do at 2:00 a.m. this morning. that story tonight at 6:00 p.m. mike mibach, ktvu channel 2 news. new details about the 4 hour stand off that we covered last night. today the contra costa county sheriff's department said the suspect is 42 years old, mike ghoneim. these are pictures from yesterday as he was arrested after the s.w.a.t. lobbed tear gas into his home. he is charged with attempted murder after she shot and wounded a manager who was trying to evict him from his home. mike ghoneim and his wife defaulted on their mortgage. to the america's cup, oracle team usa faced a must win today and they came through but high winds canceled the second race. ktvu's john fowler is live with what is next. john? >> reporter: frank, it was exciting today. thousands of people jamming the

towards another possible bart strike. just 21 days remain till the end of the 60 day cooling off period on october 10. we have been talking to bart to find out if they will meet tomorrow. at this point they are still not sure. a mediator is working to add more sessions. bart management and union leaders are far apart when it comes to salary and benefits. the unions say one of the other sticking points is concern about safety for workers and riders. ktvu's tom vacar has investigated bart's safety record and comparing it to mass transit in other cities coming up new at 6:00 p.m. employees at the navy yard return to work. most reopened but the building where 12 people were gunned down remain close. workers were greeted by armed

as they patrol the fire lines. the rim fire destroyed 257,000 acres of land. almost 1400 firefighters are still working on the fire lines and so far it caused $115 million to battle the fire. the golden gate bridge district approved a plan to buy a steel movable barrier to prevent head on collisions. it calls for installing the barrier in october or november of next year. crews would have to close the bridge for 52 hours to install the barrier. that would be the longest the golden gate bridge has ever been closed. the full board needs to sign off on the plan. it is scheduled to meet tomorrow morning. california will have ground breaking new rules to regulate the ride share business. they approved new rules for car sharing companies. they use smart phone apps to

connect drivers with passengers. drivers must have criminal background checks and insurance. san francisco cab drivers association said they are disturbed by the decision today. in a statement they said without proper local over sight this could only lead to abuse by drivers, companies. lines are forming outside of apple stores as folks wait for the new iphones to go on sale tomorrow night. we spotted people sitting out with lawn chairs. they are waiting to get the new 5s which is priced at $199. it comes with a touch i.d. censor allowing you to use your finger print to unlock the phone. also going on sale is the 5c, it is $99 with a two year

must be more welcoming and merciful. one man is recovering after being rescued today on the coast line. fire crews were called to the scene. that is where a man fell and broke his ankle at 9:30 a.m. this morning. news chopper 2 was over head as the rescue truck needed help getting the man up the road. it got stuck in the sand and the driver had to back up a couple times while firefighters dug sand away. finally the truck made it up. santa rosa is trying to boost tourism with a new marketing rush that highlights breweries -- push that highlights breweries and bicycling. here is one ad. the commercials are airing in seattle, portland and los angeles. santa rosa is a big draw because of the tour of california but they want people to know there are more reasons

today congress showed how far apart they are on a budget deal and how close the government is to a shut down. >> time for republicans and democrats to join together to grow the economy. >> the government will shut down without a spending plan agreement. the house plans to vote tomorrow on a tempary budget. speaker of the house john boehner insists they want to find a way to pay it off. that is why they would strip funding for the affordable care act that some refer to as obama care. >> obama care is driving up the

cost of healthcare. destroying millions of american jobs. it is a train wreck. it has to go. >> the plan to defund isn't expected to get far. the white house has promised a veto. leaders are promising to pass a budget by september 30. if not it could mean a government shut done with a possible delay in social security and medicare payments. stock in pandora hit a all time high today. that came after a ruling that gives them broad rights to use music licensed licensed for any distribution. they closed $27.35 a share. that is a gain of 7%. they plan to sell more stock to raise as much as $379 million. on wall street stocks ended mixed. the dow is down 40 to 15,636.

cut staff and worker benefits. the group is also imposing furloughs that will close the agency every other monday starting november 4. the u.s. postal service might need an emergency increase in postage rates. he told a committee the cash balance will cover only 5 days of next month's expenses. the commission would have to approve any rate hike. wells fargo announced another round of a layoffs. they are letting go of 1800 people from the mortgage department. none of the cuts are here in the bay area. last month they slashed 2300 jobs from the same department. fewer people are refinancing their mortgages. facebook founder mark zuckerberg was on capitol hill today. he had private meetings with lawmakers to talk about immigration reform. a measure has passed in the

new at 5:00 p.m. sea otters are a threatened species in california but now scientists are starting a research effort to protect the animals. ktvu's robert handa was the only news reporter to go out with a team as they focused on a habitat. robert tells us why the study is so important to the bay area. >> reporter: this sea otter will help scientists make sure the population in california grows and thrives. one of 20 animals captured and released in a three year study.
