>> good afternoon. i am tori campbell. a lock down at government shut down was lifted about an hour ago after reports of a gunman on campus. ktvu's ann rubin is there now and joins us live to explain what happened. >> reporter: good afternoon. students are making their way out of sweeney hall. it started at 9:00 a.m. with a tip, a student saw a man carrying a gun. government shut down locked down sweeney hall. police swept the building, checking each room. they did not find a gunman or anything suspicious. those in the building were told to shelterren place for two -- shelter in place for two hours. officials have been trained for such a scenario. >> we were pleased to find the

where today's negotiations were scheduled to have just gotten started. >> reporter: good afternoon. we have seen folks trickling into the building here where the negotiations have been taking place for the past 60 days. this morning bart workers showed up urging the general manager to show up to the meetings and for management to get the job done. >> bart management has used its influence with the media to do all these things to its workers, holding them up as lazeae unskilled -- lazy, and unskilled. >> reporter: we are less than 12 hours away from the deadline. both sides broke without a deal in place last night. they were close to a deal on wages but then bart said the unis missnood the twofer begin -- misunderstood the twofer begin with. -- the offer to begin with.

>> so we were all very excited because it was a break through. >> we have a offer on the table. there was mischaracterization about the offer. there was proposals going back and forth. let's try to get a deal by midnight. if there is not a deal we could extend talks. >> reporter: thousands of commuters boarded trains this morning uncertain if they will find aanother way to get to work -- another way to get to work together. she decided to hand out flyers urging people to protest a strike if it happens. >> they are out here saying they are for the people, the union leaders, they are not here for the normal 99% workers. i mean, lot of people out here are scheduled to lose their jobs because they can't get to work. people can't get to school. >> reporter: one thing that she said, she said bart will give the public a notice of a

strike. with public support waning that could mean workers could give a couple days notice or a couple hours, this will put the pressure on bart to get the deal done over the weekend. we will have to wait and see. live, tara moriarty, ktvu channel 2 news. >> so much there, thank you. more details now. riders are urged to have a backup plan in case there is a bart strike. bart will be offering free bus service from nine stations. other transit agencies, a.c. transit, cal train and the san francisco ferry are expanding service and there are casual carpools. >> i am going to try to avoid mass transit. this is such a mess. >> reporter: what would you do if it kept going on? >> drive in or take the ferry or do the bart bus that they

>> reporter: do you think something needs to be done now? >> leadership has a good plan. >> reporter: we got up with him after a meeting. speaker of the house john boehner laying out a plan for a short term six week extension of the debt ceiling that would keep the government play its bills but wouldn't -- pay its bills but wouldn't the end government shut down. he says the president wants a long term debt ceiling extension but would accept a short term deal. >> if they send a clean extension he would sign it but we don't know that is what we are going to get. >> reporter: many wouldn't talk about the debt ceiling deal. some of them don't like it but he is open to listening. >> i would like to see a long term plan. if it leads to a plan that will reduce spending and use common

sense, yeah, that will be great. >> reporter: this deal if it gets done would not the end government shut down but it would keep the government from defaulting on the loans. they say they need see the specifics before they can agree to anything. justin gray, ktvu channel 2 news. >> thank you. more details now on the government shut down. the obama administration says it may allow states to use their own money to reopen national parks. governors in utah, arizona and other states have asked to reopen parks siting the impact the closures are having on the economy. officials say the government will consider the offers to funk park operations -- fund park operations but will not surrender control. the gates at the colosseum are open as a's fans get ready

the agricultural department is threatening to shut down three california foster farms plants linked to a salmonella outbreak. it sickened 278 people across the county. the usda says foster farms has till today to tell the department how it plans to fix the problem. some consumers were surprised to learn even chicken sold under private labels could come from the same plan. >> i thought it -- mant --

plant. >> i thought it was just foster farms. >> so far there is no list of private labels effected by the outbreak. look at the usda codes on the packaging. foster farms says the chicken is safe to eat if it is handled properly and fully cooked. we posted the three usda codes to look out for on the foster farms chicken. find them on www.ktvu.com on the home page. the mayor of san francisco will be holding a press conference to discuss the death of a woman at san francisco general hospital. lynne spaulding was found dead this week more than two weeks after she was admitted to the hospital and disappeared from her room. mayor ed lee and the director of the department of health will hold a press conference. ktvu has a reporter there and we will have the latest at 5:00 p.m. making san francisco

streets safer for some may have made them more dangerous for others. ktvu channel 2 news learned making streets more pedestrian and bicycle friendly could be slowing down for identifications and police officers -- firefighters and police officers responding to emergency. we road along with teams in the city. >> making bike lanes and putting palm trees in the middle. taking out a lane of traffic. >> we don't want to pile on challenges. >> those leading the fight for pedestrians and bicyclists insist it is possible to keep streets safe and have room for first responders. new information on a police stand off in santa rosa. a man believed to have barricaded himself inside his home was found hiding in a

neighbor's backyard. he was arrested following a tense stand off that began last night. we got video of s.w.a.t. teams moving into his home before he was located. police say officers were called to the scene last night when a woman reported her husband fired shots at her and a locksmith. no one was hurt. for the second time this month a massage parlor in the south bay city is busted by police for prostitution. right now the business is still operating but police want to change that. ktvu's janine de la vega tells us what an under cover operation revealed. >> reporter: people describe the massage parlor as uninvited and dark. people say men were seeing going in and out. >> officers went undercover into the establishment and paid

for a massage and there was an offer of sex acts for money. >> reporter: ton police received complaints, including one customer who admitted going there for sex. police made the investigation a priority because it is next to places where children frequent. >> we take the complaints seriously. parents were complaining. >> reporter: last week we told you how this salon shut down after police busted it for prostitution. the owner said she didn't know illegal activity was going on. a woman who appeared to work there but never entered and showed off. the doors are still locked here

and it is unknown if it will open for business today but they are working to try revoke its permit to operate. >> you don't want that in any part where you live. >> reporter: police sited them for locking the door during business hours. they will keep an eye on it and other pause in the area. janine de la vega, ktvu channel 2 news. happening today a candlelight vigil is planned to mark three months since daphne web disappeared and today is her second birthday. it is scheduled to begin at 4:00 p.m. this afternoon. the same spot where she disappeared from her father's car. in san francisco the 7- month-old baby whose death is being investigated has now been

identified. julian martinez. he was brought to san francisco general hospital by his mother tuesday morning. investigators have not determined the cause of death or released information about why it is considered suspicious. the car used to take julian to the hospital was towed and the home was searched. twitter may have revealed the debut date of its ipo. it could be november 15. they calculated the date after noticing revisions on theficial filings. on the official filings. san francisco has received a seal of approval from three bond rating agencies. mayor ed lee met in august with them. they upgraded the bonds from aa

now. 15,099. the nasdaq is up 2%, 82. and the s&p up 34. also new jobs figures are out today, unemployment benefits spiked because of a huge back log of claims in california. the number of americans seeking unemployment benefits jumped by 66,000 last week to 374,000. half the weekly increase occurred in california because officials processed applications that were delayed several weeks ago because of a computer upgrade. tonight at 5:00 p.m. we will continue to follow the talks between bart and its unions and how commuters are gearing up as the deadline looms just hours away. thank you for making ktvu channel 2 news your choice for
