victims. ktvu channel 2 morning news continues. good morning. want to take you out live to san jose's airport this morning, nice pretty look at the airport, new delays from what we understand weather is pretty good. could change later in the week, sal. been listening to steve for my weekend plans, so right now, it's monday, september 16th. i'm pam cook. >> good morning, i'm dave clark. we'll check weather and traffic, steve will we see clouds or sunshine this morning? >> both de penning on where you are dave, pam, inland probably sunshine right out of the gate and you'll be our front runner to the sunshine and warm weather with areas of low clouds with a little bit of a pattern very similar to sunday. it's 60 toss start off right now i don't think those will change too much. cooler towards the north bay. freemont patchy morning low clouds but then sunny today with high of 75 and san francisco again seems to be kind of stuck around anywhere

from about 68-70 and today will be no exception, we'll do the same thing, these are near average to slightly below on some of these afternoon temperatures and it does look like we'll get a warm up on wednesday, thursday, but the end of the week we can see our first rain of the season. today fog then sunny and afternoon breeze and a sea breeze so out of the west. 70s coast and bay and then low to mid 80s inland. sal? >> steve, we have a couple of problems in the eastbay first being in freemont. 880 southbound and thornton avenue there's a crash right here and as we push a little closer, the two lanes are clocked, chp issued a sig alert which means they think it's go being to be there for a while. one person was already taken to the hospital. those two fast lanes are blocked as you drive on 880 and the traffic is quickly backing up out of union city heading down to freemont. i also want to bring it up here to the caldecot tunnel there's a power outage inside so one of the tunnels is closed and we already have a big back up

right through here as you drive in from orinda into oakland so the power is out. we don't know when the power will be back e tunnel getting from orinda to oakland is inadequate and i think you can come up with your own word for that. it's terrible. let's take a look at at 880 north and southbound. bay bridge toll plaza is filling in. it's backed up for about a 10 minute delay. 6:01, back to the desk. >> thank you, sal. we are starting with breaking news this morning in washington d.c. the fbi and police confirm that there is an active shooter in a military building at washington navy yard. u.s. navy officials say a gunman opened fire on several people as of right now the shooter is still on the loose. now the u.s. navy's twitter page says more than 3000 people work in that building. we're going to continue to follow the story in our news room and bring you the very latest information as soon as we get it. time is 6:02.

new this morning a police chase through two cities ended with a crash. it sent an injured woman to the hospital and a car smashing into an oakland liquor store. ktvu's tara moriarty is outside that liquor store with more on the damage caused by the crash and what lead up to the chase. >> reporter: if you take a look behind me you can see he not only slammed into a liquor store but hit a pole which knocked the electricity off to all of the traffic lights here. pg& e was just out restoring all of the traffic signals which hadn't been working since 11:00 last night. you can also see the liquor store if we pan over to the left here you can see that it is completely boarded up right now. a lot of damage, the car was a mangled mess after the suspect slammed into the store on the corner of 98th avenue and eves. police pulled him over around 11:00 last night at the corner of 10 eighth and san leandro, and as soon as officers got out of their patrol car the suspect sped off. 10 blocks away the driver

a woman inside and knocked over the poland smashed into the liquor store. >> there is some intrusion into the building. there's a light standard that's been damaged and leaning up against the building. >> onlookers wonder why the man would try to evade police on just such a simple traffic stop but officers say they're investigating that. the suspect does appear to have a criminal history. san leandro police arrested the man and oak lan police are handling the investigation into the crash. the woman was taken to the hospital with minor injuries. there will be grief counselors at deer valley high school this morning following a crash friday night that killed a student. 17 year old lidell benjamin died after the car he was riding in hit a tree at sterling hill drive and hillcrest avenue in antioch. the 19-year-old driver was flown to a walnut creek hospital with serious injuries. he is expected to survive. police say it appears speed was a factor in the crash.

they say there was a second car involved and that driver is cooperating. time is now 6:04. we're learning more this morning about the three women who died in a weekend house fire in pittsburgh. it happened early yesterday morning at a home near the downtown area. relatives say three women all died. firefighters say they were overcome by smoke as they tried to escape. officials say three smoke detectors were actually found throughout the house but they were never installed. >> frankly the tragedy here is that three smoke alarms are $15 was probably the difference between life and death this morning. >> family members say the house was a rental house. they don't know why the smoke detectors weren't installed. they say for example,eroa was very involved with her church and the community. all three women will be missed. happening today, labor talks resume between bart and its unions in oakland this morning, as you can see from our countdown clock, only 24

days remain before the governors mandated cooling off period comes to an end. ktvu channel 2 is in freemont this morning to explain the biggest obsticle facing negotiators. janeane? >> reporter: well, commuters at this freemont bart station say they feel helpless. they want to know whether to expect another strike. governor jerry brown is urging the unions and bart to get moving and today, they're supposed to tackle some of the bigger sticking points. talks between bart and the two unions representing more than

2000 workers are expected to resume and last week they were meeting. to contribute to their pension. they have been fighting for a 20% increase. held a strike for nearly five days. governor brown wants to avoid a second strike but it's unknown if he would step in again. bart has said if another strike happens, its considering offering limited train service, bart managers would need to be trained to operate those trains. reporting live from freemont, ktvu channel 2 news. time is 6:07. a grim discovery on a san francisco beach is being investigated by police. the san francisco chronicle says a running shoe with a severed foot inside of it was found yesterday morning on ocean beach near taravaalmost street. the medical examiners office says that foot and shoe appear

to have been in the ocean for some time. the shoe described as a green and black mesh puma running shoe. it was a size 11.5. the 10 year old boy from antioch was attacked by two pit bulls last month, he's going to meet his rescuers today. here is a photo little hunter chillborn, still recovering at home. at 11:45 this morning he will meet the firefighters who rushed to the scene after he was attacked. on august 11 while he was playing at a neighbors house hunter was knocked down by one pit bull dog and mauled by another. the owners of the dogs are still fighting to get the dogs back. a public hearing is set for september 26th. the town of fairfax may join the list of marin cities to ban roosters. officials say there have been more complaints about noise recently because more people have been raising chickens. right now, seven municipalities in marin county banned

roosters. the fairfax planning staff is drafting an ordinance to address the issue. lawrence berkeley national laboratories planned expansion to a second campus in richmond is now on hold after the lab found out it did not win a contract from the department of energy to build a new sophisticated super x-ray microscope. the lab had set aside a large portion of its campus in the berkeley hills for the project. now without the funding the lab says it does not have the money to expand. it appears the x-ray microscope contract could go to stanford university. time is now 6:09. well today is mexican independence day and celebrations are planned all around the bay area. both the city of san francisco and the city of san jose will be hosting city wide events. now at 11:45 this morning san francisco mayor ed lee will be at the jessie square plaza on mission street. in san jose at 6:00 this evening, councilman xavier compos will raise the mexican flag at city hall. on this date in 1810 that mexico declared its

desperate to find a stolen heirloom that's been in their family for generations. kathy roseenburg wallace looking for the jewish prayer shawl in this photo. it has great sentimental value because it survived the holocost. she lent it to her cousin but when her cousin mailed it back it was stolen right off her front porch. a woman found the damaged fedex box near the gary street foot bridge but the prayer shawl was gone. >> we hope that its been keeping someone warm or been doing something valuable in this in between time but we hope that it's able to be returned to us. >> the family put up signs in the neighborhood to find the shawl. they say it was in a blue zippered bag with the word shalom written on it. the family plans to offer a reward for its safe return. if you have any information you can find a link to contact the family on our website ktvu.com under web links right on our front page. time is now 6:14. happening right now, salvage crews in italy trying to uprights the costa concordia

cruise ship at this very moment. in fact we have live pictures from italy we'll get to as soon as we can get it. here are those pictures. this morning the crews successfully detached the ship from that reef out there. engineers say so far, from what they've been able to see, no bodies have been found inside the wreckage. this operation is called parbuckeling. they take that partially submerged cruise ship, they will rotate it on to giant platte forms under the water. the concordia crashed into that reef in january of 2012. 32 people died in that crash. look at this. mexico's gulf and the pacific coast both coasts are being hit by two major storms at the same time. at least 21 people have been killed in these storms. thousands more have been forced to leave their homes. this is hurricane ingrid. it weakened to a tropical storm this morning as it made

landfall. in the meantime tropical storm manuel has also been dropping a lot of rain on mexico passes pacific coast. police in indonesia say a google street view car was involved in two hit and run crashes that ended when the driver crashed into a third car. the driver was taking pictures for google in indonesia last wednesday when the crashes happened. police say he fled the scene because he was afraid of the cost of repairs. nobody was hurt. google executive chair eric schmitz says it's time for public debate about government surveillance on the internet but he also says spying is a fact of modern life. along with other major technology companies google has been pressing the u.s. government to be more open about surveillance orders. at an event in new york, schmitz said he believes most americans are in favor of the government doing what's necessary for national security but that they are concerned about government misuse of their personal information. time is now 6:16. san fran say could mayor ed lee is expected to address the board of the supervisors

tomorrow about undocumented immigrants. the cities sheriffs department wants the board to support them in honoring a federal program called secure communities. that program requires the sheriffs department to hold undocumented immigrants for 48 hours until they can be picked up for deportation. the sheriffs department says this could prevent violent crimes, but critics say it violates the right to due process. the penalty phase of the trial of convicted serial killer joseph naso continues this morning. last month, 79 year old naso was convicted of killing four northern california women between 1977 and 1994. he's also suspected of committing at least two other murders. closing arguments are expected to begin this morning, the jury could recommend the death penalty for naso. many bay area schools are scaling back on their suspension policy. instead, they will be giving students more detentions. it comes after pressure from law enforcement and realizing the way students were disciplined was not working.

last year oakland unified cut its number of suspensions in half and some schools in san jose suspension rates were down by 48% in 20911-2012 school year. time is 6:17. well, team new zealand now within two points of winning the americas cup yacht race. team new zealand and oracle team usa each won one race yesterday leaving the them with a 7-1 lead. the first team that gets nine points wins. oracle's first two victories didn't count because of a two point penalty in posed on them earlier this month for the illegal boat modifications. >> nice. 6:18 is the time. fortunately for us, sals's is not taking [inaudible]. >> let's go first of all, i want to show you that we have a problem in the caldecot tunnel,

westbound one of the tunnels is only three tunnels, the middle one is closed because of power outage, and this is causing a big back up now coming out of orindaxe heading to oakland westbound traffic is a mess, only the right one is closed that means only two lanes of traffic getting through and hopefully gel get on the road earlier because you'll need the extra time. we also do have problems this morning if you are driving through the freemont area, traffic is effected by a crash on southbound 680, watch for slow traffic there because of that and we have a crash on southbound 880 at thornton avenue. this crash is blocking two lanes and the traffic is going to be very slow out of hayward now. they've issued a cig alert and they think it's going to be there for a while. let's go to live pictures and show you that traffic is okay on 880 in oakland in both directions also this morning we're looking at the commute

westbound bay bridge that is slowing down as you come up it's about a 25 minute delay already. 6:19. let's go back to steve. >> sal, thank you, sir. well a couple days maybe a little bit cooler and a little bit warmer and then everything says a rather strong system will come out of the gulf of alaska by friday into saturday so fog or clear in the morning westerly breeze in place, sunny to mostly sunny, mild to warm. now that 60 in tahoe is because of a south wind at the airport. i've seen a lot of 30s so that's a little misleading but 53 in sack ament o, a lot of 60s here but a little cooler towards the north bay and airport 53 so a little 50s there but mid 60s san jose, 64 livermore, on the mild side for some. little bit of fog. there's some there but it's going to burn off pretty soon and there's patches, looks like sonoma is mostly fog free, and in between there's a little bit more and some moving over the bay. the system that brought the lightning and rain to seattle last night moved north up towards vancouver so it's out

of the area but there will be another one dipping right there for tomorrow that will give us a little cool down so after that temperatures will start to warm up and might get a little north wind later in the week getting rid of the fog, but today sunny, mild to warm a little warmer wednesday and thursday under sunny skies and temperatures but then after that it looks like things will start to cool down. 80 for many and 80s here from near average on some of these temperatures. it's not a degree above, or a degree below so really not much of an earth shattering forecast the next couple days but it will be warmer after tuesday, that looks like a little cool down, warmer wednesday and thursday, and then the big news at least now is increasing clouds on friday and rain to the north bay and possibly south by saturday morning. well the gap between americas highest and lowest income families has stretched to the widest level in 10 years. u.s. households with incomes of more than $150,000 a year have an unemployment level of about 3%. low income families have topped

welcome back. time now 6:25. a story you'll see only on 2 we're getting a new look at the fourth bore of the caldecot tunnel in the eastbay. the $400 million project is scheduled to be complete and will open to traffic later this year but first they are going to add special safety measures. there are several fire suppression systems and gas detectors that still have to be installed. the new standards come after a fiery crash 31 years ago in one

of those tunnels. >> we're installing in the tunnel is state-of-the-art very sophisticated systems both for detection of fire, suppression of a fire, public notification in the event of a serious event in the tunnel. >> now the new tunnel will feature seven passageways, electronic message signs, even an information system to put broadcast emergency instructions to your car and your radio, whether or not the station you have on is tuned into it. a new kind of traffic jam has hit the bay bridge, it's all because of the new pedestrian bike path. since it opened on september 3rd, thousands of people have come to the area to check out that new path there. right now the path extends two miles from the base of the bridge towards the island. caltrans says they plan to extend it all the way to the island by 2016. a 40 year disagreement over future development of lake tahoe appears to be over. since they formed a planning agency, california and nevada

more coming up. >> we will say good morning to you, thank you for joining us on ktvu channel 2 morning news. it's a monday morning. i'm dave clark. >> good morning i'm pam cook. time is 6:30. let's check in with steve for a look at the weather today. thank you very much, pam and dave. we have some low clouds around, system right there swinging in that will be here tomorrow for a little cool down. highs mainly 60s around the area and in fact mid to upper 60s to low 70s around the bay and looks like a rough to kind of a mild start so it won't take long, inland temperatures hit the low 80s for some and then far enough inland mid to upper 80s and about 87 should be the cutoff though for many. 50s on the temperatures versus 60s we talked about again they really haven't changed all morning long and then okay delta breeze there, but really not that strong, the low clouds burn off but looks like fog and sunny so morning clouds and afternoon breeze. temperatures close to what we had yesterday and maybe one or two degrees cooler, one degrees warmer not even notice it's 70s low to mid 80s.

here is sal. >> steve we have a lot of stuff going on in the eastbay. it's a terrible morning for the freeway, first of all, cig alert issued this crash for almost an hour now. southbound 880 as you drive down to thornton avenue and this crash is right there in the middle, two lanes are blocked and they've been blocked for a long time and the traffic has been backed up for well its been backing up into hayward now. this is a long long delay for you if you're driving from freemont trying to get out of the eastbay and head to the south bay it's a bad crash. southbound 680 we also have a crash now out of pleasanton, a lot of people might use this as an alternate route. we have very slow traffic here as well. let's move along and take a look to problem in the caldecot. only one bore is open westbound. they haven't been able to switch them over so there are two bores open eastbound. you might want to take advantage of this if you go the other way but westbound traffic is backing up into orinda, because of this problem and not

on the maps yet but we're hearing of a problem on westbound 580 at grant line road, that one was just reported. let's go to the bay bridge toll plaza that's a 20-25 minute delay, coming in to the city before you actually get on to the bridge. san jose still looks pretty good downtown san jose northbound getting up to highway 17. 6:32 back to the desk. we're still following breaking news coming in from washington d.c. there's an active shooter on the loose at a military building in the washington naval yard. we're watching this closely. the navy says that it's a lone gunman firing shots on several people at least one person is known to have been shot. one report says there may be three but again, about 3000 people on this navy campus right now. several may have been hurt. now, the people who work at the navy yard, they have been told stay in place until that shooter has been found and stopped. we're going to continue to follow the story, bring you new information as soon as we get

it. new this morning, one man is facing charges after leading police on a chase through two cities. it finally ended when he crashed into a car with a woman inside and then into an oakland liquor store. ktvu channel 2 reporter tara moriarty is at the crash scene with more on the damage caused. >> reporter: well this was a costly chase. i just spoke to crews who replaced the traffic poland they said it was about $10,000 to replace that pole. if you take a look here you see this intersection. all of these traffic lights were out as a result of the accident so the electricity out for seven hours but they just went on again at 6:00 this morning. the driver not only slammed into the pole but the liquor store as well, which you can see right here has been boarded up. all of this upfolded at 11:00 last night. the car it was a mangled mess after the suspect slammed into the store on the corner of 98th avenue and eves. police pulled him over around 11:00 last night at the corner of 10 eighth and san leandro, and as soon as officers gout of

17 year old lydell ben am yeah in was a passenger in that car that crashed off hillcrest avenue in sterling hill drive. that's where we find ktvu brian flores now where a vigil is still growing. good morning, brian. >> reporter: good morning, dave. yeah, very tough for students here at deer valley high school and many reminders here at the intersection that you mentioned here in antioch. balloons and flowers left behind, messages written on trees. the biggest reminder is the skid marks on the grass where 17 year old lydell benjamin was killed. he was a senior at deer valley high school and that's where grief counselors will be this morning to help students cope with their loss. now lydell was the passenger in a jaguar sedan when it crashed off sterling hill drive and hillcrest avenue last friday. the unidentified driver of that car is reportedly at john deere hospital with serious injuries and expected to survive. the investigation into exactly what happened tip uses but they do say that speed played a role in the crash. meantime the whole deer valley

community continues to mourn on saturday. family, friends and classmates held a candlelight vigil. family members and friends say he attended church regularly and was well liked in the common: this isn't anything new to the streets of antioch. you'll recall back in february we reported on another crash not too far from here on hillcrest avenue that involved a teen that was a student at black diamond middle school. in that case, police at the time say speed or alcohol did not play a role but when we talked to residents during that time they do say that cars speed on that particular stretch of road a lot. now coming back out here live, lots of reminders of crash that killed lydell ben am yeah in going to be a tough day for students at deer valley high school. we'll head out in the next few minutes to gather a reaction on a difficult day and weekend as well. brian flores, ktvu channel 2 news. in our continuing coverage of the deadly flooding in colorado, at least six people are dead. that number could certainly increase. president obama has signed a

major disaster declaration for colorado and ordered federal aid. now, colorado residents not in the clear just yet. reporter sunland miller is live in longmont, colorado. hundreds offer people are still waiting to be rescued is that correct? >> reporter: that's correct, pam. there are hundreds still waiting to be rescued and many that are unaccounted for here. today, the weather is a little bit better than it was over the weekend which is hopeful sign for some of those who are trying to aid in recovery effort. if you can look behind me, pam, this river is just raging. this is five times the width that the river normally is and that's what slowed those rescue efforts down yesterday. the rain was so heavy and there was a fierce cloud cover up in the air, so it really prevented from a lot of those rescuers to get into the areas where people are still stranded so today, the forecast is for scattered showers which is very hopeful sign for those rescuers that can get to those people still

stranded. pam back to you. >> and sunland, we're just looking at the overhead shots from the air. this is supposed to be one of the largest aerial rescues since hurricane katrina. it's just unbelievable to see this video. tell us a little bit about that. >> reporter: it is just remarkable and today, when those chinook helicopters get back up in the air we'll expect to see more dramatic aerial shots and more dramatic rescues too. we're all quite taken with a lot of pictures over the weekend of people being pulled from their cars and their homes. now officials on the ground are

welcome back. time now 6:45. a man is in serious condition this morning after being shot at least once last night in oakland. police say he was found around 9:20 last night on grovener place. now nobody said they heard the shots but the police shot spotter detected gunfire about two miles away from fifth avenue and international boulevard around that same time. police say those two incidents may be related. more people in oakland are hiring private security guards to patrol their neighborhoods instead of depending just on

oakland police. private security companies say business is up as the number of shootings, burglaries and home invasions have increased. one company told the san francisco chronicle their guards will be patrolling 500 hopes around oakland by november. some neighborhoods pooled their money together each month to split the cost. new this morning united nations inspectors say the chemical and medical samples they collected in syria provide clear evidence that rockets containing the nerve agent siren was used in an attack on civilians back on august 21. also today, secretary of state john kerry is in paris where he is meeting with u.s. allies on the agreement with russia to end syria's chemical weapons program. the agreement calls for syria to provide a list of its chemical weapons within a week allowing inspectors into the country by november and remove or destroy all chemical weapons by the middle of next year. also today, president obama will try to move attention back

to the economy. the president will mark the fifth anniversary of the collapse of the lehman brother investment bank by highlighting signs of the recovery. in remarks the white house rose garden this morning, the president will discuss the progress the administration made to grow the economy. the president will warn republicans of the economic impact of their refusal to compromise on budget, uses and threats to shut down the government. men time congress has exactly two weeks to aprove new spending bills to avoid a government shut down. conservative house republicans want to tie any new funding bill to a measure to delay the new healthcare law. democrats won't support that. the last time there was a government shut down was in 1995. it lasted 28 days. time now is 6:47. conflicting reports this morning about a deadly crash on 880 in oakland where a man on a motor cycle was killed. the chp says this was road rage, but the mans friends say he wasn't involved in any confrontations. now the crash happened about

species. those stories are coming up on mornings on 2. back to you on the morning news. some very interesting. time is 6:48. let's bring sal back with several things going including what's happening around the caldecot funnel. >> it's just a mess. 880 southbound with a couple earlier problems, they are still cleaning them up, southbound 880 and there have been a couple of other fender benders along the stretch and this is just becoming a terrible commute, it's backed up almost all the way to san leandro, so to freemont and the speeds are five miles an hour, 11 miles an hour, can you imagine driving in the freeway? you might as well just stay on the roads for that matter on southbound 880, 680 also we had a crash that's been moved to the side but the traffic is backed up out of the pleasanton, and this morning we've been talking about the tunnel, westbound there is only one bore open because of a power outage, eastbound the two bores are open so they haven't been able to switch them over and that's the problem. 24 is backed up way back,

welcome back to the ktvu channel 2 morning news. let's take a live look at the big board. huge day as expected, dow jones up almost 150 points right now looking for a new fed chief ben ben bernanke steps aside in january and the news that's affecting wall street secretary former treasury secretary lawrence summers withdrew his name and wall street seems to be responding very favorably. now a woman with ties to the bay area now the frontrunner to take over for ben bernanke, as the chair of the federal reserve. janet yellen is currently the vice chair of the federal reserve. yesterday former treasury secretary larry summers pulled his name from consideration so now yellen is the front runner. she taught economics at uc berkeley, was president of the federal reserve bank of san francisco and if appointed she would become the first woman to

an associated press study found that more than 7,000 bridges [inaudible]. and caltrans is saying most of the states bridges in that category, they're safe for drivers. now, if the agency performs inspections every two years to decide which bridges to repair or even eventually replace. it was an emotional reunion, a group of high school students from sacramento are back home this morning but of being stranded in colorado in the floods. parents just overcome when their children were reunited yesterday, they were at a ranch in colorado for a 10 day field trip. they were stranded for two days when the roads washed out. the highway briefly reopened before another round of storms moved in and staff members at the camp took a chance, drove the group out of the ranch, and then to the airport to fly home. >> there's four main highways in that town, so three of them collapsed completely. >> we came home safe, we're all fine, pretty good. >> now staff member test camp said that the students were never in danger because the remote ranch was on a higher ground away from the flooding. for more information on the deadly flooding in colorado, just go to our website ktvu.com, just amazing video and photographs, you could look

for that under the images tab right on our homepage. time is 6:57. a tv station in florida apologized to its viewers after they were forced by the nfl to broadcast the raiders/jaguars game. a lot of the florida viewers didn't want to see the game especially since the jaguars aren't playing so well. the tv station says it was a programming decision by the nfl. it was the season home opener'the raiders though and the raiders have a sold out crowd. look at this. they didn't disappoint. raiders went on to beat the jaguars 19-9. and a world record was set during last nights 49ers game in seattle. seattle fans cheered and screamed to become the loudest crowd in the world. the game was delayed for about an hour because of lightning, and seattle beat the 49ers 29- 3. okay, going to be busy coming up mornings on 2. quick
