hills. so the overcast is there. it's a deep marine layer. even milder to cooler lows. 57 san francisco. some 50s up toward the north bay. still low 60s but we are running a little cooler today than we did yesterday. between one low off to the east. another one right here. this one not bad for this time of year. we start to move in on sunday. today fog then sun. a little breezy at times. i notice a little bit more this morning. temperatures will recover. if you're away from the coast 80s. traffic is moving along pretty well as we start off with a look at the east span getting into san francisco. we see traffic in both directions is moving along very nicely coming through. so there are no major problems here. also we are looking at the commute on the toll plaza and there is a very small delay. get into san francisco that drive is going to be pretty nice.

all the way across into the city. if you are driving from marin county , we are off to a good start. we begin with developing news in marin county. a driver is in custody after leading chp on a high speed chase through san rafael. claudine wong joins us now to tell us how the pursuit ended. >> reporter: we are on tam rick drive. it ended here. you can see the front fender of the car and the tree and the fence. it stopped it from going straight into this house. across the street i can show you the car that is is involved. on the other corner we have chp out here. the man you are looking at them talking to right now was a passenger in that vehicle. let me show you what the seen looked like a little bit earlier so we can go through what the chp says happened. it was about 3:00 this morning when officers spotted this car going down the freeway at a

high rate of speed. they said 80 miles an hour. the car got off the freeway and went about 60 miles an hour through residential streets. that blew through a couple of stop signs and made a turn. didn't quite make the turn. that is how they ended up in the house. there was one man behind the wheel. we talked to the man in the passenger seat. here's what he said happened. >> i can say i never went around the turn. and i out of nowhere the turn kind of you know the tires started slipping and went too fast and next thing you know we're going across the curve and hitting the fence. next thing you know it's a blur. >> reporter: now there were people inside this home when this all happened. i talked to the man that lives at the house. he says he was asleep. his family was asleep but no one was in that corner bedroom.

certainly happy that tree and stop sign did damage to his actual house. what will happen now? the tow truck driver will take away this week. the passenger of the car is going to the hospital to get checked out. minor injuries on him. we did talk to the homeowner and chp and you'll hear more coming up. firefighters expect to fully contain the huge wild fire on mt. diablo sometime today. cal fire confirms target shooting set off the fire. several neighbors told us here that they heard target practice shooting early sunday afternoon right before the fire started. no word yet on who set off the fire which is one of the biggest on record on mt. diablo. >> to come back and see this is very shocking. in the short run it's shocking but i think it's a good thing in the long run. >> vegetation will be able to come in and nature can heal

itself then. >> the fire burned more than 3100 acres of rugged land on mt. diablo in a remote area near clayton. the destruction from a huge wild fire burning in shasta county is far worse than first thought. the fire has destroyed at least 68 homes. that is is almost double the previous estimate. deputies say one man who refused to leave his home has died in the fire. the fire has burned 8,000 acres there. a homeless man is in jail accused of starting the fast moving grass fire. chopper 2 flew over the scene late yesterday afternoon. they were able to keep the flames away from several homes on sunny hill drive. they arrested the man a short time later. they tossed a match on to the hillside which started the fire. for the second time in less

than a year shops have to rebuild after a disaster. a wind whipped fire destroyed about 50 businesses over an eight block area. many stores had just rebuilt st devastated the jersey shore last october. yesterday's fire burned for about five hours. crews had to dig a 50-foot trench in the sand to stop the flames from spreading any further. >> i feel like i want to throw up. and that is me. after all the effort and time and resources that we put to help the folks at seaside park and seaside heights rebuild to see this going on is unthinkable. >> the fire began in a frozen custard shop. it's too soon to determine the exact cause but the fire was fueled by high winds and businesses with flammable tar roofs.

san francisco based twitter is going public. they are taking advantage of a new law that allows it to file confidential paper work to begin the process for its initial public offering. that means it does not have to disclose financial information until later in the process. >> i thought it was the perfect thing for twitter to do. why shouldn't they tweet they are going ipo? that is the basis for their business. >> the timing is closely tied with facebook. facebook stock price tumbled after its ipo last year. but this week facebook shares hit a record lie and now trade at their ihpo. the bill raises the states minimum wage from $8 to $10 within three years. the wage would go up to $9 an hour next july and $10 in 2016. it's now on the governors desk.

governor brown has indicated he will sign it. it will be the first increase in six years. here's a look at some of the other states with higher minimum wages. washington state has the highest minimum wage at $9.19 an hour. oregon $8.95. the states with the lowest minimum wages are georgia and wise at just $5.15 an hour. they are below the federal rate which means workers make about $7.25 an hour. john muir health announced it is cutting jobs for the second time this week. the company that runs health centers in walnut creek and concord announced it's offering is severance packages to its employees. the company is hoping to trim about 200 full-time positions in anticipation of full time revenue. undocumented immigrants may soon be able to get starter

licenses in the state. supporters say the bill would make the roads safer. the licenses however won't work for voter registration or public benefit. the state legislature passed the bill last night. all it needs is approval by the governor. in boulder, colorado thousands of people rushed to higher ground after a warning that a 30-foot surge of water, mud, and debris could be headed to the outskirts of boulder. 4,000 people in the city are now under mandatory evacuation. look at the power of the water rushing through. 4,000 others have been told to stay in their homes. the latest evacuation order comes after days of rain that triggered flash floods. >> we have less than a half hour to get all of our

belongings together. >> colorado's national guard has been called in to help evacuate people in the town of lions that has been completely cut off. president obama has declared a state of emergency in three colorado counties. now to continuing coverage of the bart labor dispute. they are telling bart workers not to expect a lot more money when major negotiations resume. the two sides remain far apart on the main issues with the new strike deadline less than a month away. >> safety is just as most. they don't want to talk about the fact they want a 20 is foot pay increase. >> i think it's unfortunate when people think of those things we are trying to use them as leverage or bargaining chips, that is is not the truth. >> the two sides have not had a joint bargaining session since august 11th when the 60-day

to an american ambassador killed in a terrorist attack. christopher stevens was among four americans killed on september 11th, 2012. he graduated from piedmont high school. at halftime today at the varsity football game, the school will hold a moment of silence for him and say they are renaming the library. a berkeley woman is pleading for the public's help to find her fiance's killer. three years after her death. she was walking home with her fiance after celebrating his birthday on september 12th. amber nelson was punched in the face. police still have no suspects. nelson is asking anyone with information to please come forward. >> we really plead to the community that now is the time to speak up.

>> nelson says she visits the spot where he was killed every day and created a memorial garden in his honor. three friends of a suspect in the boston marathon bombing are due in court today on charges they hindered the investigation into the attack. now the suspects are charged for conspiring to obstruct justice. they tried to hide a backpack and laptop belonging to joe hear tsarnaev while he was on the run. the san francisco giants have announced a special fundraiser to support injured fan byeon-- bryan stow. san jose earthquakes may have to wait longer to play at their new stadium.

the san jose mercury news is reporting another construction delay will make it so the earthquakes won't be able to play in their new stadium for the 2015 season. the team will make an official announcement on monday. the officials had originally hosted play in the 18,000-foot stadium by the start of next year. lottery fever heating up. that is because tomorrow night's jackpot is up to $317 million. that is a $60 million jackpot increase. the power ball jock pot peaked at $579 million back in may. dealing with rising crime in the city of berkeley. what police say needs to be done to help push down violent crime rates. a costly mistake for united airlines leaves many celebrating. the unbelievable price tag. good morning.

voyager finds itself not created by the sun but created by our neighboring stars. >> this has been out there for awhile. voyager was launched 17 years ago. it's traveled 11.7 million miles. voyager ii is expected to leave in three to four years. new this morning taliban fighters attack the u.s. consulate in afghanistan today. the state department says all american personnel at the consulate are safe. the attackers used a car bomb and guns in a battle with security forces just outside the compound. at least three members of the afghan security force were killed along with five of the attackers. a fire killed 37 people at a russian psychiatric hospital. victims included patient and a nurse trying to guide them to safety. the hospital dated back to the 19th century.

john kerry is in day two in talks with russian leaders. this is new video now of kerry and the russian foreign minister arriving for talks today al the u.n. headquarters. yesterday kerry objected the proposal to take 30 days to turn over information on its countries chemical weapons stockpile. it's 4:49. airline passengers got a deal when they went to book their holiday air travel. united airlines was briefly giving away tickets for free. united says it accidentally filed fares for $0 with airport fees. some passengers report buying tickets for $5-$10. they spotted the error and shut down the website for maintenance work. no word if they will hop nor the tickets. they certainly should honor those. >> yes, pam. in a world where you and i run the world, i think a lot of

next weekend. could see our first rain of the weekend it's looking impressive right now. so we'll see. there are signs next weekend could get answers. 46 up in tahoe. 59 ukiah. 61 sacramento. there is a decent delta breeze. in fact temperatures a little cooler for some. instead of the mid 60s we are see mid 50s. hayward is in there. a little cooler on the lows and little stronger delta breeze. a few things in place. a west wind. oakland is reporting a west wind. sfo has 14. and there is a little bit of that mist and drizzle out there. not a lot. and the poor folks in boulder and denver it's not stopping

yet. and there is still denver and you go to boulder and rain is still falling. they are not out of the woods yet. things look a little quieter right now but there is a lot of rain upstream. for us we get a slight bump up. so patchy low clouds and fog over night. slightly warmer. again not a lot. but the pattern is for a cooler pattern as we go into the weekend and maybe next week. fog then sun. again that is out of the west or northwest. definitely a sea breeze direction. 60s and 70s and 80s and 90s. i will talk about some of these here. 60s to upper 80s for many locations. again, not much of a change from yesterday. although the lows definitely running a little cooler now. for your weekend starting to cool down and especially on sunday we will start to see that low coming in. what that will do is that will give us a cooler pattern. for those that want to make plans on sunday. cloudy, drizzle. partly cloudy to mostly cloudy. i think sunday will be the cool

crank last night on the southbound lanes of highway 101. an onramp and two southbound lanes were shut down for nearly two hours as chp investigated the crash. the driver reportedly stayed on the scene. we have not yet heard why the pedestrian was on the roadway. willie brown says he feels blessed and honored to have the western span of the bay bridge named after him. the california state senate has given final approval to immediately change the name to the willie l. brown junior bridge. >> every time i think about it, it's like going across the bridge with my name on it. it's a wonderful experience. >> brown says the next step is to raise money for red signs. but opponents are not giving up. one man has filed a lawsuit claiming the legislature broke its own rule by looking to seek
