lost the search for the shooting and then grazed one person along wait. we know that there are four wounded that have been removed from the scene and taken to a hospital. we're still trying to confirm the number of fatalities involved, and we'll have to do that later. as far as we know, this is an isolated incident we don't know of any other installations that are involved in this. we would ask all of the residents this have area to please stay out of the area. this is an active investigation that is going on. and, of course, because it is involved in the military, and the federal government, we have been actively and directively and continuously involved with the white house about this incident confirming what we know at this stage. i want to call upon our police chief captain to provide

coming in. multiple active shooter too manying from the metropolitan police, park police, u.s. marshals also fbi, have been inside the base since that time. right now and this is very, very preliminary we have one mpd officer shot engagement with the shooter inside of the navy yard. we have one shooter that we believe involved in this that is deceased. we also have other casualties i will not give a confirmed number at this time but i would say we have multiple victims inside that are deceased. we'll give updates once we have those numbers confirmed. the big concern for us right now is that we potentially have two other shooters that we have not located at this point. so right now all that we have on those potential other shooters and this is not confirmed, we

9:18 am
collapse of lehman brothers that helped contribute to the financial fallout across the country that people are still dealing with today. but this is the latest information we have now based on the shooting that occurred first report at 8:20 a.m. eastern time that is the navy yartd 1.2 miles south of the capitol building and washington, d.c. shots fire inside the navy yard and a massive police response inside by helicopter in the air. and also by emergency vehicles on the ground. the numbers we have according to the washington, d.c. mayor that you just heard from, four wounded, about but no firm number of fatalities. he also believed that it was an isolated incident, his words. that took place again around 8:15, with 8:20 this morning. then you heard the police chief say potentially and she stressed potentially there is pursuit now of two others one described as a white male one as a black male.
9:19 am
those reports are unconfirmed. it is an active ongoing matter in the national's capitol too help it had delay the president before he comes out and speaks about the economy. now, you're looking live here at the navy yard. in southeastern washington, d.c., a place of great history, for the u.s. navy and u.s. military especially. those tall statues in the background that is arranged the area where building one 197 is located. where this shooting was first reported. we have watched over the past three hours now, being as it is 12:19 local time on the east coast three hours onbeginning and watching helicopters, police helicopters literally land to the left of those stacks, smokestacks in the background and lower some times personnel. and sometime what is looks like a gurney or stretcher that then fair ferried the wounded off building 197. it was a remarkable scene to sit
9:20 am
here and watch this take place on a monday morning in the heart of our nation's capitol. just a few miles away from the white house and the airport there, reagan national shutdown for a time that's been reopened for business. but one of the ongoing, outstanding issues not only motive but behind the attack this morning, but also a primary concern is whether or not there were others who helped the shooter who is now listed as accounted for. assuming that he's been shot and killed as you watch this helicopter come near us here. this is one of the scenes we watched earlier where at one time we saw one of the victims inside of this basket. that was being attended to by the medical personnel there. so we're waiting on the president. we imagine he will have some comment about this. and then we'll wait for washington, d.c. police and the mayor to brief again as they mentioned about two hours from now. as we balance both these stories now i want to bring in my colleague from fox business to
9:21 am
talk a little bit what about the president's message is today. and lauri we do expect him to make some comment about what's happening there in washington, d.c. but with regard to the economy, what the white house is saying they'll lay out the dpairs how they can take credit for the recovery. what will the president say and how will critics respond to that? >> it is a dubious anniversary bill, five years since the financial crisis. affecting not just the united states but really the entire world it was early in the president's administration. he said many times he enlaterred this credit crunch that led to a near depression but that his policies steered u.s. economy to what economists now refer to as the great recession. he will tell us that banks are now taking less risks, traders are no longer receiving those outside bonuses since he took office, economy has created some 7 million new jobs that said you can bet republicans will come straight out and say hey, wait a minute unemployment is still at a crisis level.
9:22 am
7% it is improved yeah but only because people have dropped out of the work force. your tax policies, your health care reform, it is all preventing increased economic growth because of the cost involved in implementing them with that back to you to set up the president's economic address. >> stay with me here. unemployment rate is 7.3%, with and the number of unemployed and the underemployed over o 12 million americans. which shows you that the hole this country is in is substantial. >> absolutely, the participation rate, labor participation rate is at a generational low. and this is the problem that the jobs that the president will take credit for creating are low paying, many of them are part-time, they're not nearly the high-qualified high paying jobs that will help people feel comfortable about their place in society to lay out money, to make a purchase of a home, a new car, to feel comfortable about their retirement. so there are still fundamental
9:23 am
we call them structural issues effecting this economy and keeping at the very lackluster growth case above 2%. >> a poll a week ago we questioned people about the across about how they feel about the economy. whether they improve or disapprove what the president is doing. 60% in the polls disprove of the policies and the way they've tried to repair the economy. that's a pretty resounding number 60%. >> it speaks volumes and back to the election when so many people expected that voters would turn out and vote their pocketbook but it did not. so it goes to the president's credit that he is very conscience of the social aspects of our country. that america is this wonderful diplomacy and that we are a country where you can take risks and there is opportunity. but if you back away from that, the fundamental problem is we are stuck in this growth pattern
9:24 am
where people just can't get a viable opportunity an opportunity where you know, they can get past the part-time jobs. they can move up and create additional benefits for themselves beyond just this temporary sort of either, part-time or low-paying job. there's an issue right with the housing market, which is what was stepped from this housing crisis five years ago. you know, so many people were given mortgages who could not afford those mortgages and five years later we have people who what we refer to are underwater on their home payments so the value of their home and owe on their home is actually worth less than what the home is worth and stuck with this property and they can't move to where the employment opportunities is. and that's a huge problem going on as well. so you understand that 60% figure of people who are displeased with the president right now. >> lauri also you read a lot of articles how the collapse gotten poorer, so middle part of the country, the middle class is still, i mean, fighting to go
9:25 am
along with this here and still get along. and you wonder whether or not the president or what does he have to say to those americans and whether or not he'll have new ideas at the speech today. >> there are ideas put out about trade. there are ideas about more stimulus you know who the federal reserve chairman is going to be. it is worth a mention here that the stock market is on a tear we're looking at new records again we're within striking range own the dow and spl impressive. so he'll probably tout that as well, that there is considerable investment opportunity in this country that again the stock market has been on a tear. so we'll see if he has -- we would love to have him that's the point. a huge point of contention with the president that they really have not have a lot of good ideas. health care is still incredibly devicive in congress right now. and and there's so many other issues but i think we're desperate for new ideas. >> we await this so the viewers
9:26 am
know we were told to see the president -- maybe about 50 minutes ago. but given the events around our nation's capitol today at the navy yard you can understand why this is delayed lauri i would imagine a comment or two about what's happening at the navy yard so we stand by for that. to view ersz at home this was a prearranged statement, the president had on his schedule. to talk about the economy and where we go from here and also where we have been given the five-year marks since the collapse of lehman brothers in new york city. which really many accountants will send a cascading effect throughout the economy. that is one topic we're waiting on. other one is that the navy yard that continues to be an active, ongoing breaking news story. these are the facts as we understand them from three hours ago, a gunman inside a building 197, went in there at 8:15 to 8:20 a.m., opened fire and a part of that building that took the lives of several people,
9:27 am
however, there is not a firm number of fatalities given just yet. we can say there's a pimple number in the wounded. we're reporting four wounded according the mayor vincent an isolated distinct bit may but the police chief got up and said there's potential, potentially in pursuit two of others one white male one black male. but that has not been -- that has not been nailed down and no corner on a good answer on that or not. whether he was acting alone or concert with others is something we cannot answer. the navy yard and the reaction was phenomenal. this is a place where you have 3,000 americans that go to work, every day between 6 a.m. and9 a.m. this is what they witnessed today as they were ferried out of that building. that's a police helicopter on top of the building 197. that took the wounded at a time when the shooter was still
9:28 am
active and the story was still ongoing. so as we watch the helicopter ferry away we're still waiting to see whether or not we can get reporters closer to the scene. as we have throughout the morning. we have been given a two many of of -- two minute warning and see the president in a meement here to talk about the economy and really to take credit we're told to the white house about what they consider an economic turnaround. and using the fifth anniversary collapse of lehman brothers to highlight what the president will say or signs of recovery. with that said, 7.3 unemployment and more than 20 million americans unemployed or underemployed. 7.3% on the national unemployment rate. a rate that's been well over lie
9:29 am
this upside for the dow jones industrial average over 15,000. stocks have been flying during this market. and for those with the 401(k) and stocks, that's a good number. but many will argue that rest of the economy has not followed suit and the real estate market although it seems to have hit the bottom in terms of its foundation, has shown signs of improving in various parts of the country. perhaps that will be a comment the president offers as well during his address regard to the economy. so we're balancing two stories at the moment. one that deals with your pocketbook and other deals with what could have been an isolated distinct in the navy yard in the
9:30 am
nation's capitol. reagan national airport was closed for a short time earlier today because you had so many helicopters in the area who were responding on behalf of the victims inside the building. also police officers who were trying to gain access to take the shooter down before he could do more damage. a shooter that's been described as a black male, about six feet tall. who was cornered and isolated on either the third or the fourth floor of building 197. so as that continues to unwind itself and wait for mayor and also the police chief to brief us with more information that should come in an hour out of washington, d.c. and wait for the president's remarks here on the economy. this was supposed to be an address in a rose garden speech but you have -- some bad weather right now. in our nation's capitol, the ceiling is very low with regard to cloud that could be the reason as to why they moved it back inside. lauri with me as
