good afternoon. i'm tori campbell. we now know the name of the driver who police say caused a deadly crash in san francisco last week. 58-year-old jennie zhu is out on bail awaiting arraignment on vehicular manslaughter charges. the crash killed a teenager and injured six others. ktvu's ktvu brian flores at lincoln high school where students are mourning the loss of their classmates. >> reporter: good afternoon. we understand they held a special ceremony for kevin san. news media not allowed in the school but students say it's a different type of mood today considering now we know who the main suspect is. this is 58-year-old jennie zhu, the woman accused by police of traveling at a high rate of speed for several blocks. they say close to 80 miles per hour before she crashed her silver mercedes into a mini van that killed 16-year-old kevin

san and injured his mother and sister along with three others in another car in san francisco. we have not been able to confirm she was -- we have been able to confirm she was taken into custody on bail after the incident but posted bail, was released on saturday. 11:00 a.m. we did stop by her house but nobody answered the door. neighbors say they barely knew her. it's not clear when her arraignment will be but she faces vehicular manslaughter charges. police also say she was not under the influence of drugs or alcohol when she crashed. lots of unanswered questions on why she allegedly traveled fast. meantime students at lincoln high say the whole incident is surreal. >> kevin is completely innocent. you kind of just hope for something like -- he provoked something but he is completely innocent. it just makes you feel a lot more angry about her killing him. >> reporter: when students arrived at school many were met with several grief counselors prepared to meet with affected students. students set up a glass case

memorial next to the administration office which shows his picture, even displaying his uniform and drum set he used as a member of the school's junior rotc. his unit also held a special ceremony for him this morning. meantime people continue to stop by, leave flowers and messages for a well liked student, friend and classmate >> i could easily tell seeing from all the faces there's actually a shrine next to the building that dedicates it to him. you can just see the face on everyone how much they miss him. >> reporter: we have an update on kevin's mother and sister also involved in the crash. we understand this afternoon that his mother remains in critical condition this afternoon. his sister was released with non life-threatening injuries. live in san francisco, brian flores, ktvu channel 2 news. >> thank you. today is janet napolitano's first official day as president of the university of california. the former homeland security secretary will have an office in downtown oakland. her selection as uc president

was criticized by some because of her lack of academic background. but supporters say with the recent cutbacks in government funding napolitano's political experience will be useful. she'll be paid $571,000 a year and that is about three times what she made as a member of the president's cabinet. the clock is ticking toward another possible bart strike. the 60-day cooling off period comes to an end in just a week and-a-half. bart was scheduled to meet with negotiators from one of the its unions today to talk about noneconomic issues. the talks on crucial pay and benefit numbers are scheduled to resume tomorrow. the two sides are said to bestein 112 -- $112 million apart on the money issues. a new oakland police academy started today just a day after the members of the last academy graduated and hit the streets. not a moment too soon. alex savage is live with the

new numbers. good afternoon. >> reporter: good afternoon. this department is in desperate need of more beat officers to free up the detectives. the acting assistant police chief in oakland told me today right now they just don't have enough investigators focusing on robberies. holdups are the hot crime in oakland now. so far this year there have been 3800 robberies in this city, a 24% jump from this time last year. during all of 2012 oakland had the highest per capita robbery rate in the country. but help is coming. >> thank you very much. for choosing oakland. >> reporter: this was the scene this morning at oakland police headquarters as the mayor spoke to a class of 57 police recruits on their first day of the academy. this is a highly qualified diverse group of cadets. there are seven women, 14 spanish speakers. the acting assistant chief talked to me about how the

recruits can help slow the rise in robberies in this city. a trend he calls unacceptable. >> the increase is not something we're pleased with. a lot of that has to do with just staffing in terms of when we -- the investigation capabilities, that kind of thing. that is why these academies are so important for us. so we can continue to build those out. >> reporter: even though robberies are on the increase in this city crime overall is essentially flat here in oakland. 36 new officers agreed from the cad -- graduated from the academy just a week ago but the department is still severely understaffed with just 646 sworn officers right now. that group of recruits that started their academy this morning will be graduating about six months from now and then they'll hit the streets for field training. live in oakland, alex savidge, ktvu channel 2 news. oakland feisters quickly put out a house fire this

morning. they got a call about 8:45 to the home on 12th avenue between international boulevard and east 18th. firefighters say the street was filled with thick smoke. someone directed them to a laundry room at the back of the house. residents fought the fire there with a garden hose but eventually had to call 911. it took firefighters 20 minutes to put the fire out. they estimate the damage at $50,000. police are working to get a description of the suspect that killed a teenager in vallejo. the 18-year-old died in the doorway of an apartment after 7:00 last nights. a neighbor said the victim was shot through the neck in the parking lot of an apartment complex on santa clara street near tennessee street. he described hearing several gunshots one after the other. >> they just shooting up the apartment and bulletholes upstairs. down here he ended up getting shot. >> that neighbor was lucky he was not hit. the barbecue grill in front of

the apartment ended up taking a bullet headed for his window. the homicide was vallejo's 18th this year. pleasant hill may become the latest california city to impose tough new restrictions on guns and ammunition sales. the city council is set to consider an ordinance requiring a police permit for gun dealers. under that same proposal gun store workers would have to pass a criminal background check. and gun stores would not be allowed to open near schools, parks or day care centers. supporters say the ordinance would make pleasant hill safer. critics say it would create an unfair burden on gun dealers. the clock is ticking on a potential government shutdown. lawmakers on capitol hill have until midnight tonight east coast time, 9:00 p.m. our time to come to an agreement. ktvu's carla campbell is here to tell us how congressional members in california are weighing in. >> reporter: about an hour

ago the senate killed the plan that was passed by house republicans over the weekend. it would have funded the government for a couple of months but delayed obamacare by one year. we spoke with congress two congress people, they say the tea party needs to come to the table. >> we're not going to give in this to hostage-like demand because what would be next? >> they came here to dismantle government. that's what we're beginning to see. >> reporter: now it's back to house leaders to come one a plan to fund the government. without an agreement by midnight or 9:00 pacific the shutdown kicks in. hundreds of thousands of federal workers nationwide face furloughs and are slowly recovering -- our slowly recovering economy would take a hit. people counting on social security, disability, medicare and food stamps would still get the help if the government shuts down. live in washington, kyla campbell, ktvu channel 2 news. if the government does shut down the national parks service says local park entrances will

scary morning for commuters in the midwest. two trains collided on the track near chicago. several passengers were hurt. one train was stopped at a station when it was hit by another train on the same track. took a long time to get all the passengers off but luckily no one was seriously hurt. we're learning more information on the small plane crash in santa monica. late this morning. construction company executive says it's believed the ceo of morally construction, mark benjamin and his son luke died in yesterday's crash. the plane still jammed under a hangar at the airport. a crane needs to come in to lift it off. it's still unconfirm how many were on board or if there was anyone in the hangar. organizers say the rally outside of three kaiser permanent e hospitals today. they say the rallies is for

people trying to educate people on obamacare. they say it limits a lot of care. they say all patients regardless of their health plan, according to opponents receive adequate levels of care. it will be in oakland, modesto and sacramento. the new eastern span of the bay bridge was supposed to save time but the opposite has happened. according to a study in the san francisco chronicle westbound trips from the bay bridge toll plaza to san francisco's fifth street offraver increased from an average of 13 minutes at this time last year to 15 minutes. and eastbound rides have increased even more. from 14 to 17 minutes. one possible factor, more cars crossing the bridge. in fact all the bay area bridges have seen an increase in traffic coinciding with an improving economy. california's attorney general wants school districts to make major changes. that is because of an alarming

report that shows a lot of children are regularly missing school. as ktvu's ktvu janine de la vega reports - >> reporter: the attendance rate is generally high, 94% but in other areas of the county where it's moring more -- moring a cultural, the opposite. a truancy rate is shown of 30%. making it the top in the state. >> i am shocked. i would think people would be pushing their kids to better their education. i know i push mine. >> reporter:? santa cruz county $8 omillion has been cut from the education budget in the past five years. county officials say that caused them to lose resource that's would have helped prevent truancy. >> i knew there were a number of counselors relieved of their positions. >> reporter: the report found that one out of every five elementary school children in california were reported to be truant in the 2011 to 2012

school year. a student is considered truant if they are absent or tardy by more than 30 minutes without a valid excuse three times a school year. contra costa county had a truancy rate of 29% while almeida county in san francisco were close behind, 23%. last month we showed you a special unit of officers in san jose dedicated to catching students skipping school. police say they were finding truant kids were committing burglaries. >> once these students are involved in the criminal justice system it's hard to get out. i think truancy is just a precursor sometimes for many students before they in fact endum in that system. we want to avoid that. >> reporter: the attorney general recommending school districts track attendance more closely, intervene with family after the first unexcused absence and collaborate with local agencies in how to reach hard to reach families. hands of school children in san pablo are receiving free school supplies today. the nonprofit organization

k-college is handing out more than 400 kits worth $65 apiece. lake elementary school is one of seven where k-to college held giveways this school year. in all they plan to give away $28,000 worth of supplies today. >> i got some folders. and some color paper. it's so cool. i really love these things. i got a sharpener. and i got -- markers. and i just - >> k--to-college has been holding these giveaways since 2010 and estimates handed out more than $14.5 million worth of supplies in that time. sheriffs' deputies say a santa cruz woman stole a puppy yesterday afternoon from the local spca office. this is the dog she took. deputies didn't know his name but through determined, one

could say dogged police theft, cynthia cawley was cited for misdemeanor theft. she returned the puppy and was released. partly sunny skies outside our doors, for some a few light showers remaining in the forecast for the afternoon. giving you a live look there, all those clouds. from the north bay into the south bay, dealing with with partly sunny skies, mostly cloudy skies at this point. that chance for rain looks like it will be, well, especially over parts of the north bay. let's look at the system. notice how it's beginning to move east. washington and oregon, even the north corner of california picked up some decent amounts of rain. the mountains in california picking up about three inches so far. five to 10 inches reported over part of the washington and oregon throughout the weekend. for us at home it's been mostly cloudy at times, the weekend is actually quite nice in most cases but yesterday the clouds really began to pile up over the north bay. a few scattered showers reported in the north bay

yesterday and we're seeing a little here this morning. you may have awakened to a little damp roadway. we had drizzle in the overnight hours and early this morning. right around petaluma, perhaps into ?oam maybe a few -- sonoma, maybe a few light scattered showers here. santa rosa reported a few light showers earlier. we're already beginning to see this wind down as the system i showed you continues to push east. let me show you exactly what i mean. i'm picking up just a little speck of blue near santa rosa. as we get into the afternoon not a lot of rain falling in our area. in fact by the second half of the afternoon we should begin to clear out the partly cloudy skies. the northwest swell is actually creating rip currents along our coast. that lasts the entire day. so be careful if you need to be out along the beaches. we have temperatures now in the 60s to low 70s. mid-70s in livermore. 71 oakland. 68 san francisco. as we get into the afternoon it's going to be a mild one, widespread low 70 for the north bay. low 70s to mid-70s for the east bay. if you get farther inland upper

just nine years after his death. a italian court is taking a third swing at convicting american student amanda knox at the murder of her roommate. it began this morning in florence. today a judge agreed to run additional dna tests on the kitchen knife believed to have been used to kill meredith kercher in 2007. the new trial was ordered for knox and her former boyfriend in march. knox is not in court. she's free in the u.s. and has no plans to return to italy. we check on how things are going on wall street coming up. plus, when you hear about new jury line fees it's -- airline fees it's bad news. one rging ]
