are unnecessary expenses. here are some of the expenses they're complaining about. thomas hock $350 an hour fee. first class flights, meals and 500 donation and wine. >> reporter: in other words another concession in order to make a deal. later this afternoon though, the mud slinging began. >> i think that the truth is in the ticket. >> reporter: the unions say thomas hock is drinking and fine dining and flying first class on the public's dime. >> this is absolutely outrageous that they would allow their out of state chief negotiator to spend more than what an entry level b.a.r.t. service worker would take home in a year. >> reporter: before the news conference, b.a.r.t.'s general manager issued a statement

about paying contractors for expenses involving air fare and alcohol. if a reimbursement was made, b.a.r.t. will retroactively recover. b.a.r.t. only reimburses for coach fare. in round dollars, hourly fees, 160,000. air fare, 21,000, hotels, 7,500. meals, 3,500. total just under half the $400,000 contract b.a.r.t. maid with hock's employer. >> they're going to be watching him as close as they can and they're not really interested in protecting the riders. >> reporter: so this has been the level of rancor between b.a.r.t. and it's union.

a rancor that has claimed to strike a walk off next friday. his contract with b.a.r.t. caps billable expenses at $399,000. $198,000 has been billed already as of june 11th. that breaks down to about $4,300 a day. time is running out for b.a.r.t. and its unions to reach a deal. there are now just nine days left in the court imposed cooling off period. that means b.a.r.t. workers could walk off the job on friday october 11th. it was an emotional day in court as the mother of an 8- year-old girl gunned down at a sleep over saw the man accused of her killing. ktvu's rob roth live in oakland where police say two arrests in this case may have also prevented even more violence. rob-- >> reporter: the men who police say shot to death the 8-year- old appeared briefly in court today the judge denied bail.

the mother of carredine came to court this afternoon to attend the first court appearance of one of the men accused of killing her little girl. >> i want complete justice for my daughter. >> reporter: there were sobs in the courtroom as the judge read the charges against 22-year-old darnelle williams. police say he's a gang member and he told witnesses he opened fire inside a house on wilson avenue in july. 8-year-old alecia carredine who was at the house was killed. two other young children and a grandmother were wounded. >> this is one of those crimes. something so despicable and an act that's so despicable it's even hard to describe. >> reporter: authoritys are also charging 27-year-old joseph carol with murder. he helped plan the shooting. retaliation for a gang killing in berkeley earlier in the evening. and police say more bloodshed was about to happen. >> during the course of the investigation. we developed information that several suspects from the same gang were conspiring to commit

wedged under it. live pictures of the back up there. there were two people inside the car, one was able to get out. the other had to be extracted. a sig alert is in effect. the three left lanes were closed and the three right lanes on 580 are blocked. an accident sent three people to the hospital this afternoon. the fire department said the crews responded to the accident at about 1:00. munni says the 14 mission bus was trying to pass a car that was double parked. three people on the bus were hurt. none of the injuries appears to be life threatening. continues coverage now of the partial federal government shut down. we're now 21 hours into the political stalemate that has shuttered federal offices and furloughs hundreds of thousands of federal workers. you're looking at a live pickture -- picture of the

live capital. in just the last few hours, federal government failed to come up with a deal that would keep federal services open. the democratic majority voted for a fourth time to reject a house bill under mining the president's health care law. the government shut down could cost the u.s. economy millions of the dollars in lost wages. if it drags on for days or even weeks. ktvu's allie rasmus is live in oakland where some area businesses are already feeling the impact. >> reporter: usually there are about 3,000 people who work here at the dellums federal building in downtown oakland but when many of them stay home from work the shops and businesses in this neighborhood notice the difference. >> somebody to come in or not. >> reporter: bill basum had one way to describe his workday. >> it's kind of, slow. >> reporter: watching the clock doing what he could to pass the time when only 20 customers had shown up before noon. >> $1.65 please. >> reporter: his convenience

store is across the street from the dellums store. today hundreds of employee that is work here were furloughed. >> i hope it doesn't last long. >> in it's 10 days, that's really going to be hurtful. >> reporter: amante was not afraid to express her opinion on the shutdown outside of her shop. >> this is how i feel. i can't respect neither one of them. they're not working as team. >> reporter: the dellums building was not completely empty. but for civilian employees who were furloughed, the future is more uncertain. elizabeth tasbasco works at the starbucks across the street. >> we had a few employees who told us they were able to work small shifts today but tomorrow they're going to be out of a job. i had one regular asked if we

were hiring. >> reporter: and a prolonged government shut down could affect her too. she said her manager told her they could cut her hours. >> me myself, i'm a mother and a cut down would not work well for me. >> reporter: live in oakland, allie rasmus, ktvu news. hundreds of tourist who were planning to visit alcatraz got an unpleasant surprise this morning. one woman from new zealand says her son has been studying about the former prison for months. >> he was getting ready excited. >> we just flew in from florida. we wanted to see it. it's one of the main attractions. we would be disapinted to find out at the last minute --

disappointed to find out at the last minute. >> reporter: about 500 people had booked a visit to alcatraz. they were offered a cruise or a refund. irs employees showed up to postclosed signs on the downtown doors. they tied up lose ends and then left. >> i have some taxes from last year, a refund that i'm still working on. that's why we came down today. i didn't know they would be closed. i took a chance. >> reporter: the federal building is still open. agencies like the fbi and department of homeland security are also still in operation and cases will be heard at the federal courthouse. but there are only enough reserved funds to do that for about two weeks. more details now some 800,000 federal workers were sent home today. 3.3million government employees are deemed essential and still on the job.

cooper theft also caused the powerful underground explosion. if that is proven the thieves could face additional charges in caught because five people were injured. part of interstate 880 will be shut down late tonight for road work. the northbound lanes of i80 will be closed from midnight tonight till 5:00 in the morning. crews will be places supports for widening. the southbound lanes will be closed overnight thursday from 1:00 a.m. to 5:00 a.m. happening right now, oakland a's fans are celebrating the team's play off drive. we're looking at a live picture right now. at frank ogawa plaza hundreds of people are holding a rally that started a few hours ago. you can see their team spirit, they're getting pepped up for the series that starts friday night. that game is sold out.

her father has essentially become the voice and face of countless others trying to find their missing children. ktvu's ken pritchett live in san francisco with the ceremony to mark the changes they've helped make. ken-- >> reporter: well frank this memorial ceremony for polly klaas took place here in san francisco. it was supposed to mark the day, but also all the changes that have been made to benefit family who is have lost or have a missing child. polly hannah klaas was 12 when she went missing. her body was later found in a shallow grave. >> i think that if polly had been kidnapped in 2013 instead of 1993 that her fate may have been very different. >> thank you for coming out, thank you for everything.

>> reporter: frank klaas spent the day with parents of children that his foundation have helped. >> there's been a sea of change on how abductions were dealt with. nobody was talking about this when polly was kidnapped. >> reporter: now we have amber alerts and volunteer searches organized in part by klaas kids foundation. the changes follow the shock of what happened to polly klaas and the fear that the man who killed her, richard davis who killed her still remains in death row. >> you have this walking monster. >> reporter: klaas says his daughter's death led to the three strikes law, amber alert and other changes. >> that pendulum is now starting to move in the other direction toward more tolerance for the criminal element.

i think that's a huge mistake. >> reporter: klaas is moving forward. the search for missing children has to become more active. and they will have a new search team that will respond when children are reported missing to help organize search efforts. in san francisco, ken pritchett. the chp is offering families a chance for closure if they have lost a loved one on the old eastern span of the bay bridge. 12 days ago we brought you the story of carol leister who visited the spot where her son scott was killed by a drunk driver. the chp said today it wants to offer the same opportunity to anyone who has lost a relative on this span. the event is set for saturday november 9 and anyone who wants to take part can contact the san francisco chp. california home buyers now have a new protection. governor jerry brown has signed

a bill to inform buyers of past legal action over construction defects on a property. it includes where the claim currently stands. this new law will take effect july 1, 2014. zillow's latest market report reveals market values have surged 28% over last year. using the latest data from august, the real estate tracking firm says the real estate value is now averaging $633,700. alameda has seen the biggest increase. followed by contra costa county. ktvu.com has posted a link to

this zillow report that pinpoints the market changes in many bay area cities just go to web links on ktvu.com. the city of oakland launched a new website today meant to open up government to citizens. the city says the site will make it easier for the public to file information requests and simpler for staffers to fill them. three young people with the federal code for america program designed the site with input from the city. oakland is among 10 cities nationwide that received funding from code for america. a nice day today, more sunshine than yesterday. temperatures warmed up just like yesterday. we saw lots of upper 70s, these are the official numbers, 77 in livermore. one of the warm spots 70 in fremont. a few clouds overhead. just some higher clouds. a little bit of coastal fog should return tonight. but really nice weather period shaping up here with numbers getting back into the 80s in some of the warmer spots. currently livermore 73. the temperatures nice and mild

out there. they will continue this way as we go through the next couple of days. they'll be slightly warmer each day. extended forecast takes us into heightened fire dangers as we get into thursday night and friday night with stronger winds coming out of the east. we'll see upper 40s and mid- 40s. by late in the day tomorrow we're back into the 70s and there's some 80s. these oranges are 80s. you're going to see lots of 70s and 80s tomorrow. so definitely warmer tomorrow. the air starts to sink, you're not going to see a 40-degree drop. you're going to see mid-70s and 80s inland. that's not a big change in temperatures maybe five to 10 degrees between those two. that's going to take us from thursday, friday and saturday. that will be the warm up. 73 tomorrow in downtown oakland. starts off at about 57 degrees.

but a nice stay. 89 in vacaville tomorrow for a daytime high. 89 in fairfield. 77 in san helena. 80 in antioch. 78 in pleasanton. these forecast highs a little warmer than today. not much warmer but a little bit right. it just keeps going, you will see in the five day forecast just keeps ratcheting the numbers up. still an on shore breeze. these numbers will change significant as we head into saturday and sunday. temperatures coast side coming back into the 70s perhaps. saturday is your warmest day on your bay area week. that's going to have temperatures touching in the warmest spots into the low 90s. at the coast in the mid-80s. the bay area weekend in view. the weather headline, the warm up. but the fire danger will see a weather watch sometime between thursday and friday. >> thank you, bill. >> thanks bill. coming up on bay area news
