now. and a bit of drizzle this morning in some parts of the bay area. you are looking live at san francisco and the american flag. not much wind. zooming out to the bay bridge. good morning. welcome to "mornings on 2." i'm tori campbell. >> did you have your windshield wipers going. >> yes. >> so did i. >> so did steve. tell us about the weather. >> some measurable amounts of rain around. oakland airport reporting light rain in the last hour. we're caught in between two lows, one there, one there. a little bit warmer today as high pressure builds in. the higher clouds came in yesterday, that will not happen today. overcast conditions, a big fog bank out there and a lot of low clouds and drizzle. 60s on the temperatures for almost everybody unless you are up towards lake county or mendocino county. then there's a few 50s. san francisco on the mild side. when you start off in the 60s, it doesn't take much to go up

to 70. we'll go 71. low clouds, fog, then sun, but morning drizzle. a little bit warmer today just by the fact that we'll lose the higher clouds. temperatures inland. a lot more 80s than 70s. a lot 70s around the bay. let's go to sal. traffic is moderate. some areas are getting busy. with the bay bridge, we had earlier issues. pretty minor ones. there's a backup to the foot of the macarthur maze. 20, 25-minute delay. no problems on the bridge. if you are driving onto the upper deck of the bay bridge, a little bit slow coming up to treasure island. i see slow traffic coming around the curve. wondering what's going on. livermore valley, slow after some earlier problems. if you are driving to castro valley, the traffic very slow. and 880 is super slow. it's backing up into san she andro all the way down to from

mant because of earlier -- fremont because of earlier issues. back to the desk. >> thank you, sal. an oakland store is robbed. the suspects were caught on camera. claudine wong is live at a store on grand avenue with exclusive video with the robbery and why this is a troubling trend. claudine? >> reporter: it all happened quickly. man we saw on video, walks through here, goes through the door and in seconds is out. take a look at this store. it has surveillance cameras. a couple of them. so all of this was caught on video. take a look at the surveillance video. you can see a man in a white shirt walking casualty up to the door. the owner of the store was in the back. he says the date and time on the surveillance system was incorrect. this was last night around 7:30. >> i was in the back straightening up clothes and, you flow, doing my -- you know, doing my normal chores close to the closing do you. >> reporter: the man came up, grabbed the laptop and he's

gone. >> i looked up and i saw someone dashing out of the door. when someone bolts out of the door that fast, it's not because their pizza is running in an oven somewhere. it's -- you know, they are stealing something. >> reporter: he gets out the door and that's when you can see it appears he's not alone. another man walking up, watches the first man, run off -- runs off with him and then you see the owner racing out the door trying to get his laptop back. >> after he made a lot of noise leaving this business, i rushed out after them and they made a bolted straight across into a getaway car that they had parked waiting at the corner over there on the freeway ramp to go onto 580 westbound. >> reporter: he says they got into a newer model gold cad look. it took nine minutes, from the first time we see the suspect to when it is over.

the owner it still hoping the two are caught, hoping to get the laptop back. >> thankfully for the camera, hopefully it will shake some, you know, leaves out of the tree and -- so we can get these guys and, you know, report them so -- because these little crimes like this turn into bigger crimes. >> reporter: oakland police agree and since the summer have been trying to crack down on an increase of robberies. they states it's in the -- they say it's in the double digits from last year. there's the entrance to 580. we want over here. here is where -- we pan over here. here is where the store is open. claudine wong, ktvu channel 2 news. 7:05. emergency radio communications revealing how fast that big fire on mt. diablo changed from being a manageable grass fire to an out-of-control wildfire. >> quarter acre mostly

contained. >> firefighters first believed the fire was almost out. they canceled calls for extra engines. then, though, the firefighters got called about a second fire burning up the hill. calfire chief martin says the first firefighters on the scene acted appropriately based on the information they had. the wildfire on mt. diablo is also raising some concerns now about erosion of the land. geologists say the ground and fire zone will be at risk for landslides when it finally starts raining since there are no plant roots holding the soil in place. tara moriarty is out there. she will tell us how homeowners are being urged to prepare themselves at 7:30. the national weather service says there's been a major flash flooding problems in a burn area near boulder, colorado. we just showed you. these are live pictures from boulder, colorado. incredible picture. at least two people have died already, blamed on the flash

flooding there. that car fell off a bridge that had collapsed. the driver was rescued but this is an incredible scene. classes have been canceled at the university. some of the students at the university of colorado took this video you are looking at now. you can hear some of them of laking but they were still scared, too. the national weather service says about between 4 to 7 inches of rain fell in boulder between 7:00 p.m. yesterday and 4:00 this morning. >> how high the creek was, how fast it was, how muddy it was and how dangerous it was, it freaked us out. >> firefighters used a ladder to rescue people. even a dog. heavy rain is still coming down. there's concerns of more flash flooding. the national weather service now warning of an extremely dangerous and life-threatening situation throughout that region. 7:07. happening today -- contract talks in the b.a.r.t.

labor dispute are set to resume at 10:00 this morning. the two sides are still far apart with the new strike deadline, one month away. union leaders are now accusing management of fighting safety citations instead of fixing safety problems. the unions deny they are raising safety issues as a ploy to deflect attention away from their pay and benefit deed demands. >> i believe that issue, iists -- exists. we have lost two coworkers. in 2001 and 2008. >> a spokesperson says management has addressed you all safety issues brought up in these negotiations. b.a.r.t. workers could walk off the job again if there's no agreement before october 10th. that's when the cooling-off period ends. construction problems with the bike path are adding millions of dollars to the

already enormous bill for the new eastern span of the bay bridge. caltrans documents push libbed in the chronicle show design flaws, snap bolts have added up. the estimated cost to fix problems with just the handrailings is nearly $4 million. currently the bike path only runs a few miles. it will not be linked to yerba buena island until 2016 after the old eastern span is torn down. about a dozen protesters claiming they represent occupy san francisco they've settled outside of city hall. the examiner reports they are targeting ed lee claiming he turned his back on the homeless. the protesters say they will say at civic center plaza for at least two weeks. they are being watched by the police. so far no, sign of any problems. the city of richmond's plan to seize underwater mortgages

will held to federal court today. this plan would help restructure loans. wells fargo and deutsche bank have sued to block the plan. facebook may in trouble with the federal trade commission. there's a government investigation into the company's news privacy policies. the government is trying to find out if facebook violated a 2011 settlement with regulators. the deal called for facebook to get the explicit consent of its users before exposing private information. facebook plans to update policies with new language in a couple of days. and facebook's stock is going up. mark zuckerberg says taking the company public made it stronger. yesterday at a conference in san francisco, zuckerberg said the lessons learned during the

ipo has led him to run the company differently. shares were $40 a share since the ipo. a new high-tech way to track sexual predators. how it works and what you need to use it. and tread very carefully. that warning issued by russia's president vladimir putin was in a message in the new york times. if you are looking at driving in san jose, northbound 101 is slow and so is northbound 280 gets up to the cupertino area. we'll tell you why this commute is off to a rough start. san jose had some clear skies yesterday. but the low clouds are in. a lot of 60s. very damp for many around the coast and bay because of the drizzle. we'll talk about that and fine tune your forecast.

developing news. syria's president says he's willing to turn over his chemical weapons. as ktvu's kyla campbell reports from our washington, d.c. newsroom, the syrian president says it's not because of u.s. military threats. kyla? >> reporter: he says he's willing to give up his chemical weapons because of the -- of russia's proposed plan. this comes as secretary of state john kerry is in swissertland to meet with russian leaders coming up with a game plan to get international leaders in charge of those chemical weapons stockpiles. the goal, to get the gas out of syria and to a place where it can be destroyed safely. i spoke to several bay area members of congress about the talks. >> mr. putin, now it's your credibility at stake. you said you can do this, go do it. >> reporter: also new this morning we've learned the cia is already giving the syrian rebels anti-tank weaponry like

rocket-propelled grenades on top of guns. i did reach out to the white house about assad talking about only getting involved because of russia's help and not because of u.s. threats. i'm working on that for 8:15. kyla campbell. ktvu channel 2 news. >> thank you. 7:14. russian president vladimir putin in an opinion piece in the new york times warns americans that a military strike by the u.s. on syria would "increase violence and unleash a new wave of terrorism." president putin addresses his opinion piece to the american people and their political leaders. he calls on the u.s. to work through the united nations for a diplomatic solution to the crisis in syria. vladimir putin writes "it's alarming that intervention and conflict in foreign countries has become commonplace for the united states." a former airport security

screener at l.a.x. was arrested on charges he made threats that referred to something worse than 9/11. here's photos of the 29-year- old. it was taken from a religious website. the fbi arrested him on the eve of 9/11. now, agents say he called l.a.x., warned that the terminals should be evacuated. well, nothing was found. later, a bomb squad checked a suspicious package near his apartment in riverside. they say they found a letter saying how much he dislikes the united states. a church pastor in florida is facing charges now. police say that he was caught trying to burn up thousands of copies of the koran. he and the associate pastor were arrested during a traffic stop in mullberry. he was driving with 3,000 copies of the koran soaked in

kerosene. he announced plans to burn co rans on the anniversary of -- korans on the anniversary of 9/11 but decided not to in the past. reportedly employees of trader joe's are being told they will need to find their own health insurance last year. trader joe's issued a member saying part-timers will need to use obama care. the company promised to issue a $500 check to those employees to help with the transition. the state of california is selling whole foods claiming they are selling products with pesticide not registered with the state. the california department of pesticide regulations says to tell a pesticide product in stores, a company must register it with the state to be tested and approved for safe use. the agency says whole foods has not done that. whole foods say they cannot

comment on pending legal issues. sal, the toll plaza, everybody behaving for you? >> well, it's backed up there, dave and tori, as it normally is. it's backed up to the maze. although it's getting better from the opening of the bridge what has been ten days , something like that. it's still a little bit slower. we can add another factor. that would be fall. more people going to school and work. summer vacations for many are over. you can see how the bridge traffic is itself is slow heading into san francisco and no major problems. i want to mention the livermore valley has had just a bunch of problems. 580 has been slow all the way through. and then we're looking at probably one of the slowest commutes in the bay area. that would be 238 and then leading onto 880. it's solid slow traffic all the way to fremont. we're checking on marin county, a crash 101 at ignacio.

clearing. we've had a lot of problems there. b.a.r.t., uniand caltran are good options for you. not reporting any delays. let's go to steve. thank you, sal. a lot of low clouds in place. a few breaks in the clouds. but the big news has been the drizzle. society jim on twitter said i could hear the drip, drip, drip from the drizzle. brandon from pacifica said there's a lot of damp conditions. coast and also the bay. there's a big fog bank out there. oakland now starting off, almost everybody in the 60s. there's a fewer upper 50s. we'll go 72 at noon. tropical -- i keep saying tropical but associated with the low in nevada brought in this mid and high clouds and that brought a screech to the temperatures warming up. we do not expect the higher clouds today. we have the low clouds up around 2200 feet. they are flying inland. almost everybody says cloudy conditions or mostly cloudy skies. 60s, 70s and 80s.

we'll see a warmup today. it looks like by the weekend, especially sunday, another system will move in and that will allow the clouds and fog to regroup. we're kind of stuck in a pattern here. 44 up in tahoe. but 60s almost everywhere you look. half moon bay 59. novato 63. 64 livermore, san jose is in there and not much of a breeze. there is a hint, the delta breeze, not nearly as strong as yesterday. there are a few hints there with the loss of the higher clouds. the gray skies mean it will be a mild morning for some. sierra nevada will deal with the rain. the rain that fell in denver, you did see why right there -- you can see right there. you can see how it goes, and goes. there is a lot coming up. this is a classic situation for coles. you get a low -- for colorado. you get a low coming in from new mexico and it wraps around.

the scene. janine, you just talked to one of the shooting victims. >> reporter: yes. 16-year-old boy that lives in this house on farrington way. i'm just sort of surprised right now because he was -- he's on crutches. he was shot in the leg. the bullet went right through it. but he just about two minutes ago left to go to school. he goes to beacon high school in san jose, an alternative high school. he says that somebody opened fire here on the house that he was standing outside with his 17-year-old brother. police say a shot spotter actually activated and picked up multiple gunshots here in the area. when they arrived, they found the 16-year-old and the 17-year- old brothers inside the bedroom suffering from gunshot wounds. the brother, we're told, was hit twice. they are just non-life- threatening injuries. but investigators say it appears that a silver newer model honda is the suspect car and stopped at the house. a latino man then stepped out

of the car and started shooting. here's what the victim had to say -- he didn't want his face shown, though. >> we were actually smoking a cigarette and the car stopped where your guy's truck is. as soon as we looked and said who is that, we looked over there and he started shooting at us. >> reporter: what did he do after that? >> he just left. >> reporter: at this point, police are trying to track down the suspect. most likely, they will reinterview both of those shooting victims. again, non-life-threatening injuries. i want to show you what happened here. there was another shooting here labor day weekend where the back of this car parked in the driveway was shot at. they say there was also two other shootings on the street. don't know if they are related. we spoke to the teenager's mother a short time ago. she doesn't know what's going on. police think this stemmed from

a road rage incident. family members are not sure why police are saying that. we'll try to get ahold of officers to find out what is behind that theory. you will also here more from the victim coming up in the next hour of "mornings on 2." reporting live from east palo alto, janine de la vega, ktvu channel 2 news. progress by those firefighters battling the fire on mt. diablo. but homeowners in area got new concerns. why they are nervous about the weather. and inmates collects unemployment -- collecting unemployment benefits. the new crackdown on fraud.

time is running out for congress to reach a government deal to avoid a government shutdown. house republicans removed a measure that would have temporarily funded the federal government after a backlash by conner is va thinks. members of the tea party wanted

to build to defund president obama's healthcare law. congress has until october 1st to work out a deal and avoid a shutdown. congress wants to clamp down on prison inmates who commit fraud. millions of dollars in unemployment checks are being sent to inmate accounts every year. now, a person contacts a state unemployment office either by logging onto a prison computer or a relative makes a phone call on their behalf. checks are then directly deposited into a prison inmate's account. the state of pennsylvania says they are stopping the fraud by cross-referencing names of jobless recipients with a prison database. >> pennsylvania has saved $100 million by literally closing this barn door. all of the other states out there can probably do the same thing. nationally, probably save a billion dollars. >> now, the house of representatives is considering a new bill that would require states to stop writing checks

to prison inmates. tracking sexual predators could soon be easier. the new tool being launched today to help protect children. >> reporter: we're live near mt. diablo where the fire is over but concerned for mudslides is growing. we'll tell you what officials are doing to scathe off a potential disaster when "mornings on 2" continues.

but until it gets there, that's why we're looking for a sunshine. a lot of reports of drizzle. very mild. a lot of low 50s. mainly 50, 60s and they've not budge. the high clouds will affect tahoe, truckee, reno. not for us. low clouds, fog, sun. and then muggy up there today. it will be warmer. look for more 80s instead of 70s inland. a lot of 70s in the north bay, south bay, peninsula and also near the bay. here's sal. right now we're looking at traffic that's moving along right here around the bay area in some areas. not a lot of accidents but then we flash this picture up here. sal, what are you talking about? well, it's slow heading from walnut creek to san ramon. it will stay that way through danville. it's improving a little bit. we had an earlier problem to

blame for it. bay bridge toll plaza, that's backed up for the typical delay of about 20 minutes. it's beginning to look more normal after what you would see on the old bridge. it's a pretty drive in the city now. highway 4, low speeds like you normally would see from lone tree way to loverrage, 224 to 44, speeds at 26 miles an hour. as we look at the commute, highway is 4 as well. 80, about the only bright spot, it's not as backed up as it could. it's a little slow through richmond as you drive through. let's go back to the desk. thank you, sal. firefighters are making progress on that wildfire burning on mt. diablo. but there are new concerns for homeowners. the morgan fire is currently 90% contained. evacuation orders have been lifted but mt. diablo state park is still closed until further notice to the general public. several small outbuildings

burned. tara moriarty is live at the fire scene to tell us how there's concerns of erosion. >> reporter: well, good morning. the fires may be over and firefighters should be gone by this weekend, but there's a new concern. if you look over my shoulder, you can see that mt. diablo is clear from smoke but that new concern is the potential for mudslides. when we talked to calfire yesterday, they said the biggest task right now is the rehabilitation of the mountain. we've learned that state parks has yet to ask a special landslide team to evaluate mt. diablo. experts say intense fire kims roots that -- kills roots that hold soil. and calfire says bulldozers destroy a to the of top soil -- a lot of top soil. so they will need to recede. >> the rainy season is around the corner. we have to recede to get the mountain back to where it can sustain the winter. >> reporter: managers are finding the bare spots of dirt

to be covered with biodegradable sheathing. one thing this will leave in the wake, brilliant orange- colored fire poppies and golden colored air crops that will pop up in the spring. they only grow after intense fires. experts say soak up the view while you can because they will be gone in a few years. tara moriarty, ktvu channel 2 news. happening now, s.w.a.t. teams were across california and beyond are gathered in the south bay this morning. the best of the west competition got underway in san jose about a half-hour ago. it's a competition with a very serious goal. 30 s.w.a.t. teams were western states are training to improve their ability to respond to life-or- teeth situations and want be -- life-or-death situations and want be to be ready for anything from a hostage standoff to a threat on the

president's life. >> they don't see what's coming. they have to react to what's out here. we've set up realistic courses. we don't make up things that won't happen. >> this event has been hosted for the past 21 years. happening today a first-of- its-kind app launched by federal officials to catch child predators. brian flores has more on how this works. >> reporter: good morning. it was launched by immigrations customs enforcement earlier today. it's called the operation predator app and provides videos, links, suspects descriptions last-known whereabouts about these child exploitation suspects so the public has more information to try to catch them. the app is only available on iphones and itunes for free but frills say frill officials say they are -- but officials say they are working quickly to

provide them on other devices as well. these are sexual predators who cross federal or international jurisdictions because many are involved in producing or distributing child pornography and in some cases they sexually abuse children. officials real az many have smart phones and for many, it's the main source for information. what's also key, you can leave tips anonymously and receive alerts when new suspects are being sought. >> the trend i'm seeing in more and more of our investigations, we're actually rescuing children that are being abused. and we are spending more resources actually proactively trying to identify the children that we're seeing in some of these images. >> i like to know who i'm living around. i'm a runner and i like to know who i'm being surrounded by. >> reporter: one local case that's listed on the app is a name of kevin trask, a 37-year-

old paramedic who used to live in the bay area. he's accused of sharing and distributing more than 7 hun images and ten videos of child pornography. officials say he was last seen in december of last year. if caught, suspects face 20 years or more in prison. brian flores, ktvu channel 2 news. the oldest daughter of a san jose man who is behind bars for killing her mother is fighting to keep what's left of her family together. police say mario chavez stashed his estranged wife to death at her new home on dakota drive saturday night. his two sons were reportedly in the next room. chavez is in jail charged with murder. now, his 22-year-old daughter is trying to gain custody of the two boys in an effort to stay together in the wake of the tragedy. the san jose police officers association is starting a fund to help the children in this case. it's at sjpoa.com. look for the donation box in

the bottom right hand corner. there is a break in the case of that 8-year-old girl killed in oakland when she was sleeping over at a friend's house in july. police released this sketch of the man accused of killing that 8-year-old girl and wounding two other children and a grandmother. the suspect is described as african-american, between 17 and 24 years old, about 5'7" and weighing 160 pounds. now on july 17th, someone rang the doorbell at this home on wilson street. the gunman fired ten shots killing her, wounding her 7- year-old friend, a 4-year-old boy and a 63-year-old woman. >> we want to find this person and remove them from our streets. this is a dangerous person. if they shoot children, what else would they do in our community? >> a $35,000 reward is being offered in this case. police in san leandro want your help. they are trying to find a woman who has been missing since last

weekend. 49-year-old loreen mmarzera is about 5'2", about 105 pounds, blond hair. hazel-colored eyes. sheef disappeared last -- she disappeared last sunday. look at the photo. if you have any information, call san leandro police. caltrain is running on schedule this morning but that's after two people were killed on the tracks yesterday. the first incident happened just before 2:00 p.m. near brigato road near the border of belmont. the other person killed last night at 9:00 at the tration in south san francisco. about 125 people were on the first train in belmont but no passengers were hurt. service was slowed for several hours while both scenes were investigated. 7:40. the city of san jose has jobs to fill. they are hiring. san jose is looking for a new

police chief and a new fire chief and the city manager. the city manager announced her plans to retire. also, mayor chuck reed is in the last term of his office. >> kind of wonder what's happening in the city and whether maybe we should be packing up too and heading out. >> now, mayor reed says he hopes the city manager can fill the jobs before she leaves. but the police union is raising concerns about that large number of upcoming vacancies. the man shot by san jose police 20 times settled a federal lawsuit against the city for almost $5 million. a guest at the extended stay hotel found 27-year-old, a man, dressed up for a halloween party, he had a toy gun in his waistband. police say he reached for it when they tried to wake him up.

four police officers fired their weapons, hitting him 20 times. he survived somehow. the had .9 settlement is -- the 4.9 settlement is the largest reportedly paid out for police misconduct. snoop an unexpected problem with the new bay bridge. why some drivers are complaining about tunnel vision. also a big announcement from buckingham palace. prince william is stepping town from the military. right now we do have traffic on highway 4 that's really busy because of problems and just because of the morning commute. we'll tell you how bad it is coming up. a few sunbreaks. there's a lot of low clouds out there and drizzle. will the temperatures warm up?

stocks are flat in early trading. a sign that traders may be pausing after the market's longest rally since july. traders watching developments in syria. the dow is up 15. the nasdaq up 5. s&p is up a half point. yahoo!says the number of people who rely on the search engine continues to grow. ceo marissa mayer says yahoo!passed 800 monthly active users including -- probably 800,000 monthly active users including 350 million from mobile devices. mayer says the most popular users for yahoo!are search engine, e-mail, news an sports. yahoo!'s stock price has nearly

doubled since she took over last summer. the government keeping a close eye on facebook over privacy issues. pam cook is in our newsroom to tell us the two sides of what is becoming a he said/she said thing. >> the federal trade commission is just beginning an inquiry into whether facebook's privacy policies are in violation of an agreement with regulators. under that agreement the social network site is required to get the explicit consent of its users before exposing their private information. facebook is apparently making it clear to users that they are required to give the company permission to use their personal information in advertising if they want to use facebook. peter cap lab, a spokesperson says facebook is subject to continuing oversight by the commission because of the consent order and that "facebook never sought out a discussion with us beforehand about these proposed changes."

60s, low 70s, san francisco. berkeley, oakland around the bay and then inland temperatures the will bounce off some of the 75s hit the low 80s. you get farther inland up towards st. helena, calistoga. a little bit warmer. about 86, 87. should cover the spread out towards brentwood. a lot of those high clouds are coming in. the low is moving out of the picture for us. it will still impact the sierra. 60 for ukiah. 69 for sacramento. not even 70 in las vegas. another wet commute for las vegas. they've had a lot of the clouds and rain from the low. 60s, very few upper 50s. a few reporting 59. hardly any place at all. we have plenty of gray. the lows up there -- the cloud deck is up around 2500 feet t boulder is the one who just got

boston's logan airport is apologizing for holding a fire drill on 9/11. the exercise featured flames and a lot of smoke. two of the four hijacked planes on september 11th, 2001 took off from boston. the governor of massachusetts called the timing of the fire drill "just dumb." firefighters were robbed while they were fighting the flames on mt. diablo. >> we know we are safe because of you guys. >> yesterday, the leadership class from foothills middle school went to walnut creek station 7, three days after the fire station was robbed. started with 9/11 and then the fire and then we heard they had gotten broken into. >> the students baked cookies for the firefighters, gave them gift cards and made them feel loved. great story. during that robbery, two wedding rings an ipad and ear items were stolen from the fire

station. offers poured in to he roo place the rings and a watch that was also stolen. fire officials have taken steps to increase security at the stations. fire crews battling a deadly wildfire in shasta ta county hope to have it contained by sunday. this fire has burned 80 buildings, including 30 homes near happy valley. one death is blamed on the fire. firefighters found the body of 56-year-old brian stanley henry. he refused to evacuate. that fire is now 50% contained. many drivers say the new tunnel lights on the bay bridge may be creating a nighttime safety hazard. carns has replaced the old bulbs with hundreds of new lights and many say they blind them when they drive through there at night. we spoke to the coordinator and he admits there's a problem.

>> we're working on the adjustments to find the right circuit that needs to be on at night. >> the chp says the bright tunnel accidents have not caused any accidents since the new bridge opened nine days ago. but caltrans plans to dim the lights within the next few weeks. the state senate is expected to give final approval to rename the western half of the bay bridge after former san francisco mayor and former assembly speaker willie brown. governor jerry brown has already come out against the proposal but does not have the authority to veto the nonbinding resolution. an activist plans to file a lawsuit claiming lawmakers can only name state roadways after the deceased. as we all know, willie brown is very much alive. >> yes. >> yes. bold thieves in oakland steal an expensive item and they are caught on camera right there. more on this exclusive video only on 2. >> reporter: we're live in east palo alto where two teenaged

a high of 72. the low clouds and drizzle and the water temperatures continue to be 60. still a lot of 60s here across the board. there's only bun a couple of upper 50s unless you are far enough north. san francisco starting off mild. not too bad, 71 for a high. slightly above average for this time of year. the clouds will focus their attention on the sierra nevada, not for us. more sun, starting off in the mid-60s. we'll have a warmer forecast. the moisture in the air, the humidity is really, really high. 70s for many to low and mid- 80s. steve we're looking at slow traffic. let's go to highway 4 where traffic has been set back a couple of things. we had a crash on the way here. we also had slow traffic as you get up to the concord area. this is all because of -- just a lot of volume this morning. a lot of people as you drive

through. not only on highway 4 but also on highway 680 and on highway 4 as you thrive over to 80 -- drive over 80 -- over to 80. the traffic is moving along relatively well. if you are driving onto the bridge. it is looking okay. there's still a little bit of the backup coming up through the single anchor suspension. i suspect that will get better with time. south bay is lit up. we have a lot of slow traffic on 85, 280, 17, 101 and even in mountain view, 101 is a mess. back to the desk. we're starting with developing news from east palo alto. two teenagers were wounded in an early-morning shooting in what may have been a case of road rage. ktvu 's janine de la vega talked to one of the teens who was wounded and he's going to school today. >> reporter: yes, he is. we were surprised to hear that. he started to bleed when we

were doing interview with him and had to run back in the house. he's on crutches. he's already left for school. he says he's never been shot before. but he says he was shot while standing here in the front yard with his brother last night. you can still see there are some bullet holes left in the house. now, the teen who didn't want to be identified said he and his 17-year-old brother were outside smoking cigarettes at 11:00 at this home on farrington way, where they live, when a silver, newer- model honda pulled up. a latino man stepped out and started to fire at them. the boys say they believe about 15 shots were fired. one of them hit the 16-year- old. two of the bullets hit the 17- year-old. hopefully he's okay. he has a big hole at the top of his foot and he got shot once through and out of his ankle. >> reporter: and your bullet wound? >> my wound went in the inner thigh and came out further later. >> reporter: the 16-year-old says he isn't going to let the

shooting get him down. he left to go to school today at beacon high school in san jose, where he's a junior. >> i feel it's a good day. i think i should celebrate still being alive. i'm gonna go to school this morning. >> reporter: police are trying to track down the suspect. they believe that this may have been sparked by road rage. but when we spoke to the teen, he says he doesn't have a driver's license. he says everybody was home at the time and he is not sure why officers are saying that. we have a call into the east palo alto police department to explain where they got the theory from. but obviously they are putting that out there for some reason. there's a limited suspect description. we don't have a license plate number, justthy are looking for a silver newer model honda. and a teen is the suspect. you will hear more coming up in the next hour of "mornings on

2." janine de la vega, ktvu channel 2 news. >> thank you. only on 2, a store is robbed in the blink of an eye. ktvu has the exclusive video. it happened last night in oakland's grand lake neighborhood. claudine wong is there with reaction from the store's owner. good morning, claudine. >> reporter: good morning. i also just talked to the crime block captain out here. she says it's been an increasing problem. robberies, burglaries and theft and says everybody has to get involved. that's what this storeowner did when he put up these surveillance cameras. when he got robbed last night, it was all caught on video. take a look at the surveillance video. you can see a man in a white shirt walking up to the door. once inside, he grabs the laptop. he's gone. the owner of the store herd him before he stopped him. >> i looked up and i saw someone dashing out of the door. really, i heard him leaving. he was in such a rush to get

out that -- and his feet were stomping everywhere and making a lot of noise. >> reporter: this happened at 7:30. the owner says the date and time weren't set correctly on the surveillance system but there's no mistaking what it shows. once out the door, it appears the suspect was not alone. another man watching the first man runs off with him. seconds later, you can see the owner of the store racing out the door, trying to get his laptop back. >> a driver sitting in there ready and willing to take off. it was bonnie & clyde. >> i almost caught the car. i don't know what i would have done if i caught the car. >> reporter: he says the two left in a newer cadillac. the owner is hoping the two are caught, hoping he gets his laptop back but he knows that may never happen. >> other than that, you pick up the pieces and move forward. that's what you have to do in business. not every day will be peachy- keen and with birthday cakes.

>> reporter: oakland police over the summer acknowledged robberies were a big problem out here in the grand lake district. the captain said in the last few months things have gotten better. a lot of businesses along the stretch. there's foot traffic along here as well. she says she's seen a lot of the traffic happen during the day. maybe one of the reasons why, here's the store where this happened. there's the 580 freeway, makes for an easy and quick getaway. claudine wong, ktvu channel 2 news. happening today in just about two hours, contract talks in the labor dispute are set to resume. the two sides still far apart. the new strike deadline is now just one month away. union leaders accuse management of fighting safety citations instead of fixing safety problems. the unions deny they are raising the safety issues as a ploy to deflect attention away from their salary and benefit

demands. >> i believe that issue exists from the public because nobody from the public has really gotten hurt, seriously hurt. we the workers have lost two of our coworkers. in 2001, and 2008. >> now, b.a.r.t., meantime, says management has addressed all safety issues brought up in these negotiations. b.a.r.t. workers may walk off the job again if there's no deal before october 10th, when the cooling off period ends. construction problems with the bike path, they are adding millions of dollars to the already huge bill for the bridge. caltrans documents published in today's chronicle show the design problems, broken bolts and other problems have added up to huge cost overruns. the estimated cost of fixing problems on just the handrailings that's almost $4 million. right now the bike path only runs a couple of miles. it won't be connected to yerba buena island until 2016. this is after the old eastern

span is turned down. 8:08. about a dozen protesters claiming to represent occupy san francisco are now camped outside city hall. the examiner reports they want to send a message to mayor ed lee, claiming he's turned hick back on the city's homeless -- his back on the city's homeless. they say they will stay at the civic plau two weeks -- civic plaza for two weeks. police are watching them. the city wanting to claim underwater mortgages through eminent domain heads to court. the plan aims to force bondholders to sell necktive equity -- negative equity mortgages so homeowners can restructure liens. wells fargo and deutsche bank have sued to stop the plan. a federal judge in san francisco will hear both sides and make a ruling. they make -- sometimes they

make weird squealing noises. >> a quiet san ramon neighborhood is dealing with an invasion of wild pig. surveillance video shows the animals going hog wild on the lawns at night, squealing and fighting with each other. they say they are liking killing down from the hills in search -- coming down from the hills in search of food. >> every morning, i wake up to see if they've hit a new part of it. >> traps have been set to catch the pigs but so far they've not taken the bait. governor brown supports raising california's minimum wage. the governor says the minimum wage has not kept pace with rising costs since it was last adjusted six years ago. the bill would raise the wage from $8 to $9 an hour next july 1st and then to $10 in 2016. well, this morning, if you are looking for a job, the california highway patrol is now accepting applications. the window to apply it just opened up at 7:00 this morning.

syria's chemical weapons program. the president of syria for the first time speaks out about the deal. ktvu's kyla campbell live in our washington, d.c. newsroom to tell us who syria's president gives the credit for his decision. kyla? >> reporter: dave, bashar al- assad says he's giving his chemical weapons up to international control because of russia's involvement, not because of the u.s.'s military threats. this is the first we've heard from al-assad since monday when russia proposed that syria allow international monitors into the country to take over chemical weapons stock miles. the obama administration is cautiously optimistic. secretary of state john kerry is in switzerland for at least today and tomorrow working with russian leaders to come up with a game plan to get that poisonous gas out of syria and to get to a place where it can be destroyed. it won't be easy as the syrian bloody civil war continues. the cia has been given guns and

rocket-propelled grenades to the syrian rebels for the past two weeks. i did reach out to my contacts to the white house for response to assad's comments this morning and more information from the syrian rebels getting weapons from the u.s. we have not heard back. but there's a conference scheduled for two hours from now. kyla campbell, ktvu channel 2 news. well, vladimir putin wrote an opinion piece in the new york times. he warned the american people that a military strike by the u.s. on syria would "increase violence and unleash a new wave of terrorism." president putin addressed his opinion piece to the american people and their political leaders. he's calling on the u.s. to work through the united nations for a diplomatic solution to the crisis in syria. president putin wrote "it is alarming that military intervention and internal conflicts in foreign countries has become commonplace for the

united states." facebook founder zuckerberg did not mince words describing his opinions about the domestic violence surveillance program. during an interview in san francisco at a conference, he says "i think the government blew it." he added that the u.s. failed to strike the right balance between protecting americans from terrorism and protecting their civil liberties. this morning, pg&e is unveiling a new look to some of its bills during a community fair at china natown. pg&e will show off the first- ever energy statement in chinese in california. chinese-speaking customers can ask for statements in their native language this month. the bills will have larger fonts and new information helping customers better manage their energy usage. prosecutors are claiming an east bay mcdonald's restaurant manager masterminded an inside job and robbed his own restaurant. they say it happened at the mostly mcdonald's in

pleasanton back on august 28th. investigators say felix gonzalez bassara, put on a mask, climbed through the drive- thru window and demanded money from the safe and ordered workers to get in the freezer before he got away. five days later, he allegedly targeted another mcdonald's in san mateo. >> he put the girls in the freezer in the back, then he took the manager who was working and took him to the safe. >> now after that robbery, a police officer said he spotted the suspect's vehicle son the san mateo bridge. police say they discovered a a mask. he's in jail now. we want to check in with sal. see what's happening on the roads this thursday morning, sal. >> we have a lot of slow traffic. this seems to be the heart of the commute. we'll show you some slowing at the toll plaza although we seem

to have be seeing some improvement but it's still very slow here as you drive into san francisco. you will see slow traffic as well on the upper deck of the bay bridge in spots on the way to the city. 880 northbound, nearby the coliseum. northbound traffic will be busy as you drive through. there are no major problems now. the traffic will be slow if you drive southbound. i want to mention that traffic on marina boulevard is affected by a fuel spill between alvarado street and merced in both directions on marina boulevard here. you will have trouble getting around because of a fuel spill. they have detours right off 880. if you are trying to get to the san leandro, you might want toil think about using davis street -- to think about using dave vit street. as we've move -- davis street. as we move over -- my maps are going crazy. that's operator error, steve.

to stay out of the water because the fish have died. it may attract sharks, barracuda and eels. the spill was probably caused by a leak in a molasses pipeline in one of the piers. back here at home, a suspicious death investigated last week, it's a homicide. a william reported finding a -- woman reported finding a man's body in the home of a vacant yard at b street and 4th last thursday morning. investigators learned he was 29- year-old marcus brown who lived in hawaii. police are investigating why he was in hayward and who may have killed him. 8:26. san francisco's animal control workers say budget problems are making it hard for them to do their jobs and animals are suffering because of it. the animal shelter says it's seen a 50% increase in the number of dogs, cats and other animals. at the same time, workers say they have had to cut hours and staff and they are not able to

there's signs of a warmup starting today. upper 60s, low 70s from san francisco to parts of the east bay and then you start to get to the coastal hills. a few upper 80s. i think around 80, 85 for inland. we're already at 64. mountain view, livermore, it's close up to santa rosa, 61. oakland, 64. the clouds up in the sierra today will not clip us. if they do, they will be thin. a lot of low clouds, sun. the morning drizzle should be about over here. kind of muggy hue mild. the moisture in the air is very, very hot. here's sal. we're looking at traffic that's finally getting better in some spots but still very heavy overall. let's take a look at the toll plaza. we have improvement in the left lanes. no problems on the upper deck of the bay bridge. also this morning we're looking at the commute on the san mateo bridge. that's much better than it was a little while ago as traffic is beginning to loosen up.

there's a fuel spill in san leandro on ail -- on marina boulevard between alvarado and merced in both directions. give yourself extra time if you are driving through. the traffic is going to be busy in that area. also 880 is a mess heading south out of san leandro. now let's go back to the desk. 8:31. firefighters are making a lot of progress on that big wildfire burning on mt. diablo. but there are new concerns for homeowners in the area. the fire has burned almost 3200ationers since it started sunday near morgan territory and marsh creek roads. firefighters hope to have it fully contained by tomorrow. the evacuation orders, they've been lifted but mt. diablo state park is still closed to the public. now, that fire is raising concerns about erosion of the land. ktvu's tara moriarty is live this morning out there, telling us why some homeowners are pretty nervous. tara? >> reporter: well, the morgan

fire burned a fraction of mt. diablo on the very highly visible on the opposite side. it's charred flat. the wildlife will recover but the potential for mudslides has many concerned. we spoke to calfire. they said that their next biggest task is the rehabilitation of the of the mountain. we've learned that state parks have yet to hire a team to evaluate mt. diablo. experts say intense fire kills roots that hold soil. in the burns, rocks, just the type that create debris flows. >> we have to rere-seed the -- to re-seed the soil. it cuts the vegetation off. what was not burned off, we have to make sure that the soil is not just gonna wash away with the first rains. >> reporter: mountain managers are finding the spots to be

covered by biodegradable sheeting. the wildlife destroyed a lot of wildlife, one thing it will leave , something positive, a brilliant camp pet of orange and golden yellow in the spring. these grow only after intense fires. experts say soak up the view while you can because they will be gone in a few years. they hope to have the mark open by monday. live in clayton, tara moriarty, ktvu channel 2 news. dramatic video to show you. this is near boulder, colorado. one of the cars is upside down. three cars plunged into fast- moving plunge waters when the road they were on collapsed because of flash flooding. each car had one person inside. they were trapped. you can see a man right there. rescue crews were able to pull the man out. he's alive. he made it. all three of the drivers were rescued. they were taken to the hospital checked out. they only had minor injuries.

here's some video shot by students at the university of colorado. a flooding there. you can see how high the water is. you can hear them laughing but at least three deaths are blamed on flash flooding there. it's still raining. the national weather service says an estimated 4 to 7 inches of rain in boulder between 7:00 last night and 4:00 this morning. it is 8:34. happening now, s.w.a.t. teams from all over california and beyond are in the south bay this morning. the best of the west competition began about 90 minutes ago. 30 s.w.a.t. teams from western states are training to improve their ability to respond to life-or- death situations such as hostage standoffs. they want to be ready. >> almost all of these illegal situations we've gone into it, there have beenevidence of firearms or firearms. it's very important that we

make sure that teams are ready and prepared for this. >> the santa clara county sheriff's office has hosted this best of the west event for the past 21 years. 8:35. there's a new report on crime in san francisco suggesting you may be safer if you live on a hill. the san francisco chronicle reports an an alley sis say neighbors with steep hills have less crime than those are lower elevations. happening today a first-of- its-kind app launched by federal officials aimed at catching child predators. brian flores is in san francisco with the details of how this works. good morning. >> reporter: good morning, dave. it was launched by u.s. immigrations and customs enforcement officials earlier this morning. it's called the operation predator app. it has videos, links of suspect

information. last-known whereabouts about child exploitation suspects. the goal, to catch them. the app is only available on iphones and through itunes for free but officials are working quickly to make it available on other smart phones. this is not like an amber alert website where they pinpoint consider convicted sexual predators are. these are predators who cross federal and international jurisdictions at times because many are producing or distributing child pornography. but the app is key because federal officials recognize many people have smartphones. for many, it's the main source of information. there was a need for this of a john doe suspect they needed to identify. they posted that on facebook. they apprehended him a year later. parents i spoke with say that the -- a day later. parents i spoke with say they

need like this. >> this would be worthwhile because i have children. >> for us, the kind of next logical step to contact the public directly and get the assistance of the population out there. >> reporter: i.c.e. says unfortunately child exploitation cases continue to rise. one local case we want to focus on that's on the app is a suspect by the name. kevin trask. he's a former paramedic who used to live here in the bay area. he's accused of sharing and distributing more than 700 images and ten videos of child pornography nationwide. he was last seen in december of last year. he could basically be anywhere which is why the app is so important. another key aspect about the app, you can submit tips anonymously. we're live in san francisco, brian flores, ktvu channel 2 news. 8:39. the berkeley city council will investigate the possibility of having grocery stores label again netically modified

produce. the motion approved by city council tells the city manager and the commission which stores this would apply to, how to enforce it and how produce would be labeled. in the last election, california voters rejected prop 37. that would have required all grocery stores in california to label genetically engineered foods. but in berkeley, 74% of those who voted support the measure. 8:39. a bill on assault weapons has passed the state assembly and is now in the hands of governor brown. the bill would ban kits that convert guns to assault-type weapons. it's a loophole around california's ban on those weapons. berkeley assemblywoman nancy skinner authored the bill, it's one of three bun control measures before the governor. no word whether he will sign it. new rules for frarking are expected to -- fracking are expected to come through. the governor is expected to

sign it. this is where water and chemicals are released into the earth to release natural oil. environmentalists who had backed earlier versions of the measure withdrew their support saying the bill was too watered down due to numerous amendments added at the last minute. some residents who live in a redwood city condo development are fighting to save more than two dozen redwood trees. the mercury news reports they are fighting the hoa to cut down 32 redwood city trees. the group has appealed the permits issued by the city allowing the trees to be come down. the city will be hearing the case in october. shoo well, in the america's cup -- well, in the america's cup, oracle may make some changes in its crew. new zealand has won four of the races so far.

inquiry into weather facebook's privacy policies are in violation with an agreement with regular leaders. they are required to get the consent of its users before exposing private information. facebook apparently making it pretty clear to users that they are required to give the it permission to use their -- to give the company permission to use their information in advertising. a spokesman says facebook never sought out a discussion with us beforehand about the proposed changes. now, the company tells "the new york times" that despite the wording changes, the new policies don't change the rights the users have over personal data. when enthe paper says when it comes to -- when it comes to advertising, the paper says, they can have advertising and that kind of advertising is valuable to companies because

castro valley wide. let's go to steve. we have a lot of low clouds in place. the high and mid-level clouds which gave us a cloudy afternoon yesterday, that won't be the case today. they just rotated around. the system is moving east. but the low clouds are in place. and i don't think they are going anywhere any time soon. microclimate forecast has a lot of lows starting off in the low 60s upper 60s, 70s. farther inland because we'll get more sun even though there's a lot of low clouds. temperatures will go up, not a lot. a little bit. mid- to upper 80s but you have to go far inland to find that. because we're starting off mid- 60s, any little sun, the low cloud deck has stopped things right now. it will lift and burn back to the coast, maybe slowly for some. that allows temperatures to warm up. a lig system, rearly big system controlling much of the four corners and gave just an unblifferrable amount of rain in 24 hours to bolder -- boulder, colorado. i've seen 6 to 8 1/2 inches of

rain. i'm not surprised. they are getting lifting. bowltder is higher than denver. you take all of that air. and they are not done. for us, it will be low cloud deck, sunny. after that, temperatures on the mild to warm side but the humidity is very, very high. so i think if you are doeg outside, you will notice not much of a breeze. it might pick up later, 50s, 60s, 80s. 70s around the bay. and upper 70s. low to mid-80s for those far enough away. if you have the sun, it shouldn't take lock long to warm up. a low to the west of us moves in. that equals another cooling trend. 8:49. let's bring you up to date on some of the top stories we're following for you. right now, at least three deaths. this just came in blamed on the flash flooding in colorado. you are looking at video of three cars. they plunged into the fast- moving waters near boulder,

colorado when a road collapsed. all of those drivers were rescued. secretary of state, john kerry now in geneva, switzerland negotiating with russian leaders about the plan for syria to give up its chemical weapons. this morning, the president of syria said his government would hand in data on its chemical weapons stockpile a month after they signed an agreement. back here at home, two teenagers were wounded in an early-morning shooting in east palo alto. ktvu's janine de la vega has some new information on the shooting and what happened out there. janine? >> reporter: dave, east palo alto police had originally reported to the media that it appeared the motive was road rage but they've collect corrected that. -- corrected that. they believe this may be connected to another shooting that happened around this neighborhood recently. police say the shots spotter was activated 23 times when shots were fired at this home. my photographer found a bullet casing here on the ground.

you can also still see bullet holes that went through the house. the 16-year-old boy who did not want to be identified who was shot told us that he and his 17- year-old brother were standing outside of their home, smoking a cigarette at 11:00 last night when a newer modeled civil ver honda drove up -- silver honda drove up and a latino man got out and started firing. the 17-year-old was hit twice in his foot and ankle. the 16-year-old hit once in the leg. they say the suspect drove away. police again had originally mentioned that they reported it was road rage but that they think it was connected to a shooting where two people were shot on labor day weekend at the house next door. in the shooting, a car was hit. the teen says he doesn't know why he was shot at. >> i have no idea. people nowadays, they don't think and care about other people's live lives. they don't know who was sitting here. i don't know what it was over. >> reporter: police say the

teens -- the teen's 17-year-old brother is a gang member but it is unclear if he is the target. police plan on reinterviewing both victims. the 16-year-old says he will be okay. his brother is still at the hospital. he ended up going to high school today. he's a junior at a high school in san jose. he says he will be in good spirits. he's happy to be alive. as far as the suspect goes, east palo alto police are still trying to track him down. reporting live from east palo alto, janine de la vega, ktvu channel 2 news. a complaint from trifners crossing -- drivers crossing the new bay bridge. why some are being blinded by the light when they drive through the tunnel. embrace the season.

parents of a 49er fan who fell to his death on sunday at candlestick park say their son loved the team and was enjoying gay with his brother when he died. the coroner was kevin hayes of hayward. he died after falling from the jamestown walkway. kevin with his brother jeff. their parents say they are preparing now to bury one of their sons and have the wedding of the other. hayes was scheduled to be the best man at his brother's wedding this weekend. san jose man was arrested accused of stealing mail in morgan hill. 36-year-old eric gonzalez was arrested tuesday. he's accused of driving around

cheyenne court in morgan hill in an orange convertible stealing mail out of mailboxes. police officers spotted the car and say it was filled with stolen mail. police say the car was also stolen. the many drivers say the new tunnel lights on the bay bridge may be creating a nighttime safety hazard. caltrans has replaced the old bulbs in the yerba buena tunnel with hundreds of new l.e.d. lights. many drivers say those lights blind them when they drive through the tunnel at night. ktvu news spoke to the electrical coordinator of the new bay bridge, he admits there's a problem. >> we are still working on the connections and the adjustments to find the right number of circuits that need to be on at night. >> the chp says the bright tunnel lights have not caused accidents since the new bridge opened. but caltrans still plans to dim the lights within the few
