look at a live picture of san francisco, northbound 101 this looks good approaching the 80 split, if you are driving in the bay area we don't have a lot going on as we look at west 80 traffic is moving along well, westbound 580 looks good to castro valley. 4:30, let's go back to the desk. >> this morning fire crews are still on the scene on yerba buena island watching for hot spots after two small fires created a huge traffic back up on the bay bridge. alex savidge joins us now with what led up to the fire on the island. >> reporter: investigators still trying to pinpoint the exact cause here but this caused a distraction for people driving in this area. in fact what firefighters say is that people driving along the western span of the bay bridge first noticed this fire on yerba buena island and called it in last night. to make sure it doesn't flare-

up they have stayed out here throughout the night. roads are shut down so it is difficult to get close to the area that burned. let me show you some of the video from last night when flames broke out here just about 8:00. this was actually two small brush fires, the total of 4 acres. these fires raced up a steel hillside on the westside of the island close to the roadway, the flames and smoke created a distraction for drivers there and that caused a back up that last for hours last night. 1 building was threatened but crews contained the fire and it helped they were battle in the flames from out on the water. >> we also deployed the fire boat. it can get into these spots that we are unable to get man power in there with the hose line. >> there are some homes on yerba buena island but none had to be evacuated, water pressure was an issue however, there are not many hydrants here so crews had to run a lot of hose line

to get all the water they needed to fight those flames. a fire investigation team was called out here last night. they are still trying to figure out exactly what sparked this fire. coming up for you at 5:00 this morning we will tell you why the wind conditions last night gave firefighters a break. live this morning on treasure island, alex savidge, ktvu channel 2 news. >> pg&e crews have begun shutting down a pipeline in san carlos, that utility is complying with a judge's order to shut down the pipe which runs under britain avenue there. the order came after anen jury sent out an e-mail expressing serious concerns about pipeline safety. now at first the utility only reduced pressure on the line but pg&e finally agreed to shut down the pipeline yesterday. >> why has it taken until now for pg&e to make this decision to shut down the line? >> we have safely operating pipeline today. >> it is unfortunate that we

had to sort of pull the alarm so to speak, go to court, get an injunction to have pg&e come out and do what they are supposed to be doing. >> the pipeline connects with two others on the peninsula, one of those is line 132, the pipeline that exploded in san bruno three years ago. we have new information now about a earthquake that shook parts of the bay area, the quake was first reported at 3.1 and has been downgraded to a 3.0. the usgs reports it has centered two miles northeast of berkeley, it hit at 9:26 last night. some people as far away as san francisco said they felt it but no damage is reported so far. in a few hours the as will face the tigers in game three. both had to miss out on practice after rain poured down

bart riders will get a chance to try out the seats installed in new cars, the first of 9 events held today at the union city bart station. also today a controversial proposal to close san francisco city parks during certain hours is set to be considered by the city's board of supervisors. under the plan all city parks would be off-limits between midnight and 5:00 a.m. supporters of the legislation say it would keep homeless people from living in the parks and reduce crime. critics say it criminalizes the homeless. now to our coverage of the government shut down, now entering its second week, john boehner says he has ruled out a house vote without concessions from president obama, they are demanding changes to the affordable care act and spending cuts and will not raise that without them. the president is calling on lawmakers to pass legislation to increase the debt limit and

prevent a possible government default that could triggary financial crisis. well, one of the latest casualties of the shut down is a federal amber alert website, a notice on amber alert.gov reads due to the lapse in federal funding this office of justice program's website is unavailable. that sight normally shows alerts about missing children. state law enforcement will still notify the news media of urgent missing child cases while this is going on. later this morning former president jimmy carter will be lending a hand to people in the city of oakland. an event was held last night to celebrate the 30 year partnership between the former president and first lady and habitat for humanity. that event helped kickoff the 30th annual carter work projects which helps build homes and communities across the country, carter said one of his greatest pleasures has been working with volunteers to build homes. >> all people on earth are equal and a basic human right

a crash at the texas grand prix has landed dario franchitti in the hospital this morning. it happened after contact between them. 13 fans injured, 11 were treated on the scene, two others had to be taken to the hospital. >> it was pretty scary, very frightening. >> there was a lady trapped underneath the fence. >> doctors later confirmed that he sustained a concussion, fractured two vertebrae and broke his right ankle. this latest race car accident is a reminder of the tragic death of dan wheldon, killed two years ago in a crash at las vegas motor speedway. today marks 12 years since

fabricated, it is true he was but he left. >> he calls him a leader, he is a commander of al shabab, the group claiming responsibility for the shopping mall attack that killed 67 people. navy seals ran into heavy fire and had to pull out of that operation. right now firefighters are battling a 2500 acre brush fire that started at camp pendleton marine base. this is home video of the fire taken yesterday afternoon. 230 people were forced to evacuate. that fire started saturday. firefighters expect to have it contained by tomorrow. so far only a few vehicles and some buildings have been destroyed. no word yet on what started that fire. 200,000 bottles of pain medication for babies is being recalled. motrin says there is a risk of tiny pieces of plastic in its

concentrated infant drops. retailers are asked to remove the bottles. manufacturers say there is a only a small chance the plastic could cause a problem but anyone who bought the medication can take it back to the store. 4:47, as uninsured americans begin signing up for coverage under the affordable care act there is growing concern but scam artists trying to take advantage of the program. one group is warning illegal immigrants not to hand over money to anyone promising to sign them up for health insurance, those living in this country illegally are not eligible for coverage under the healthcare overall but the head of the hayward day labor center worrys that money undocumented immigrants without health coverage might not know that they are excluded from the program. >> it is just easy prey you can kind of you know sell people things and promise them different things and charge them money and they find out it is not true.

and begin to fight, eventually he was tazed and taken into custody. two officers in napa are called heroes after saving a driver from a burning car, it happened sunday morning after 1:00 a.m. on southbound highway 29 south of highway 221. the chp reports a 19-year-old driver crashed into a pick up flipping over the center divide, the officers were able to pull him to safety before he was taken to the hospital with injuries, the other driver only had minor injuries. it is an interesting new way to help police the police. the police auditor is placing signs urging them to come forward with that. they get a lot of attention and include the phone number to the auditor so you won't have to call the police about the
