continues. good morning. thank you for joining us here. here's a live look at the eastern span of the bay bridge. the beautiful well lit tower there. traffic looking pretty good so far this morning. further east we understand there's a pretty big problem. sal is going to have that in just moments. >> yeah. >> thank you for waking up with us this tuesday morning, september 24th. pam cook. >> dave clark. let's check weather and traffic accident. how should we dress? >> it's mild. it will be cool cooler today. not as warm as yesterday. sun and clouds, cooler, breezy today as a weak system drops by. cooler and windy tomorrow. it will be a cool down. after about thursday it's a dry pattern. it will be warmer. start off this morning with a few high clouds towards lake county. so mostly fair, very mild lows. we get a south wind in advance of that.

most location are upper 50s to near 60 degrees. we had a couple upper 40s and low 50s. san francisco yesterday went up to 76. today we'll go 68. so a little cool er er pattern. it's courtesy of this system that will give rain to northeast california. a few high clouds to the north. this ban will thin out. it will set the stage for a cooler day, upper 70s, 80s. here's sal. just got word of a new crash lombard and franklin. this is causing a special traffic alert for traffic between fairfield and at lagoon valley road also. looking at live pictures. i want to show you the toll plaza.

it's backing up. about a 15 minute delay. northbound 280 traffic looking good. two men now in custody this morning. police say they caused a crash last night that killed a man in his 70s. it happened right at the intersection of church and bamcroft avenue. alex savage has been on the scene this morning. tell us why this might not be the only crime. >> reporter: this was an innocent driver hit by a speeding suv. the reason it was going so fast is because police believe it was carrying two men suspected in a shooting just minutes earlier. let me show you the scene of this deadly crash. it was around 10:30 last night. that's next to east mont mall. a sergeant told me the victim was an elderly, believed to be about 75 -year-old who lived in oakland. he was

driving the station wagon that flipped over. police say a red suv broadsided the car on the driver's side. the sergeant said the suv had two men inside who were possibly involved in a shooting minutes earlier. police think they opened fire an an empty suv parked on the 1100 block of 82nd avenue. no one was hit by gunfire. while they were on the run following the shooting they slammed into that car leaving the driver dead. to two men involved shooting and crash were taken into custody. according to a sergeant i talked with at the scene this morning, both will be facing vehicular manslaughter charges. alex savage, ktvu, channel 2 news. also this morning four people detained by police after this high speed chase on interstate 80. speeds topped 100 miles an hour. it started at 8:00 in elk drove after the chp tried to make a traffic stop. the driver kept going and hit another car before the chase

ended. the driver and three passengers were detained. no one was hurt. i want to update a story we first reported at 4:30. police in san francisco are still looking for suspects in a deadly shooting. the victim, a teenage boy. now, it happened shortly before 10:00 in the engel side heights neighborhood. tara has more on the young victim. >> reporter: well, neighbors can't remember the last time there was a homicide in this neighborhood. the suspect waited for the victim as they got off the train, maybe? those are answers the police department is trying to come up with. this is a train stop. it happened at this inter section. it would appear the victim was targeted. the 19-year-old shot and killed as he was getting off a train just like the one. this unfolded just before 10:00 on the corner of randolph and

bright street. it appears a 19-year-old was taking a train home when someone shot him as he got off the eastbound train. we've looked around. there do not appear to be video cameras that may have captured the shooting. this is a pretty residential area. there's a park near by. the identity of the victim has not been released. around 9:00 we hope to get an update on this case. i'm told a report will be out. live from san francisco tara moyarte. oakland investigators will go back to the scene of a huge fire at a historic church. it was at the zion church of christ. ktvu was given a look at the inside damage. the fast moving flames gutted a lot of the cherished ie tems. one shot in the rubble an old grand piano

set for years. >> that grand piano was probably 50 or 60 years old. that was donated by one of the early members here. probably about 70 years ago. >> lucky no one was hurt. investigators still searching fe cause. it does not appear to be suspicious. damage is estimated at about $900,000. the troubled oakland police department is now dealing with tragedy within its own ranks. there's been two officer suicides in just the past two months. oakland currently provides several mental health services to police officers which is standard for nearly all major u.s. cities. there's also a growing call to do more for an understaffed police department in california's most violent city. cities across the country are keeping a close eye on san jose and their plan to reduce benefits for city workers. 70% of voters approved measure b. it challenges the concept that pensions promised to state and

local government workers are a vested right. city leaders from coast to coast are expected to introduce similar measures the many san jose win this is court battle. a rules is expected within the next few months. 49ers star linebacker aldon smith checked himself into rehab. that's what we're hearing from the nfl. the team announced he would be put on the non-football injury list. he's expect ed to miss a month of the nfl season. he played in sunday's game after being arrested friday morning for dui and position of marijuana. still not clear if raiders quarterback terrell priors will be back on the field this weekend. he had a concussion during last night's game. he was hurt on oakland's second to last drive. the raiders say he will undergo further testing today before they decide if he

will be back in the game -- when he will be back in the game rather. tracy porter also had a concussion in last night's game. new this morning, power is back on in richmond for thousands of people left in the dark by an outage over night. 4,700 customers lost power at 10:00. power was restored half an hour later. pg and e said equipment failure is to blame. the rail transit commuter train can submit bids for new development money. the money would help build new sections of track. being accepted allows smart rail to use money it already has on work for the critical extension. time now 6:08. sunday was a bad day at candle stick park. we're not just talking about what happened out there on the football field.

we have a traffic problem in oakland where several cars have become -- they had some sort of a flat tire issue, southbound 880. they have been doing a lot of road work here. the high street over crossing over the freeway looks to be newly finished. so perhaps it was a vehicle that dropped some sort of debris. several vehicles have pulled over. tow trucks are on the

scene. it's not clear if the debris is gone. awesome -- all these cars are you willed over. we're assuming it was caused by something in the road. southbound 880 near high street. let's go back to the desk. >> thank you. there's conflicting reports this morning about that deadly shopping mall take over in kenya. kenya authority says they have secured the mall. the militant group said hostages are still being held and that they are holding their ground against the government forces. we're also starting to hear horrifying stories from people who survived the attack inside the mall. >> the white shirt spoke first. he said we're from s omali. we don't normally kill women and children. but then again you've killed our women and children. >> more than 60 people died in the attack.

another 175 injured. it's not clear how many people may still be alive inside the mall. authorities are trying to wrap up the stand off. u.s. officials are investigating who the gunman are. jacquelyn fell is live from our washington dc news room with new details on possible american involvement. jacquelyn. >> reporter: pam, u.s. officials are looking into the national alties of the attackers. the foreign minister told pbs news two to three of the gunmen are american. she said one was living in minnesota. they have recruited americans before specifically from the minnesota area. the u.s. state department said its investigating if the gunman are americans. >> we have no definitive evidence of the nationalities or citizenship. it's ongoing and we will continue to look into

it. >> reporter: the fbi said any reports of americans being involved are unconfirmed this morning. they tell me they're work being ing -- working with the state department. sanrancisco'sn francisco's twitter is playing a part. they are using accounts to get information out to the world. they shut them down only to see them replaced. police are searching for a man who threw a woman to the ground and knocked her unconscious. a 24-year-old woman tried to break up a fight when a man threw her down on the pavement. she was knocked unconscious, taken to the medics tent. she did recover, went back to watching that hip hop

show. that video you see was posted online. police in pleasanton are asking for help. they are looking for a man who beat a man unconscious outside of his home. they identified the victim as 51-year-old david lamont. about midnight saturday a group of people, may have been teenagers, were making noise outside his home. after not coming back from asking them to keep the noise down his wife went out you the look for him and found him beaten. a dark colored suv was scene leaving that area. people were sent running from buildings after a major earthquake in pakistan. it happened in the southwest part of the country. tremors were felt far as north india. buildings shook in the area of new deli. injuries and damages to homes have been reported.

the magnitude 7.8 quake centered across the border in iran killed at least 35 people in pakistan last april. president obama and former president clinton appearing today in new york. they will speak about an event about president obama's health care reform, the affordable care act. the joint appearance comes one week before there's new insurance marketplaces. in a speech earlier this month former president clinton urged opponents to quit trying to undo it around work to improve it. two community leaders are being honored at the white house. it's part of the champions of change program. emily white with the american red cross overseas a team that delivers free disaster training. norman thong created a program

called adopt an alleyway for young people to clean up streets in china town. time now 6:17. bay area driver drivers you will see a big change. the oakland harley davidson dealership won a contract with the state of california. they're going to start rolling out custom motorcycles next week. the contract calls for 121 motorcycles costing more than $28,000 a piece. now, chp officials say more than 20% of the bikes have 100,000 miles on them. the new harleys come with a 3-year, 60,000 mile warranty. back to that breaking news effecting traffic. it's a problem along 880. >> southbound 880. a bunch of vibings hit vehicles hit something in the road. they are on the shoulder,

welcome back. 6:24 is the time. america's cup racing continues today after oracle team usa scored a win over new zealand. they were behind 8-1 but after the victory it's now 8-6. it was the fifth win in a row for team usa. they need to win three more races to keep the cup. team new zealand only needs one more victory. racing scheduled to continue today at 1:15. now, today is the 18th day of the america's cup, making it the longest in history. that's paying off big for san francisco.

we checked out the hotels yesterday. the water front only has a few rooms available and that's for $600 a night. the fairmont and hyatt fully booked. now with the racing continuing guesting are trying to extend their stay which is a problem for hotel managers. >> when you tell them you don't have rooms available and if they say i'm not going to check out then technically you can't evict them. >> the city's hotel county executive director said people are spending more time outside of their hotels than inside. good news for other businesses around san francisco. no estimates on how much money the america's cup is bringing into the local economy. time now 6:26. the labor department ordered bank of $626. the labor department ordered bank of america to pay more than $2 million to settle a discrimination case. it goes to more than 1,100 african american job applicants. they say they

getting off the golden gate bridge trying to get into san francisco. you can see people are being forced to get off lombard and side streets. cars with flat tires on the nemitz freeway. more than a dozen cars came up with flat tires. chp is telling people how to deal with the situation. several cars have been pulled over. this is video taken earlier of people just kind of wondering what was going on. the tire completely demolished here. southbound 880 at high street. an area that used to be a busy construction zone. it's unclear what caused these cars to get flat tires. a traffic alert in fairfield east 80 at lagoon valley road. a fatal accident there. a traffic alert, east 80. let's go back to the desk. this morning oakland police say a man in his 70s was killed in a crash not far from his

a bike ride in his memory on sunday. illegal drugs just some of the problems caused by abandoned construction problems in one city. in palo alto the city council took action last night. jeane dela vega joining us live. >> reporter: several of the council members offered this memo urging their colleagues to take immediate action to prevent construction projects like this one here on marry post avenue from sitting and sitting. the fencing here has been up for over 5 years with little work being done. now, there's a big concern here because residents tell me that drug activity is going on here at this construction site. they want it to stop. under current law bill building projects have no requirements. they acknowledge there's build projects sitting

idol for years. the palo alto weekly reported that last night the council voted to set time limits for building permits and look at how to penalize those responsible for delinquent projects. they want to crack down on projects that cause traffic, parking and light problems. they say it can present numerous safety concerns that lead to illegal activity. part of the problem is that once this fencing goes up you can't see ifsuspicious activity is going on. the city is going to draft on ordnance to prevent issues from coming up again. the clock is still ticking towards another possible bart strike next month. there's now just 16 days left until the 60 day cooling off period coming to an end. this morning negotiations are set to resume between bart management and the

union. a schedule is in place for those talks. it calls for 10 of the remaining 16 days to be spent on negotiating the big issues of pay, benefits and health care. the two sides are still more than $100 million apart and bart workers could walk off the job on october 11th if the two sides don't reach a deal. time now 6:38. a rough game at candle stick park on sunday. not just for the 49ers who lost to the colts 27-7. police report at least two serious incidents of fan violence during sunday's game at candle stick. police say one 15-year-old boy suffered a concussion during a fight with a 29-year-old man. then two women were badly hurt during a fight after the game. that fan violence came despite increased stadium security. tonight the san francisco giants are hold a special fundraiser to help pay for the medical cost offense injured fan bryan stow. that event set to take place at at&t park tonight

during the giants los angeles dodgers game. $10 from every ticket will go towards the bryan stow fund. he was injured when he was brutally beaten at don'ters stadium on opening day 2011. a big donation coming soon to uc san francisco. a $30 million donation will be used to help pay the education and living expenses of students docrotates and basic sciences. university has kicked in an additional $25 million. they also plan to raise $5 million to create an endowment fund. lifts fire restrictions in the national forest. how cooler weather is playing a roll in the decision to stop fire restrictions for the rest of the year. you heard sal talk about it, developing news on 880 in

good morning. we have a problem in san francisco to has blocked lombard street inbound coming up the hill. this is because of an injury crash at that corner of lombard and franklin. you can see that the traffic is going to be slightly busy, especially since you have to take a detour. you cannot make the direct connection from lombard up to frank -- i'm sorry, from lombard up to van ess. we have a situation where several cars in oakland have gotten flat tires on the freeway. ktvu's tear a moyarte will be along with that story in just a moment. san francisco police are investigating the deadly shooting of a 19-year-old man who had just stepped off a train. it happened just before 10:00 last night. police have

not released the victim's name and say he was just on his way home when he was killed. no suspect information or details on what led up to the shooting. police are still talking to witnesses. time now 6:44. that washington navy yard gunman lied on his application for a security clearance but he was given one anyway. when aaron alexis enlisted in the navy he didn't reveal he had been arrested in seattle in 2004 for shooting out the tires of a parked car. he didn't also say he had a string of bad debts. investigators who interviewed alexis about those omissions ended up combranting that clearance anyway. president obama is set to address the united general assembly in just about 2 hours from now. there's been speculation president obama may meet on the sidelines of the

gathering with the iran president. he's scheduled to address the united nations today as well. he said he want to introduce the real face of iran to the world as a country that, quote, loves culture and peace. another woman has died in colorado's historic and deadly flooding. eight people now dead in the flooding. six others still missing. 2,000 homes are damaged or destroyed and more than 200 miles of state bridges and 50 state bridges destroyed. a brush fire in southern california is threatening several homes this morning. it's burned 200 acres. evacuation ordered were ordered late last night. 25 homes under structure protection. the cause still under investigation. today fire restrictions will be lifted in national forests across the state. the decision is due to the arrival of cooler

waiting for tow trucks. we're at the high street off ramp by home depot. it appears there was debris on the roadway near the off ramp. witnesses it say appearing something fell or was tossed off the truck. that i -- they are all pulled over. >> i saw it fly out of the truck. >> you saw it come off the truck? >> yeah. i was coming down the freeway. i don't know if it was a big piece of concrete or something that flopped out, hit my car, took out my tires. i don't know what is going on with the bottom of my car, but it's not moving. >> reporter: this did create problems for commuters. not just the ones who got flat tires and stranded but traffic got backed you. now things seem to be moving well. back here live, if you take a look you can see that our other live truck is
