it's friday, september 20th i'm pam cook. >> and i'm dave clark. let's check weather and traffic. things are changing rapidly. >> that is correct. thank you, kindly. we have our first system beginning to inch closer. it's picking up the fog in a major way. it will be cooler today. low clouds and fog dropping temps by the coast. probably 10-15 degrees. about the same inland. saturday is the day for light rain. we won't get much out of this. it will be cooler and breezy. it's the first cold front. it's not that strong. 44 napa and santa rosa. the coast 50s compared to yesterday in the 40s. joslin just tweeted me and said cold and foggy in daly city. per usual. that is not true. the last couple of days have been very nice. low clouds, clear, breezy. the fog bank is definitely starting to pick up in

intensity. i think we get that drizzle tonight. cooler conditions even with the sun we get a westerly breeze. temperatures come down a good 10-15 degrees. 80s inland. 60s and 70s coast and bay. here is sal. good morning. traffic is moving along pretty well. there is a little bit of slow traffic in some areas. i do want to mention the traffic actually is getting a little busier here at the toll plaza. as a matter of fact, we are looking at the commute that is going to be delayed for i would say about a five minute delay. it's not a huge deal. there is a delay in the area. also the morning commute looks okay if you are driving on the freeway here. northbound 880 and southbound 880. let's move along to the maps and show you the traffic here on northbound 101 looks good all the way into sunnyvale. no major problems. 6:02 let's go back to the desk. we are starting with developing news we first told you about at 4:30. san francisco police searched for and arrested a suspected

bank burglar. at about 4:00 this morning. police responded to a silent alarm in the bay view district. at first they didn't find anything but they stayed around and set up a perimeter around that bank. >> he jumped a couple buildings from the side of the bank of america. by then we set up a perimeter. we used the help of the fire department to gain access to the roof. >> the suspect used a crowbar to gain entry to the bank. stay tuned with us right here at ktvu. we will bring you a live report from the scene coming up at 6:30. one person was killed, another was injured in a shooting involving san francisco police. just before 8:00 last night police rushed to 23rd and arkansas streets. a man and a woman in a car had been shot.

the man died from his wounds, the woman was hit in the arm and leg and is expected to survive. now an officer suffered minor injuries when police used pepper spray to dispurse a crowd that gathered at the crime scene. investigators are looking for two suspects in their 20s driving a burgundy colored car. another mass shooting this week. last night 13 people including a three-year-old boy were shot in a chicago park. it happened at a basketball court in the city's south side. witnesses say several men fired shots from a car before speeding away. a three-year-old boy reportedly in critical condition after being shot in the head. all of the other victims are said to be in serious or stable condition. no suspects have been arrested and police say the motive is likely gang related. your time is 6:04. on sunday president obama will go to a memorial service for the victim's of the washington

navy yard shooting. president obama and michelle obama will visit with the families of the victims. the white house says president obama wants to share in the nation's pain after yet another mass shooting. in just a couple of hours from right now, apple will release its latest versions of the iphone. but getting your hands on one of them, that could be a big challenge. this is a new video. this is lines outside the palo alto apple store this morning. about 100 people out there. he is pretty comfortable. lines started forming around the bay area on monday. for the first time ever, apple is releasing two versions. the iphone 5s will cost about $199 with a two-year contract and has the new fingerprint sensor. the cheaper 5c model will cost you about $99. >> i think it's exciting to get the newest thing as fast as you can. >> i just like the new color. i had a black one before. >> but if you're hoping to get

the 5s model, experts predict a limited supply. apple is struggling to make enough to meet the demands. in australia people there already have their hands on the iphone. this is what it looked like in sydney, australia overnight. hundreds of people lined up outside of an apple store. australia was the first country to roll out the new phones to the public. the clock is still ticking toward another possible bart strike. the cooling off period ends in just 20 days. we have uncovered a major new development in the heated labor dispute. bart is actively training its managers to possibly offer limited train service if there is a strike. ktvu claudine wong is joining us now to tell us how the training is tied to a warehouse on mayor island. >> reporter: we should be clear that this training plan is just in case of the possible strike. in case the bart board of directors approves that plan to

go forward. for now we are talking about training and we came here to mayor island because we are told bart trains were taken here. we have seen one of the bart trains at a warehouse here on mayor island. it was apparently brought here earlier this week. now why was it brought here? well, it was apparently from the hayward maintenance yard. that is what bart workers have told us the bart trains were previously located at. here's the issue. you cannot train managers or anyone else on the bart trains if they are connected to that third rail. the rail that powers those cars. so apparently what has happened is they have taken them to the warehouse where they are not under power and that allows them to do this training. we did talk to bart and the unions about the training now under way. >> to prepare for the possibility of a long strike, we feel it's only responsibility to plan ahead and think about skeletal train service. >> if they are seriously operating trains without

certified train operators, that is reckless and dangerous. >> reporter: now a source gave us these pictures yesterday that reportedly showed the trains at the warehouse on mayor island. and again i have seen them for myself. i know they are here in the warehouse on mayor island. obviously no training taking place at this time of the day. but they were kept in the company that had been on a bart project. they did not get that bid. so we're not sure of the connection but we do know that this warehouse is equipped. it is a trained rehab refurbishing company equipped to hold these bart trains. what happens now? there is three more weeks of negotiations until this deadline. but certainly this tells us that where everyone's heads are in planning for any possible strike that could hit bay area commuters again. claudine wong ktvu channel 2 news. time now 6:08. san leandro's mayor has dropped the controversial plan to raise the flag of the people's

republic of china outside of a city hall next month. mayor steven cassidy says the public should have been able to weigh in on this first. on monday the city council approved flying the chinese flag as a show of support for san leandro chinese community and shows the city is open for critics. but raising that flag would show that they condone human rights violations. chuck reid was fined for violating a state campaign finance law. but the fine is just $1. mayor reid could have received a $35 fine. however the fair political practices commission said the violation was not intentional. last year a pension reform committee funneled $100,000 to rose herrera's reelection. mayor reid says he did nothing wrong because he was not the

candidate. petaluma police are stepping up -- the body of a 25- year-old man was found yesterday. while police say the deaths are -- that none of the deaths were suspicious, they are concerned about the number of homeless camps and the threats to transients and the people passing by. a grass fire last week was started near several homeless camps. palo alto city council could take up some new rules that could benefit electric car drivers. the palo alto weekly reports the city council will consider requiring all new homes to be built with charger friendly wiring. that would cost about $200 but it costs as much as $2,000 to rewire a home to include a car charger. another plan calls for chargers at new hotels. time is 6:10. a new barrier on the golden gate bridge looks like it's a done deal but now there is a new problem ahead for bridge

officials and why that may cost you drivers more money. next a chp officer involved in a dramatic rescue of a cal trans worker on interstate 80. >> as i'm running i feel the officers car hitting my heel. >> how the officer used his car to stop the worker from being hit by a runaway car. and right now we are looking at the commute that is moving along pretty well but some spots are busier. the fog bank is getting busier. it's already beginning to move in and fast. that equals a cooler forecast today and more on the rain for saturday. ♪

welcome back. time is 6:13. a cal trans worker until placer county thanking a quick thinking highway patrol officer for saving his life. the chp officer was on the scene of a crash tuesday on interstate 80 in new castle. the cal trans worker started picking up debris from the first crash. he had no idea another car was approaching. but that is when the chp officer jumped into action. he drove his patrol car between the worker and that approaching car. >> collision happened. he was closer than that truck to me. he didn't just sit there and take the hit, he accelerated his vehicle to try to absorb the hit. >> that on coming car was going 65 miles an hour. going so fast it plowed into

the chp car and still ended up hitting the cal trans utility vehicle. amazingly no one was hurt. menlo park may be adding tasers to their police department force. last month they gave the stun guns to seven officers. it's part of a yearlong pilot program. while the police chief hopes to have a proposal by the end of the year. in 2011 a san mateo grand jury investigation found that although the weapons carry risk, their use has resulted in few you are injuries to both officers and the suspects. menlo park and east palo alto are the last two departments to ask for using those tasers. new this morning al qaeda militants attacked military barics calling ateleioses 38 troops. authorities in yemen say the attack at dawn caught the soldiers off guard. there was heavy in the air at the time. troops have been fighting

against a branch of al qaeda considered as the most dangerous terrorist group. ambassadors are working toward reaching an agreement on a resolution to place syrian chemical weapons under international control. yesterday was the third straight day of the talks and no agreement has been reached. secretary of state john kerry says the u.n. general assembly needs to act quickly to approve a u.s.-russia deal. >> it's vital for the international community to stand up and speak out in the strongest possible terms about the importance of enforceable action to rid the world of syria's chemical weapons. >> the syrian government is expected to submit a comprehensive list of all of its chemical weapons supplies and facilities in a first step toward removing their stockpile. time is 6:16. it's being called the strongest storm this year and this may hit hong kong by the weekend. in the past 24 hours a cyclone

in the western pacific has intensified into what is called a super storm. they are calling it a usagi. the winds jumped from 75 miles an hour to 160 miles an hour. officials now say it's the equivalent of a category five hurricane. it's expected hit hong kong on sunday. a big reward is being offered for information lead together arrest of a person who triggered two northern california fires earlier this year. the fires in the six rivers and national forest burned 37,000- acres in july. a $20,000 reward is being offered by the u.s. forest service. in the meantime the rim fire in yosemite national park is still a challenge for firefighters. they hope to have the fire contained by midnight. but it is still only 84% contained. full containment has been pushed back. almost two weeks to october 1st. red flag warning in effect through saturday. this fire has burned almost

257,000 acres. las vegas based airline has to recheck many of its emergency slides. it recently discovered an inspection compliance issue. the carrier must reinspect the flight of the md80 fleet before it can fly again. she is normally pretty reserved but she is actually publicly expressing she is happy about it. she's on her twitter account proudly reporting she is listed number one among america's top young executive. meyer was just one of the silicon valley executives that made the top ten. facebook's world famous ceo is number three on the list billionaire ceo mark zuckerberg

is only 29 years old. and the three young cofounders of air bnb all tied for sixth place. right now it's 6:18. we want to check in with sal for a look at traffic. a couple little problems we have hit. >> yeah it's better than yesterday. as friday is a go it will be a good one. at least we hope it is. let's take a look at the south bay. the excite is pretty good here. you can tell the speeds are up. 237 we had an earlier crash through matilda and traffic is moving along nicely. as we move through 880 north and southbound, it's been a pretty nice drive. and 580 that is where the slow traffic is. down to about 20 miles an hour here on 580 after the altamont pass into livermore. let's talk about live pictures now. this is a look at interstate 880 north and southbound. the traffic does look pretty good. at the toll plaza there is a

delay in some of the lanes. some of the middle lanes are getting through faster. but again this is only a 15 minute wait at the very most before you make it on to the span. at 6:19 let's go to steve. sal, thank you. big change in the form of a cool down. also the low clouds are theran move tarting to get actively inland. so the weather changes today mainly cooler by the coast yesterday which was sunny and nice. today will be mostly cloudy. there is a lot of low clouds. and saturday we are looking for a light rain. cooler and breezy and very fall like is really the big message here. usually the first cold front of the season doesn't do much. it's not usually the front it's what comes in behind that. fog, sun, breezy today. and tomorrow we will deal with low clouds. that front moves in. the cooler pattern more of a northwest wind kicks in on sunday. get that cleansing of the air. that is always like the first cold front.

system will produce rain. maybe on the north coast but not much for us here. 35 tahoe. if you are heading up tahoe and truckee. it could be a light dusting of snow. mainly much colder and windy. 50 in ukiah. 44 santa rosa. same for napa. half-moon bay yesterday was 45. today 55 because of the low clouds. and fairfield 56. had no breeze at all. it was up to 22 and starting to decrease. there is a component of a westerly breeze starting to move in. sfo west. livermore west. yesterday there was no breeze. low clouds will continue to march in and help alonged by that system if you are watching us up north. yeah you can get light rain. warm yesterday and the day before. big changes today because the coast, fog is back. the west wind is back. temperatures dropped today and they will drop into saturday. this is our cloud and rain forecast. sometimes the timing on these

the dodgers celebrated by jumping over the outfield fence and into the stadium's swimming pool add chase field in phoenix. the diamondbacks, the home team, they didn't like that. several players say the dodgers showed a lock of class. >> a couple expecting a new baby got an unexpected surprise on the side of the road. they were on tear way to the hospital but the baby couldn't wait. they were forced to pull over on the side of the freeway. dad had to start the delivery all by himself. >> she just threw her feet right back in the front seat. and i'm like okay we are doing it there. >> emergency crews arrive thed shortly after. elijah is a professional photographer so he documented the delivery almost every step of the way. they are all doing fine. congratulations. pam, it's a 31 one year fashion tradition in san

big change today in the form of our first front of the season. cooler for all. fog increase examining it's lifting increasing. so 60s. low 60s mid 60s. 70s coast and bay. here's my good friend sal. steve, good morning. we are doing okay on this friday. things a little better than yesterday. let's move along and take a look at 24. that is okay. not a huge delay this morning. also the morning commute looks good at the toll plaza. there is a delay of about 15 minutes. once you make it on to the bridge, it looks good. if you are driving on interstate 880 southbound, some slowing. that is about it. let's go back to the desk. we are following a breaking news out of the south bay where firefighters are investigating a house fire. ktvu janine de la vega was the first reporter on the scene. she is is live with more on what investigators discovered inside. >> reporter: this was a marijuana grow house. that is what we are hearing.

we are here on wing wong court. the fire has been knocked down. we heard that it broke out at about 5:30. a neighbor had reported light smoke coming from the attic. to get more information on sort of what was discovered there and where the investigation is headed now, we go to captain mike with the san jose fire department. good morning. you said you had trouble getting in there; right? >> absolutely. we did get dispatched at 5:30 for light smoke in the attic. on arrival we noticed it was a barred facility. the doors difficult to make entry. we had to do forcible entry use the saws and get in. on arrival we found very small smoldering fire in one of the bedrooms. we were able to extinguish quickly. at this point we have the fire knocked down. >> reporter: and a marijuana grow found inside. i know there is limited things you can say because it's turned into a police investigation.

what can you tell me about that? >> i think you are exactly right. we consider it an illegal activity use home. we turn over the investigation to the police department to further diagnosis and describe exactly what is going on. there were signs that it was for illegal uses. it was unoccupied. we found nobody inside. the fire started itself as it appeared to have no obvious cause a proposal and the electrical panel appeared to have been bypassed. so that makes it more dangerous for us. we can't turn the power off. once we put out the fire we went through the components of overhaul and now we have the situation under control. >> reporter: thank you very much, captain. and again we are waiting. the shift change going on with police officers. they still have to get a search warrant. police officers have not entered this home at all because they can't without a search warrant. once they get inside they can determine exactly how many plants, how extensive this operation was. we will continue to update you as soon as we get information.

reporting live janine de la vega ktvu channel 2 news. time 6:34. we have developing news in san francisco. a burglary suspect has been arrested. accused of breaking into a bank of america branch with a crowbar. tara moriarty is in san francisco to tell us how firefighters gave the police officers a lift in this case. tara. >> reporter: that is right. the burglar we know accessed the bank through the roof. that is the bank of america right behind me here. just parallel to the 101 freeway. this burglar tripped a silent alarm. when police arrived he used an air vent to escape. half an hour search police finally caught him. here's how they zeroed in on him. the security company used surveillance cameras to tell officers what the suspect looked like and where he had gone. they knew he was looking for a man 234 a black hoody. officers called in the canine unit and the fire department to climb up on the roof and do ha search. i they ended up finding the

suspect on the roof of an apartment building two doors down. >> we were able to detect where he was hiding. as we were giving him orders to place his hands up and come forward, the roof gave way. and he fell through. >> reporter: the suspect did not appear to be hurt. detectives are not sure if any money was taken from the bank. he is described as a san francisco resident in his early 30s that has a criminal past. that suspect has been taken into jail for booking. police are still here on scene. they say they are gathering evidence own taking pictures upstairs of that hole in the roof. police in hayward are investigating the mysterious your shooting of a ten-year-old girl. it happened yesterday morning at the child's home. police say someone on the street fired several shots into the home wounding the girl who was sound asleep in her bedroom. one bullet hit the girl in the

lower back. she is expected to survive but the big question now is why family members waited more than five hours before calling 911. >> we were trying to figure out if they knew there was a shooting or if they pieced things together after the fact. we don't know. we would think if you heard shots and you would want to check on your family. >> police say the family is cooperating with investigators but so far there is no word on any possible suspects in the shooting. time is 6:37. we are learning the very same company that performed the background check on a navy yard gunman for his security clearance also investigated edward snowden. the former nsa contractor who leaked classified documents. the company is usis. they conducted a background check on aaron alexis in 2007. now alexis employers says the background check revealed only a traffic violation. that is despite an incident in 2004 when police in seattle

arrested alexis for shooting out a car's tires in a fit of anger. some people also questioning how aaron alexis was able to legally buy a gun when he had been discharged from the navy in january of 2011 for a pattern of misconduct including a gun incident. under federal law only a dishonorable discharge makes a veteran ineligible to own a gun in civilian life and there is a new bill in congress that would allow veterans to own guns even after being found they are mentally incapacitated. the clock is ticking toward a possible bart strike. the cooling off period ends in just 20 days. ktvu news learned that the transit agency is working on a possible plan b to have managers operate trains if the unions go on strike and ktvu claudine wong is joining us now from mayor island with more on the training that is reportedly under way. claudine. >> reporter: pam, we heard that the bart trains had been brought here to mayor island to train these managers in the

event of a possible strike and in the event that this possible plan b would need to be used. in fact last night someone sent us photos of trains that were reportedly in a warehouse. we hadn't seen them for ourselves until this morning. our search brought us to this building. this is the alston warehouse. this warehouse is 112,000 square feet and there are possibly three tracks inside. you are looking at video of what we looked at when we looked inside. shot in the last hour there is a bart train sitting inside this warehouse. all of this started on monday when someone saw a bart train headed up the freeway. it's pretty rare for the bart trains to be taken off property so people started talking. especially the union. >> somebody saw one rolling up the highway. they started asking around. people who would normally around and they didn't know anything about it. >> reporter: well when the union started looking into it, we did as well.

we went to the bart spokesperson yesterday and they said the training of managers is under way. this is the training in case they would run a skeletal service during a possible strike. they said they are just getting prepared for that possibility in case that plan is approved to provide that skeleton train service. >> these are people that are managers that were former train operators who worked their way up through the ranks and still hold that certification. >> reporter: okay so why is this all happening on mayor island? well, i just got off the phone with a bart spokesperson. there are a couple reasons. first alston does have the facilities. they did offer up part of their warehouse to bart. so bart took them up on it. trains also need to be taken off the power grid. they can't be connected to the third rail because of union rules. and it's off site. you cannot dis-- and this

manager planned to train the managers so while it's not improved yet by the board, it is a contingency plan. and training replacement drivers in front of current ones does not create a very good working environment. live on mayor island claudine wong ktvu channel 2 news. time now 6:40. final approval could come today on a plan to install a movable barrier on the golden gate bridge. that project is designed to prevent head on collisions. once approved the barrier will be installed next year in late october or early november. at that time the golden gate bridge would have to be closed for 52 hours. here's another big decision ahead for bridge official. a toll hike. the district expects a $140 million deficit over the next five years because of seismic retro fitting, painting, and other projects.

still no idea how big of a toll increase. time is 6:41. putting officers and the public at risk. what has happened to antioch police scanners that has them issuing a strong warning. and we are live at the apple store where a lot of people are waiting for new device coming out. it's called the iphone. they have been in line since early last night. yesterday this morning. we will tell you why some may be disappointed today. good morning. right now traffic a couple of lines here and there as well. as you can see here on the golden gate bridge that doesn't exist now. but there are other bridges that are showing some signs of slow traffic. ramping up pretty fast in advanced of a cold front. that will be a cooler forecasted high temps today. we will take a look at that and see if there is rain for saturday.

anticipation is grow being. we'll toss it back to you in the studio. >> thank you. time is 6:47. police are sending out a strong warning after someone illegally broadcasted on their emergency radio frequency. now it happened over labor day weekend. the police department immediately sent out a warning telling that person they were breaking the law. police still don't know who did it but say that person could face fines or jail time if they are caught. >> this transmission didn't appear to be bleed over from another radio channel. this appeared to be someone who was specifically talking on our radio channel with the intent to disrupt our communications. >> the police department wants to move to an upgraded radio system. one that has an encrypted channel. the government shut down looming at the end of this month the house will vote on a spending plan that is sure to be defeated. that is because the plan would fund the government through

december 15th but it would also defund the president's health care law. senate leader harry reid says the bill would be dead on arrival. and president obama says he would veto it. the death toll is approaching 100 following hurricane manuel and ingrid. manuel reached landfall yesterday along mexico's pacific coast. ingrid hit the gulf coast last weekend. at last count the two storms killed 97 people but another 68 are missing and believed to be buried under a landslide. 60,000 tourists were also stranded by the flooding. time now 6:49. thousands of pounds of meat used in school lunches are being recalled by a meat company in the central valley. this effects 58,000 pounds of ground beef. that meat may contain small pieces of plastic. the usda says no injuries have been reported but there have been complaints that triggered the investigation. the meat was produced on april

yesterday was hot. i mean not edge of the sun hot, but hot. oakland 72 after yesterday's 82. livermore 94. we will drop you 12-82. san jose will go down to 79. it's definitely coming down. low clouds are beginning to march into the city. so 66 after yesterday's mid 70s. it's not going to be as nice on the coast as it was yesterday. that is for sure. low clouds are back. fog, sun, breezy. local drizzle. it will really pick up. light rain north bay. this will not be a big event but it will give us some light rain and the cooler breezy pattern. i think you will notice that in a big way. 35 in tahoe. 50 in ukiah. 60 in sacramento. delta breeze is starting to pick up. still 40s in the north but much warmer on the coast due to the lack of clear verses fog. for us we will wait for that system to come in. it will increase the low clouds. it will still be sunny for many. it's by tonight we start to see the system come in. that will give us more drizzle.

the warm is gone. and the cooling starts today. we will keep it on the cool side for a couple days. here's the cloud and rain forecast. there is not really a lot here. but a little bit tonight. it's more on saturday afternoon. so late noon to 4:00 is our best opportunity for rain. after that the system is gone and cooler air spills in. for us today we will look for fog, sun, breezy. cooler. near the coast. temperatures staying in the 60s and 70s coast and bay. there could be a few low 80s. but we're on our way here. here's the first front approaching. it will turn fall like on sunday because it will be fall. we will see temperatures on the cool side there. the golden state warriors are heading to san quintin. why members of the team will find themselves behind bars this morning. it's also being called the biggest cleanup party effort ever.
