from happening again. >> reporter: he heard foul play has been ruled out but the medical examiner said the case is still under investigation. mayor ed lee called lynne spaulding's family to apologize for her death. live in san francisco, john sasaki, ktvu channel 2 news. a man is in custody after a 12 hour stand off with police. it started at home about 11:20 p.m. last night. police say officers were called to the home after a woman reported her husband shot at her and a locksmith after he locked her out. we talked with neighbors who know him and they said they are surprised by the stand off. >> he moved in a year ago. i played golf with him. everything seems normal. >> 10:15 a.m. this morning s.w.a.t. moved in and found him a few houses away in a backyard. she now in custody. no word on what charges he will

face -- charges he will face. a gunman on the san jose state university campus had student and faculty on lock down. ktvu's ann rubin live from the school now with terrifying accounts from students who were barricaded inside classrooms. >> the lock down was confined to sweeney hall. they used tables to barricade the doors inside. >> reporter: throughout the ordeal he was in contact with his daughter. >> she text me saying she is in her room. >> reporter: she texted him about the lock down on the san jose state university campus and the order to shelter in place. both were relieved but shaken. police have been responding to a tip. a student saw an armed man near sweeney hall. >> we were on the third floor.

says it may allow states to funds the reopening of some national parks that closed due to the government shut down. ktvu channel 2 news learned california has no plans to spend its own money to reopen parks here. officials told us today that california's budget is already at risk of taking a hit because of the government shut down. officials say the state is not in a financial position to use its own money to reopen parks and it is unclear if the money would be reimbursed. we see them in the movies, now there is also a google prototype for a driverless car and in washington lawmakers are mapping out the government's role in the future of driverless or self-driving cars. the technology allowing driverless cars to slow down or avoid traffic is developed and google is testing it on roads in california. congress is now beginning to

5:00 p.m. a baby girl gone. today marks three months since daphne webb was reported missing. it is also her second birthday. on what should be a day of joy her family is pleading for her safe return. ktvu's cara liu is live with the investigation underway into her disappearance. >> reporter: friends and family have been gathered here in oakland where daphne webb was reported missing. there are lot of mixed emotions right now. they are celebrating her birthday but also hoping to renew efforts to find her. >> we want to keep her name in the public eye. i don't know what happened to her. i don't knowp if she was abducted. i don't know if there was foul play, i don't know. we just want to get closure to the situation. >> reporter: investigators conducted numerous searches for

benefits increased largely because of a back log of claims in california. the number of americans seeking unemployment benefits jumped by 66,000 last week to 374,000. half the weekly increase occurred in california because applications were delayed by a computer upgrade. california appears to be on the wrong side of a trend when it comes to foreclosures. across the u.s. the number of homeinizeterring foreclosure -- homes entering foreclosure fell to a 7 year low. activity fell 13% and is down 39% compared to a year ago. california saw foreclosures rise, 19% in that same period. the bay area housing market is healthy. police busted another

pipeline. . >> reporter: leaders went to san franciscop to meet with -- san francisco to meet with pg&e. this is days after the line was shut down due to concerns about the safety of the 83-year-old pipeline. officials say an internal e- mail raised questions about the possibility of a san bruno type situation. >> the engineer asked a number of things about the safety of the pipeline. we need to know the questions have been answered. >> reporter: officials met with safety investigators today from the california public utilities commission they want to know how long the investigation would take and how long the gas line would be shut down. line 147. pg&e says the line was tested and repaired last year and it insists the line is safe. >> line 147 was operating

the agricultural department is threatening to shut down three california foster farms processing plants linked to a salmonella outbreak. despite the outbreak the meat continues to be sold in stores and the company refuses to issue a recall. >> reporter: trucks continue a roll in and out of the foster farms processing plant despite a threat to clean it up or they would shut it down. the usda said if they didn't address concerns about a salmonella outbreak inspectors would be pulled and it couldn't be sold. -- couldn't be sold. in a letter they said your establishment failed to demonstrate controls to address salmonella in your products as evidenced by the continuing illness outbreak. how bad is it?

they intensified inspections. 250 samples were taken and 26% tested positive for salmonella. the usda compared that to a foster farms plant in washington where only 1% tested positive. chefs point out it is easy for salmonella to spread. >> so many ways, almost invisible. >> reporter: foster farms said no to repeated requests for interviews but in a statement said they are trying to address the concerns and keep the plants open. >> 300 people in 18 states have been sickened by the salmonella outbreak. most cases are in california. scot carpenter died today. he was the 4th american to fly in space. his wife said he died in denver, colorado after suffering a stroke. he was one of the original
