was injured by gunfire today. a witness heard 5 shots around 2:20 p.m. this afternoon on international boulevard. he told us he saw two people running from the scene with a weapon. windows were shattered. there are reports about whether one or two people were hit but we heard the injuries are not life threatening. police are trying to determine what prompted the shooting. the possibility of a government shut down. a live picture at the u.s. capital where they have not yet been arable to fund the -- able to fund the government. republicans want to delay the healthcare plan and the democrats won't go for it. live team coverage. ktvu's ken pritchett explores on the bay area but we begin with ktvu's julie haener. >> reporter: a government shut down is less than 4 hours away.

towards another bart strike. the 60 day cooling off period comes to an end in a week and a half. today negotiations were about work and safety rules. ktvu's tom vacar joins us live from headquarters in oakland with what one former bart board member says are the odds of a settlement. >> the mediator are not meeting face to face and that meant a solution is allusive. >> reporter: riders seem to be more worried than angry about another strike. >> every four years this is a problem. >> if they could come to an agreement. i know so many people that rely on bart to come to work or traveling around. it is just -- it would be a big problem. >> reporter: a ton of issues

. dozens of new police cadets arrive for their first day. this comes days after the last academy graduated. they greeted the recruits on their first day. >> thank you very much for choosing oakland. >> the 57 police recruits are a highly qualified and diverse group. there are 7 women and 14 spanish speakers. they come at a time when they need beat officers to free up detectives. >> any increase is not something we are pleased with, not something we are happy with. a lot has to do with staffing in terms of when the investigation capabilities, that kind of thing. that is why it is so important to us. >> with the exception of robberies the crime rate

remained flat. but the department has 646 officers right now with fewer than half on the streets on patrol. the recruits will graduate in six months from now. more officers could soon be on the way. they were awarded $4.5 million to hire 10 more police officers. coming up at 6:00 p.m. details on a distinction that shows oakland as the robbery capital of the country. 400 children receive free school supplies this morning. at lake elementary school an organization called k-college handed out kits worth $65 each. the largest school supply non- profit in the state. the students received dental supplies, as well as school items. >> i got some folders and color

complete bay area news coverage continues right now, this is ktvu channel 2 news at 5:00 p.m. it is being called a educational crisis. students are missing school in california and school districts are losing out on funding. a new report from california attorney general kamala harris indication a million elementary school students were truant last year. >> 250 missed 18 days of school. ktvu's allie rasmus is here with the millions of dollars at stake. >> reporter: the state gives schools money for every students so when they miss class they lose money. they are dealing with this problem in different ways. >> reporter: in the heart of

richmond. last year 50% of the students were defined as truant. >> there are all kinds of issues that would cause a family to keep a child home. the reasons vary. some students are dealing with homelessness, others don't have access to healthcare. that led to measures to get kids back in the classroom. the school reopened a dental clinic on site and now they bring in social service workers and a food bank. >> it helps keep our students in school because it is a service that is on campus. >> the truancy rate improved more than 10% compared to last year. the problem is so bad in california schools across the state lost $1 billion in funding. >> we can't educate and we

don't get paid to educate. >> reporter: the livermore school district was increasing daily attendance. it translates into $300,000 for the district. >> another $300,000 for books, supplies, additional counselors. that is important stuff. >> reporter: school districts measure attendance in different ways. one of the recommendations is that the state of california create a statewide centralized system for keeping track. live, allie rasmus, ktvu channel 2 news. here in the bay area the highest truancy rate were in contra costa county with 28.6%. almeeta 23.8. san francisco 22.7. the lowest were in napa, 6.2%

two people are accused of a killing in hayward. police released these mug shots of the suspects. they were booked on suspicion of murder. police say the two are believed to have lured the victim to a bank of america where the victim was discovered last saturday morning at 4:30 a.m. he was unconscious inside his car. his name hasn't been released. police say he was shot in the head and he died yesterday afternoon. it is unclear if the victim and the two suspects knew each other. tonight we are hearing from a woman who is convinced she could have become the fifth victim of joseph naso. she testified as a witness at his trial and new at 5:00 p.m.

ktvu's patti lee shat down with -- sat down with her. >> reporter: this witness testified that she had no doubt that joseph naso murdered four women and during his trial learned how close she might have become to being one of them. >> why he save me? >> reporter: she says she never knew how close she was to death during a photo shoot with joseph naso 20 years ago. during his trial she saw for the first time some of the photos joseph naso took of her. photos we chose not to show. >> i know after seeing that picture i know i was that close. so if anyone would want him again to be dead i should but no, it is not about him. >> reporter: she wants him to spend the rest of his life in

prison. she wrote the judge a letter to try to influence his decision before thesentancing scheduled -- the sentencing scheduled for november 8. patti lee, ktvu channel 2 news. the legal team that helped to bring a hearing in prop 8 joined virginia. they say the virginia law stands against the principals of the nation's funding. the -- founding, that is. two gay men were turned down when they tried to obtain a marriage license. virginia approved a ban in 2006. a formerly infertile woman gave birth threw a experimental procedure. doctors removed her ovaries, treated them and implanted the tissue back into the woman.

16 your drive into san francisco faster with the new eastern span of the bay bridge? not according to the chronicle. the average commute from the toll plaza to fifth street in san francisco has increased from 13 minutes to 15 minutes now. and the eastbound ride from 14 minutes to 17. might be due to heavier traffic. several counties are among those are the lowest rates for drunk driving arrests. san francisco was the only county with a jump in the number of arrests. they were up 20% in 2011. however san francisco county had the lowest over all rate of arrests just one in 333
