facebook page. a whole different story now. it was a violent night in oakland, and part of the city that doesn't typically see this kind of violence downtown. a the shooting took place near 14th and broadway not far from oakland city hall. it happened just a few hours after oakland's first friday event. a few blocks away another second incident that sent a man to the hospital. ktvu's nog walker joins us from oakland where a group caught tagging resulted in hit-and-run crash. >> reporter: from his counterperch at a downtown oakland market, abdullah mohammed sees everything, from the mundane, to the unbelievable. >> i have seen like a loud sound. >> reporter:

it happened at 12:48 this morning. >> then i just heard a loud crash and then everybody starts running. >> reporter: that loud crash was a suspected hit-and-run driver plowing into a person right across the street. this woman heard it from the take-out taqueria window. >> somebody is yelling out somebody is dead. >> reporter: not dead, but in grave condition after being thrown 100 feet on impact. this bartender knows the victim. >> no one deserves to get plowed officer by a car. >> over by a car. >> reporter: worse, it might not have been an accident of the suspects driver had a confrontation with graffiti vandals who tagged the public libe ray cross the street and then her car. witnesses say the victim was near the taggers when the driver turned her car in their direction. >> other people say they attacked her and she was trying

in the southbound lanes before 4:00 this morning near syria point in brisbane. tonight a viewer sent us the pictures of the damage. the highway patrol says the infiniti hit a tami cab headoon. one of the passengers was ejected and died at the scene. the other passenger and taxi driver suffered major injuries as did the suspected drunk driver. new developments as pge respondses to new safety kers over a natural gas pipeline. pge says it will shut down a transmission plain san carlos under a court order. line 147 runs under brittan avenue, late yesterday the city got an order to shut down the pipeline. the city says it otained e- mails from a pge engineer expressing concerns over the pipeline awn one says, "are we sitting on a san bruno situation?" pge insists that the san carlos line is safe, but will shut down the pipe monday or

tuesday. to the high fire danger in northern california. fire crews in solano cite watched the hotspots near suisun city with winds gusting to 40 miles per hour before gaining control of the fire this morning. the 8-alarm fire started after noon yesterday near highway 12 and skelly road. it destroyed a hay barn and a dozen farm vehicles and sent heavy smoke over the bay area, prompting air quality officials to call for a smoke advisory. fairfield, crews knocked down a fire not far from the suisun city fire. that fire started around 3:00 p.m., the cause is under investigation. fires like that are a good example of why firefighters are saying even though the red-flag conditions have lifted, the bay area still faces a serious fire risk. ktvu's christen katon

kafton. >> reporter: kentfield firefighters condition ducted a major evacuation drill in the neighborhood. practicing for a fire every hopes never comes. >> three-story apartment complex. >> reporter: with the red-flag warning expiring the timing couldn't have been better. >> i think the drill this morning brought out best in those people because they realized how important it is to be prepared for something like this. >> reporter: firefighters say even though the red-flag condition has been list, hot and dry conditions are still dangerous. >> today is the first day that winds will stains, but the wind the last four or five days have really dried vegetation out. that doesn't mean that the fire dangerous is over, but until we get our fog back into the bay area,we still are at an increased critical fire dangerous.

>> reporter: here in the oakland hills and around the bay, people took advantage of the nice weather. for many that meant cookouts, outdoor shaves with the fire danger still high, they are cautious when it comes to cooking. >> i'm just most lid making sure i'm by my grill at all- times. i keep that little pan under it and what i'm going to do now since i'm done cooking i'm going to let me ashes burn down and throw some ice on there, water and scoop it out and make sure it's totally out. >> reporter: fire officials are urging anyone who sees smoke to call it, in so any fire that starts won't burn out of control. christen kaston, ktvu channel 2 news. fire dangerous is still a kearn in the bay area, but the red-flag warning has shifted south. meteorologist mark tamayo is tracking what areas are seeing extreme fire dangers. >> conference the strong winds have backed up quite a bit, the strong winds from yesterday and as a result, red-flag warns having expired in the bay area. whenever you have a warm-up this time of year, we always

wounded. ktvu's allie rasmus talked to witnesses who appeared to be a simple case being in the wrong place at wrong time. >> reporter: witnesses say the gunman appeared to give no warning before opening fire on the crowd at 1:30 this morning. >> all i heard were the shots, pop, pop, pop, and everybody started running. >> are the gunfire struck two women and one man, one of the women died from her injuries and the other two victims are in stable condition at hospital. >> all of these innocent people just sitting around and getting hit. >> reporter: you don't think that the people getting hit were the intended targets? >> i don't think so. i think they may have been just in the wrong place at the wrong time. >> reporter: this witness who didn't want to give his name works the overnightshift at a bliss on broadway and says after the block party ended a crowd of about 30 people gathered at intersection. >> i work down here. first friday draws the biggest crowd here, period. >> reporter: there were reports of an

argument before the shooting bus he says he saw no signs of trouble. >> i didn't hear any arguments before hand or say hey you, nothing. he stopped, turn adruined and started shooting. >> reporter: the intersection where the shooting happened say busy transit hub, the downtown bart station entrance is just a few feet away and there are buses going up and down this street. investigators hope that provides them with more answers. >> the bus lines run through here and i'm aware of there hopefully being some video surveillance cameras and that is something that our homicide investigators will look into. >> reporter: to help them figure out what led up to the deadly shooting and who was responsible for. it allie rasmus, ktvu at issue a measure to pay furloughed workers, but there is no progress towards a budget deal. the house voted unanimously today to allow furloughed

workers to collect retroactive paychecks after the government shut down ends, but what that will happen is uncertain. today president obama and democrats called on house republicans to vote on a clean budget bill without the changes on the affordable care act that the g.o.p. is demanding the house minority leader nancy pelosi believes that many republicans would vote for a bill. >> we're asking to bring the vote to the floor for those republicans and more, to show that there is a bipartisan majority to end the government -- republican government shute down. >> defense secretary chuck hagel says furloughed civilian employees could return to work on monday. this first weekend of the government shut down brought some big disappointment to sightseers in new york city. the city's federally-run landmarks including the statue of liberty and ellis island remains closed. visitors who say they planned their visits for months, hine years say they are crushed that

thousand people held a rally and march in hollywood. organizers called a national day for dignity and respect for hard-working immigrants and their families. california is not waiting for federal immigration reform. governor jerry brown signed the bill that limits detention of immigrants for deportation. bill authored by san francisco assemblyman tom amaino, allows the detention of m grants on the if arrested for serious crimes. in 2013, immigrants arrested for minor crime, but otherwise eligible for release must be released from custody. >> what we're doing here, we're not using our jails as a holding vat for the immigration service. where they see important matters, they can take action. but california, we're going stick to our own business. >> the california district attorney's association opposed bill staying could result in the release of potentially

hook school, the site of the second deadliest mass shooting in u.s. history. they accepted $50 million in state grant money to build the new school, to be built on the same parcel of land where the old-school currently stands. it was in december of last year that a gunman walked into the school, killing 20 children and six staff members before turning the gun on himself. cbs news reports three officers have come forward, although it's not clear if they saw the altercation between the bike riders and a man driving with his family in an suv. all of them were -- all of the officers were off-duty at the time. one rider was arraigned on assault and other charges. a small plane carrying an advertising banner crashed today outside of a college football stadium in florida. it happened just hours before kickoff at university of

they are going jackson, an old carter family tune. a lot of good music to choose perfect on a pretty much picture perfect day at san francisco's golden gate day. day two of the hardly strictly bluegrass festival brought people tout to enjoy the music, the sun and plenty of company you. ktvu's alex savidge talked to some about what brings them to this festival year after year? >> reporter: the sound of bluegrass filled governor-elect golden gate park today. dozens of different bands playing six stages with no cover charge. >> it's the best thing you can hear live for free. it's amazing to see that they put this together and not charge for it. >> reporter: the latest warren hellman started the festival. his granddaughters who performed today say this is event is simply about the music. >> there is no agenda. there is nothing that we're trying to prove, but we're just

trying to give a lot of people the experience are the for 11 years this music festival has been free and hellman family plans to keep that way as long as possible. hellman set up a fund that funds the festival for at least the next decade. the festival typically draws a quarter of a million of people, meaning congested streets and no place to park nearby, but justin torres who lives a block way says those are the only problems he says. >> it's a more mature crowd and polite and quiet when they are going home. >> reporter: singer steve earle plays here every year. >> i tell people to put it on their list and get here before it runs out because it will end sometime. >> reporter: for hardly strictly fans this festival is a gift they hope

announced, who are running. and i think you will be impressed. >> reporter: that was kevin oliver report. currently registered republicans make up less than 30% of california voters. another bart strike could be just five days away. bart and its unions have only until october 10th, that is next thursday to make a deal before a cooling-off period comes to an end. bart met with union negotiators today, but made little progress. bart and seiu members debated the length of contract. unions want three years, bart wants four years of the bart says there is an $89 million gap on compensation. pension issues have been resolved. negotiations ended this afternoon, and will resume on monday. talk-show host david letterman has renewed his contract with cbs. the dean of late-night tv is set to be on the air through

the predawn sky as more than 500 balloons rose above albuquerque, new mexico, to mark the start of the annual balloon festival. the international event draws balloonists from around the world to float through the southwestern desert skies. one passenger broke her leg this morning when the balloon she was riding in made a hard land. mark tamayo in the weather center. it would have been a nice day to ride a balloon, but probably the wind would be a problem. >> that would be an issue, ken. we really warmed up across the bay area. lots of clear skies and fog- free, basically a product of the offshore flow, keeping the fog a strange he for today. as a result, the beaches warmed. we have mostly clear skies that will continue through the overnight hours. as far as the clear conditions with temperatures in the 60s and 70s, we look at a closer inspection. here is our live camera looking out towards the oakland
