good morning. want to take you live to the nation's capital. congress hopefully busy trying to avoid a government shutdown. i'll tell you who thinks there will be a government shutdown is wall street right now. investors there because of futures, looks like -- they point to a much lower opening this morning. it is monday, september 30. i'm pam cook. >> good morning. i'm dave clark. let's check weather, traffic. i saw rain today. you want folks to take an umbrella? >> the farther north, yes. farther south. no. this is very light. we did get drizzle and light rain coming in this morning. the system doesn't have much left but it's produce something precipitation. the farther north you get more light rain but there's looft breaks and holes -- a lot of breaks and holes in here. you can find some heavy amounts in the northern part of the state. 60s or 50s. a southeast wind and this cloud cover. napa starting off at 63. we'll go mostly cloudy. light rain or drizzle. go for a high of 75.

so a lot of moisture in the air. kind of newing gi with the cloud cover -- muggy with the cloud cover coming n. heavier rain farther north for those of you maybe heading that way. 70s on the temps. here's sal. steve, good morning. as you mentioned, steve, it's going to be a little wet out there. the rain is not severe but the roads are wet. that may lead to more collisions. it's a little wet at the toll plaza. just the slippery kind of wet. so you might want to give yourself an extra few minutes. traffic backed up for a 10 to 15-minute wait at the toll plaza. also this morning we're looking at the commute and it looks pretty good if you are driving on northbound -- this is northbound 280. 280 as you get off highway 17, that traffic is moving along well. if you're driving on the bay shore freeway into san francisco, does look good. let's go back to the desk. it's looking more and more like parts of the federal government will begin to shut

down at 9:00 our time. the senate is expected to reject a bill from the house that calls for a one-year delay in the health care law. what will and won't close in a government shutdown coming up. a shutdown would bring a swift halt to alcatraz tourists. it's one of 400 national parks that would close without the federal funding. yesterday ferries were sold out. tickets are being sold for tuesday assuming the boats don't go idol. some tourists said they were glad to get their cruises in over the weekend rather than risk it. >> it would be really devastating if you traveled a long way like we have to come to a national park and not have it be open. it's unfortunate. the woman who san francisco police say was driving a car

that hit a minute nay van killing a 16-year-old boy -- minivan killing a 16-year-old boy is being held on manslaughter charges. it happened friday morning at pine and gough streets. kevin san, a student at lincoln high school was killed. his mother and sister seriously injured. police say the woman was smelling when the accident happened. her name has not been released while prosecutors review the case. there will be counselors today on campus at lincoln high school. students will also be signing message boards for san to honor his memory. time 6:04. new this morning, a report released today showing california schoolkids are skipping school at an alarmingly high rate and it's costing the state a billion dollars. ktvu's jeanine de la vega joining us live in santa cruz where the truancy rate is particularly high. >> santa cruz county ranked in the top three for having the highest truancy rate in the

state. we don't know the exact numbers at this particular school. we do know truancy starts as early as elementary school. in a new report released today, state attorney general pamela harris says taken dance in schools in california -- attendance in schools in california is at a crisis level. the department of education finds one out of every five elementary schoolchildren were reported to be truant in the 2011 to 1212 school year. a student is considered truant if they're absent or tardy by more than 30 minutes without a valid excuse three times in a school year. studies find that students who miss school at an early age are more likely to struggle academically and drop out entirely once they're older. schools are funded based on school attendance and research shows school districts lose 1.4 billion a year because of truancy. the cost is even higher when other components are factored in like the cost of incarceration for school dropouts, the loss of economic productivity and tax revenue.

here's a look at truancy rates in the bay area. contake costa county ranks the -- contra costa county ranks the highest at 20%. alameda and san francisco are at 23%. santa clara county came in at 14%. among those with the lowest rates are marin county and solano county which just had a rate of 6%. and coming up in the next half- hour, i'll tell you about the link between truant children and a crime and the penalties that parents could face. reporting live from santa cruz, jeanine de la vega, ktvu channel 2 news. drugs are being blamed for a party that turned violent in marin county. emergency responders were called to the home in mill valley sunday morning. deputies say a partygoer reported a teenager having a seizure possibly from using acid or lsd. firefighters say the 16-year- old boy refused to let them in and became combative. >> interesting that the firefighters and the deputy both described this individual

as having superhuman strength. this is something we used to see years ago with the use of pcp. we don't see that very much anymore. >> deputies say that young man and his 18-year-old girlfriend spit blood in their faces. the two and another 18-year-old were arrested on several charges including assault. deputies say they were taken to a hospital and later bound for juvenile hall. mill valley has a social host ordinance. deputies say a 16-year-old girl who hosted the party was cited under the ordinance. her parents could also be held responsible. the vacant home is owned by her family. property owners can be fined $750 to $1,000 for drinking whether or not they know about the party. the stabbing of a dodgers fan was the focus of an emotional gathering yesterday. the family of the victim, 24- year-old jonathan denver went back to the ballpark on the

final day of the giants 2013 season. they were passing out flyers at willy mays plaza urging witnesses to come forward. >> anyone who may have witnessed the incident to come forth so that both families can have some measure of closure. >> denver was killed after going to a giants game with family members and friends last wednesday night. the only identified suspect michael montgomery of lodi was released from custody friday night. prosecutors say there just wasn't enough to charge him at that time. we posted more video of that public plea by jonathan denver's family on our channel 2 website. you can find a link to it on our home page at ktvu.com. meantime injured giants fan brian stow right there. he made an appearance at yesterday's -- bryan stow right there. he made an appearance at the giants game giving the crowd a thumbs up. the giant itself donated -- the

giants donated $10 from each ticket sold friday, saturday and yesterday's game. it will help pay the costs of bryan stow's medical recovery. he suffered brain damage after being badly beaten outside dodgers stadium on opening day 2011. negotiations in the bart contract talks are set to resume at 9:30 this morning with the strike deadline now just a week and a half away. bart management and unions plan to meet every day during these final days of the cooling off period, but at this point the two sides are still an estimated $112 million apart on the key issues of salary and benefits. bart workers could walk off the job again if there's no agreement before october 11. also this morning, the orinda councilman who is pushing for a law banning transit strikes will again be passing out flyers. steve glazer will be at the walnut creek bart station encouraging passengers to sign the online petition. he wants to make it illegal for bart workers and other transit employees in california to walk

off the job. he says the four-day bart strike in july clearly showed how transit strikes can cripple an entire region. time now 6:09. the city of san francisco still dealing with a very expensive water main break. it happened february 27. it has cost the city $5.5 million so far. 23 cars, -- homes and several cars were damaged when this pipe burst on 15th avenue. the city is paying for the damages for now but they're blaming the break on an engineering company. the city says the firm did not make sure the pipe was safe after they did some work near that pipe. well, the new bay bridge is a big hit with bay area commuters. chronicle checked the traffic during the first two and a half weeks since the labor day opening. it found daily westbound traffic was up more than 1600 vehicles over the same period last year. however, with more cars, that means longer commute times. westbound trips from the poll

welcome back to the ktvu channel 2 morning news. just a horrendous scene. it's believe nod survivors of a jet crash -- believed no survivors of a jet crash. it was a business jet that crashed into a hangar and collapsed in flames around it. officials say a crane will be needed to lift the hangar off the wreckage. the jet which flew in from idaho would have crashed into nearby homes had it not hit the hangar. we still don't know how many people were on board. investigators hope to reach the plane later today. time now 6:14. today is janet napolitano's first official day as a new president of the university of

california. the former homeland security secretary will be paid $571,000 a year. that's about three times what she was paid as a member of the president's cabinet. but napolitano insists she be paid $21,000 less than her predecessor. in less than 15 hours from now, the federal government will shut down unless the house and senate agree on a stopgap budget. around the country people are furious and there's a lot of name calling going on. ktvu's kyla campbell is in our washington, d.c. newsroom to tell us the findings about the latest polls. >> reporter: cnn asked people who they thought in washington was acting like a spoiled child. 47% of people polled say president barack obama is asking like a spoiled child. nothing to brag about but those numbers are better than congress. 58% of those polled say congressional democrats are acting like spoiled children. that rises to 69% for

republicans in congress. and it's no surprise people are fed up. without a deal by midnight tonight or 9:00 pacific, many lives will be impacted. national parks will close and that means workers are sent home and tourists are not spending money in the local economy. hundreds of thousands of federal workers get furloughed. the military still shows up but they don't get paid. lawmakers on both sides of the oil are working to provide paychecks for military personnel during a shutdown. some services like mail delivery are not affected. what a shutdown would mean for people who count on social security, disability and food stamps, i'm working on that story for you for 7:15. live in washington, ktvu channel 2 news. time 6:16. starting tomorrow a call center in concord will begin enrolling people in covered california. under the affordable care act, the program will make it easier for people to get health insurance. it will be offering plans from 13 companies. state organizers say about four million people are eligible for

obama care. 400 thousand living -- 400,000 living right here in the bay area. the call center is due to open at 8:00 a.m. tomorrow. agents will be answering in 13 languages. nurses will be picketing outside of three kaiser permanente hospitals today. organizers say the rally will help educate people that are about to sign up for obamacare. they say people need to realize that some of the plans limit access to hospitalization and safe newerring care. a -- safer nursing care. a spokesperson from kaiser permanente says all patients regardless of their health plan receive an appropriate level of care. the rally will be from 2:00 p.m. to 6:00 p.m. in oakland and sacramento. president obama meets with the israel prime minister at the white house. iran will be the topic. discussion. prime minister benjamin netanyahu said he would be telling the truth about iran after the, quote, sweet talking a onslaught of smiles. on friday president obama spoke

to iran's new president on the phone, the first direct conversation between the two countries' leaders since 1979. news. st hjurs ago from the vatican. pope john paul ii and pope john paul 23rd will both be declared saints. they're two of the 20th century's most influential popes. this morning's announcement came from the current leader of the roman catholic church pope francis and it came after pope francis met with cardinals at the vatican. the historic ceremony now set to take place in april. this, by the way, will be the first time for popes -- two popes will become saints at the same time. 6:18 is the time right now. back over to sal. how is the commute, sal? >> well, it's okay. it's not too bad. i mean, we do have some slow task out there on monday. a little bit of wet roads which might cause it to be a little slower than normal. let's go outside and take a look at what we have. this is highway 24 westbound. as you can see the traffic is moving along slowly in some spots. not too bad, though n. is near

the lafayette bart station. the morning commute looks good at the westbound bay bridge toll plaza backed up for a 15, 20 delay which is normal for this time. the roads are a little wept but as steve has besaying, the system doesn't have a lot of steam. as far as drivers are concerned, maybe an extra five minutes might do the trick this morning. let's go out and take a look at the commute here. we've had a couple of incidents on the altamont pass. one on patterson pass road at greenville. another crash westbound 580 near the altamont pass. they haven't been major. just slow traffic in the area. then as you drive over to 238, traffic is okay. southbound 880 at winton avenue, there's a crash that might be causing some slow traffic as you head to 92. 6:19. let's go to steve. thank you, sir. before we get started i came across twitter. seattle has had 5 and two thirpd thirds inches of rain more than the average they get in december and january.

this was a monster system up there. we're on the southern edge of it. we don't get much but a little bit of drizzle. light rain santa rosa. just not a lot of support for this system so it seems to be falling apart as it marches south slowly. it's warm to mild. not a lot of rain. st. helena .28. pet lumina .04. santa rosa .02. your forecast cloudy to mostly cloudy. mild conditions or drizzle. then a mix of sun and clouds. very muggy. a lot of moisture in the air. we get the southeast wind in advance. a weak system us for. very strong north. but we'll end up. go 70 in san francisco today. starting off at 62. our observer mike said they just had a little drizzle and wind shift there to drop from 63 to 62. sacramento at 62. 64 concord, fairfield. the only 50s half moon bay, mountain view and san jose and they're close. that's because they had a few

breaks in those clouds. more after south wind fairfield, concord. oakland south at 10. also down towards san jose and other areas south, southeast. so you get the idea. this is a warm direction. not a lot to this system but it will give us cloudy skies, mostly cloudy. it will break. the cold air stays north. the core of the jet stream is north so we're getting the clouds and drizzle and light rain and a frog gi throat which -- froging fromy throat. 74 novato and vallejo. more sun to the south as well. we have a little cooler pattern tuesday and wednesday. then it looks like a north, northeast wind kicks in. you know what that means, pam. >> what? >> when we get that north east wind. >> the flow. >> off shore. >> off shore flow is back in town. >> it will be back in town and it will be warmer. two automakers recalling a total of more than a quarter million cars. mazda is warning about a problem with the doors in its

mazda 6 sedans. the doors on its 2009 through 2013 model year cars can open while the cars are moving. and nissan is recalling two of its infinishty models that can stall while in motion. the problem is with its n35 and n45 cars built for the 2006 through 2010 model years. no injuries related to either problem have been reported. as a girl scout volunteer, you can show girls that anything is possible. >> first lady michele obama is helping the girl scouts with their new recruiting campaign. the scouts are looking for volunteer leaders and new members. the campaign called i can't wait to focuses on the fun of scouting. local councils are encouraged to use social media and outreach to meet potential scouts. the organization has seen membership drop nearly 25% in the last ten years. time 6:22. more than a hundred arrests during a two-day raid and

time 6:25. nasa engineers are working on a 3-d printer they plan on launching sometime next year. it's about the size of a toaster. it will reduce the need for astronauts to load up with every tool, part or supply they might ever need. the machine forms layer upon layer of plastic from long strands coiled around spools. those spall satellites will also be able to -- small satellites will also be able to send information back to earth. more than 400 san pablo students will receive gifts to help them this year. they will each receive a package of dental and school supplies worth $65. this is the seventh give away in the bay area this year. a report on healthier school lunches will be released today. the u.s. department of agriculture says about one half percent of all schools in the federally subsize r diesed school lunch -- subsidized school lunch program have decided to drop out.

west as you come into livermore. let's go back to the desk. >> thank you. new this morning, almost a million california elementary school students are truant. it's costing school districts more than a billion dollars according to a new report. ktvu channel-- ktvu's jeanine de la vega joins us life. santa cruz has one of the high o highest rates. >> reporter: truancy starts as early as elementary school and if it's not corrected, it could lead to kids actually dropping out of school. we don't know the exact attendance numbers at this elementary school but we do know santa cruz county has one of the highest truancy rates in the state coming in at 30% n. a new report released today, state attorney general pamela harris says attention dance in schools -- attendance in schools in california is at a crisis level and it's jeopardizing our economy, safety and children. the department of education finds one out of every five elementary schoolchildren are reported to be truant in the

23011-20 owe 10e 20 -- 2011- 2012 school year. they're considered tardy or truant 30 minutes or more. students are more likely to struggle academically and drop out in later years. there is a correlation between the number of criminals and crime victims and high school dropouts who start struggling academically at a young age. many end up in juvenile hall. some counties started informing parents they could face criminal penalties if their children don't go to school but state officials say prosecution is used as a last resort. here's a look at the truancy rate in the bay area. contra costa county ranks the highest at 29%. alameda county and san francisco are at 23%. among those request the lowest rates are marin county and solano county which just had a rate of 6% for truancy. now, student funding is based

on school attendance and school districts in california lose $1.4 billion a year because kids are missing school. reporting live from santa cruz, jeanine de la vega, ktvu channel 2 news. >> vallejo police are investigating a deadly shooting at an apartment complex, the victim an 18-year-old. alex savage is at the apartment complex in vallejo where you just spoke with a neighbor who saw the commotion after the shooting. >> reporter: he described the scene to me last night, a chaotic scene. the shooter in this case sprayed gunfire toward this apartment complex. a number of units were hit. in the end the 18-year-old was also hit by gunfire, shot right through the neck according to police. he came over here and collapsed right here in this doorway. and died here at the scene last night. this happened just after 7:00 at this complex which is on the 1300 block of santa clara street. several shots were fired according to neighbors. police say this teenager was

clearly targeted. although investigators at this point aren't saying what the motive might have been for the shooting. while police aren't calling the shooting gang related, a lieutenant told me a feud between gangs in this area has been heating up recently. one neighbor agrees the violence has increased lately and he says last night's shooting was just heartbreaking. >> i don't know if they're wildly shooting or disregard. they're shooting up the department and bullet holes upstairs. and this guy down here, he ended up getting shot through the neck out the other side. he ipt assistantly died. >> reporter: -- he instantly died. >> reporter: police have not released any description of the shooter they're looking from last night's homicide. it was the 18th killing of the year so far in vallejo. police have been talking to some witnesses in this neighborhood who have been cooperative and helpful but they still need others who saw what happened here last night to come forward.

you can see one of those bullet holes through the window of this apartment unit so clearly while this young manual was shot and killed last night. it could have been worse. clearly other people could have been hit by the gunfire that was certainly the concern of the neighbor i spoke with this morning. police still searching for witnesses in this case. at this point they have not released the identity of the 18- year-old killed last night but they do say he lives in this area. live this morning in vallejo, alex savage, ktvu channel 2 news. a scary story. a birthday party in golden gate park took a dangerous turn when some children found a loaded gun. the kids reportedly found the gun while playing in the bushes near the conservatory of flowers yesterday afternoon. police were called out to take the gun away. they say no one was hurt. investigators have not said how that loaded gun might have ended up in the park. time 6:37. more than a hundred people arrested at this weekend's beyond wonderland rave. police in mountain view tweeted

this photo of some of the drugs seized during the two-day event. the so-called amnesty bins were also set up for people to dump in their drugs. about 25,000 people attended the raid. police say along with the arrests, there were several noise complaints made. business owners in oakland are frustrated over what they call a rise in break-ins and the slow response from the police. this surveillance video shows a third break-in at the tapas bar in less than a week. on saturday burglars stole several bottles of liquor. a lot of the owners think the same group of people is behind most of the 15 burglaries in the last three weeks. >> we've got fingerprints, d.n.a. i've got a witness. word on the street is we know who it is. we just can't get the police to help us. >> some of the business owners say they've hired private security. last week city officials said five more officers from the last police academy have been assigned to that area.

it includes rock ridge and parts of the oakland hills. tonight pleasant hill may become the latest california city to impose tough new restricts on gun and ammunition sales. the city council is set to consider an ordinance requiring a police permit for gun dealers. under that same proposal, gun store workers would have to pass a criminal background check. gun stores would not be allowed to open near schools, parks or day care centers. supporters say the ordinance would make pleasant hill safer. critics say if t would create an un-- it would create an unfair burden on gun dealers. the bay bridge is a hit with commuters around the bay area. you have more drivers crossing the bridge since it opened up on labor day but more cars mean the commute is slower. brian flores joining us live now to talk more about that slower drive. >> reporter: slower drive indeed. good morning to you. it's all about perspective when you think about it as take you a look behind me. traffic on the eastern span of

the bay bridge now, just as you're leaving the toll plaza and some people say the commute is actually a headache but others say it shows how the bay area economy is turengthening. now, the "san francisco chronicle" examined westbound bridge traffic for the first two and a half weeks it opened. according to their numbers and backed by the mel poll tan transit commission, on average there are 1600 more cars on the bridge than this time last year. now, while this may be because the bridge is generally nicer to look at than the old one, according to the state's employment development department, there were 95,000 more people employed in the bay area than last year which could explain why you may have noticed more traffic on other bridges like the dumbarton, san mateo and richmond bridges. the commute times have increased. the added features of the new bay bridge were meant to decrease the times but what the chronicle found from the poll plaza to 5th street, it takes about 15 minutes. 13 minutes on the old bay bridge. as we take you out here live,

in -- jenny zoo from san francisco. she is being charged with vehicular manslaughter. she did make bail so she's no longer in jail. friends and family continue to mourn the loss of the 16-year- old here at lincoln high school. there have been a lot of heavy hearts. friends put flowers and notes at the intersection where 16- year-old kevin san died on the corner of hunt and gough on friday. san francisco police last night arrested her saying she is responsible for friday's crash. they say she was in a silver mercedes suv driving recklessly and will face vehicular manslaughter charges with gross negligence. drugs and alcohol were not a factor. two police officers actually witnessed friday's accident just before 7:00. they say she was driving between 70 and 80 miles an hour for three city blocks when she remember reenldzed a mini -- rear ended a minivan at a spotlight. san was in that vehicle with his sister and mother who were seriously injured. three other people in a catering van were also hurt.

san was a junior at lincoln high school where he was a member of the rotc drum corps. there will be a display case set up on the main floor of the high school honoring san all week. wilts say the driver in this case did get out of the car right after the accident. she fell to her knees, grabbed her head and looked distraught but physically she was perfectly final. live from san francisco, i'm tara moriarty, ktvu channel 2 news. sheriff's deputies in monterey county are investigating a tragic incident on a college campus. investigators say a csu monterey bay student died after falling from an upper floor balcony. it happened late saturday night at an on campus dorm. investigators have not released the name of the student or what may have caused that deadly fall. two men were caught on camera breaking into a home on cutting boulevard one of them using a tool on the door before kicking it over. the other man noticed the camera. he knocks it away. the incident happened last tuesday. anyone who recognizes these men

are asked to call police. time 6:46. tomorrow marks 20 years since 12-year-old polly klaas disappeared from her home in pet lumina. in october 2003, she was kidnapped at knife point from her mother's home during a sleepover. two months later here body was found. richard alan davis was convicted of her murder and sentenced to death. her father mark klaas formed the klaas kids foundation. it helps the parents of other children who have been abducted. this morning two women are recovering after a barbecue explosion. it happened yesterday afternoon on westline drive at robert crown memorial state beach. firefighters say a cooking spray aerosol can was too close to the barbecue. the two women age 66 and 45 were airlifted to santa clara valley medical center. the 45-year-old woman has since been released. the other woman is listed in stable condition. police are also launching a

offering very soon. the website says the san francisco-based company will make its ipo filing public by friday. twitter filed earlier this month but because of its relatively small size, it could keep the details confidential. twilter wants to go public before the thanksgiving holiday but it could be delayed. north bay grape growers say this could be another good year for wine grapes. they're forecasting a big harvest this year which would be unusual. that's because 2012 set a record for the amount of grapes brought in. and good years are usually followed by a much weaker year as the vines rest. the good harvest should help offset rising production costs and could result in lower prices when the 2013 wines make it into the stores. time 6:56. the city of san jose may soon lift its long-standing ban on fireworks. supporters say that could make san jose safer on the 4th of july. they say ending the ban on so- called safe and sane fireworks pay reduce the interest in more dangerous, illegal fireworks.

frrmingts say there's -- firefighters say there's been a rise in the use of of fire crackers and bottle rock kempts since san jose's city sponsored fireworks show ended four years ago. it was canceled because ever budget cuts. a proposal to close santa clara's historic downtown post office is very controversial. tonight the postal service will hold a meeting at santa clara city hall. a lot of residents say the 80- year-old building is important for the success of the downtown area. if that proposal passes, services would move to a building two miles away. that closure will be part of the postal service's efforts to reduce co-s. the -- costs. the oakland as could find out later tonight when they're going to play during the first round of the playoffs. it will all depend on tonight's american league tie breaker between tampa bay rays and the texas rangers. we found out the as will play the detroit tigers for the second year in a row. the first home games will be held friday and saturday in oakland. the time of those other games
