traffic is moving well past 92, all the way up to the san francisco airport. back to the desk. happening now, red flag warning is in effect for several bay area counties due to high risk of fire danger from strong winds. ktvu channel 2 reporter claudine wong joins us more with the warning on the north bay and east bay hills. claudine? >> reporter: well, good morning. not bad up here yet, but it's going to be a long event. this will take us through tomorrow. we came up to the oakland hills, because obviously they do take fire danger very seriously. we have a beautiful shot to show you of the bay this morning. it's really the hills that steve mentioned that are going to be the problem over the next couple of days, if there are problems. so people up here are getting prepared. how are they getting prepared? well, a lot of it has to do with making sure those trees are cut back and pruning, because pg&e knows that could cause problems in terms of power outages and things that we see when those lines come

down, when lines come down, starting a fire. all of that's all very connected. pg&e has 96 tree trimming crews from around the bay area focused on the la miranda hills. the defensible space you create can protect your home. >> if you have a tree overhanging your house, you need to cut it back so that it's at least 10 feet away. wind is up, which allows for trees to swing into the power lines. under the right conditions, that can absolutely cause a fire. >> reporter: so at this point, everyone watching the conditions very closely. again, at this point in the morning, we're not seeing a lot of strong winds, where we're standing in the oakland hills, but we have in the past, which is why we came back up here. certainly when things pick up, it's here where there's a lot of dry brush, lot of homes close together. certainly, you don't have to tell the folks in the oakland hills that fire danger and when these warnings come out, those are things to take very

seriously. live in oakland, claudine wong, ktvu channel 2news. >> pg&e is working to restore power at eden prairie medical center. the hospital is currently running on generators at the height of the outage, more than 3000 customers were without power. power should be fully restored by 9:00 a.m. police in san francisco are investigating a deadly late night stabbing that happened just after 11:30 last night at third and harrison streets near the bayshore freeway. investigators are not saying much about the case, except that the victim is a man. there's no word yet on a suspect or motive. time now, 4:33. richmond police are investigating two threatening letters sent to deanza high school as possible hate crimes. one letter starts by saying, quote, your so-called students are a nuisance at the plaza where my business is located. it also says, quote, i can only hope and pray the next school shooting happens real soon. the high school has now

increased campus security and alerted parents about the threat. >> all students should come to school wearing their id's every day where visible. this is an important part of being able to identify our students and keeping them safe. >> the first letter arrived on september 12th. the second one, a week later. police believe both letters came from the same person. investigators are now interviewing business owners near the high school as they search for suspects. the ongoing labor dispute will be an issue at today's bart board of directors meeting. separately this morning, orinda city councilman will distribute flyers to riders at the bart station, saying a walkout would cripple the economy. . an investigation is under way into a deadly motorcycle

crash in san francisco. at about 9:15 last night, officers received a report of an accident on portolla drive in the city's twin peaks area. police tell us at ktvu news that they believe the motorcyclist died after crashing into a parked truck. officers closed the road as they investigated what happened. no word yet on the person's identity or whether or not alcohol or speed were factors in the crash. it's now 4:35. a vigil will be held tonight for a san francisco state university student who police say was the victim of a random killing at a muni stop. 20-year-old justin valdez was gunned down monday night in the city's engleside heights neighborhood. investigators have arrested a 30-year-old man who was caught on muni's cameras right before the shooting. >> the kind of person justin was, he did not deserve what happened to him. and the guy deserves to be punished for it. justice needs to be served.

>> valdez grew up in southern california. friends say he was a good student, a swimmer, and someone who was passionate about the environment. today's vigil will be at 7:00 at san francisco state. police also plan to release more details about the case later today. an 18-year-old man is now considered the only person of interest in the brutal beating of a pleasanton homeowner. police say 51-year-old david lamont was attacked saturday when he tried to confront a group of young people making noise outside his home. he is still in a coma. investigators say the person of interest does not live in pleasanton. three other teenagers were also questioned, but they are only considered witnesses. one police department in the east bay is renewing its push for stun guns. coming up at 4:45, the tense situation involving a mentally ill man that has prompted that move. public health officials in marin county are investigating a potential e. coli outbreak. the infection was detected in three children, two of whom had

to be hospitalized. one adult was also sickened. three of the patients live in tiburon, the other in inverness. health officials say they were likely exposed sometime between september 11 and 15. now, 4:36. larry ellison says if it's possible, he would like san francisco to host the america's cup again. >> america's cup will stay in america! >> oh, yeah, baby! >> oracle team usa capped off one of the greatest comebacks in sports history. down 8-1 to emirates team new zealand, oracle usa won yesterday. the team hoisted the oldest trophy in international sports yesterday. race organizers estimate more than a million people watched the various sailing competitions on the bay since july. however, with fewer foreign entries than anticipated, the financial windfall for san francisco won't be as much as predicted. the chronicle reports the city will break even or come out slightly ahead. >> we're going to sit down and

talk with the officials in san francisco and see if that's going to be possible to come back. personally, i would love to come back to san francisco. >> the 35th america's cup will be held in three years. ellison says he will explore reducing the cost of these high tech catamarans so more teams can compete. each team spent $100 million this year. the oracle team and the america's cup trophy will appear at this morning's oracle openworld convention. last night, the convention lit up the sky at treasure island. there were massive tents, a giant ferris wheel, bands maroon 5 and black keys performed at the gala for oracle customers and partners. today is the final day of the convention. attendees can take a photo right with that america's cup. a four-day festival celebrating technology and music kicks off today in downtown san jose. more than 70 bands are scheduled to perform at the c2sv festival, including the

. welcome back to the ktvu channel 2 morning news. it's now 4:42. take a look. this is new video showing the smoke still coming from the partially collapsed west gate shopping mall in nairobi, kenya. the collapse was caused by rocket-propelled grenades fired by the kenyan military during the takeover of the mall by militants. it's believed there may be more victims trapped in the rubble. the official death toll, 61. the kenyan red cross says more than 65 people are still unaccounted for. more information is coming out about how and why the navy yard shooter went on a killing rampage. the fbi released surveillance video of him stalking a hallway with a sawed-off shotgun. he was seen sneaking around corners, preparing to shoot any person he ran into. he etched phrases on his firearm that include "end to the torment," and "better off this way." investigators say they practically found a confession in his computer files.

>> frequent attacks is what i've been subject to for the last three months. and to be perfectly honest, that is what has driven me to this. >> he killed 12 people before law enforcement killed him. the department of defense is currently conducting three reviews of security at its installation. the budget battle continues in congress. the senate votes to move forward on a bill to fund the government without de-funding obama care. to avoid a government shutdown, the funding bill must make it through both houses of congress by midnight monday. now, lawmakers have another deadline. the treasury secretary says the u.s. could default on its loans if congress does not raise the debt ceiling by october 17th. >> this is very serious, and we're so glad that the administration is separating that as something that nobody should question the full faith and credit of the united states of america. that is nonnegotiable.

>> today, house republicans will meet to discuss legislation to increase the debt ceiling. reportedly, they are planning to add several gdp priorities to the billow oh gop, that is, including construction of the keystone xl pipeline, tax reform, and delaying the individual mandate on the new health care law for one year. 4:44 now. californians will pay the 10th highest rate for health insurance as part of the affordable care act. here are the average costs of a silver plan in the new health insurance exchanges. people in wyoming would pay $516 a month. in california, $373. the u.s. average, $328. in minnesota, $192. the rates will be lower for people who qualify for federal subsidies o our website, we have posted more information on the costs and the plans here in california. just look for it under the news tab on our home page.

california will soon be the first state in the nation with a minimum page of $10 an hour. [ applause ] >> governor jerry brown has signed legislation that will raise the minimum page to $9 in july, then $10 in january 2016. two cities in the bay area already have a minimum wage of above $10. san jose's minimum wage rose to $10 an hour in march. the minimum wage in san francisco is $10.55 an hour. police in berkeley are renewing their push for stun guns. berkeley's police officers union says stun guns would give officers an alternative to using deadly force in confrontations with dangerous suspects. police point to an incident last week when a mentally ill man stabbed himself multiple times with a knife. >> had a taser been available, then that individual could have been tased before he could have hurt himself with the knives. that injury could have been completely prevented. >> this is the second time this

year berkeley police have asked the city to arm them with stun guns. critics say using stun guns can be very dangerous, especially dealing with suspects in serious medical problems. cal trans has been testing signs in the caldecott tunnel and it's been causing a slowdown in traffic. the new signs are similar to ones already installed in the recently opened double slide tunnel in san mateo county. in the caldecott, signs will warn motorists of any tunnel- related issues, including lane closures or accidents, even more serious events such as fires or earthquakes. the signs will advise drivers what to do and even direct them to one of cross passages that will lead to safe evacuation. >> all of these systems have to be tested individually and then in concert with each other, ultimately culminating with a series of fire drills right before the tunnel opens to traffic. >> the new signs are to prevent a repeat of a gasoline tanker fire which led to the deaths of

hugo cortez guzman on tuesday following a tip. investigators say the 32-year- old had a sexual relationship with a 17-year-old female student at the school. we spoke to some students who did not want to be on camera. they say there were rumors about how guzman acted around female students. >> they are always at his desk, always laying on his desk. he would just allow it. >> prosecuters are expected to formally charge guzman during his court appearance today. he is on indefinite leave from teaching. cal trans has installed new traffic lights on a san francisco street where a teenage girl was hit and killed earlier this year. the safety improvements are causing confusion, though, for drivers. officials say the lights on a two-mile stretch of slope boulevard will make it safer for ped trans to cross, but many drivers seem confused by the lights, which continue to flash red several seconds after a pedestrian has crossed the street. >> nobody here knows if it means you stop and go, but they are not getting it.

>> officials say the lights have reduced accidents involving pedestrians by almost 70% in other cities. a former high school football star is one of two suspects charged with robbing casual car-poolers in oakland. the bay area news group reports 17-year-old dejohn ford played high school in oakland and was named to several all-star teams. ktvu news was on the scene shortly after the bold crime monday morning. a second suspect, a 22-year- old, also faces charges of armed robbery. the two suspects are accused of robbing a dozen people waiting at a casual car-pool line on hudson street in oakland's rock ridge area. a new study shows a majority of high school students are not prepared for college. the college board says just 43% of students who took the sat this year earned a score of 1550 or higher out of 2400. that's the minimum score for a student to be considered ready for college. the college board says 78% of students who meet the benchmark for being college-ready go on

to enroll in four-year schools. several bay area businesses say they are expecting a boost in sales, thanks to google's new same-day delivery service. palo alto sports shop and toy world, one of 15 stores selling its products through google. the store manager says he expects sales through google shopping express to make up 10% of its business. they are also preparing for a busy holiday shopping season. >> we do expect a very large amount of google shopping express orders. so we're stocking up on some of the best sellers. >> rei's mountain view and san francisco stores are also selling products. items are typically delivered between three to five hours after the purchase. the service will compete with ebay now. twitter users can now get emergency alerts as text messages. the san francisco-based company launched a new service for notices. users have to follow organizations such as the american red cross, the centers for disease control, as well as
