westerly. 47 concords. 49 hayward. so there are a few locations. very cool in the santa cruz mountains. san jose we'll go 74 today. starting off 52. so a little cool for san jose. san francisco starting off 54 although there are other areas not far away that are a little cooler than that. we'll go for a high of 68. a 70 maybe along the embake dare row would not -- embarcadaro would not surprise me. 38 miles per hour mt. diablo the strongest gust i could find. a norm breeze -- a northerly breeze. sunny and breezy. windy in the hills and to the valley. more of a northerly breeze today so 60s, 70s, a few upper 70s to very low 80s. here's sal. good morning. we are looking at traffic that's getting busier by the mirn as we get to the peak of the commute. traffic moving along pretty well. if you are driving on 80. it is getting more coughedded as you head out to the mc--

crowded as you head out to the mcarthur maze. on the westbound bay bridge, there is a little bit of a backup already. looks like the metering lights have gone on. i want to show you the altamont pass because traffic is going to be busy coming in from about 205 all the way through. as a matter of fact, once you get to the middle of livermore, it does ease up and after that, it's a nice drive into the dublin area and over to castro valley where we haven't had a lot of slow traffic. san mateo and dumbarton bridge traffic looks good. let's go back to the desk. >> thank you. time 6:03. we have a developing story from san francisco. violence after last night's giants and dodgers game. a fight led to a deadly stabbing. it happened just a couple of blocks away from at&t park. >> tara moriarty is in san francisco now to tell us what police are saying about that confrontation. >> reporter: we're standing right underneath interstate 80 at 3rd and perry streets near harrison. you can see this alleyway to

the left. we believe the stabbing happened right here. it was some sort of argument that broke out after the game between some giants fans and dodger fans. the victim was transported to the hospital we later died. we understand that his father and brother were with him and were not injured. the victim who was taken to the hospital, we understand that his wound was actually in the upper body but we're not sure exactly where. police have detained three people in the area and they are interviewing witnesses. this is obviously an ongoing investigation so we'll keep you updated throughout the morning. live from san francisco, i'm pam or artie, ktvu channel 2 news. happening now, new concerns about fire danger in the east bay hills. ktvu channel 2 reporter claudine wong joins us from oakland with the red flag warning in effect today for parts of the bay area. claudine? >> it is in effect today. it will be in effect through tomorrow and when you get one of these red flags warnings, the oakland hills is a place

where people are on guard. take a look behind me. this is one of the reasons the high winds make people so concerned. there are dry brush areas all throughout the hills. when you have the winds picking up, you have people very concerned. here's what people are doing to prepare. we know homeowners are being told to create defensible space around their homes so if there was a fire, there would be a little bit of a fire break and firefighters would have a chance to save their home. homeowners very aware of that in these hills. there's also a big focus on the trees and getting the trees down. anything that might fall down and create a problem. our crews actually found a tree crew out yesterday that was doing work on an area to get down a dangerous final. >> reporter: we know firefighters have been out warning folks and pge has assigned 96 crews if and around

la and/or run today hills -- -- [ inaudible ] again, come back out here live. you can see it's actually beginning to pick up just agent bit. you can see some movement in the brush along the hills. when we got out here this morning, it was pretty quiet in terms of wind. it's now picked up just within the last hour or so and again we expect things to get even windier, breezy to windy throughout the day and through tomorrow. so certainly something to be aware of. live in oakland, claudine wong, ktvu channel 2 news. time 6:06. new this morning, pge trying to restore power to eden medical center in castro valley after a down wire knocked out power during the night. the hospital is returning on generators. service to patients has not been affected. at one point more than 3,000 homes and businesses had no power. the power has been restored to more than 8800 homes and businesses that lost power

during the night in brings bane, daly -- brisbane, daly city and san francisco. they're investigating whether wind was a factor in those outages. a vigil will be held for a san francisco state university student who police say was a victim of a random killing at a muni stop. 20-year-old justin valdez with us gunned down in the eveningleside neighborhood. police say a man was seen on muni cameras right before the shooting. >> the kind of person just continue was, denot deserve what happened to him. the guy deceives to be punished. justice needs to be served. >> valdez grew up in southern california. friendses say he was a good student, a swimmer and someone who was passionate about the environment. today's vigil will be held at 7:00 at san francisco state. police also plan to release more detail about the case later today. an investigation is under way into a deadly motorcycle crash in san francisco. at 9:15 last night, officers

received a report of an accident on portola drive in the city's twin peaks area. police tell us here at ktvu news they believe the motorcyclist died after crashing into a parked truck. officers closed the road as they investigated what happened. there's no word yet on the person's identity or whether alcohol or speed were factors in the crash. time 6:07. the chp reminding you drivers drive slow where crews are out there working on roads. after a recent string of crashes along road construction sites n. one incident in placerville last week, a chp officer suffered minor injuries. he purposely drove his patrol car in the path of a car that was about to hit a caltrans worker on the side of interstate 80. the chp says 14 other people were hurt in road construction areas just this month. so they're reminding all of us, all drivers slow down, keep your eyes on the road as you approach those cone zones. the menlo park city council

approved a request by the city department to buy four surveillance cameras and three license plate readers. however, the city council says the police department can't use the equipment until there's an ordinance in place to address privacy concerns. the surveillance cameras will be mounted in intersections in the bell haven neighborhood where all five of the city's shootings since february have occurred. the automatic license plate readers will be attached to three police control cars. the miracle comeback is complete. >> itself americas cup will stay in america. >> oracle team u.s.a. capped off one of the greatest comebacks in sports history yesterday. down eight races to one to emirates team new zealand. america won eight straight races including the finale by 44 seconds. the historic finish raising new questions about the future of the oldest trophy in international sports. why new zealand's loss could

have ended the country's hopes of taking the trophy any time and whether the races will be held in san francisco again. team oracle and the americas cup trophy will be proudly displayed this morning at the open world convention in san francisco. last night, though, a convention party lit up the sky at treasure island. they had huge tents and a giant ferris wheel out there. and there was music by maroon five and the black keys for oracle customers and partners. today is the last day of the oracle convention. the attendees will be able to take a photo right next to the americas cup. a four-day festival meantime celebrating technology and music kicks off today in downtown san jose. more than 70 bands are scheduled to perform at the c2sv festival, including the oh sees, the limousines and lemon heads and one of steve's favorite groups, iggy and the stooges performing at annual outdoor concert saturday at st.

happening today, a hearing on capitol hill. a bipartisan group of senators will answer questions about new legislation to cut back the national security agency surveillance programs. the legislation would end the nsa's collection of americans' communication records. senators say putting restricts on the scope of surveillance program will not put national security at risk. >> the disclosures over the last hundred days have caused a change in the way the public views the surveillance system. >> the surveillance programs have come under intense scrutiny since disclosures this spring by former nsa contractor edward snowden that the

government collects far more internet and telephone data than previously known. time 6:14. a new poll is out showing president obama's approval rating dropping as he faces a looming battle with congress over his health care reform and a possible government shutdown. "the new york times" poll says 49% of the public disapproves of president obama's job performance. 43% approves. that matches his worst approval numbers in two years. new this morning, we're learning that divers have spotted human remains near the shipwreck of the costa concordia. the remains were discovered after crews managed to turn the capsized cruise ship upright. officials say d.n.a. tests will determine if the remains are those of two passengers whose bodies were never found. 32 people died in that disaster. time 6:15. san francisco police investigating a shooting just a week after two people were shot on the same corner. police say the victim was shot in the leg last night about 7:00 at the corner of 23rd and

arkansas streets. this comes a week after 24-year- old jimmy chandler and a 21- year-old woman were shot on that same corner. chandler later died a the hospital. the woman is expected to survive. so far police have not made any arrests in either shooting. postmaster general appears before a senate committee today, one day after proposing to raise the price of mailing a letter by 3 cents to 49 cents. the postmaster general will press lawmakers to act quickly on legislation to fix his agency which expects to lose $6 billion this year. the postal service needs approval from regulators to increase fees. if approved, the new 49-cent rate would take effect on january 26. time is now 6:16. twitter will soon have a treat for you pro football fans. the san francisco bay social media company will carry n.f.l. instant replays and this is twitter's biggest sports project yet. twitter is trying to cash in on

sports fans' use of social media as they watch tv. in a ten nonupon call second screen viewing. it could increase twitter's revenue before its highly anticipated public offering. the struggling san francisco 49ers face the rams in st. louis tonight. the niners will be battling long-time rivals without the help of their star linebacker alden smith. he's on indefinite leave as you know. he's in a treatment facility rehabbing after his second drunk driving arrest in the past two years. another top defensive star patrick willis could also miss tonight's game because of an injury. the 49ers have lost two of their first three game. right now it's 6:17. want to check back in with sal with a look at the commute. any big problems? >> we have a new crash in san jose but doesn't sound that serious. it's blocking lanes. we also have a look at east shore freeway where there was a crash reported west 80 at

powell street. looks like they had removed it but traffic is busier than normal coming in from berkley all the way to the bay bridge toll plaza. when you do get to the poll plaza, it's about a 10 to 15- minute wake before you make it on to the bridge the. no problems on the bridge once you get on to it and get into san francisco. northbound 101 at mckey, there's a crash. you can see it there as the icon it flashing. traffic is backing up to that area. northbound 101 after that looks good into sunnyvale and 101 and the lawrence expressway, all the expressways getting into sunnyvale and cupertino so far look pretty good. a very good morning. we have clear skies. not too bad of a breeze. a little gusty for some but other locations calm and temperatures definitely dipping. fairfield and vacaville gusts out of the north 26 to 29 miles per hour. napa airport says calm and they're much cooler. pop-up shower activity or isolated snow showers possible in the sierra so clear, chilly to cool for some. breezy for others.

sunny and breezy, cool and mild and warmer this afternoon. breezy to windy in spots. red flag warning is out. north and east bay hills above a thousand feet. that takes us till friday afternoon. so far things are less than 40 miles per hour. 38 at mowngts deablow -- mount diablo. santa rosa north wind already blowing. if it wasn't for that they would probably be 43 degrees. we'll go for a life 81 today. i think it will be sunny to mostly sunny. maybe a few clouds popping up late. 41 tahoe. 40 reno. 41 eureka. the red flag warning continues from the north bay all the way down to monterey county. but 40s for -- walnut creek 44. concord 47. 55 novato because they have a breeze. there's fairfield at 59 because ever the north wind. san jose 52. 48 half moon bay. i've seen a lot of 40s around santa cruz and the mountains. in fact low 40s around scotts valley. 16 miles per hour gusting to 26 fairfield. there's the calm napa. santa rosa north at 10.

novato northwest, oakland airport northwest. a little bit of an easterly breeze. livermore west. so it's all over the place. some areas get a little off shore cop point. others still have more of an on shore. sierra, nevada looking for a few showers. dsm the cold air is in place. for us lots of sunshine today. sunny and breezy conditions today. windy in spots but i think yesterday, the city is calm right now most locations. yesterday a pretty good breeze. 60s, 70s or low 80s. sunshine and a breeze kicking up more of a northerly direction or off shore. that helps some. for others kind after cool direction. we'll go 70s to low 80s here for many locations. temperatures really pretty close here this time of the year we don't get a huge difference in the temps and tomorrow looks sunny, not as breezy and it will be warmer. we'll take you into saturday. cool, clouds increasing sunday. maybe rain in the north monday. 6:20 is the time. jpmorgan trying to settle clips it misled investors about the value of mortgage-backed securities. u.s. attorney general eric holder rejected the bank's

offer to pay $3 billion to end criminal and civil charges. "the wall street journal" reports talks between jpmorgan and justice department are still under way. retailer jcpenney continuing its plunge on wall street. it starts today at a 13-year low. the drop comes amid reports that jcpenney may be looking to borrow some money to stay afloat. time now 6:21. a bay area traffic trouble spot explained. the reason drivers have recently been putting the brakes on in their commute through the caldecott tunnel. >> it comes to a point where you're really rubbing it in and it's bad sportsmanship. >> another bench clearing brawl in big league baseball. why this one is so unusual. s. make a deal with me, kid, and you can have the car and everything that goes along with it. welcome back. 6:24. didn't take long to things to get out of hand during the atlanta braves-milwaukee brewers game. a fight started after milwaukee's carlos gomez took this very long home run trot around the bases. he go into an argument with the catcher and yelled at several players. gomez and two other braves were ejected. picked out of the game. milwaukee, by the way, won the game 4-0. larry ellison won't make a

firm commitment but says if it's possible, he'd like san francisco to host the americas cup again. in front of a packed crowd at the americas cup village yesterday, oracle team u.s.a. hosted the oldest trophy in international sports. they won eight straight races against new zealand to cap off their amazing comeback. organizers estimate that more than a million people watched the sailing on the basins july but with fewer foreign entries than anticipated, the financial windfall for san francisco won't be as much as predicted. the chronicle reports the city will break even or maybe come out slightly ahead. >> we're going to sit down and talk with the officials in san francisco and see if that's going to be possible to come back. personally i would love to come back to san francisco. >> the 35th americas cup will be held in three years. ellison says he'll explore reducing the cost of these high- tech catamarans so more teams will compete. each team, by the way spent $100 million this year. people in new zealand reportedly questioning their country's involvement in the

expensive competition. the emirates team relied a contribution from the government. after their stunning loss support for taxpayer money to fund the challenge is declining. new zealand's prime minister who is at the u.n. and general assembly in new york called the final race gut wrenching and said there are many other things to consider before putting more taxpayer money on the line. on our week site ktvu.com, we've posted more video and images from the final race and celebrations. look for our americas cup special section. just click on the sports tab on our home page. time now 6:26. there could be big changes at next year's papa county fair. -- napa county fair. okayers are considering shrinking it to one day instead of the current five. the one day would be the 4th of july. the proposed change stems from a drop in state funding coupled with low attendance. 92 chefs including alice waters signed a petition. they asked governor brown to declare a moratorium on

for some it's calm and very cool. middle towj, lake county, 42 degrees. i've seen about the same near santa cruz mountains. some areas no breeze. parts of the peninsula, higher elevations gusts around 40. upper 40s mid-40s for some yet 50s for others. fairfield 59 because of a north wind at 26 miles per hour. san jose we'll go 74 for a high today. 52 in san jose so there's some upper 40s not far away. san francisco much different today than yesterday. i had a good breeze in san francisco. not the case. 49 westportal. 54 officially and go for a high today of 68 degrees. clear skies, breezy for some. others it's calm but a chill in the air. warmer this afternoon. still some isolated showers, possible up in the sierra nevada. it's cold up there no doubt about it. for us a little chill here will give way to sunshine, breezy and warmer temps. a lot of 70s. a couple low 80s especially toward santa rosa i think with the north wind. they'll warm up and mainly 70s.

60s, 70s closer to the coast. here's sal. steve, good morning. right now we're looking at traffic getting to the peak of it which is usually between -- -- peak of it which is usually between 7:00 and 7:0. traffic is going to be busy on highway 4 from the construction zone all wait to concord for most of the drive. looking at the toll plaza, ha that is backed up for about a 15 to 20-minute delay. nice picture there with the clear skies in the backgrounds. and we're looking at the peninsula right now. traffic on 101 and 280 still look pretty good here. if you're across the bay, southbound 880 near winton avenue reporting a crash there causing agent bit of slow traffic. then northbound 101 at mckey, they're also clearing a crash there so watch for slow traffic as you drive up from highway 280. let's go back to the desk. >> thank you, sal. we're following developing news this morning from san fran. police say a fight between giants and dodgers fans last night ended in a deadly stabbing.

it happened in the area of 3rd and perry streets right near at&t park. tara more orty is out there -- moriarty is out there this morning to talk about how the fight started. >> reporter: we believe the killing happened here in an alley right underneath interstate 80. it's very noisy here just a few blocks from at&t park. all of this unfolded just after 11:30. investigators say an argument broke out between two groups of men and a giants fan ended up stabbing one of the dodgers fans. it was in the upper body. the man was transported to the hospital where he later died. we're hearing reports from the victim's father and brother were wearing dodger colors and not injured. police interviewed three people at the scene and witnesses. we'll keep you updated on the investigation this morning. live from san francisco, i'm tara moriarty, ktvu channel 2 news. we are two weeks away from october 10, the end of the 60- day cooling off period for part negotiations. so far there's no movement in the dispute over salary and

benefits. the ongoing labor dispute will be an issue at today's bart board of directors meeting. also this morning, city councilman and assembly candidate steve glazier will call attention to his online petition to ban public transit workers throughout california from going on strike. he will distribute flyers to bart riders at the station. he says a walkout would cripple the economy. he points to transit systems in new york, chicago and san francisco's muni where workers are prohibited from striking. time 6:34. if you're driving in the east bay, you may have noticed caltrans has been testing new signs on the caldecott tunnel and it's been causing traffic to slow down. the new signs are similar to those installed in the devils slide tunnel. the sign will warn drivers of any tunnel-related issues. that includes rain closures or accidents or even more serious things like fires or an earthquake. the signs will direct drivers to one of several cross

passages that will lead to a safe evacuation. >> all of these systems have to be tested individually and then in concert with each other. ultimately culminating with a series of fire drills right before the tunnel opens to traffic. >> the new signs are meant to repeat a -- prevent a repeat of the 1982 disaster when a gasoline tanker caught fire. seven people were killed in that fire. santa cruz police are trying to figure out if more children are victims after man they arrested for child pornography. police believe the suspect hung out at local schools. jeanine de la vega joins us now from santa cruz to tell us about these incidents. >> pam, police say girls who attend pacific collegiate charpter school were being reportedly filmed and photographed by the suspect who lives about three miles away. this wasn't the only school where he was hanging out at. police arrested 31-year-old joshua paul james seen here in two different booking photos on charges of child pornography as well as child annoying and

stalking. officers were called on monday to santa cruz high school after two student athletes who were running as part of their training reported that a suspicious man was following them in a car. on tuesday police received a tip that a suspicious man in a car similar to the description from the day before was photographing female students at pacific collegiate school. officers tracked down james and searched his home. they found job scene material depicting children and it appears he had been filming and taking photographs of girls between 13 and 15 years old for his own gratification. detectives seized photography and computer equipment as well as storage cards. they're in the process of looking through all these images to see if they can find any more victims. police say the quick reporting from the victims and citizens helped them capture james. reporting live from santa cruz, jeanine de la vega, ktvu channel 2 news. police are investigating two threatening letters sent to a high school as possible hate

crimes. one letter starts by saying, quote, you're so-called students are a nuisance at the plaza where my business is located. it also says, quote, i can only hope and pray the next school shooting happens real soon. the high school has now increased campus security and alerted parents about the threat. >> all students should come to school wearing their i.d.s every day where visible. this is an important part of being able to identify our students and keeping them safe. >> the first letter arrived on september 12. the second one a week later. police believe both letters came from the same person. investigators are now interviewing business owners near the high school as they search for suspects. time 6:37. police in berkley once again pushing to get stun guns. the berkley police officers union says stun guns would give officers an alternative to using deadly force. and the police point to an incident just last week when a mentally ill man stabbed himself several times.

>> had a taser been available, then that individual could have been tased 36 he hurt himself with the knives. that injury could have been completely prevented. >> this by the way is the second time this year berkley police have asked the city to get stun guns for them. but critics say using stun guns canle be dangerous, especially whether they're dealing with suspects with serious pl problems. public health officials in marin county investigating a possible e. coli outbreak. the infection was detected in three children, two of whom had to be hospitalized. an adult has also been sickened. three of those patients live in tiveron. the other lives in inverness. officials say they were probably exposed sometime between september 11 and the 15th. the budget battle continues in congress. the senate votes to move forward on a bill to fund the government without defunding obamacare. to avoid a government shutdown, the funding bill must make it through boast houses of congress by midnight monday -- both houses of congress by midnight monday.

the treasury secretary says the u.s. could default onity loans if congress doesn't raise the debt ceiling by october 17. >> this is very serious and we're so glad that the administration is separating that out as something that nobody should question the full faith and credit of the united states of america. that is nonnegotiable. >> today house republicans will meet to discuss legislation to increase the debt ceiling. reportedly they are planning to add several g.o.p. priorities to the bill including construction of the keystone xcel paperline, tax reform and delaying the individual mandate on the new health care law for one year. the people of california will pay the tenth highest rates in the nation for health insurance as part of the affordable care act. the average cost after silver plan in the new health insurance exchanges. people in wipe wielg, they would -- wyoming, they would pay $516 a month. here in california about $373. the u.s. average $328.

danger. good morning,. >> reporter: good morning. certainly an issue for folks who live up here in the oakland hills. we're high above the highway 24 area. i want to show you the view we can see from here because it is a gorgeous morning in the bay area. the concern will be mostly in the hills where this red flag warning is in effect through tomorrow. people out here are getting prepared. if you live in the hills, there's several issues you're dealing with. not only are you dealing with the dry conditions, you are also dealing with any trees that could fall down and power lines. so that's all a concern over the next couple of days as we still have fire season ahead of us. we've been talking to folks, residents and neighbors the last day or so. ktvu has talked to one fire captain who says he just wants residents out here to be ready. >> if you have a tree that's overhanging your house, you need to cut it back so that it's at least ten feet away. wind is up and that allows for the trees to swing into the power lines and under the right conditions, that can absolutely

cause a fire. >> reporter: homeowners not the only people getting ready. pge crews also getting ready because when you have high winds, lots of times you have trees that dod power lines that come down and that could lead to power outages. so what they've been doing, they have about 90 plus crews dedicated to basically trimming down trees and trying to prevent as much of that as we can. as we came back out here live above highway 2k4 near highway -- 24 near highway 13, this is the dry brush we're talking about in the area. it's all three these hills, in between the houses. this is why these areas absolutely get concerned about any kind of red flag warning. we have seen it gusting just a little bit. nothing major yet but again, this is an issue that will last through today and part of tomorrow. live here in oakland, claudine wong, ktvu channel 2 news. new details are coming out about how and why the navy yard shooter went on a killing rampage. the fbi released surveillance

video of him stalking a hallway with a sawed off shotgun. he was seen sneaking around corners prepared to shoot anyone he ran into it. he etched phrases on the firearm that included "end to the torment" and "better off this way." investigators say they found what amounts to a confession in his computer files. >> low frequency attack is what i've been subject to for the last three months. to be perfectly honest that would is -- that is what has driven me to this. >> he killed 12 people before law enforcement killed him. the department of defense is currently conducting three reviews of security at its installation. kenyan authorities say militants from the same extremist group that launched that deadly takeover of a shopping mall today attacked a security post near the somalia borldzer and killed two -- border and killed two police officers. the al-shabaab group claimed responsibility for the attack. the official death toll is 61

but it's possible many more are buried in the rubble. part of the shopping mall collapsed when the military fired rocket-propelled grenades during the four-day standoff. there have also been reports that two or three sow amalia -- somalia americans may have been among the attackers at the shopping mall. it hasn't been confirmed yet but what is known is al-shabaab has recruited dozens of young men from minnesota in recent years. minneapolis is home to the largest somalia-american population in the u.s. despite efforts to stop the recruiters, young men from that area continue to turn up in somalia to the dismay of their families. a lot of them end up being killed. back here at home later today, a panel of experts will speak at a very special forum at oakland's jack london square. they're going to review the long-term impact of the huge fire in yosemite and the plans for recovery. investigators say a hunter's illegal campfire probably sparked the wildfire, the one that started august 17.

board. dow jones up 84 points right now. about half of a percent. nasdaq, s&p 500 up about the same. adding gains after some new economic data coming in showing the weekly jobless claims. a little better than expected. also gdp number holding steady. so wall street responding favorably to that news. promising news in the job market as i just mentioned. less than 90 minutes ago the u.s. labor department announced that the number of americans applying for unemployment benefits for the first time last week fell by 5,000. analysts say the steady decline in applications shows very few companies are laying off workers. you may soon find more organic foods in grocery stores. the united states and japan just made an agreement that would make it easier to import each other's organic products. under the deal food that's certified organic in japan will get annual automatic organic label here in the until. the same goes for u.s. exports to japan. supporters say this could lead to a new flow of products to the u.s. at a cheaper price.

time 6:56. the santa clara high schoolteacher accused of having sex with one of his teenage students is due in court later today. the math teacher was arrested tuesday. police got a tip. investigators say the 32-year- old teacher had a sexual relationship with a 17-year-old female student at school. the prosecutors are expected to formally charge him during his court appearance today. he's on indefinite leave from teaching. the university of san francisco professor who died in a fire in berkley, he'll be remembered today during a memorial service. former students say andrew goodwing was a brilliant teacher. he loved music and pop culture. he was killed in a fire at his home in berkley earlier this month. today's memorial will be at usf's xvaier hall this afternoon. a new study out shows a majority of high school students just aren't prepared for college. the college board says just 43% of students who tack the s.a. -- who took the s.a.t.
