we will let you know if those buses will be effected. let's take a look at the pictures on the east shore freeway. westbound 80 traffic is moving along pretty well. also the morning commute is moving along okay at the bay bridge toll plaza. and oops. you know what? that is wrong. we will not have that up. let's get that out of there and go back to the desk. time is 4:31. one person was killed and another wounded in a shooting that led to a san francisco police officer also getting injured. just before 8:00 last night police rushed to 23rd and arkansas streets. a man and a woman had been shot in a car. he died from his wounds while she was hit in the arm and leg but is expected to survive. an officer suffered minor injuries when police used pepper spray to dispurse a crowd. investigators are looking for two suspects in their 20s driving in a burgundy colored

car. 13 people including a three- year-old boy were rushed to the hospital after being shot in a chicago park. it happened at a basketball court in the city's south side. witnesses say several men fired shots from a gray sedan before taking off. the young child is said to be in critical condition after being shot in the head. two teens were also shot. witnesses describe the scene. >> it happened so fast. i heard the shots. i came over here and there is a lot of people down. >> all of the other victims are said to be in serious or stable condition. no suspects have been arrested. police say the motive was like lip gang related. the mass shooting at the washington navy yard this week is raising concerns about the background check done to aword security clearances. coming up at 4:44 how the flay i have yard gunman was still able to buy a gun legally just two days before the shooting

despite being discharged from the military for a pattern of misconduct including a gun incident. ktvu news has learned that bart is actively training its managers to offer limited train service if there is a strike next month. early monday morning two train cars were quietly loaded on to flat bed trucks and removed from the hayward maintenance yard. the cars were moved to a bart contractors warehouse where the training is allegedly taking place. our source gave us a picture taken inside that warehouse. ktvu news asked a bart spokesman point-blank if managers are being asked to work as train managers. >> we feel it's only responsible to plan ahead and think about sell call train service. >> if they are seriously considering operating trains without certified train operators, experienced train operators that is reckless and dangerous. >> union leaders say their

contracts -- unless there is a strike. that strike could begin in just 20 days when the cooling off period ends. there are new several developments in the case against former santa clara county supervisor george shirakawa. a hearing is scheduled today to see if prosecutors can charge him. earlier he pleaded guilty to misusing public funds. but the lawyer said the plea deal included all corruption dealings. they may call the judge who presided the first case. happening today it is the day apple releases its latest version of the iphone. lines began forming earlier this week at apple stores across bay area. ktvu janine de la vega is joining us now from palo alto with more details on why this time very unique.

on top of a roof. it's all happening on the 2400 block of san bruno avenue in the city's bay view district. ktvu tara moriarty is there, just arrived on scene. what can you tell us? >> we are getting ready to do a live shot at the bay view police substation. we saw four cop cars whiz buy. we discovered there is a burglary in prospect. right at the corner of filament. we are parallel to 101. if you take a look behind me you can see the fire department has been called in. a couple police officers went on top of the roof to look for the suspect. we are told that he is dressed in black. he has a hoody on and possibly carrying a crowbar. we don't know if he is armed with anything else. we did speak to an officer who said he hadn't been inside the bank to see if there was any type of damage. obviously the call came in from someone that was concerned. you can see we have the street

overturned big rig shut down a freeway onramp for hours. the chp tells us the big rig collided with the car on the mission boulevard onramp to spore state 680 yesterday -- interstate 680 yesterday afternoon. it took crews more than four hours to clear that scene. police in hayward are investigating the mysterious shooting of a ten-year-old girl. it happened early yesterday morning at the child's home on tampa avenue. police say someone on the street fired several shots into the home wounding the girl who was sound asleep in her bedroom. one bullet hit the girl in the lower back. she is expected to survive the big question now is why family members waited more than five hours before calling 911. >> we're trying to figure out if they knew there was a shooting. or if they piece things together after the fact. we don't know. we would think if you heard shots and you would want to check on your family.

>> police say the family is cooperating with investigators but officers say very little about possible suspects or any other information about the shooting is available. time is 4:43. this is a heartbreaking story. it has been five years since scott was killed by a drunk driver on the eastern span of the bay bridge. well the old span closed now. chp helped them say a solemn goodbye where they died. officers pointed out the exact spot where he was rammed by a car. his mother painted two hearts and painted a hand print. >> family members say they hope anyone hearing about scott's death will remember his story before they drink and drive. they say that can prevent another family suffering a similar tragedy to theirs.

we learned a company who did a background check also investigated edward snowden the former nsa contractor who leaked classified documents. the company usis says they conducted a background check on aaron alexis in 2007. the employer said it only revealed a traffic violation. some people are also questioning how aaron alexis was able to illegally purchase a gun when he had been discharged from the navy in jan of 2011 for a pattern of misconduct including a gun incident. under federal law only dishonorable discharge makes a veteran ineligible to own a gun in civilian life. a new bill in congress will change that. the nation's most powerful

lawmakers met face to face with mark zuckerberg. he wrapped up his trip to capitol hill yesterday by meeting house speaker john boehner, harry reed, and house minority leader nancy pelosi. he stressed the need for immigration retomorrow. he did steer clear of the thorny issue of domestic spying. facebook is currently suing the federal government over the surveillance program. with a government shut down looming over the month the house will vote on a spending plan that is sure to be defeated. that is because a plan would fund the government through december 15th but it would also defund the president's health care law. harry reed says the plan would be dead on arrival. and president obama says he would also veto it. a plan to install a removable barrier on the golden gate bridge will get its final approval today. the project is designed to prevent head on collisions on the span. once improved, the barrier will

light rain. breezy on sunday. looks the same on monday. another system clipping us tuesday. the death toll in mexico is approaching 100 following hurricane's manuel and ingrid. manuel reached landfall yesterday along the pacific coast. ingrid hit the gulf coast last weekend. at last count the two storms killed 97 people another 68 are missing and believed to billion buried under a mud slide. central valley meat company is recalling thousands of pounds of meat used in school lunches. the recall effects 58,000 pounds of beef. the concern is the meat may contain small pieces of plastic. the usda says it's not received any reports of injury but did receive complaints sparking the investigation. the meat was produced on april 1st and contributed to the national school lunch program.

thousands of californiaons are getting ready to help clean beaches, creeks, and other waterways across the state. tomorrow is close call cleanup day in what is called the largest garbage collection ever organized. last year 60,000 volunteers picked up 770,000 pounds of debris. this year a lot of the focus will be on getting rid of cigarette butts which makes up 30% of litter along the shorelines. >> ha is a big pet peeve of mine cigarette buts. my family we go out and help clean. >> we do too. 4:42 is the time. it's a plan to clean up a two block stretch of san francisco. the new partnership between the city and broadway. and how a simple act of taking a picture of a landmark could land you on a government watch list.

welcome back. there is a new plan to clean up one of the most notorious areas in san francisco. city leaders have unvailed a list of safety measures to reduce crime along broadway. an area filled with bars and strip clubs. there have been numerous incidents of violent brawls and disorderly conduct there. they are pledging to hire more bouncers and enforce a dress code. the city will install extra lighting and no loitering signs. >> it's a crowd that comes to the street that don't get to the majority of the clubs.

they just hang outside. and the perception is not good. >> police say crime on that strip is down 40% from two years ago due to recent crack downs. the city is also considering doubling the fines for loitering or public intoxication in that area. police in antioch are sending a strong warning after someone illegally broadcasted on their emergency radio frequency. it happened over labor day weekend. the department immediately sent out a warning telling the person they were committing a crime. police still don't know who is responsible but say the person could face fines or jail time if caught. >> this transmission didn't appear to bleed over from a radio channel. this appeared to be someone who was specifically talking on our radio channel with the attempt to disrupt our communications. >> the department wants to move to an upgraded radio system encrypted channels but that is expected to cost the department
