making traffic very slow getting into san francisco. we'll tell you what's up there and how long before it goes. >> reporter: delays on caltrain. why do they keep happening? the answer that transportation officials is giving may not sit well with commuters. new information on the mass shooting at the navy yard in washington, d.c. the sign of trouble two days before the deadly gunfire. a crash on the bay bridge. causing a backup. good morning. welcome to "mornings on 2." i'm tori campbell. >> i'm dave clark. let's go right to sal. tell us about the bay bridge crash. >> westbound as you get on one of the first san francisco exits. harrison and fremont right

there. we have a live camera on it. this crash is blocking one of the middle lanes. you can see the traffic is getting around it but they are still trying to put the cars up into a tow truck. one of the cars is one of those really tiny cars that you have seen that you may have noticed. i think they call them smart cars. it's hard to tell what brand it is. the other car is a normal sized car. it doesn't matter because the middle lane has been blocked. traffic is backed up across the bridge. when we go to the toll plaza, it's almost at a standstill. no more room for traffic on the bridge. on the peninsula, northbound 101, there's a crash at sierra on the shoulder but traffic is backing up on nged 101. a good alternate, 280 northbound through south city and daly city on the way to san

francisco. back to steve. thank you, sir. we have mostly clear skies. a little band of high clouds. won't matter to a hill of beans. warmer today, breezy for some. not like yesterday. sunshine on the coast where it's very cool. it will be cool again tomorrow morning. clouds increase on friday. it looks like rain in the north bay on saturday. that band of high clouds shows up well. we're looking for mainly clear skies. 40s, 50s and 60s. sunny, breezy today. mainly north bay or out to the valley. 49, napa. but 52 san rafael. santa rosa, 57. they've been fluctuating between upper 50s, low 60s. oakland, 61. but 50s for other locations. napa a little cool this morning, seeing some upper 40s. napa, 48. 70 at noon for napa. we'll go a high of 85. as long as the north wind holds. 27 in truckee with upper 30s in tahoe. things are changing. it will be breezy, warmer

today. fog is not an issue. if there is fog, it will be wiped out fast. highs today, 70s and 80s. back to the desk. new this morning a freeway fire blocked traffic on highway 101. the fire started early this morning near sees cesar chavez in san francisco. tara moriarty joins us live where she spoke to the fire captain. >> reporter: an arson investigator was called out to the scene. the fire happened -- we're on the back side where it happened, just through the grove of trees of the freeway is right there. we're next to a park as well where a bunch of homeless people live. authorities have already questioned some of them about what they saw around 1:30 this morning. that's when flames broke out around 101 southbound before the cesar chavez offramp. two engines responded. crews were able to snuff out the flames within 15 minutes. we're very close to what's known as hospital curve. it's a very dangerous bend in the roadway.

the chp had to shut down the southbound lanes while firefighters got the flames under control. >> we add foam to get some of the deep-seeded fire and some of the chainsaws to break up the wood and the ivy burning deep. >> reporter: does it ignite pretty quickly? >> it seemed to take off a lot faster than i thought it would. we got it knocked out pretty good. >> reporter: the chp was allowing traffic through by 2:30 this morning. the backup lasted for a little while. meanwhile, the fire under investigation. we heard that authorities detained someone close by on 25th and rhode island. but that person was later released. we're live in san francisco, i'm tara moriarty, ktvu channel 2 news. >> thank you. and firefighters in san mateo county are investigating an early-morning house fire in pacifica. it started shortly after 3:00 this morning at a home on vegas

court. our news crew was on the scene a short time later. no one was hurt. but the flames damaged the garage. fire investigators are still looking for the cause. also new this morning, an elderly woman was transported to a hospital early this morning after a fire inside her san jose home. this is a picture from the fire department from the scene on tokey court. they tell us the curtains inside the home caught fire. the woman was woken up by a smoke alarm and had to be treated for smoke inhalation. the exact cause is still under investigation. 7:06. now we're hearing that the navy yard gunman went to a gun shop and shooting range two days before he carried out the assault that killed 12 people. aaron alexis bought the gun in northern virginia on saturday. he also reportedly did some target practice there with an assault rifle. coming up at 7:15, we'll bring you a live report from washington, d.c. on the

continuing search for the motive. the people killed in the newton -- the parents of those killed in the newton connecticut school are frustrated that congress has not passed tougher gun control laws. they will be holding a news conference in two hours from now. their trip to washington was planned before the navy yard massacre. if the navy yard gunman had been in california, he might not have been able to buy a gun. state senator mark leno says california has a database that cross-references firearm purchases and people with a history of mental illness or domestic violence. >> if you have had interaction with law enforcement as a result of a mental illness, you will be in the computer system. >> he also says the system

identifies people who are already gun owners but who later become ineligible to own a gun. but he says there's a backlog in finding the people and taking away the guns. on ktvu you will find more information on your home page under hot topics. delays on caltrain, they are becoming more of a problem. some riders say they happen literally every day. janine de la vega joining us live in san jose to explain what is going on and why a permanent fix may not happen for years. janine? >> reporter: dave, caltrain is operating old trains and commuters i spoke to say that it's pretty evident one man even told me that his friends used to take caltrain from san jose here to san francisco for work. but they ended up finding jobs down here in the south bay to avoid using caltrain because delays were getting so bad. caltrain told the "examiner" it

has an aging fleet and 25 of the locomotive diesel engines are 25 yearsing old. there's a plan to become electric. but that won't happen until 2019. a caltrain spokeswoman said it doesn't make financial sense to upgrade the trains because of that. so commuters are forced to deal with waiting. >> stopping in the middle of the night is not good. i had to wait one time coming home in san mateo for two hours because the train broke down. we had to wait for another train to pick us up. the train breaks down, you have to deal with it. >> reporter: you still ride? >> yes. the amount of money i save instead of driving to the city makes it worth it to me personally. >> reporter: so far this week, numerous trains throughout the bay area have been delayed because of mechanical problems. caltrain officials say going forward they will focus on maintaining the aging trains but won't add more staff or

inspections. we're waiting to get more answers. when we do, we'll bring it to you. janine de la vega, ktvu channel 2 news. well, today a san francisco federal appeals court will debate whether a potential juror who is gay can be kicked off a jury over an a.i.d.s. drug. the sprowrt court for removing perspective jurors on their age and gender but they've never fuel ruled sexual orientation. they removed the juror because they say he knew about the drug, lost a friend of a.i.d.s. and worked in the courts. a controversial decision by san leandro officials is causing a controversy in the city and on the internet. the council voted 4-3 to raise the flag of china at city hall on october 1st. marking the formation of the sovereign state by communists.

supporters say the resolution backs the city's growing chinese population and the city's willingness to deal with chinese businesses. but critics, though, including the liberal group moveon.org say san leandro should stand up to china's human right abuses. people have signed an online petition. happening today, apple's 7 will be released. it's described as the biggest change to the iphone since it was introduced in 2007. analysts are on edge waiting to see if the software change will make more people want to buy this or whether it will frustrate existing users. it will be available sometime today. the phones, those new phones go on sale this friday. two days. >> all right. 7:11. six burglaries in one night. all within a block and a half

it, forensic evidence, looking at what's available. a senior law enforcement official says they use surveillance tape to be able to track alexis going in and out of the bathroom with a bag. they think in the bathroom is where he put together the shot gun that he used, as it came out intact. they talk to people who knew him. in fact, his mother is talking to the media any moment now. we're hoping what she says, along with the other pregnants of information -- fragments of information, help us piece together what happened. >> we have the report on the fourth floor, a male with a gun. multiple shots fired. multiple people down. >> reporter: when kathy gaarde's husband heard the first reports of shots, he thought surely she was okay. and then came hours of silence. >> the later it got, the more desperate i got. it wasn't until later, i got a call from one of my wife's coworkers who said they talked

to some of their coworkers and kathy was one of the hit. >> reporter: the 62-year-old was one of 12 people killed by gunman, aaron alexis, a former navy reservist who had a pattern of misconduct. he left the navy with honorable discharge but kept his secret clearance. >> looking at the navy, he was in uniform. none of that would give you an indication that he was capable of this violence. >> reporter: a rhode island police report indicates just last month he told officers he heard voices in his head. officials say alexis came to washington in august, staying in hotels where one person says she saw his demeanor change last week. >> tuesday engaging, present connected. wednesday, hurrying, appearing stress. >> reporter: the shooting has prompted renewed calls for stricter gun control laws and

for re-evaluating security at military installations. in the end they say what was the motive of the shooter? and despite all of the evidence they are gathering, they just don't have an answer. >> all right. emily schmidt, live from washington. thank you. 7:17. at least six bodies have been pulled from a lake in oklahoma and this may help solve a 40- year old mystery. the remains were found yesterday in two old cars pulled out of foss lake. the police were found as police were testing a new sonar device. investigators think the cars may be tied to a missing person's case or cases. the names have still not been released. an audit by the san francisco city controller has uncovered a number of problems with muni's driving program. today's chronicle reports muni

is short 100 drivers because the agency did not hire enough recruits. the audit shows that training classes are canceled because the instructors are absent and they've not driven a bus in years. another audit shows a driver fell asleep with a rookie at the wheel. taxi dispatchers must improve their service or risk losing tler permits. yesterday, the city designed a system to make taxis more reliable and meet customers' expectations. every dispatch service must complete 250 requests for taxis each day. that number will double by 2015. the san francisco examine inner reports -- examiner reports dispatchers who don't hit those numbers may have their permits revoked. sal, we still have a problem on the bridge?

>> it's on the western span of the bay bridge. it's gone. it's clear. the problem on the eastern span, dave and tori, is the slow traffic. i want to show you the traffic on that deck is slow. but the crash was on the western side near harrison street exit. that's been removed. but traffic is moving along slowly at the toll plaza as well. it's backed up for a 30 to 40- minute delay before you make it onto the bridge unless you are using the carpool lane. some people are bailing on this commute. you might want to think about using public transportation. let's talk about other commutes now. we're gonna look at the east bay and traffic here is moving along slowly on 880 southbound, from 238 to union city. south bay commute, the slowest traffic is on 280. it's very slow up into the valley. we talked about b.a.r.t. and caltrain having no delays. muni has outbound delays. let's go to steve. thank you, sal.

weather forecast, including a chance of rain this weekend in a few moments. good morning. welcome to "mornings on 2." i'm tori campbell. >> i'm dave clark. let's check your weather and traffic. steve? >> by the way, if you are visiting san francisco or the coast for the first time, it's always like this, nice and clear. incompetence really nice on the coast -- it's really nice on the coast. we do have mostly cloudy skies. i say that because there's a band of high clouds, scattered clouds going by. 40s for some 50s or 60s depending upon if you get a breeze or not. it will be sunny today. later on, it will be good. 60s, 70s by noon. i thenkg we'll get mid- to upper 80s, especially if the north wind continues to hold. it won't be that strong but it's there. for the morning, we have mostly clear, 40s, 50s, 60s. sunny, breezy and warmer. 40s for some, 50s for others. even 60s for a few. a lot of 40s on the san mateo coast. napa dealing with upper 40s.

i'm banking on the north wind holding. if it does, they will be in the mid-80s. good today, good tomorrow and then we'll see increasing clouds from the system as it moves in on friday. breezy for some. not for all. this is mainly the valley or out towards the solano and contra costa valley. here's sal. right now traffic is moving along relatively well in many areas. but it's slow at the bay bridge. i do want to mention that's one of our slowest commutes there. bay bridge is at a standstill because of an earlier crash on the span that's clear. if you are trying to get into san francisco. those meeterring lights are on extra slow as i wait for some of the traffic on the upper deck to get better. there's no more room. there is a big wait. san mateo bridge could be an alternate for you. that's pretty busy. i would say it's a better drive than the bay bridge. at least it's moving somewhat heading over to the peninsula.

peninsula. there's a little bit of slow on the san mateo bridge. if you are driving on 880 south going to san jose, 880 is preslow and 280 sust terrible driving through all the way up to cupertino. i'm kind of laughing sarcastically. this is just a terrible commute. i would be in a bad mood if had i to use it -- if i had to use it. back to the desk. police on the peninsula are investigating a string of commercial burglaries. six happened on the same night. ktvu tea claudine -- ktvu's claudine wong joins us live with the pictures that hopefully lead to a break in the case. >> reporter: a couple of things happening this morning. they are certainly looking for the person or persons responsible for all six burglaries. they are all warning business u.s. out here about things they can to -- warning us out here

about things they can do. this is 25th avenue near el camino. on one block, three businesses were hurt. on another block, two businesses. on a third block, another business. this all happened last wednesday overnight into thursday morningge. let me give you a look at the surveillance videos. police believe one person, possibly two, but certainly the man you are looking at responsible for all six of them. they were all similar. the person came in through the back, took crash or anything that was easily able to be carried out away. in three of the businesses, they didn't get away with anything but there was enough evidence at the scene to make them connect to the other burglaries that happened a night -- that night. i want to talk about some of the businesses we've seen. there's thins that police say could help you. they talked about surveillance cameras. they had surveillance to go

off. we've seen secondary locks. we've seen extra lighting. all things that police say will help. if we come back out here live, this business is a pharmacy. obviously, they have increased security. we have the gate in the back. there's an extra padlock on there. there's a warning sign letting people know there's a surveillance camera. it's hard to see from this vantage point but we can see it from behind the door. it's well-lit inside. police say 90% of preventing a burglary is from the physical things that you do to your business and the property outside. this along with this investigation underway and police say extra patrols are saying will help keep this from happening and they will certainly hoping to find the person responsible. claudine wong, ktvu channel 2 news. >> thank you. 7:35. a developing story out of canada. i want to show you some live pictures. a passenger train has slammed into a transit bus at a railroad crossing in ottawa.

a firefighter tells a canadian tv station that some people were on the bus were either killed or injure. but no one on the train was hurt. the crash happened outside of a suburban train station right in the middle of the morning commute. these are live pictures of a train that crashed into a bus. this happened in ottawa, canada. we're now hearing about some dramatic rescues that happened monday as our continuing coverage now of the shooting rampage and the navy yard in washington, d.c. a helicopter crew with the u.s. park police spotted four people on the roof of a building at that navy yard trying to get away from the gunman. one of the women on the roof was shot in the shoulder. the helicopter loaded her into a basket and hoisted her up. >> needed to get those people out of there. one by one, we went back and picked each one up. they got all four off the building safely while the shooter was still in the

building below. the secretary of the navy ordered a security review focusing on navy-based security and the way base workers are screened. now, the gunman who killed 12 people at the navy base on monday, he was a contractor who had a valid i.d. that allowed him access to the navy yard. now, here in the bay area, coast guard island already has measures in place to screen contractors. >> contractors, they do have background checks, depending upon what level they are at. >> the navy post-grad school of monterey is included in the security review. on our channel 2 website, you can find continuing coverage of the navy yard shorting. go to it. look for the link on the home page. it's under hot topics. this morning a child is recovering after being hit pie flying glass during a shooting in oakland. this happened from broad daylight yesterday afternoon on 27th avenue in the city's fruitvale neighborhood. police say the little boy and

his mother were sitting in a car when shooters in two different directions opened fire. stray bullets shattered the car windows. one neighbor who rushed to help the injured child has lived in oakland for the past 35 years. she says the violence in her neighborhood is bad and getting worse. >> it's getting out of hand. gun control is getting out of hand. >> the child believed to be 5 or 6 years old is now listed in stable condition. police are still searching for suspects. the clock keeps ticking toward another possible b.a.r.t. strike. there are now just 22 days left until the 60-day cooling-off period ends. the kert talks in the b.a.r.t. labor dispute are set to resume at 9:00 this morning. an all-day negotiation session tweak management and -- between management andians wrapped up. there is -- and unions wrapped

up. there are growing concerns they will not reach a strike. the governor says he will not intervene when the court- orderrd -- court-ordered period ends. b.a.r.t. workers could resume their strikes today. for the second time in three months, raw sewage seeped out at the as' coliseum. this time it happened in the dugout. >> reporter: a -- a lot of

players said they smelled a foul smell from the bathroom near the duringout. still unclear what caused it. but the as vice president said it was sing toll one toilet, that the situation will be taken care of before this afternoon's game. we mentioned this was not the only time. back in june, in a home game against the mariners a clogged pipe backed up sewage and flooded the lower part of the ballpark. players had to move to higher ground and use the locker room of their opponent. this just adds to what some argue is the reason the as need a stadium. jed lowrie told reporters both sewages are repulsive. on a side note, the as continuing their hot streak.

investors wait to hear from the federal reserve on the fate of the central bank's bond- buying program.

more on that in a moment. taking a live look at the big board, the dow is currently down right now, 37. the nasdaq is up 1 and s&p down 2. now, investors around the world are waiting to hear from u.s. federal reserve chairman ben bernanke in the next few hours. he's expected to announce the fed is scaling back its economic stimulus program that's been in place since 2008. right now, the fed buys $85 million worth of bonds each month which is helping to keep u.s. interest rates low and is an attempt to stimulate the economy. many estimate they cut that back down to $70, $75 a month. these are live pictures. the president has walked up to the podium where he's being introduced. the president will push

congress, especially republicans, to act soon to prevent a government shut down. 7:45. guns, they are no longer welcomed in starbucks. pam cook is in our newsroom now with more on this new decision on an old but controversial policy. pam? >> many people may not even realize that guns were welcomed in starbucks. but knoll now, the coffee chain has gone along with local gun laws. most states allow people to openly carry licensed guns. many don't have laws banning firearms in their stores. starbucks' ceo says many customers feel uncomfortable with the policy. the company is not banning guns and says it will continue to serve people who carry guns where it's legal. but the company is encouraging people to leave them at home. now, analysts say starbucks is trying to appease gun control advocates while at the same time trying not to anger their

of budget cuts. according to the report, the irs has lost about 8,000 jobs since 2010. 7:47. chevron and contra costa county are ending their long tax battle. they had disagreed on taxes owed on chevron's richmond refinery. the county lowered the value of the refinery but chevron will not get a refund on taxes already paid. the two sides will also meet every year to avoid similar problems in the future. a national drugstore chain is about to become the largest u.s. employer to revamp its insurance program as the federal healthcare system overhaul starts to take effect. later today, walgreens is scheduled to announce it will stop offering medical insurance to employees. instead, it will provide money for workers to purchase their own healthcare plans through insurance exchanges. ibm and time warner have already made similar moves.

are driving on 80 westbound between hercules and richmond, also a slow morning. this tuesday -- this wednesday -- did i say tuesday? that's awful. it's hump day. b.a.r.t., no delays, caltrain and muni, minor delays because of mechanical difficulties. no major delays. back to the desk. authorities are busy, they are questioning possible witnesses to a fire. one that shut down traffic on southbound highway 101 in san francisco real early this morning. ktvu's tara moriarty, you've been on this since 4:30. what can you tell us right now? >> reporter: well, the video that we have this is pretty spectacular. the photographer was able to get to the scene before the fire crews did. it's something that you rarely see. we do know that an investigator was called out to the scene. they believe this was some type of arson. we're on the back side of the fire broke out over to the left. it's through the grove of trees. that's where they say the fire started. we are next to a park where a

bunch of homeless people live and authorities have already questioned some of them about what they saw around 1:30 this morning. that's when the flames broke out on 101 and southbound before the cesar chavez offramp. they were able to snuff out the flames within 15 minutes. we're on the hospital curve. it's a very dangerous bend in the freeway. chp high pressure to shut down part of the highway while they got the flames under control. >> no structure there. a cement retaining wall in the back. no structures to burn. the chp did a great job protecting us you, cuts off the highway -- protecting us, cutting off the freeway. >> reporter: the fire is contained. we'll keep you posted.

live in san francisco, i'm tara moriarty, ktvu channel 2 news. >> thank you. and firefighters in san mateo county are investigating an early-morning house fire in pacifica. it started after 3:00 this morning at a home on vega court near tara nova boulevard. our news crew was on the scene a short time later. no one was hurt but the flames damaged the garage. fire investigators are still looking for the cause. an elderly woman was transported to a hospital early this morning after a fire inside her san jose home. this is a picture from the fire department from the scene on tokay court. they tell us the currentens inside -- curtains inside the home caught fire. the woman was woke up by a smoke alarm and had to be treated by smoke inhalation. the exact cause is still under investigation. new this morning an earthquake hit southern california this morning near san diego. it hit at 5:53 this morning. it was a magnitude 3.2 quake.

the epicenter was east of san diego near anza borrego desert state park. so far we've not heard of injuries or damage. back here at home rohnert park police released this sketch in a sexual assault case. police describe the suspect as african-american, a man between 30 and 40 years old. about 5'10" to 6 feet tall. he's got a thin build and a tattoo of writing on his neck. police say the suspect grabbed a housekeeper at the double tree hotel last friday. he's accused of putting a knife to her neck as she was cleaning a patio, tying her up and assaulting her before she to the him off. if you have any information -- to the him off. if you have any -- fought him off. if you have any information, call police. a woman is asking for help to find her daughter who has been missing for a week. this is a picture of elizabeth griffith. she was last seen friday evening at st. joseph's notre dame high school in alameda.

her parents say she takes medication for depression but did not have it with her. anyone with information is asked to call hoekd police -- oakland police. the chp is investigating events that led up to a crash on 880 in oakland. jose curiel was riding his motorcycle when he was killed in the crash. the chp says rode rage or racing could be to blame. but a friend riding with curiel says they were not involved in either. now curiel's wife is trying to come to terms with what happened. >> get a clock at 2:00 in the morning, right away, you know something happened and then they come to your door crying and you know he's gone. >> the driver of a pickup truck involved in the crash was arrested for dui. the chp is still investigating. in the meantime, curiel's motorcycle club is now raising money to help pay for his

funeral. caltrain has been plagued with broken trains and commuter delays and the problems they may not get better any time soon. janine de la vega is joining us live from san jose's station to tell us why. good morning. >> reporter: good morning, dave. caltrain has not returned our call. they are operating an aging fleet of trains. that's creating problems. one commuter said delays have been so bad going from san jose to san francisco that he actually got up an hour early to ensure that he wouldn't be late to work. caltrain officials told the san francisco examiner that most of the trains are over 25 years old and are nearing the end of their service life. caltrain plans to convert a fully electric fleet but that won't happen 2019. a spokesperson told the paper it doesn't make finance am sense to upgrade the trains now. so they will focus efforts on maintaining them. there's mixed reaction from

commuters depending upon which trains they take. >> just last wednesday, we've been latestry morning getting into san francisco. it's delay after delay. yesterday, the engine broke down for about 15, 20 minutes. i was late getting to work. >> when they've had delays i've been fairly impressed with the response time in getting back on truck. the one thing that does i think affect them more than anything are the -- maybe the suicides or the accidents that happen on the track. >> reporter: caltrain's latest report shows that ridership continues to increase and despite delays, many commuters are sticking with the train service because of the money they safe on gas. many call the trains unreliable. they say the upgrades can't come any sooner. reporting live from san jose, janine de la vega, ktvu channel 2 news. a new bike pathway in oakland is giving cyclists more space on a very busy road.

the green bicycle pathway is opened near the macarthur b.a.r.t. station. it goes from add -- adeline to mlk. michelle obama is pushing for a change in the way that food is marketed with children. she wants food companies to spend less time advertising sweet and sug arary roads -- sugary foods and focus more on healthy foods. the city wants to regulate the food and people who hand it out for the homeless.

the city says has had complaints from neighbors and is worried about food safety. one woman who benefits from the free food believes the city just wants the homeless to leave. >> we need to be treated just like everybody else so we can get back to where we were. and eating is number one. the number one thing. >> the city council will decide next month whether to require permits to hand out food for the first few years, the licenses would be free but the city admits that could change. a record number of americans are living in poverty even as the economy continues to recover. the poverty threshold last year was defined as slightly more than $23,000 a year for a family of four. 46.5million americans lived below the poverty line last year. that includes 27% of all african-americans. 25% of latinos and 22% of all children in this country.

ones they will be replacing. the new equipment is being put into orbit 22,000 miles above the earth's surface. we have continuing coverage of the mass flooding in colorado. the state is finally catching a break. floodwaters are starting to recede in some areas. since the first time -- for the first time since the flooding, people in boulder enjoyed a rain-free chance today. there's a 20% chance of precipitation today. the state estimates 600 people are still stranded and the only way to rescue them is from helicopter. >> frightening when this happens? >> very nightening. never seen anything like that. >> while most people who evacuated their homes have returned, a small town, 150 miles northeast of denver is clearing out due to rising canal levels. the statewide death toll was

revised down from 8 to 6 with two people who had been on that list now considered missing. nine red cross volunteers from the bay area are rushing to colorado to aid in relief efforts. they will join 250 trained personnel from across the nation. 19,000 homes are estimated to be damaged in neighboring counties in boulder. checking the possibility that a deadly fire in shasta county may have been deliberately set. the sheriff's office says investigators found two ignition points from the fire indicating it may be arson. a 56-year-old man died in last week's fire. 68 homes were destroyed. 12 square miles were burned. we want to check in with sal. i think the bay bridge, it

started affecting the 80 freeway. also 880. you can see it's slow here at ashby avenue. it's backed up into the university avenue corridor there. when you get to the bay bridge toll plaza, it's sold out. it's getting better. we don't have any problems on the upper deck of the bay bridge. it will take a while for you to get there. i have been looking at the chp. not a lot of crashes to report. a lot of people on the road in the south bay. you might want to think if you can to spread that out a little bit. once you get into sunnyvale, it gets better. by the time you get to los gatos you will see traffic. if you have the flexibility, you might want to think about going later. let's go to steve.

welcome back. 8:22. in a couple of hours, san francisco district attorney george gascon will tell us about the city's new stalking law. signed two weeks ago, it lengthens the sim of restraining orders to five years. it also makes it easier for victims to get a restraining order. now, his announcement is set for 10:45 this morning right on the steps of the earl warren state building. the oakland police department is getting some help from the federal government in its battle against violent crime. the u.s. department of justice has awarded the city $4.5 million to hire ten new police officers. federal records show oakland has one of the nation's most

understaffed police departments. oakland currently has 614 police officers. nearly 200 fewer than the city had just a few years ago. and the federal money will put more police officers on the street. >> through the department of justice' c.o.p.s., the city of oakland will receive what's the nation's largest single c.o.p.s. grant this year. >> le federal money will go to other law enforcement agencies in the bay area. here's a breakdown. alameda county will be able to pay for eight more deputies with its federal grant. east palo alto will receive $250,000 for two more officers and the same goes for hayward which will be able to add two additional officers. vallejo will be able to put four more officers on the streets with its million-dollar grant. plans for medical marijuana shops in san leandro are moving ahead. on monday night, the city council voted to allow up to

two regulated dispensaries in the city. right now, people who want medical marijuana have to go to oakland or nearby unincorporated areas. the plan is going to the city's planning commission. it could return to the city council for a final vote as early as november. the san francisco board of supervisors is delaying a vote to opt out of the federal communities program. that program requires local law enforcement to send the fingerprints of anyone arrested to immigration officials for review. if that person is undocumented, federal officials can ask they be held and picked up for deportation. city workers in hayward upset over stalled contract talks held a protest right outside of city hall. [chanting] >> workers have been working without a contract since april.

and in july, city officials declared an impasse and stopped negotiates. hayward's assistant city manager says the city needs the workers to forgo their raises for five years. the workers say they've given up depositle 8 mer to the past four years -- for the past -- given up $money for the past four years. 8:26. still, searching for a motive. what the mother of the navy yard gunman had to say this morning about her son. >> reporter: six businesses in this san mateo neighborhood burglarized in a single night. what we've learned about what happened and what one business

breeze, it will be warmer for you. it will be sunny for all. in fact, coast, bay, inland, everybody looking good today and tomorrow as well. 80s, 70s for many. a few upper 60s and lower 70s by the beaches. here's sal. it's a good thing it's wednesday. i don't know if you can take too many more commutes like this. 280 northbound we're getting some relief as you get up to the middle of the valley. it's been slow from 101 into the valley this morning. it stays that way. we've also had slow traffic on 101. northbound 101 at mckee, they are clearing an injury accident and traffic is backed up before 280 and it days that way all the way into sunnyvale. if you are driving into the valley from the santa cruz mountains, you see coming into los gatos. there's some slow traffic as well. on the peninsula 101 and 280 are going to be slow this morning. as a matter of fact, i would say 101 is not a good call for you because you can see it's slow all the way down. i would use 280 instead.

let's take a look now at the bay bridge toll plaza, there are no major problems it's recovering after some earlier problems. big delay delays here. 580 getting to the area. police on the peninsula are investigating a string of commercial burglaries, six of them happened on the same night. ktvu's claudine wong joining us live from san mateo now with the pictures of police hope will lead to a break in the case. good morning, claudine. >> reporter: good morning, dave. yes. we spent the last hour talking to residents and business owners out here along 25th avenue. a very busy street right now. a lot of businesses along here. but the folks we've talked to say overnight it kind of just shuts down. it's very quiet u the buildings -- quiet. the buildings are older and this is not the first time this has happened. this photo taken by a surveillance camera inside one of the six businesses hit last

wednesday. in all cases, the burglar got in through the rear entrance of the building. we talked to the owner of the patio cafe who has been in the neighborhood for 14 years. they weren't hit in this -- for last week in this straightest -- or last week in this latest string of robberies but they have been hit before, until they made some changes. >> this used to be open from inside. now you have to have a key to open from inside. >> reporter: when you got hit all six times, was it always through the back door? >> yes. and at one point, they couldn't open it and they tore this down. this is nothing but. but back then -- >> reporter: it was not a strong door? >> it wasn't. it was a regular screen door. >> reporter: police say many burglaries can be prevented or stopped by just changing the physical part of the building. rei forcing the doors -- reinforcing the doors like you saw that one man. putting up extra lighting and

putting up alarms. the search for the burglar continues and we're hoping the businesses had surveillance cameras and that will help them solve the case. claudine wong, ktvu channel 2 news. >> thank you. we want to update you on developing news in canada. we first reported an hour ago officials have just announced that five people aboard a bus were killed when it crashed into a commuter train this morning. it happened at a railroad crossing in the capital city of ottawa. the impact tore off the front end of the double-decker bus. no one aboard the train was hurt. a short while ago, the mother of the man who shot and killed 12 people at the navy yard in washington, d.c. released a statement. emily schmidt is live in washington, d.c. with what the mother of aaron alexis had to say. good morning. >> reporter: good morning to you, tori. it was a statement only. no questions from reporters. but what the mother said is

that she, first of all, apologized to the victims of the -- the families of the victims that her son shot, the 12 people who were killed. the several people injured and then she said she doesn't know why he did what he did. >> we have a report on the fourth floor, a male with a shot gun. multiple shots fired. multiple people down. >> reporter: when kathy gaarde's husband heard the first reports of gunshots at the washington, d.c. navy yard, he thought she was okay. then came hours of silence. >> the later it got, the more desperate i got. it wasn't until later that i had gotten a call from one of my wife's coworkers who said that she talked to some of her co workers and they had seen kathy was one of the ones hit. >> reporter: the 62-year-old was one of 12 people killed by gunman, aaron alexis, a former navy reservist who had a pattern of misconduct. et left the navy with

dishonorable discharge. >> looking at the fences while he was in the navy, the fences while he was in uniform. none of those give you an indication that he was capable of this sort of brutal, vicious violence. >> reporter: court records show run-s ins with the law dating back a decade. last month, he told officers he heard voices in this head. officials say he came to washington in august, staying in hotels where one person said she saw his demeanor change last week. >> he was different. taos engaging -- tuesday engaging, present, corrected. wednesday, hurried appearing stress. >> reporter: the shooting has called for renewed calls for stricter gun control laws and for re-evaluating security at military installations. happening right now, defense secretary chuck hagel holding a press conference at the department of defense. he's talking about the fact one of the things he said there

stocks edging lower as the investors wait for the federal reserve. it's expected they will lower the bond buying program from $80 to $75 million or $70 million. investors seem prepared for it. taking a look at the big board, the dow is down 414. nasdaq down 1. s&p down 2. we just learned the city of walnut creek, approved a smoking ordinance by a 4-1 vote. it bans smoking in the downtown area on sidewalks and on patios of businesses. it also prohibits smoking in all apartment and condo complexes including inside an apartment home or on a balcony. last night was the first reading of the amended ordinance. the second reading is next month and it will go into affect about 890 days after

angels. but in terms of the sewage issue it's become a problem as this is the second time in the past three minutes that has happened. as we go from video, you see a lot of the as players standing on the dugout steps. they reported smelling a foul odor near the bathroom. around the 7th inning workers had to clear up water and sewage that gushed on the floor coming from the bathroom. still unclear what caused it. but they say it was stingled to one toilet and the situation will be taken care of before the game this afternoon. it's not just sewage seeping through the coliseum. this video was taken last week on the walkway near home plate, you can see water there on the floor as well as a channel or trough near the visiting clubhouse. not clear what caused that to happen. we mentioned this was not the only time that sewage was backed up. want to take you back to june this year. in a home game a clogged pipe backed up sewage including the

you might want to think about saying i will go in a half- hour, 45 minutes. that will make a big difference for you getting into san francisco. we're looking at san francisco. southbound 101 if you look amount the picture here, they have a roving caltrans closure. they will be doing some street sweeping or some sort of work on the road. southbound 101 may be slowing down as you head down past cesar chavez. this morning's commute has been affected by delays on b.a.r.t. they had to take a train out of service this morning at the west oakland -- neesh the west oakland station. that train is out of the way. but major delays on all of the lines including the lines going to and from the airport because of the delays, caltrain and muni had some minor technical delays. they are getting now back on track. it's 8:57. back to steve. >> thank you, sir. a little bit of a high cloud deck. sunny today, nice by the coast. temperatures warming up. a little bit of a northerly breeze. not too strong. nothing like we had yesterday.
