sasaki who is in solano county where the winds are fueling the wild fire. what are crews telling you now? >> reporter: firefighters are still on scene trying to get a full handle on this. still trying to contain it. i want to show you a herd of cattle that was saved by the firefighters on scene and the crews still here. they are still looking for hot spots trying to get all the spots under control. just over here to the left, a home that was also spared. you can see still a lot of smoke in the background because it is very smoky. people including some school kids in grizzly island and rush ranch were evacuated. around the same time, the situation was very scary for ranchers near here. you can see flames coming very close to the property and spooking the livestock. the ranchers were trying to herd the animals out of harm's way and out of the barn. in a few minutes afterwards,

the barn was engulfed in flames. what had fire officials concerned was the wither. >> temperatures are not bad. we are probably in the single digits at this point. strong winds. 40 miles an hour gutses throughout the day. >> it started at the very front gate of highway 12. that is two miles away already and it has gone a lot further than that. >> reporter: fire officials tell me just two people suffered injuries. minor smoke inhalation. this has been a big mutual aid effort with hundreds of firefighters on scene. at last report, this fire is 65% contained and fire officials expect it to be fully con tined tonight. as of now, there is no word of a cause. live in solano county, i'm john sasaki, ktvu channel 2 news. from sasoon city, to oakland, firefighters all over

the bay area were busy tackling grass and spot fires. we just got a word that a fire near lake berryessa is now 100% contained. it started last night at 8:30 on the east side of the lake. cal fire says no structures have been damaged and no one was hurt. there was a grass fire morning on solano way north of highway 4. the smoke did not suppose a health hazard. only on 2 tonight, vallejo are struggling to contain gang violence. the latest victim appears to have been an innocent teenager. >> my sweetheart. a hand some young man. >> reporter: he almost made it home. 18-year-old brandon chandler was just feet from his front door when the gunfire started. >> we heard the gunshots. >> reporter: according to the vallejo police, the teenager

killed on sunday was not the intended target. his mother, jessica garrett tells me he was outgoing and caring. >> there is no reason for this. he was just at the wrong place at the wrong time. i don't understand why this is happening. i don't know why our family is going through this. >> reporter: police believe chandler was shot by gang members but don't believe he was in a gang. the police sergeant tells me that he was caught in the middle of a violent turf war. a gang feud that has led to 14 shootings since june. last month, someone opened fire on this car full of teenagers leaving one dead. and coming this wave of violence is a tall order for a department hit hard by budget cuts. right now, there are just 80 officers here in vallejo. half of ha they had five years ago. and the gang unit is gone.

laundering in new york city. he was arrested at a san francisco library this week. attorneys representing major league baseball asked the federal judge to dismiss the antitrust lawsuit filed by san jose. the city of san jose argues that the league is causing it financial damage by preventing the oakland as from moving to san jose, but it might be a tough fight for this city since major league baseball is currently exempt from antitrust regulations. a rule the city of san jose says is out of date. >> this exemption they claim has long passed. it has gone. it is not relevant to the economy of today. >> attorneys for major league baseball declined to comment this morning and a judge has not said on when he plans to dismiss the lawsuit. we are just an hour, actually half an hour away from the oakland a's first playoff game against the tigers.

>> bart today said the union's latest offer still leave it is two sides too far apart. last month, bart said the union proposal put the parties 112 million parties apart. then they lowered it to $100 million. this week, a new proposal reduced it to 89 million, but in addition to that, they cannot agree on pay raises or the length of the contract. we are now just six days away from the end of the cooling off period ordered by governor brown. bart's unions tell us they will give a 72 hour notice of an impending strike possibly on monday. >> governor brown still has more than a dozen bills to sign or veto before the bill signing deadline. the bills were introduced as

part of a wave of gun legislation. one bill would ban sales of semiautomatic rifles with detach bl magazines. another would require gun owners to acquire a safety certificate. >> i believe there is an opportunity for rational explanation and debate on these issues with him. >> the governor has not said yet if he will sign or veto the bills. tesla is shedding light on what caused a fire in an electric car. this video went viral causing tesla's stock to drop sharply. this car fell off a semitrailer and punched a hole in the power. they say it is still safer to power the car in a battery because it is easier to cause fire with gas cars.

the federal government shutdown is impacting our fire readiness here in california. a red flag warning usually means federal and state agencies go all out to be prepared for the potential fires but the shut down has impacted the resources available to us. robert handa is live where one crucial response unit says it may have trouble responding. robert? >> reporter: well here the scene is not as effective as usual at moffett field. that is also the case for the air national guard unit that had to cut back just as the fire alert came up. it is a quiet day at the international guard pa silty at moffeft field. it wasn't supposed to be this way, the rescue wing usually ramped up during a red flag fire alert, but an undisclosed number of members are

furloughed. they emphasize they have enough personnel to respond to a major wild fire or declare an emergency but. >> but the day they say we don't fly is the day our crews lose proficiency. it is also the time our maintainers are not able to spend time on the aircraft keeping them in good condition. >> reporter: the commander is blunt in his criticism on facebook he criticized what he called washington dc bureaucrats dictating who they deem mission critical and this is crippling and lives are at stake. the u.s. forest service is hardshipping cal fire deal with the current conditions as is the national weather service. but cal fire officials are worried about what may happen down the line. >> because of the way that we operate on a 24/7 basis, there are services where any kind of change to that could have a negative impact on us. >> reporter: for the international guard, there is another immediate impact on

being prepared. a statewide day of drills set for tomorrow has been canceled due to the shut down. live at moffett field, robert handa, ktvu channel 2 news. and more details now, the federal shut down has grounded the san jose police department helicopter indefinitely. it is housed at moffett field and when the government shut down tuesday, federal employees who handle the facility were furloughed. the department has an going arrangement with the santa clara department to use their helicopter when a police helicopter is not available. we are talking about the strong gusty winds about to move into the bay area yesterday. the strongest winds have moved out of town, but we still have a strong weather pattern to talk about. temperatures, we talked about the warm up. 70s in pacifica. san francisco at 80. the warm spot, 85 degrees in

east bay hills, santa cruz mountain. this is in place until saturday morning. right through the weekend, we have dry and warm conditions out there. thankfully the strong winds are moving out of town. fire danger begins to relax just a little bit. overnight lows will be in the upper 40s . the backing off of the wind speeds, temperatures dropping off for santa rosa, napa. high pressure offshore, low pressure to our east and the pressure difference creates those winds, those winds basically lax right now. it is going to mean lots of sunshine, warm temperatures as well. you can see 70s for the coast. 80s around the bay. inlands on track to reach 80s as well. bluegrass tomorrow, golden gate park looks great. 70s 4:00. 75 to 76 degrees. these numbers for tomorrow. about the same as today. could be a little warmer in a few spots.

what are they seeing in that young man? >> well first of all, he's a big man. 6' 2", 220. he can run the ball. he is strong, he is a strong blocker and he has tremendous arms. so he is a guy we look to to be our leader and he has done a great job so far. >> and you have a double wing system of offense you run. that maybe is what we think of as a pro style type quarterback. so how does he fit in the system. >> we run the ball a lot. but when it is time toe pass, we make it count. we call it count on a guy like him to get it done. we will spread it out once in a while, but that is our base offense. we will throw out of it and he has done a great job of doing it. >> reporter: this league you are about to embark on. the west catholic league. there is really no rest from top to bottom is there when you start playing league games? >> not at all.
