> thought he had one fire. he had one column of smoke. he reported what he had. he went to work. then he was made aware of a second smoke. >> some homeowners have questioned whether budget cuts have played a role in the fire response. contra costa county's fire station 11 has been partially closed for financial reasons, and did not have a crew available on sunday. now the wildfire on mount diablo raising concerns now about erosion. geologists say bar ren ground in the fire zone will

be at risk. people living up there are being urged to prepare. happening today, contract talks dow to resume at 10:00 this morning. the two sides are still far apart we're told with a new strike deadline just a month away. union leaders are accusing management fighting safety cry stations instead of fixing safety problems. the union also denied they're raising safety issues as a play to deflect attention away from their salary and benefit demands. >> i believe that issue exists from the public, because nobody from the public has really gotten hurt, seriously hurt. we the workers have lost two if our coworkers. in 2001, in 2008. >> now a spokeswoman for bart said management addressed the issues brought up in those negotiations. workers could possibly walk off the job if there's no agreement before october

10th. well construction problems with the new bike path on the new bay bridge, they're adding millions of dollars to the big bill for the new bridge. caltrans' documents published today show design flaws, snapped bolts and some other problems have added up to huge cost overruns. the east mated cost of fixing the problems with just the handrailings is almost $4 million. right now the bike path only runs a couple of miles. it won't be connected to buerba buena island until 2016 after the old eastern span is torn down. the city of richmond's plan to seize underwater mortgages heads to federal court today. the plan aims to force bondholders to sell negative equity mortgages so that homeowners can restructure their loans. wells fargo and deutsche bank have sued to stop the plan. a judge in san francisco will hear both sides today before issuing a ruling.

as ktvu's kyla campbell reports from our newsroom, the president of syria says he's on board with the plan, but not because of threats from the u.s. kyla. >> reporter: since last hour, president assad said syria will be placing its chemical weapons under international control. he said it's because russia got involved, not because of the u.s.'s threats. tells me the u.s. needs to explore as many dmacc options as possible. >> hopeful but cautious. we have to make sure the russians and the syrians are serious, but we can't ignore this, can't dismiss it out of hand. >> reporter: john kerry echoed that same sentiment. arrived to meet with his russian counter part. they have meetings scheduled today and tomorrow, but they could spill into saturday. they'll try to hammer out the details of a resolution that will put syria's chemical weapons under international control. the plan is to eventually get

angeles was arrested on charges making threats something worse than 9/11. here are photos of 29-year-old uoha taken from a religious web site. the fbi arrested him on the eve of 9/11. sags said he warden that the term unless should be kuwaited. nothing was found. later a bomb squad checked out a suspicious package. they said they found a letter detailing his hate for the united states. a florida medical examiner in the george zimmerman case has been fired. now he's threatening to sue for $100 million. now shaping bao was let go from the medical examiner's office last week. county says he was given the option to resign, but he did not. bao was the one who performed the autopsy on trayvon martin. during the zimmerman trial, bao changed his opinion on the witness stand. he now claims that florida

state prosecutors were biased against trayvon martin. he says he will sue the county for discrimination and for wrong-term termination. a man who was shot by police 20 times has settled a federal lawsuit against the city for nearly $5 million. found 27-year-old javier gonzales passed out in a stairwell in october 2011. he was dressed for a halloween party with a toy gun in his waistband. officers say he reached for that when they tried to wake him. four officers then fired their weapons, hitting him 20 times. amazingly he did survive. the $4.9 million settlement is reportedly the largest ever paid by the city for a case involving police conduct. a new report on crime in san francisco suggests you may be safer if you live on a hill "the san francisco chronicle reports" an analysis of data shows neighborhoods with the

steepest hills are safer than neighborhoods at lower elevations. all right. time is 6:19. sal was talking about that earlier. >> yeah. people saying it's hard to walk up hills. may be hard for criminals, too. >> you've got to get people to where they need to go. >> speaking of hard, we just found a crash in san francisco, make it hard to get on to the lower deck. a lot of people do that, though it's considered the noncommute direction. this will mess up northbound 101. it is 101 in san francisco. looking at a live picture of it here. a couple of lanes blocked. looks like that van is involved somehow, and traffic is down to one lane. so as j.j., who is my right- hand man pans to the right, you can see the traffic is going to be slow. this is going to slow traffic on to highway 101 in the city. so, again, this is eastbound 80 at the last san francisco exit, and the traffic

toward lake county, mendocino county. almost everybody -- cloud decision way up there. low clouds there. the higher, mid--level clouds really took the edge off some of those afternoon highs will not be there today. might be a high cloud or two, nothing like we saw yesterday. santa cruz down to monta ray, socked in, dealing with a lot of low clouds. take you to boulder. why they've picked up over 6 inches of rain. some of you, university of colorado, get out of the way so you can see it. that's what we call train. look at that. just sits there and goes and goes and goes. some of that is very high. never stops. that's where they picked up the heaviest rain. looks like things have calmed down a little bit. still getting rain in the area. a little lifting coming up in that kind of a pattern. that gave them a lot of rain. not for us. we have low clouds in place. kind of a muggy, humid, day, temperatures in the 80s, 70s around the bay. up to the north. kind of a mild pattern, inland will warm up a little

claw dean wogn joining us live on grand avenue to show us what happened. claw dean? >> reporter: the man grabbed a laptop, took off. there are cameras at this business. there's one right here in this front window. another one inside. so all of this was caught on video. take a look at the surveillance video, and you can see a man in a white shirt walking casually up to the door. once inside, he jogs to the counter, grabs the laptop sitting there, and he's gone. the owner of the store heard him. >> i looked up and i saw someone dashing out the door. he was in such a rush to get, that the -- and feet were just stomping everywhere, making a lot of noise. >> reporter: this was about 7:30 last night. the owner says the date and time weren't set correctly on surveillance system, but there's no mistaking what it shows. once out the door, it appears the suspect was not alone. another van watching the first

van runs off with him. seconds later, you can see the owner of the store racing out the door, trying to get his laptop back. >> driver sitting in there, ready and weight to take off. it was bonnie and clyde. i almost, you know, caught the car. i don't know what i would have done if i would have caught the car, but probably done something to it. >> reporter: he said the two left in a newer-model gold cadillac. the owner is hoping the two are caught, hoping he gets his laptop back, but he knows that might not happen. >> other than that, you pick up the pieces and move forward, you know. that's what you have to do in business. not every day is going to be peachy keen with birthday cakes. >> reporter: over the summer, police said there had been an increase in robbers, a 30% increase from last year, had talked about new taxes, different strings to try to stop that trend. they were out here pretty quickly, according to the owner to take a report. he's hoping surveillance photos

will help them solve this crime. claw dean wrong, ktvu channel 2 news. police in east pal low alto say two teenagers were shot last night in what appears to be a case of road rage. police were called to a house on farrington way. they found a 16 and a 17-year- old who had been shot. both were treated for nonlife- threatening injuries. an investigation indicates the motive here was road rage. we don't have specifics yet, but police say the suspect walked up to the home and shot those two teenagers, and then fled the scene. the oldest daughter of a san jose man who's behind bars for killing her mother is fighting to keep what's left of her family together police say mario chavez stabbed his wife to death at her new home on dakota drive saturday night. his two sons were reportedly in the next room. chavez is in jail charged with

murder. now his 22-year-old daughter is trying to gain custody of the two boys in an effort to stay together in the wake of this tragedy. the san jose police officers association is starting a fund to help the children in the case. it is at sjpd -- excuse me. sjpoa.com. look for the donation box in the bottom right-hand corner. crews have a handle on the fire in mountiablo. people who live there may have a new concern. the potential for them is high. ktvu's tara moriarty joins us now from clayton. tara. >> reporter: just when people thought the worst was over, the potential for mud slides creeps in. we spoke to cal fire. they definitely had concerns about them. we learned that state parks has yet to ask a special team to evaluate mount diablo. experts say intense fire kills roots that hold soil, and in the burn area rocks are soft, and just that

type that create debris flows. >> we have to recede the soil, bulldozers do damage. it cuts the vegetation off, and what wasn't burned off, we have to make sure the soil is not just going to wash away with the first rains. >> reporter: mountain managers right now are fineing the bearest spots of dirt so it can be covered with bidegradable shooting to stave off erosion. destroyed a lot of wildlife. one thing it leaves in its wake, in the spring, brilliant orange-colored fire poppies and golden ear drops will appear. they grow only after intense fires. back here live, let's take a look at mount diablo, sort of an ominous shot. as far as the poppies go, experts say you can soak up the view as soon as you can, because it's going to be gone in a few years. state parks hopes to have this park open by monday. ktvu channel 2 action news.

students shower firefighters with support after learning several of their prized belongings were stolen while they were out battling that wildfire. coming up at 6:45, how the community is helping fire station number 37. crews battling a deadly fire hope to have it fully contained by sunday. it's the clover fire. this one has burned 80 buildings including 30 homes near happy valley. one death is blamed on that fire. firefighters found the body of brian substantially henry. he refused to evacuate. the fire is 50% contained. happening today, swat teams from all over california and beyond, they are gathered in the south bay this morning. it is the best of the west competition getting underway in san jose in just about 30 minutes from right now. got 30 swat teams from western states training to improve their skills in how to respond to life or death. withs like a hostage standoff.

swat teams confront dangerous suspects when they respond to marijuana operations and things like that. they want to be ready >> almost all of these, there have been evidence of firearms or firearms. so it's very important we make sure the teams are ready, prepared for this. >> the santa clara county sheriff's office has hosted this best of the west event for the past 21 years. prosecutors say an east bay mcdonald's manager masterminded an inside job, robbing his own restaurant. happened late last month at the mcdonald's at santa rita road. investigators say felix gonzales wore a mask, climbed through the drive- through window and demanded money from the safe. he's accused of ordering workers into the freezer before he left. now, he was caught after he allegedly robbed another mcdonald's in san mateo 5 days later. our time is 6:39. are you ready?

an unexpected problem with the new bay bridge. some drivers are complaining about what they call tunnel vision. . >> we're live in san francisco from federal officials have just launched a new app meant to help catch child sexual predators. introduce you to it and how it helped catch a local suspect. and we still have traffic. it's a mess in and out of san francisco. it is improving on eastbound. what happened to make it better than it was just a few moments ago. the oakland airport also seeing some light rain this morning. we'll talk about that and see if temperatures will warm up later.

throughout colorado now we know of at least two people who have died in flash flooding in colorado. more than 6 inches of rain fell in the boulder area in 24 hours. moments ago, there was a rescue. a car that was trapped out there, they did get the driver out. but they still have problems out there because of flooding in colorado. happening today, officials are releasing a new smartphone app to help catch sexual predators. brian flores is in san francisco where you just talked to an agent about how this works, brian. >> reporter: hi. works great. but the key is to find these sexual predators, and ice agents say that's becoming a growing problem. want to introduce you to the app. it is the operation predator app. a home screen where you can submit tips online or through the app. here is some of the suspect information. there's about 10 of them right now. the key again is to help the public gather as much information as they can so that

they can catch these suspects. now, at this point the app is only available through itunes; but officials say they're working closely to make it available on other platforms. they don't have an exact date, though, on when that is. it provides information to help identify, locate suspected child predators. the app will give public information to help identify the most wanted suspects. you can read about the latest investigations, arrests. receive alerts. they say the app was developed because the response they received when information was released on suspects through social media. >> we're trying to stay current with technology. but i think because we've had such great success with these john doe alerts, through facebook and other social media and the responses, like i said, in many cases, within 24 hours, we're flooded with tips. >> reporter: now, ice says unfortunately, they say child sexual abuse cases

just continue to grow. many sexual predators have some sense of security when it comes to up load images on the internet. they have several agents on the internet looking for these predators and that with the launch of this new app, they plan to catch more of these criminals. coming up on mornings on 2 we'll introduce you more on how the app works as well as how to find a suspect. live in san francisco, brian flores. time is now 6:46. a man arrested on suspicion of stealing mail in morgan hill. police arrested eric gonzales on tuesday. he's accused of driving around cheyenne court in morgan hill in an orange convertible, stealing mail out of mailboxes. police say they spotted the car in the neighborhood. they say it was filled with stolen mail from nearby homes. police say that car also was stolen. news of a fire house theft has touched many people in one community now reaching out to help

those firefighters. >> we know we're safe now because of you guys. >> the leadership class from foothill middle school went to walnut creek station seven yesterday three days after the station was burglarized while crews were out fighting the fire on mount diablo started with 9/11. >> now the students baked cookies for the firefighters and gave them some gift cards. hopefully makes them feel better. two wedding rings, ipad, other items stolen from the station. offers are pouring in to replace the rings and a watch that was also taken. fire officials say they've taken some unspecified steps to increase security at fire stations. time now 6:47. have you driven on the new bay bridge yet? a lot of drivers say the lights in the tunnel on the new bay bridge may be causing a night-time safety hazard. caltrans replaced the old bulbs with hundreds of new led lights there they are.

thank you. time is now 6:48. what's going on on highway 101? . >> looking at it. trying to get out of san francisco. because of an earlier crash, you can see the chp officers are still there on the shoulder, and they're gone. some of the flares still may be out there. for the most part the traffic is recovered once they've cleared the lanes. they were blocking two lanes, and northbound 101 is improving quickly. look how much improved it is after they got rid of that crash. take a look at the toll plaza of the bay bridge. that is backed up for about a 15 to 20-minute delay. heavy coming from tracy. gets better in dublin. once you get to the castor valley area, traffic is a little bit slow on 238, trying to join 880 south, and 880 -- getting word of a

to raise california's minimum wage. the governor says the minimum wage has not kept pace with rising costs. this bill would raise the minimum wage from $8 to $9 an hour on july 1st of next year, then to $10 in 2016. if looking for a job this morning, the california highway patrol will be taking applications starting in just a couple of minutes at 7:00 this morning. it's the second time in three years the chp is hiring. applications will only be accepted online until this saturday. if you want to be considered, you have to be between 20 and 35 years old, a u.s. citizen and don't have a felony conviction. if you want more information, go to the chp web site, chpcareers.com. hayward police are cracking down on students who skip school. police fanned out across the city looking for students who were not in class. the students are then put on buses and taken to schools to meet with
