the incident involving a locksmith that prompted this tense, seven-hour standoff. we'll have a live report with an update shortly. once again, welcome to "mornings on 2." i'm tori campbell. >> good morning. i'm dave clark. let's check your weather and traffic. a lot of high clouds for us, making for a beautiful sunrise. they will be here for the morning and out of the picture by this afternoon. your game forecast today looks pretty good. i think we're looking at clear skies. 68 degrees. no problems or weather worries. everything is good to go in that department. 40s and 50s. chillies out there. san francisco, starting off with some of that high cloud deck along with most everybody else. we'll end up with high sunshine and 60s. low to mid-70s inland. your thursday forecast has the high clouds in the morning. chilly, cold for some. then nice mild. it looks mostly sunny this afternoon. there's already clearing taking place in the northern part of the state. light breeze.

of livermore. 7:02. let's go back to the desk. we're following developing news in santa rosa, where a standoff has shut down several streets. s.w.a.t. teams have surrounded a home on the 3800 block of sedgemoore drive. claudine wong just got new information about the man police want to talk and she joins us with more on that. good morning, claudine. >> reporter: good morning. tori. let me give you the area where we're standing. now that we have daylight, can show you more -- we can show you more of the neighborhood. this happened on park gardens. it's around the corner from where we are. they have the area taped off. a long night for residents out here. several of them have been evacuated. that happened about midnight last night. this all actually started about 11:20. let's take you through what happened. police say they got a call from a woman from the 3800 block of sedgemoore drive about 11:20 last night. she told them she had been locked out of her house by her husband and was trying to get back in with the help of a lock dig-- locksmith. but she said her husband shot

and her and the locksmith as treed to get back in the -- tried to get back in the home. a nearby vehicle has gunshots in it. one neighbor heard four shots overnight. he lives next door to where all of this happened. he's evacuated and still out of his home at this hour. what's happening right now? well, back live out here in millbrook and the command post, when he talked to police about an hour ago, and they told us they are still trying to make contact with this 43-year-old man who they believe is inside his house. again, armed with some kind of gun. and at the point we talked to them, they had not made contact yet. that's why this has lasted for so many hours. no one has been allowed in their home. some are being escorted in by police to get things from their home. how long this goes on, it depends on how successful the

s.w.a.t. negotiation team does with this man. claudine wong, ktvu channel 2 news. to our other top story -- deadline day in the b.a.r.t. lane hoar dis-- labor dispute. the 60-day cooling period ends tonight at midnight. there's a major new concerns that's raising concerns of a possible strike tomorrow morning. brian flores joins us live from oakland. you have the details of the setback in the negotiations. >> reporter: yeah, good morning, dave. it's news we don't want to hear this morning. throughout the week, we had been hearing that progress was being made at the negotiation table. when both sides emerged last night, the unions say, as you mentioned, there was a little bit of a setback. both sides went late into the night last night in terms of negotiations but when both sides emerged, no deal was set which is this morning leading to uncertainty that b.a.r.t. trains won't be running this time of tomorrow. of course, that could change

depending on negotiations today. but in terms of what happened last night, according to the un un -- unions, they say they came close to a deal on proposals. we just spoke with bryant who says they were really close to reaching a deal but at this point, it's very disappointing. >> we plan to bargain. the deadline is tonight at midnight. again, it's disheartening to think we could be that close and get this resolved and everybody breathe a sigh of relief and get going. you have to be up. gotcha. it's disappointing. >> reporter: according to b.a.r.t. management, they say that's not the case. a b.a.r.t. spokesperson says they are mischaracterizes the situation and it was a miss take -- miss characterizing the situation and -- mischaracterization the situation. >> it was a miscommunication

that led to this. it's not the end of the world. we will be back at the table tomorrow. >> reporter: the unresolved issues include pay raises, healthcare contributions and staffing when it comes to safety. both sides ironically say that a deal could be done within hours but something both sides cannot agree on is the cost of each proposal. what will happen today, there will be a b.a.r.t. board immediating at 9 -- meeting at 9:00 a.m. members of the union will be there. negotiations should resume sometime around noon today as well. we're live here in oakland, brian flores, ktvu channel 2 news. >> if there's a b.a.r.t. strike tomorrow morning, it would cause gridlock on highways and bridges all over the bay area. that would make an already bad situation on the richmond salon san rafael bridge worse. caltrans have been working on the road on the richmond side of the brick. it's already causing -- bridge. it's already causing big traffic jams. a strike could put thousands

from rosemary elementary school in campbell. a woman working at the spa reportedly offered an undercover officer sex for money. the woman was arrested and the spa's owner was cited. just last week, the owner of angelinee's salon lost her business after being accused in a prostitution ring. a police sergeant said he was offered sex for money in june. we'll have a live report from the south bay coming up later on "mornings on 2". the san francisco man suspected of online drug trafficking is being extradited to new york. ross ulbrick was arrested last week at a san francisco library. he's accused of running the underground website "silk road" in which visitors can buy or sell drugs using bid coins, a form of online currency. he faces multiple charges,

including murder for hire, computer hacking and money laundering. there's speculation that the silk road website may have been legal. the government shut down the site last week. but the chronicle reports there are examples of legal entities that have illegal transactions arranged on their servers. the paper suggestions the rise of sites, kick co pedia -- wikipedia and craigslist are not liable because of the postings. police are looking for whoever put humane waste inside mailboxes. human waste was found last month in two mailboxes on adddy lynn street -- adeline street. if you see anything suspicious near a mailbox contact the post office. "the associated press" is now reporting that house speaker john boehner will ask for a short-term increase in the debt limit. ktvu channel 2 reporter, kyla campbell, is live in our washington, d.c. bureau with what the treasury just told congress what could happen if they fail to reach a deal on the debt ceiling. >> reporter: secretary lew said it would impact the global economy. he said last hour that the debt ceiling debate is unnecessary and reckless. he says that republicans need to understand that spending cuts and tax reform are not

winners says she's a master at the short stories. tomorrow the peace prize will be announced. a teenaged girl from pakistan is considered one of the favorites to win the prize tomorrow. today, the 16-year-old girl received a human rights award from european lawmakers. the taliban tried to kill her because of her support for girls' education. that award, by the way, comes with a $65,000 prize. 7:18. a funeral will be held today for a teacher. a private memorial was held last night in hayward for 36- year-old sara husokowski. she died from a brain aneurysm last thursday at the same castro valley hospital where less than two months ago she gave birth to her first child. husokowski's friends say her

7:24. houston, text an quarterback matt schaub is denying reports he had an ugly confrontation with irate fans from texas the night after the 49er game. several news agencies reported some angry fans of houston confronted him outside his home monday night and berated him for his recent poor planning. schaub says some people have been driving by his home and taking photos. but he says there's never been any confrontation. the 49ers destroyed him 44-3 on sunday night. san francisco police are asking for help to find a missing man. 73-year-old jack stockton was reported missing yesterday. police say he suffers from dementia and a extremely frail

travel to beijing and shanghai last week. as part of a trade mission, but a b.a.r.t. strike would likely put the mayor's plans on hold. oakland mayor zwreen quan is also -- jean quan is scheduled to go to china as well. no word if she will cancel that trip if there's a strike. stay with us. if talks go up to the midnight deadline, we'll be on the air a half-hour early start, at 4:00 a.m -- start, at 4:-- 4:00 a.m. officers voted 954-2 against the proposal that would have raised salaries by 3%. the mercury news reports that officers are asking for double that. a 6% hike. the city says it just cannot afford raises without making cuts elsewhere. two years ago, police and other city workers accepted salary cuts to offset a budget

shortfall. mayor chuck reed led a pension reform fight that angered officers. it was approved by voters but is being challenged in court. now, reed is days away, it's said , to be taking this statewide. the paper says reed hopes to fire paperwork to allow all cities in california to change pension plans for employees. 7:37. the organization that oversees san francisco general hospital, they are investigating the death of a patient who meant missing while in the hospital for treatment. yesterday, the hospital confirmed the body of lynn spaulding was found in a rarely- used stairwell. the hospital and the spokesperson for the hospital says the grounds were searched right after she was reported missing. there's both sadness and confusion among the spaulding family and the hospital. >> this is a nightmare.

lynn spaulding died alone. in a stairwell, in one of the finest medical institutions in this country. >> this has shaken us to our core. our staff is devastated. >> the sheriff's department, still investigating when and how misspaulding died -- miss spaulding died. santa clara university says it will no longer provide health insurance coverage for elective abortions to its employees. now, according to the mercury news, the school ally president says the -- school's president says the decision aligns with the catholic university values. some feel blindsided by the decision. the university president plans to discuss the issue in a ers is of forums in the -- series of forums in the coming weeks.

the city of san carlos wants to hire legal and technical experts to investigate whether a pg&e pipeline is safe. city leaders became concerned about the 83-year-old pipe after seeing an e-mail from a pg&e engineer. the e-mail raised questions about the possibility of a san bruno type of situation. a reference to the deadly pipeline explosion three years ago. on monday, the city manager plans to ask the city council to spend as much as $250,000 to investigate the pipeline. the state public utilities commission has ordered pg&e to keep the pipeline out of service until the agency can determine whether it is safe. 7:39. the agriculture department says foster farms chicken company

has until today to say how it will deal with a salmonella outbreak linked to raw chicken. the usda threatened to shut down three california poultry plants. now, the outbreak has sickened 238 people nationwide. so far, foster farms has not recalled any of its raw chicken products. there's also confusion about chicken sold under private labels to come from the same foster farm plants linked to the outbreak. >> i thought it was just foster farms. i know that you buy things through different companies that they use a different label. but i assumed we would know that. >> so far, there's no list of private labels affected by the outbreak. so you should look at the usda marking on the package. the usda says the chicken is safe to eat if you handle it properly and it's fully cooked. on our weeks, we posted the -- website, we posted the three codes to look for on the foster

for example, highway 4, still slow coming up to concord. it's better in antioch as most of the wave of traffic has moved over to concord. that includes interstate 680 from 242 to highway 24. that continues on 680 into san ramon. also looking at the bay bridge toll plaza, this has improved quite a bit. as a matter of fact, we've seen the traffic moving along very nicely. this is maybe a five-minute delay getting into san francisco. i want to talk about marin county because southbound 101 is backed up from near roland boulevard. it's a solid line of slow traffic until you get to the civic center. and in the south bay, northbound 101 is just amazingly slow. it's backed up to near blossom hill road in a some id line up in -- solid line up in the valley. back to the desk. >> thank you, sal. we're still following developing news in santa rosa where s.w.a.t. teams have surrounded a home. they believe a man with a gun may be inside.

it's all happening on the 3800 block of sedgemoore. ktvu tea claudine wong just talked to -- ktvu's claudine wong just talk to a man who lives next door. she has new information. good morning, claudine. >> reporter: good morning. the man we talked to lives right next door to where it happens. before he heard the -- he heard the gunshots overnight. he actually knows the man. you will hear from him in a meet -- in a moment. this is the command post here. sedgemoore is on the other side from where we're standing, on the other side of the homes you are looking at. neighbors say the home in question is right behind the house with the silver car parked in front of it. at 11:20 last night a woman called police and told them she and her husband had a fight. he locked her out of the house. she got a locksmith. as they were trying to get inside, the husband fired shots. no one was hurt in the gunfire. this neighbor lives next door.

b.a.r.t. labor dispute. the countdown clock there, ticking toward the midnight deadline. that's when the 60-day coolingoff period ends. there's a major new development in the b.a.r.t. talks raising concerns about a possible strike tomorrow morning. ktvu's brian flores is live in oakland. you have the details of what sounds like a setback in those negotiations, brian. >> reporter: good morning. yeah, both sides have had 60 days to try to get a deal done. as you saw on that clock, it's come down to near hours to try to avoid a b.a.r.t. strike now. throughout the week we've been reporting that progress has been made in the negotiations. for the most part, it has. it was encouraging for the commuters that a strike would not happen. something changed last night. during negotiation, unions say they were close to getting a deal done. they say the amount was less than what b.a.r.t. plans to spend. but they say b.a.r.t. management at the last minute pulled back on the offer and the unions are accusing them of

shattering the fragile framework of an agreement and it's a setback. we caught up with the union president this morning. >> we're this close to a deal, this close to a deal. and yesterday, i mean, to our total surprise, the district came and pulled the rug right out from under the whole deal. scrapped it. reneged on what they gave us. it was extremely disheartening and disappointing. >> reporter: but b.a.r.t. management tells a different story. they say they did not pull back on the offer. they say it's the unions who are mischaracterizing the situation and it was the mediator's mistake that led to some confusion. >> it's more of a case of miscommunication, involving the mediator working between all three parties that led to this. it's not the end of the world. we'll be back at the table tomorrow talking. >> reporter: the unresolved issues include pay raises,

healthcare contributions and staffing when it comes to safety. both sides say a deal could be reached within hours but something that both sides cannot agree on is the cost of each proposal. what's gonna happen today. a b.a.r.t. board meeting is scheduled at 9:00 this morning. members are expected to take part in the meeting and then negotiations will resume sometime around noon today. we are expecting to talk to both sides today. we'll have another live report coming up around 8:who. we're live here -- 8:40. we're live here in oakland, brian flores, ktvu channel 2 news. >> if there's a strike, it will cause gridlock on highways and bridges all over the bay area. that would make an already bad situation on the richmond bridge worse. caltrans crews have been out there working on the richmond side of the bridge. it's already causing big traffic jams. a b.a.r.t. strike would add thousands of more cars on that already busy bridge. you remember how sparking

new this morning, investigators in ohio just released a new report about the death of kidnapper aerial castro. it says the two prison guards who were watching castro fail to properly check on him in the hours before he committed suicide and they falsified logs documenting their observation of him. castro was found dead in his prison cell on september 3rd. the report also says the ambulance that was called out to the prison was significantly late. and the prison failed to make castro watch a suicide

the government's debts. let's listen in right now. >> the democrats unwillingness to have this conversation is delaying things and hurting the american people. it's gone on too long. we hope that the president will choose negotiations over crisis. leadership over an inaction and dialogue over silence. it's time to solve our problems. >> you know, the president is fond of saying that no one gets everything they want in a negotiation. and frankly, i agree with that. nobody gets everything they want. but over the course of the last ten days we've tried to have conversations with our democrat colleagues. they don't want to talk. the president doesn't want to talk. we've tried to offer bills to reopen part of the government, only to have them rejected.

the plans are being pushed for commuters, should that happen, we'll tell you about that in a live report. welcome back. it's thursday, october 10th. i'm dave clark. let's check your weather and traffic. steve? >> high clouds, clearing out fast. this will only be with us for a little bit. for the game forecast, everything looks line. it will be sunny to mostly sunny. temperatures upper 60s to start. maybe cool by after the 7th inning or so. but everything is good to go as far as weather-related issues. 40s and 50s they've not moved much. for the morning hours, high clouds and coast fog. i know there's thick fog around half moon bay, else el granada. that will clear. these higher clouds all we have to teal with this morning -- deal with this morning and it will be sunny later. high clouds, patchy fog. highs, 60s and 70s. if you like this kind of weather and these kind of high temperatures, you will like the

next three days here's sal. we've had new problems pop up. we also have slow traffic in the areas kind of lingering on. but the eastshore freeway has improved. if you are driving through richmond you will still see some slow traffic as you drive through. the traffic will be okay, though, if you are driving on westbound 80 to the bay bridge toll plaza. also looking at the san mateo bridge, traffic is moving along very nicely with no major issues on -- on westbound 92 over to southbound 101. i do want to mention that we do have the south bay still very slow, 101 and 280, a lot of people there. montague expressway, in the south bay, there's an injury crash reported there. if you are driving on 880, the traffic continues to get better but it's still thick through union city and fremont. back to the desk. 8:33. we're still following the developing news that it is the deadline day in the b.a.r.t.

labor dispute. the countdown clock, ticking toward the midnight deadline when that 60-day cooling-off period ends. negotiators left the bargaining station in downtown oakland with news of a set back. a lot of b.a.r.t. riders are making backup plans in case for tomorrow morning. tara moriarty has been talking to nervous b.a.r.t. riders in walnut creek. what are they saying, tara? >> reporter: well, they are not too thrilled. they keep stopping by the camera and asking us what's going on. obviously we don't know. but we do understand that negotiations took a turn for the worst. the strike is back on. -- ban on the table -- is back on. table. there are 6,000 riders that can accommodate on the bus shuttles but there are 400,000 riders to take b.a.r.t. each day. now, in the event of a strike on a weekday, you can catch the round-trip charter bus service from 5:00 a.m. to 8:00 and then from 3:00 to

7:00 on the way home. passengers are making plans. >> i think i'll work from home. >> reporter: what if it keeps continuing into the next week? >> i'm gonna try my best to do the same. i will try to avoid mass transit in general. it's such a mess from the east bay to get to san francisco. >> reporter: the bus shuttle hubs will be at el cerrito, west oakland, concord, la fayette, dublin, san leandro, hayward, and then here in walnut creek. b.a.r.t. will have 15 buses at the most at each station during the weekday. all morning service will be directly to san francisco. if there's a strike overert weekend -- over the weekend, b.a.r.t. will offer service from these same nine stations. tickets for a round-trip ticket will be distributed on first come/first served. folks plan to take the ferry, samtrans, telecommuting, carpooling. some are even riding their

bike. tara moriarty, ktvu channel 2 news. b.a.r.t. has been training managers to run trains in case there is a strike. last month, ktvu told you that the training was taking place at an warehouse at mare island. there are about a dozen b.a.r.t. managers who are certified train operators. others are trying to get certification. still not clear where the plan stands right now. b.a.r.t. has said that managers running trains could only provide limited service around the bay area. now, i want to take you live pictures. this is the caltrans building downtown oakland. this is where the labor negotiations are about to start in just a couple of hours. meantime, the b.a.r.t. board will be meeting just down the road in about 25 minutes from now. coming up for urat 8:45 -- for you at 8:45, the message union members plan to take directly to the board on this strike deadline day. san jose police have overwhelmingly rejected the sit's latest contract -- city's latest contract.

officers voted 954-2 against the proposal which would have raised salaries by 3%. the mercury news reports that officers are asking for twice that, a 6% hike. the city says it cannot afford raises without making cuts elsewhere. two years ago, police and other city workers accepted salary cuts to offset a budget shortfall. san jose mayor chuck reed led a pension reform fight that angered a lot of those city officers. measure b was approved by voters. but it's being challenged in court by the police union. now mayor reed is said to be days away from taking his campaign statewide. the san jose mercury news reports the mayor says yesterday he hopes to file paperwork for a ballot measure. it would allow all cities in california to change pension plans for employees which have created a huge drain on many city budgets. 8:37. for the second time this month, another massage parlor in

campbell has come under fire with accusations of prostitution. janine de la vega joins us live from campbell to tell us what an undercover officer -- undercover operation, rather, led to. >> reporter: good morning. we have very not been able to talk to employees of the bronze spa. the doors are locked and it does not open up until 9:00 a.m. but police are working to try to close this down. investigators say an officer was offered sexual acts in exchange for money. police arrested 47-year-old tu haven't for solicitation of prostitution. officers received numerous plants about what goes on -- complaints about what goes on in the spa. when an undercover police officer went to investigate, they say the woman offered oral sex for $100 during a $50 an hour massage. besides her arrest, police cited the business for turning

the lights off and having a door locked during business hours which are both against city code. >> when she was arrested, it was not so much shock as much as just becoming quiet, not wanting to talk to us. >> what did the owner say? >> the owner didn't admit to the knowledge that prostitution was occurring inside the business. >> reporter: police say the owner was not arrested because she claimed to not be aware of the alleged prostitution. the city is working with code enforcement to revoke the brogez spa's permit to on -- bronze spa's permit to operate. but it's a long process. last week we told you about another spa shut down after police caught a therapist there offering sex for money. back out here live, i want to show you. there is a children's dance studio right next door to the bronze spa. there's also a lot of other restaurants and businesses in this strip mall where it's

located. that's another reason why police are taking this very seriously because of the complaints here as well as from a nearby elementary school. reporting live from campbell, janine de la vega, ktvu channel 2 news. 8:39. the state department of public health investigating the death of a woman whose bodzdy was found in -- body was found in a stairwell at san francisco general hospital. the commission is investigating. san francisco general confirmed yesterday lynn spauld's body was found in a seldom-used stairwell 17 days after disappearing from her hospital room. san francisco jen. says nothing like -- general. they say nothing like this has ever happened before. they are still investigating how and when she died. zlar university will no -- santa clara university will no longer provide health energy for elective abortions. the school's president says the decision aligns with the kith lynn university's core values

-- catholic university's core values. but some feel blindsided by this. the university's president does plan to discuss the issue in a series of forums in the coming weeks. meanwhile, governor jerry brown has signed a bill allowing midwives, nurse prak tickners and -- practitioners and physical siss' stints to -- physician astints to under-- assistants to undergo first trimester abortions. california is the only state in the u.s. to expand access to abortions this year. 8:41. the agriculture department says the foster farms chicken company has until today to say how it's gonna deal with a salmonella outbreak linked to raw chicken. the usda has threatened to shut down three california poultry plants. the outbreak has sickened 278 people around the country.

changes. the union president said they were close to getting a deal done. but they say b.a.r.t. management last night pulled back on the offer. and now the un ups are -- unions are accusing them of the setback. b.a.r.t. management says that's not the case, they did not pull back. it was a miscommunication. >> it's more of a case of miscommunication involving the mediator that led to all of this. it's not the end of the world. we'll be back at the table tomorrow talking. >> this was not a miscommunethycation -- miscommunication. this had nothing to do with the mediator. they are changing midstream. it's pretty much indicative of them saying, you know what? whatever. we're ready to get this thing
