reality of a aging system. i asked the chief straight up, are you a union buster? >> i don't know how you could have a system that has the highest paid workers in the nation and call us union busters. it doesn't jive. >> reporter: she says bart furloughed no one. a.c. transit took a 12% pay cut. bart workers did not. they got a 1% pay hike this summer. >> we are asking them to pay 8 or 9% on medical and that is a better deal than anybody gets. >> reporter: she says the part contract needs to be shaf to other -- similar to other agents. >> this is making sure the workers have a fair amount and we are investing in the infrastructure. one example of the rail cars,

-- found in a stair well was lynne spaulding. ktvu's david stevenson has more. >> reporter: today we received new information from the hospital's chief operating officer about the search for lynne spaulding and surveillance cameras. san francisco general hospital said nothing like this happened in its history. >> our staff is devastated. >> the hospital today confirmed the body of lynne spaulding was found yesterday in a stair well. the hospital and the sheriff's department says it was searched but lynne spaulding's family is angry it took 17 days before her body was found by engineers doing an inspection. >> we want to know what the protocols are, were they followed. when was the first search. how extensive it was. >> we have an established protocol when it comes to patients who become missing and that protocol was followed.

>> we asked san francisco general hospital whether surveillance cameras should have spotted her leaving her room or inside the stair well. >> i can say there are cameras throughout the campus. i don't have knowledge all are covered by cameras. >> reporter: fire exit alarms were working the day lynne spaulding went missing. for her family it leaves more questions than answers. >> lynne spaulding died alone. in a stair well. in one of the finest medical institutions in this country. >> reporter: besides the sheriff's department investigation, they are also looking into the lynne spaulding case. david stevenson, ktvu channel 2 news. friends described lynne spaulding as an outgoing woman.

she met with her friends at a bistro in san francisco. one woman told us she created the find lynne spaulding facebook page after she was reported missing. >> i stayed in her house that night incase she came home. i was convinced but nothing. >> lynne spaulding was divorced. her children live in the bay area. her family is devastated by her loss. the man who was behind the online drug market silk road is hitting the road going to new york. a judge in san francisco ordered ross ulbricht to go to new york to face charges there. authorities in new york have charged ross ulbricht are three felonies related to the operation of silk road. ross ulbricht was arrested in san francisco. oakland's police chief will meet with neighbors to talk about a spike in armed

robberies. one case happened two weeks ago when two men held up a dozen carpoolers. at least three neighborhood watch groups are discussing the idea of hiring private security. a trial is underway in san francisco over allegations of corruption and age discrimination in the fire department. 14 firefighters claim officials tampered with their exams. they say the city wanted to deny them a promotion because they were 40 and older. the city denies that charge. >> 60% went to candidates who were 40 or over. >> i thought something was wrong. >> today a fire chief recruited to grade the exams. there could be hope for

families of fallen soldiers waiting on debt benefits on hold during the government shut down. that includes a family of a usf grad killed over the weekend. ktvu's eric rasmussen is live where a memorial for jennifer moreno just concluded. >> reporter: jennifer moreno was a grad here today. they lowered the flags to half- staff in her honor. she and three others were killed in afghanistan sunday and now a charity is making sure their families are taken care of. >> reporter: a soldier and a nurse. those who knew jennifer moreno at the university of san francisco say they will remember her for her character and not just her achievements. >> she was one of those folks that you really want her to have your back. if you are sick, if you are in

a war zone. >> reporter: she was her faculty adviser, she said she volunteers for a support team in afghanistan. >> she really thought that as a nurse, as a woman soldier, army officer, she would be able to make a difference in the community in afghanistan. >> reporter: jennifer moreno was in a market sunday night and helped stop one attack when a suicide bomber killed her and three other soldiers. the families are waiting on military death benefits because of the government shut down. >> it is this validating the fact he went to protect our way of life and now we are telling the family we will put this on hold. >> reporter: today the obama administration announced it worked out a deal to make the

payments to families. $100,000 each till the government shut down is over. >> reporter: we are told the body is in the process of being returned to her family in san diego. the foundation tells me the department of defense will still handle getting the military death benefits to family members during the government shut down. live in san francisco, eric rasmussen, ktvu channel 2 news. 49ers linebacker aldon smith is facing felony charges tonight. aldon smith was charged with three felony counts of illegal possession of an assault weapon stemming from a party at his home in june 2012. he is on leave from the team while he undergoes treatment for substance abuse following a dui arrest. the district attorney said she expected to surrender later on this month. fight for tentants rights.

chicken. foster farms has till tomorrow to fix the problems. the centers for disease control and prevention recalled furloughed employees to deal with the outbreak that sickened 300 people. foster farms hasn't issued a recall. supporters say a new law allowing children in california to have more than two legal parents will help children who are risk. it enables a judge to recognize more than two legal parents. supporters say it will be used only under rare circumstances such as if both legal parents are incapacitated. >> we give judges the discretion to recognize that on the ground fact if not recognizing the additional legal parent would hurt the child. >> the law was prompted by a case in which a girl's two mothers were unable to care for her and her father was deemed
