now at noon -- in just over three days, bay area b.a.r.t. commuters could be looking for alternative ways to get around as we monitor the latest negotiations between b.a.r.t. and its unions. quite a wakeup call for two bay area professors who have been awarded one of the world's highest honors in their field. and former president jimmy carter in oakland and hard at work. what he's doing to help those in need. good afternoon. i'm tori campbell. another possible b.a.r.t. strike is days away.

we're now three and a half days away from the expiration of the governor ordered 60-day cooling off period between b.a.r.t. and the unions. after a one-day break, both sides are at the table. janine de la vega is outside the building where they are meeting. >> reporter: good afternoon, tori. they are talking about salary and benefits. we asked if they are going to give a 72-hour notice before the strike? >> we're just gonna continue to do the positive thing which is continue to negotiate and work hard in the feeling. we hope to give a report of a contract done instead of a notice. >> reporter: they a lived at the caltrans building before

10:30 this morning to begin talks. their focus will be on the economic issues -- wages and benefits. the union says they remain positive and hopeful. >> we had a 10% wage increase own the table over four years. we've increased that and also provided the opportunity for thousands of dollars in what -- in the private industry what we call bonuses if ridership and the economy meets certain measures. >> reporter: the unions have said they presented their last offer on saturday. so they feel the ball is in b.a.r.t.'s court. b.a.r.t. officials say there's still significant movement that needs to happen before there is a deal. bawrmt says it has a contingency plan for commuters just in case there is a strike.

but they stress their main focus is on reaching an agreement. janine de la vega, ktvu channel 2 news. >> thank you, janine. more details. the threat of another b.a.r.t. strike is prompting action at the state capitol. one republican lawmaker wants governor brown to call a special he session of the ledge lay -- special session of the legislature to call for a law against strikes. the governor says he does not plan to intervene this time around. forecontinueing coverage, go to ktvu.com and look under the hot topics section. investigators in the east bay are looking into a fatal train action. it happened before 10:45 this morning on the tracks near gilman street in berkeley. someone was hit pie an amtrak train -- by an amtrak train traveling toward oakland. so far police have not released details about the victim. emergency crews are still at the scene of an overturned

liquid propane tanker in the east bay. it overturned around 3:00 a.m. as the driver turned on the carlson boulevard onramp of highway 80 in richmond. the taker had just -- tanker had just been filled. the fire department says there was a small leak so a nearby hotel was evacuated as a caution. >> we've evacuated the best value inn, essentially. that's what we felt was the most important evacuation for the present. >> the hole in the tanker will be patched after the rig is uprighted. the chp is investigating the cause of the crash. pg&e expects to have a natural gas pipeline in san carlos shutdown after city officials believe it could be unsafe. the line runs between interstate 280 and highway 101. the shutdown is in response to a court order on friday. it was issued after internal pg&e e-mails cast doubts allegedly about the condition

of welds on the 84-year-old line. pg&e says the line was tested and repaired last year and insists it's safe. the shutdown should be completed by 5:00. no word on how long it will be out of service. a uc berkeley professor is one of three to win the nobel prize in medicine today. tara moriarty joins us live from the newsroom with more on how the 64-year-old found out he was the recipient of this prestigious honor. >> at 1:00 a.m., randy schekman was awoke out of bed. he had been sound asleep, he said it was one of the best phone calls he's ever received winning the nobel prize. he was escorted on the uc berkeley campus this morning via golf court and with cameras clicking, the pronecessarier of biology -- professor of biology called this wonderful. james rothman and thomas

suedhof won. nobel prize on the discovery of how hormones and other other cells. >> wow. what a trip you've taken from a high school science fair to the nobel prize. i imagined you've loved every minute of it. i'm so happy for you. you even pushed tiger woods aside as western high school's most famous alumnist. >> now the awards will be announced this weekend. schekman will split the $1 -- $1.2 million prize including thomas suedhof. they will receive the award december 10th. and that's the anniversary of nobel's death in 1986. back to you.

now to our continuing coverage of the government shutdown. president obama spoke to workers at fema this morning thanking them for working without pay. >> the truth of the matter is,

there are enough republican and democratic votes in the house of representatives right now to end the shutdown immediately with no partisan strings attached. the house should hold that vote today. >> the pending deadline to raise the debt limit has become intwined with the shutdown. the country will run out of money in ten daps if the debt ceiling is -- days if the debt ceiling is not raised. john boehner said they won't pass it unless the president is willing to negotiate long-term deficit cuts or reform to the benefits. >> i told the president, we're not gonna pass it when the votes are not in the house with a clean debt limit. >> so far neither side appears willing to budge. fleet week in san francisco was supposed to begin today but there's not much planned anymore. the airshow and navy parade of ships were canceled because of

the sequestration. disaster response drills set to begin have been canceled due to the government shutdown. a veterans art exhibit is scheduled tomorrow and pier 39 will have fireworks every saturday this month to try to help make up for the cancellations. the city of san francisco held its latest homeless connect event focusing on the lgbt community. the health department and volunteers put on the event as the lg -- at the lgbt center on market street. people could get information about help, housing and other assistance. organizers say a recent survey shows 29% of the homeless population is lesbian, gay or transgender. >> this is really refining our outreach to populations at most need. this is one of those where we wanted to come to this community center and ensure the

lgbt community had outreach. >> people could look for housing, look for jobs and sign up for healthcare. new controversial bus ads on more than a hundred vta buses in san jose are drawing some attention. the signs ask if people have concerns about a san jose police officer. the goal of the campaign is to draw attention to the city's independent police auditor to field complaints against officers. the auditor worked with the police department on the ad. in vallejo, the budget cuts are causing big problems for the city's crime camera program. the cameras were installed two years argue in trouble spots in an effort to fight crime. there are two dozen cameras with more on the way. but with serious staffing problems, they are having trouble monitoring the cameras. oakland students are helping to preserve a piece of

art after a sculpture was vandalized by taggers. students from the envision academy have adopted the bronze monument and plan to protect it. >> it takes not even five seconds to destroy it and ruin the whole ground that we have to keep cleaning up every day. >> 25 civil rights activists are featured in them, including rosa parks, harvey milk and sees r char vez -- cesar chavez. every day the students plan to come out and maintain this and they will give tours as well. san francisco middle school students got welcomed news, a private donation of millions of dollars to upgrade technology. city leaders toured martin luther king middle school. there they say a $2.7 million grant from the sales force company is being used to buy hundreds of ipads and help increase wireless access for the students at the city's 12

middle schools. sales force founder mark benioff vowed to continue to help the san francisco school district. >> this is not our first contribution to the school district and it's not our last. we are here for the long haul. >> the high-tech teaching schools are aimed at improving student performance in the areas of science and math. new details about the possible cause of last night's grass fire in yerba buena on the island. authorities say they received reports that fireworks may have been responsible. the fire broke out around 8:00 p.m. near the bridge's western span. though it was under control about two hours later, it snarled traffic on the bridge. fire destroyed a vacant house under renovation in palo alto this morning. it started just before 6:00 a.m. the houses at the corner of matadera and orinda street, the

house there has been empty for sometime. >> definitely surprised. it's been abandoned since the late '70s. nothing's happened. there's recently been some work. the person had some cleanup crew. >> firefighters say the house did not have electricity or gas service. they are trying to determine the cause. today a controversial proposal to close san francisco city parks during certain hours will be debated by the city's board of supervisors. under the plan all city parks would be off limits between the hours of midnight and 5:00 a.m. supporters say it would keep homeless people from living in the parks and reduce crime. critics say the ordinance criminalizes the homeless. that meeting is scheduled for 1:30 at city hall. gas prices fell an average of 14 cents in the last two weeks according to the lundberg survey. this may be as low as they go for a while. that's because crude oil prices

have stabilized. locally prices have dropped 6 cents a gallon in the last week. in san francisco, the average price is $3.96. in san jose, the price is $3.85. and in oakland, $3.87. but overall, prices are 80 cents less than this time last year. well, sunshine and warm temperatures all weekend long gave way to still a mostly sunny day today. temperatures are running a little bit cooler, though, and a weak front from the north is beginning to inch its way in. we had a few high clouds. sunshine. now we're waiting, to the weak front it -- waiting for the weak front to come in. there's a southerly wind in the north bay. temperatures, 70s across the board. coast, bay, inland. the higher clouds didn't last long. here comes the week system. it's the first in what looks to be a couple of systems coming in to set the stage.

still rain up in the pacific northwest. we're gonna see some clouds. with 20s up in tahoe and truckee, ukiah was down to 41. 71 in sacramento. 77. still pretty warm and even 70s up and down the coast. it's 75. in san francisco, livermore is at 79. rather warm there. walnut creek 78. 73 san jose. half moon bay was in the 40s during the 60s right now. it looks like another day of 70s. we're not getting the west wind yet. south wind in napa. that's a cooler direction. this system is getting there. there's not enough of a component of a west wind to cool things down. a little bit in san jose, starting to show itself in livermore. an easterly breeze at sfo. the system will fall apart. what's coming down the old pipeline will be a low dropping in on the sierra on wednesday. that will give us a dramatic cooldown. not as warm today. but it's still warm if you are in the sun. we begin a cooling trend.

tuesday and then a bigger drop on wednesday. this is the cloud and rain or precipitation forecast. that's what it does. on wednesday, it brings snow to the sierra. we'll be too far to the west. we'll get the cold air and breeze and temperatures will take a good plunge. today is the transition day. sun and clouds. the sun is here now. mild to warm, light breeze. it will pick up probably late tonight and tomorrow. not before we settle in for a lot of 70s and very low 80s. kind of a calm pattern. not as warm as 70. we had temperatures down 90. it's still warm on the coast. not as warm as the weekend. a lot of 80s. after today we may see good -- say goodbye to the 80s. cool air moves in on tuesday and a pretty good plunge wednesday into thursday. it will be very cool, cold mornings. >> we kind of should expect that in october. >> i would agree. >> thank you. former president jimmy carter is in oakland helping

people in need of new affordable housing. former president jimmy carter and habitat for humanity volunteers are constructing 12 new townhomes at the brookfield development in oakland. it's the largest habitat for humanity project in the country. the former president, along with his life, and trisha yearwood and garth brooks are there in town, kicking off the 30th annual carter work project. they are building 12 townhouses which should be finished by the end of the year. >> always one of the most exciting things for us to meet new volunteers like these in the oakland area who have been at it for many years. >> the carters will be at the oakland site through the afternoon. they will visit a habitat for humanity work site in san jose tomorrow. the next election day is not until november 5th but early voting is yurndway. san francisco has -- underway.

san francisco has four propositions and four local races. voters can cast their ballots at san francisco city hall starting today. the poms are hope monday through friday -- the polls are hope monday through friday 8:00 to 5:00. early voting is starting in san mateo county. several school bond measures and a tax parcel measure are on the ballot. there are tax measures on business licenses, properties and utilities that will be decided. coming this week, a new $100 bill. we'll show you what it looks like and its special new features.

well, investors keeping their focus on washington today. sending stocks lower. few signs emerged of a deal to end the u.s. government shutdown and raise the nation's borrowing limit. the dow is currently down 92, below 15,000. the nasdaq is also down 26 and the s&p down 9. 200,000 bottles of pain medication for babies are being recalled. motrin says there's a risk of tiny pieces of plastic in its concentrated infant drops. retailers are being asked to remove the half-ounce bottles of berry favored medication. the manufacturer says there's only a small chance the pieces of plastic could cause a

problem. new $100 bills will be showing up at banks this week. the federal reserve board says the new currency will begin circulating tomorrow. new security features include a blue 3-d ribbon that makes it easier to authenticate and harder to counterfeit. a rare white diamond has sold for $30.6 million. two phone bidders competed for the 118 carat rock in hong kong at sotheby's. the gem is flawless, mined from africa. it edged out the previous record of 26.7 million for a white diamond that sold at christie's back in may. coming up today on the news at 5:00 -- three days and counting now until the threat of another b.a.r.t. strike becomes real. and still, no sign of a deal. we are monitoring talks and what bay area commuters are doing to prepare. thank you for making ktvu
