are still talking? >> reporter: well, that's the hope. the good news, they are still talking. but everyone stood out here waiting on the edge of this seat trying to figure out if they can get the deal. when they came out, there would be no deal but there would be no strike. when you talked to both sides about where it stood, you got frustration and disappointment but there was talk about significant developments. they say this bodes well for finally getting a deal done. hopes were dashed before midnight. >> i'm deeply disappointed about the way the day went. >> reporter: but the union says their disappointment won't mean a strike at least not yet. >> if there's agreement by sunday at 12:01, there will be a strike. >> reporter: which has everyone asking how close are we to a deal? b.a.r.t.'s chief negotiator says he still has a proposal to present. >> they've asked us not to and

we have not. >> reporter: who asked you not to? >> the unions. >> reporter: if it is, it will be with new eyes. several are involved and engaged. b.a.r.t.'s gm is expected to sit down at the table today. the unions are calling that a very significant development. >> the other people at the table do not have the authority to get a deal done. and we want her at the table because she does. >> these are not the worst of times. it's the will. if you get stuck on the ideological difference and you will -- you will never reach an agreement. if you really start bargaining on what can be done and what's possible, then things start moving forward. >> reporter: so both b.a.r.t. and the union expressing some sort of agreement or common belief this was a good idea to avert the strike for now that they all want to get a little bit of sleep and really hitting

the negotiating table again. the hope is they will get a soon. if not today, tomorrow, sunday, just before the sunday midnight deadline and before that monday morning commute. claudine wong, ktvu channel 2 news. >> thank you. 7:05. because b.a.r.t. did not go on strike this morning, all bay area transit agencies are running on a normal schedule. however, this there is a strike monday. a.c. transit is expected to pick up much of the extra burden as much as they can, basically. a.c. transit will run regular buses from the east bay to san francisco and to the peninsula. there will be additional buses depending upon the availability of extra vehicles and drivers. the san francisco bay ferry will add service in case of a walkout. even though some people get this coming monday off, for columbus day, the ferry is preparing to launch extra boats and extend service to handle increased demand. and the chp says all h.o.v.

hours and locations are normal today but if b.a.r.t. workers go on strike monday morning, the hours of the carpool lanes will go all day from 5:00 a.m. to 7:00 p.m. stay with us for continuing coverage on the b.a.r.t. negotiations. you can follow us on twitter and facebook for the latest developments any time. a bizarre crash scene this morning in san francisco. a driver smashed into several parked cars. it happened at 10th avenue and geary in the richmond district. ktvu's brian flores is there and brian you talked to the owner of one of those cars. good morning. >> reporter: yeah, i did, dave. good morning to you. the owner says he heard tires screeching this morning and the loud crash at around 4:00. if you take a look behind me, the scene pretty much clear now, give or take a patrol car who is here on standby. a lot of damage on the roadway. a lot of debris, i should say, on the roadway, like broken glass and debris pieces from the damaged cars this morning.

if we go to video. again, this happened on 10th and geary and from what we understand the woman driver was traveling on geary and 10th when she somehow lost control and hit a honda crv. the impact was so great, it forced the vehicle to land on a honda parked behind it. and there was damage to a car parked behind that. the driver was in a blue mitsubishi when it happened. for the car owners whose cars were affected, they say they are shocked. >> i heard a really loud crash and i had -- i had a suspicion that it was my car. i just like -- oh, man. i don't want to wake up right now. it was at 4:00 in the morning. the cops rang my doorbell. what's still unclear if the driver was under the influence of any kind or if there was mechanical failure on the car. we do know she was taken to san francisco general hospital for

unknown injuries. but police at the time say she was walking and talking immediately after the crash. what we're hearing from neighbors and the drivers may have hit a garbage truck somewhere on geary beforehand. and perhaps she panicked and crashed into the parked cars. if we take it back out here live, that driver taken to sf general for unknown injuries and there were no known injuries to others this morning. definitely a bizarre incident here in san francisco. live in san francisco, brian flores, ktvu channel 2 news. 7:09. we have new information in the death of a santa rosa teenager whose body was found on a beach near uc santa barbara. the "press democrat" is reporting that the woman died from a head injury after falling off a cliff. she was 18 years old, a cal poly student, in the city for spring break. this is the latest incident involving a student falling from a cliff at that location.

the 21-year-old u cu. santa barbara -- a 21-year-old uc santa barbara student died last year after falling and at least three students have been killed since this death. joseph carroll is scheduled to be arraigned on murder charges for the death of alashya cara dine. he was arrested in -- caradine. he was arrested in texas. another man has been arrested and charged with actually pulling the trigger. 7:10. police are looking for the public's help finding the person who shot a federally protected sea bird in capitola. the santa cruz sentinel reports a plif -- a police officer found this bird and took it to a group. a bullet is still lodged in the bird's shoulder.

you can see it in this x-ray, wildlife experts are trying to decide whether to perform surgery to remove it. police say it could be hard to find the person responsible because it's possible the bird was shot in another location before it being found in capitola. anyone with information is asked to contact the capitola police department. a potential gain for the california state fair in sacramento could mean a huge loss for the sonoma county fair. next year, the sonoma fair is scheduled to run from july 24th to august 10th. "the press democrat" reports that the state's horse racing board may add an extra week of racing to the state fair in july and that would conflict with the first week of racing at the sonoma county fair, which means it could lose more than $soo,000 -- $150,000. as are disappointed after losing to the tigers and justin verlander. they lost game 5 of the division series last night in

welcome back. a new a.p. poll finds the american people are angry with both political parties in the way they are handling the shutdown. 68% of the poll say they blame republicans for the shutdown. 5% blame -- 53% blame president obama. congress has an approval of just 5%. but there are some encouraging signs this morning in washington, d.c. that congress is stepping back from the brink

of economic disaster. senate republicans are sitting down with president obama in just about an hour. our reporter, kyla campbell, live in washington, d.c. with breaking developments in the race to raise the debt ceiling and also get the government reopened. kyla? >> reporter: dave, senate republicans are open to funding the government and raising the debt ceiling to cover the next three months. that's closer to what the white house wanted compared to the six-week deal the house gop offered yesterday. president obama met with house republicans yesterday. both sides said the discussion was good. the president told them what it would take to reopen the government. i did hear from my contacts on capitol hill this past hour. the house could possibly consider legislation today to raise the debt ceiling but no vote has been scheduled yet. we're just an hour away from senate republicans heading to the meeting at the white house. mitch mcconnell could give us an idea what he would say to the president when the senate

member nations with syria joining in a few days. one of the favorites who did not win the nobel peace prize is 16-year-old malala yousafzai. she is the 16-year-old who survived an attack by the taliban. she just received a european human rights award this week. a record 259 candidates, including 50 organizations, were nominated for the peace prize. now, among them, nsa leaker, edward snowden. while he did not win, he did emerge from riding in russia to accept an award praising him for "integrity and intelligence." the precise location of the ceremony is unknown. it's believed to have taken place in moscow. four former american officials who met snowden said he's adjusting to life in eastern europe and shows no regrets about leaking the highly classified information. explosions of hash oil.

it's a froing problem in the -- growing problem in the bay area. a santa cruz man was badly burned in an explosion that blew out the doors and windows of his house. this is the latest of several explosions from livermore to santa rosa. an investigation continues. well, soon people applying for government jobs here in california will not be asked if they have ever been convicted of a crime. at least not at first. that's part of a bill governor brown signed yesterday. it's all designed to get ex- offenders through their initial job applications. employers will be able to ask about an applicant's criminal history later on in the hiring process. the rules will not apply for police jobs and teacher jobs. this new law takes effect next july. 7:19. let's check in with sal. i'm sure you are one of the thousands of people who are very happy about the b.a.r.t. strike this morning.

not too much going on here in san francisco in the city. in marin county, southbound 101 patches of -- or pockets of slow traffic, i should say, from 37 down to about the fray tus -- fraytus parkway. these are significant developments. they don't happen unless, you know -- they happen through a lot of discussion. >> we want to get this deal done. we need to get it done. it should have been done may, june, july. >> well, the b.a.r.t. trains are still running but for how long? we're not sure. b.a.r.t. workers say if they don't have a deal this weekend, they are going on strike monday morning. ktvu's tara moriarty is at the wul -- at the walnut creek b.a.r.t. station. what are they saying? >> reporter: some decided to ditch last-minute plans to

carpool or to stay at home and work from home. others did not. it will be interesting to see how this plays. let's take a look at video. commuters are concerned because they know the unions and b.a.r.t. didn't strike a deal last night. sunday at midnight we could find out a strike is on. in that case, you will need to be prepared. b.a.r.t. will fire up the bus shuttle service but it can only accommodate 6,000 people a day. one man said he's sick and tired of this. he showed us a sticker that explains how we feel. >> it says your 21.5% will raise my fare $421 a year. and it says brats, boo instead of "b.a.r.t.." >> reporter: in the event of a trick, you can catch the bus service from 5:00 a.m. to 8:00 and then from 3:00 to 7:00 on the way home. there are shuttle hubs from

hayward, west oakland to concord. b.a.r.t. is urging riders to plan ahead to next week in case of a strike. i'm tara moriarty, ktvu channel 2 news. >> well, b.a.r.t.'s 400,000 daily commuters don't want a repeat of this strike. you can see people jammed on the boats and buses just to get between the east bay and san francisco. at the time the strike lasted four and a half days before the strike was over and trains started running again. b.a.r.t. passengers say another walkout would be a lot worse since the last strike happened over the 4th of july holiday. a b.a.r.t. station agent and his wife have been convicted in the scheme to sell used b.a.r.t. tickets on ebay. the two were given five years' probation and ordered to pay more than $48,000 in restitution. nelf was accused of collecting hundreds of low-value tickets that were destroyed to be

destroyed. investigators say he added value to them at work and his wife told them on ebay. he faces discipline and possible termination from b.a.r.t. a 71-year-old woman was attacked in a walmart parking lot in the east bay because of what she was wearing. janine de la vega joins us live from fremont where she was able to get updated information from police. >> reporter: good morning. the police say this attack resulted in the 71-year-old woman actually having her hip broken. weet have still photos of the suspects. we're -- we have still photos of the suspects. we're working on getting walmart surveillance video which shows the suspects robbing the victim and it also shows the suspects in the store making a motion with his arms as if he were targeting the victim and using an imagine airy rife in his -- imaginary rifle in his hand to do that. here is the male and fee spal

suspects -- female suspects. they went after a gold chain the 71-year-old woman was wearing. the video shows the suspects following her and her family as they shopped inside the walmart on osgood road. when she exited the store, one of the suspects grabbed her from behind trying to rip the necklace off. during the struggle, he slammed the victim to the ground and dragged her until the chain came off. the female suspect waited in a getaway car which police say appears to be a silver or gray four-door hyundai. after the attack, they sped off and when officers arrived, they found the elderly woman in a lot of pain. she roo he choired hospitalization and surgery. the suspects are described as being between 17 and 25. the male is light and latino between 5'7" and 5'10" with a medium to stocky build. the latina is believed to be between 5'2" and 5'6". police say they desperately

want to find the -- audio difficulties] >> reporter: if you recognize any of the suspects or have any information on the case, they would like to hear from you. you can give them a tip anonymously. janine de la vega, ktvu channel 2 news. 7:37. oakland police are investigating a deadly shooting last night in the so -- sobrante park neighborhood. it happened around 7:30. the unidentified victim was found in the street. he died at the scene. police are questioning witnesses. so far no arrests have been made. police in concord are investigating a late-night shooting last night. it happened on darlene drive near mayette avenue. police say when they arrived, they found the shooting victim. he was taken to the hospital and was told -- and we're told he's recovering. students from san francisco city college are protesting

what they call unfair and bias sanctions against california community colleges. in july, the accrediting commission decided to withdraw city colleges' accreditation. it's set to go into effect next july. california attorney general kamala harris has filed a lawsuit against one of the state's largest for-profit colleges. it accuses them of lying to students and investors about job placement rates to students. the largest campuses are even accused of paying a temp agency to hire graduate to boost placement numbers. they operate heeld and wyatt tech colleges. three foster farm chicken plants are allowed to stay

open. the usda inspectors are promising intensified sampling for at least the next 90 days. federal frill officials say the salmonella has made 300 people sick with most of those cases here in california. a san francisco police sergeant is accused of driving drunk, smashing into a parked car, then speeding away from the scene. 52-year-old police sergeant thomas haymond was arrested after that crash tuesday night. he was later released on his own recognizance. he's suspected of hitting a car on lawton street near 12th avenue. a witness followed him to his house, six blocks away. >> how do you react to that when you find out it's an off- duty police sergeant? >> they are human. i -- i think everybody is human. >> here's some video here of sergeant haymond when ktvu interviewed him back in 2006. he's a 22-year veteran of the police department. san francisco police say hey

mand is on -- haymond is on paid leave pending an internal affairs investigation. police in san jose are telling students on the campus of san jose state university to be extra cautious for the next 24 hours. this after a student reported seeing a gunman a man with a gun yesterday morning near sweeney hall. that prompted police to lock down the buildings -- wow. okay that was -- that was a light that just blew behind me. a little interesting in the middle of the story. again, we're talking about the reports of a man with a gun at san jose state university. that prompted police to lock down sweeney hall. after a search, no gunman was found. police say students and teachers did a good job taking shelter. some had to be convinced that police officers were really the police before they opened the doors. 7:41. some pretty exciting performers tonight, bmx bikers. they are gonna take over the

himself while driving. chp officers witnessed the crash early wednesday morning after notation the van after noticing the tire was missing -- after noticing the van was missing a tire. the coroner said the driver died of a gunshot wound to the head. the death has been ruled a suicide. 40 students from the university of delaware were hurt. a tractor-trailer ran into their bus. it happened in the town of bear last night, about 40 miles southwest of philadelphia. state troopers say the tractor- trailer ran a red light, hit a bus, which was filled with sorority members on their way to a party. none of those students suffered life-threatening injuries. a big east bay marijuana bust has taken $4 million worth of the drug off the street and puts 13 people in jail. hayward police say they made the arrest yesterday after

raiding is 1 games -- after raiding 11 homes. officers found more than 1700 marijuana plants and most of the homes were rigged with illegal power lines. a 3-year-old is in stable condition after being rushed into surgery at oakland's children's hospital. police say the child's father brought the toddler to the hospital last night with life- threatening injuries. the father told police the child had been responsive since being picked up from daycare. child protective services has launched an investigation. 7:49. things turned ugly on a flight to manchester, england for an oakland raiders' fan who became rowdy. officials say the man apparently had too much to drink on his flight from malta to man chest ter. when -- manchester. when the plane landed, the man started to take off his raiders shirt and then everything else. even challenged the captain to a fight. the man put his clothes back

it's official. getting report reports of -- reports of a lot of 40s. there's a lot of fog out there. some locations a little lower. we've had a couple of reports of napa and santa rosa at about a quarter to half-mile visibility. 51, 58. 63 for a high in san francisco today. that's the biggest fog bank i've seen in a while at least on the coast. this time of year, it disappears but everything is there. a lot of gray. 48 this morning in san jose. we'll go for a high of 70 today. the low which gave the snow and rain, it's moved up into bismarck, north dakota. it's dry here but we have a lot of fog. that plays into a cooler forecast. there's even 30s being reported up to the north. it's definitely cold. 39 ukiah. 27 in tahoe. 37 in reno. yes, there is a little chill to that morning air. no doubt about it. a lot of 40s here. 45 napa, novato, san rafael is in there, santa rosa. you can see how the system is just digging in driving straight down out of the north.

that's driving in some of that colder air there. it's cold for californians. that's all we're saying. it's that damp cold. morning fog, and then mostly sunny. temperatures will be slow to rebound. even if you don't have the fog. low will drop in towards the northern part of sierra. it won't do much for us. it will crank up the wind and i think it will get rid of the fog. today and tomorrow i think we're dealing with it. lows in the 20s in tahoe. high clouds breezing, cooler on sunday with low to mid-50s. fog, then sun. nice. but it may take a while for parts of the coast. low clouds, fog. whatever you want to call it. 60s, 70s. not much of a difference here. coast and bay dealing with a lot of 60s. very, very low 70s. san jose being one. only 67 in santa cruz. 67 san mateo. 62 in half moon bay. not much change saturday. it does look warmer as we get rid of the fog.

7:56. a fire at a hospital in southern japan killed eight patients overnight and two hospital workers. officials say the fire broke out while patients were asleep. it took two hours for firefighters to knock down the flames. the cause of the fire is under investigation. a new independent investigation is planned into the death of lynne spalding whose poddy was found in a -- body was found in a stairwell at san francisco general hospital. she was admitted with an infection on september 19th. she apparently left her room two days later and went through

an emergency exit to an exterior stairwell. her body was found in that stairwell one floor below her room 17 days after she went missing. the sheriff's department, hospital and state department of public health are also looking into the case. 7:56. in monterey county, the personnel information of 145,000 people may have been hacked and exposed in a security breach. the county says hackers from overseas broke into a computer that has the names, the addresses and the social security numbers of residents. this affects people who get cal fresh, medi-cal, cal works and foster care payments through the county between 2002 and 2009. well, this weekend, more than 150 volunteers say they are gonna clean up the streets of oakland. they are gonna be cleaning up areas between lake merritt and 51st avenue along international boulevard. they will be picking up illegal dumping and cleaning up graffiti. volunteers have been cleaning

in just a couple of minutes. it is friday morning. it's october 11th. i'm dave clark. >> good morning. i'm tori campbell. a quick look at weather and traffic. steven, it's a little chilly out there. >> it is. that's correct. thank you. a lot of loaf clouds and fog. the -- low clouds and fog. the most we've seen in a long time. if you are stuck in the 40s, it can be really cold. temperatures yesterday, 60s, 70s. today, mid-60s and very, very low 70s. coming down 2 to 4 degrees. inland temperatures, not much of a dip. by the coast, socked in by the low cloud deck. a lot of 40s. very, very brisk here this morning. cold. you combine that with the fog and it can -- it's that damp cold. we have low cloud, fog. it might be a little reluctant or slow to burn off by the beaches. i think it will. maybe breezy later on. there's plenty of of fog up and down the coast. some of it has moved inland.

not all. fog, then sun. nice but a gradual burnoff on that fog today really means a lot of 60s by the water. upper 60s or very low 70s. here's sal. we are looking at the commute on the bay bridge. we had a crash involving a motorcyclist and another vehicle on the far left. people are slow to take a look at it, the good news, people were not seriously injured because they refused medical at the scene. the fire department and medics were turned away. the chp is there. the tow truck is there. the toll plaza is there more than it was. it's still light. once the fire department and the medics left and the lane was not block. it quickly disappeared because it was light to begin with. let's talk about concord. still have slow traffic here. southbound on 680 as you drive through. highway 4 having slow traffic in antioch as you drive towards pittsburg. and then as we look at 680 southbound out of the walnut creek area into alamo and

danville. let's go back to the desk. just about two hours from right now, b.a.r.t. contract talks will resume. while there's no strike today, there could possibly be a strike monday morning. claudine wong is joining us live at the caltrans building in downtown oakland where the cars will take place. >> reporter: good morning. yes. 10:00 a.m. that's when everyone is expected to be back here at the caltrans building to get back to work and hopefully reach a deal. they came out of here just before midnight last night. there was some frustration, disappointment. you saw really emotions run across the gamut. but the unions did say there are three very specific reasons that they do believe a deal could be reached. those reasons have to do with who is now getting "involved and engaged." lawmakers, the b.a.r.t. board, and b.a.r.t.'s general manager, people who have been handsoff getting handson.

>> these are significant developments. they don't happen in a vacuum. they happen through a lot of discussion. that's what we saw today. that's huge. a commitment to reach an agreement we've not had. >> reporter: a commitment that follows a lot of disappointment. it was just before midnight when both sides announced a deal could not be reached. >> we want to get this deal done. it needs to get done. it should have been done may 30th. june 30th. july 30th. it should have been day before now. >> reporter: but the unions also say even without a deal, even with the cooling-off period officially over, they will not strike, at least not yet. the message to the public, that they are listening. they also say a proposal from b.a.r.t. may not be worth listening to. >> they asked us not to present it. >> reporter: who asked you that? >> the unions. >> we're trying to get a deal.

when you sit at the table and say we're not changing anything, that's not negotiations. >> reporter: we'll have to see if the tone changes, if things can change at the table to get a deal. consider what happened overnight, an extension. the unions said if you want to consider this notice of a possible strike, consider it official notice. sunday, midnight 12:01, if no deal is reached, they will walk off the job. claudine wong, -- claudine wong, ktvu channel 2 news. >> all bay area transit agencies are running on a normal schedule. if there is a strike, yaws will run -- a.c. transit will run regular service from the east bay to san francisco and to the peninsula. and there will be extra transbay buses. it all depends on the availability of extra buses and

extra drivers. the san francisco bay ferry will add extra service in case there is a strike. even though some people will have monday off because it will be columbus day, the ferry is planning to launch extra boats and they will extend service hours to handle any extra demands. the chp says all h.o.v. hours and locations are normal today but if there's a b.a.r.t. strike on monday, the hours of the h.o.v. carpool lanes will go all day from 5:00 a.m. to 7:00 p.m. make sure you stay right here with us at ktvu for all of the continuing coverage. you can also follow us on twitter and on facebook for the latest developments any time. 8:06. a dramatic crash in san francisco after a driver loses control and hits several parked cars. ktvu's brian flores is live in the richmond district where we're learning the driver may have also hit a garbage truck. done a lot of damage there, brian. >> reporter: no question about

that. good morning to you. we also talked to one of the drivers of the cars that were damaged. he said he heard tires screeching and a loud crash that happened roughly around 4:00 a.m. as it happened. you can see the scene pretty much clear. police left several hours ago, tow trucks towed away the damaged trucks about two hours ago. still a lot of the debris on the roads. like broken glass and pieces from the damaged cars. take a look at the video of the damage. it happened around 10th and geary. from what we understand the woman was traveling from geary onto 10th when she somehow lost control and hit a honda crv. the impact was so great, it forced the suv to land on top of a honda civic parked behind it. there was also a little bit of damage behind the honda civic. the driver was in a blue mitsubishi when it happened. obviously a lot of unanswered questions. but for the car owners that

were affected, they are definitely shocked. >> i heard a loud crash. it was like a really loud crash. i had a suspicion it was my car. but i just -- oh, man, i don't want to wake up. it's like 4:00 in the morning. but then the cops rang my doorbell. >> reporter: still unclear if the driver was under the influence or if there's mechanical failure. but we do know she was taken to san francisco general hospital. we don't know the extent of her injuries. say -- police say she was walking and talking and appeared to be fine after the impact. we're also hearing from neighbors and also that the driver may have hit a garbage truck somewhere on geary and then that she perhaps panicked. she then fled on 10 and crashed into the -- 10th and cracked into the parked cars. still trying to confirm that. that's what we're hearing from several neighborhoods. the driver taken to sf general. a lot of debris hon the roadways. luckily, nobody else was

injured. brian flores, ktvu channel 2 news. >> thank you. 8:08. a potential gain for the california state fair in sacramento could mean a huge loss for the sonoma county fair. next year, the sonoma fair is scheduled to run from july 24th to august 10th. the press democrat reports that the state's horse racing board may add an extra week of racing to the state fair in july. but that would conflict with the first week of racing at the sonoma county fair which could lose more than $150,000. 8:09. today in oakland, a suspect charged in the july 17th shooting death of 8-year-old alasha caradine is due in court. joseph carroll arrested in texas will be arraigned on murder charges. police say he helped plan the shooting, targeted two men as retaliation for an earlier gang killing in berkeley. alashay was killed instead. another man has been arrested. he's been charged with actually

pulling the trigger. new information in the death of a santa rosa teenager whose body was found on a beach near uc santa barbara. the teen died from a head injury after falling off a cliff six months ago. the 18-year-old cal poly student was in the city of vista for spring break. this is the latest incident involving a student falling off a cliff at that location. a 21-year-old uc santa barbara student died last year after a fall and at least three other students have been hurt since the death of this girl. the dream of a world series has been crushed again by detroit. 48,000 fans were there for the do-or die-game five -- do-or- die game five. of it was this home run that put detroit in the lead for good. really no going back from there. >> it's tough to come this far

right now, republican heavy hitters from the senate are at at white house to meet with president obama after their colleagues in the house were there last night. the goal, to find out a way out of the dangerous deadlock crippling washington. kyla campbell is live now where the -- to let us know the republican senate leader drew a new line in the sand. kyla? >> reporter: mitch mcconnell said if the president says he won't negotiate, this meeting won't be productive. >> it will be a good opportunity to engage in a

frank exchange of ideas with the president if that's what he's looking for. >> reporter: senate republicans are considering a deal that would reopen the government right away and boost the nation's borrowing limit for three months. that would buy time for republicans and democrats to negotiate and more time than what house republicans pitched yesterday. 20 of them met with the president for about 90 minutes last night. they want spending cuts to be tied to a deal that would fund the government and raise the debt ceiling for six weeks. democrats warned republicans an loy you the -- allowing the u.s. to default. >> it would be a financial disaster. >> reporter: they are running out of time. the treasury department expects the u.s. to reach its borrowing limit by thursday. live in washington, kyla campbell, ktvu channel 2 news. 8:16. some states plan to spend their own money to reopen national parks during this government shutdown. but california has no plans to

do this. governors in utah and arizona and a couple of other states asked to reopen parks because of the impact the closures are having on their local economy. but a spokesman for the california department of finance is paying to reopen the national parks here, that would put a strain on the state's budget which after a lot of work is currently balanced. starbucks plans to ask customers to sign a petition asking for an end to the shutdown. starbucks says the petition will be available today at each of its 11,000 u.s. locations. it calls for reopening the government and passing a long- term budget. starbucks is trying to get the leaders of other big companies to sign as well. the nobel peace prize was awarded this morning to an international group that works to get rid of chemical weapons. the organization for the prohibition of qepts won. noble -- chemical weapons won the noble -- nobel peace prize.

one of the peace prize favorites who did not win is 16- year-old maul 16-year-old-- 16- year-old malala yousafzai. she survived an assassination attempt by the taliban last year. she's a spokesperson for girls' education. earlier this week, she received a european human rights award. by the way this year's nobel peace prize, there was a record 259 candidates. gun rights advocates are threatening to launch recall campaigns against california lawmakers if governor brown signs gun control legislation that's currently hon his desk. gun rights activists say it would be too costly to attempt to recall the governor but they are considering recall campaigns against ten democratic ledgers -- legislators who voted in favor of the bills. the announcement comes after two democratic lawmakers were

called in colorado last month after supporting gun control legislation. 8:18. in san rafael, two people in the hospital after their car crashed into a cafe last night. check out the pictures. the san rafael fire department says this car crashed into the back of joe's cafe around 6:00. it went through the wall, hitting the electrical system there. still not clear why the car crashed. two people who were in the car were taken to the hospital for treatment. no one in the cafe was hurt. but all of this is still under investigation. 8:19 is the time. and steve's been telling us there's some fog and low clouds and i guess that's translating into some delays at sfo. sal? >> yeah, tori and dave. that's about an hour and 20 minutes now for flights -- for some flights at sfo because of the cloud cover. this is not affecting san jose or oakland. they have different runway configurations. the microclimates are in different parents. steve will talk about the fog in just a moment.

but if you are catching a flight on sfo, check with the airline. let's take a look at the golden gate bridge. it's overcast but not foggy as you head down to the toll plaza. it's a clear shot from marin to san francisco. bay bridge has recovered. we had a crash west of the meetingerring lights -- metering lights. even the eastshore freeway from hercules to richmond is looking good. there are no major problems from the carquinez bridge all the way through. i think we're doing quite well. let's go to steve. there's plenty of fog to go around -- around. up and down the coast, there's a few breaks here and there. very cold. it's cold and freezing. i had some 40s showing up. 40s for many. still mid-40s upper 40s. you combine that with the fog, a little bit of a breeze. there's not much. but definitely a chill. san francisco starting off

mostly cloudy with that lou cloud deck -- low cloud deck. only 63 today. i think upper 60s low 70s force inland locations -- 70s for inland locations. 48 to start off. we'll go for a high of 70. the fog is all that's there. it will be sunny if you don't have the fog bank. temperatures kind of slow to rebound. they are starting off pretty chilly. 20s for many. 30s, even 40s, ending up with the low of upper 40s and 50s by the coast. there's walnut creek at 44, 46 novato. 46 napa. 46 santa rosa and 50 mountain view. dry air though is moving in so kind of a cool pattern for us. it looks like this will be the coolest day. we'll see gradual warming the next couple of days. a low will dig into northern nevada. warmer pattern for us especially monday into --

come across have been very friendly and don't aggressively attack anything. if you approach them, they will stop. >> tarantulas can be seen around sunol wild derness and -- sunol wilderness and the henry coe state park. 8:26. new this morning, police in berkeley want your help. they are searching for a man suspected of stealing laptop computers and tip from three businesses in north berkeley. here's the police surveillance photo right there. the first theft happened last month. the last one was this past sunday. police think this man is between 35 and 40 years old. he has a black ponytail with a receding hair line and he was wearing eyeglasses at the time. meantime, a restaurant in alameda has been hit with 481,000 in fines. they are charged about

underpaying their employees. now, we obtained citations from the state department of labor claiming hundreds of violations at tume's thai cuisine. the accusations include not paying the mandated minimum wage, not paying overtime and split-shift differentials. the head chef said he's happy with his way and the owner says he will appeal the citations. 70-year-old woman, attacked, seriously hurt right outside of a bay area walmart. the suspects were caught by the police -- were not caught by police but they were caught on camera. >> reporter: we're live at the walnut creek b.a.r.t. station where the trains are reth aing but perhaps -- running but perhaps for not long. traffic is light.

here and there. i think most of the freeways are doing well. you can see 101 coming through is a little bit slow in mountain view. now, let's go back to the desk. these are significant developments and they don't happen unless, you know, in a vacuum. they happen through a lot of discussion. >> we want to get this deal done. it needs to get done. it should have been done may 30th, june 30th, july 30th. it should have been done way before now. >> that's where we are. b.a.r.t. trains are still running. but for how long? we're not sure. b.a.r.t. workers say if they don't have a deal this weekend, they are going on strike monday morning. now, tara moriarty joining us live at the walnut creek b.a.r.t. stration this morning. you've been talking to people all morning since 4:30. what are you hearing, tara? >> reporter: well, many of those riders told us yesterday that they plan to work from home or carpool, something like that. it will be interesting to see whether the numbers are aaffected here because of -- affected here because of

everything and how everything has changed with the strike. you can see that b.a.r.t. riders are concerned. they know there was no deal last night. sunday at midnight, weet could find -- we could find out a strike is on. you would need to be prepared in that case. b.a.r.t. will fire up the bus shfs. it can only service 6 howrk -- bus service. it can only service 6,000 people a day. >> it's getting a little obnoxious. it is reminding me what's going on with the federal government. constantly not knowing what's going on. >> reporter: in the event of a strike, these are the bus shuttle hubs from hayward, west oakland, concord, round trip charter bus service will be available from 5:00 a.m. to 78:00 and then from 3:00 p.m. to 7:00 p.m. -- to 8:00 and then from 3:00 to 7:00 p.m. we'll keep you posted.

tara moriarty, ktvu channel 2 news. b.a.r.t.'s 400,000 daily commuters don't want a repeat of the b.a.r.t. strike. ferry bowses and buses -- you boats and buses were jammed. that strike lasted four and a half days before the trains started running again. b.a.r.t. passengers say another walkout would be a lot worse since that last strike in july happened over the 4th of july holiday. a b.a.r.t. station agent and his wife have been convicted in a scheme to sell used b.a.r.t. tickets on ebay. avery and glad disnulf were fiven -- gla dis nul -- gladis nulf were given probation and are ordered to pay back $48,000. investigators say he added value to the tickets at work and his wife sold them on ebay. he also faces discipline and possible termination from b.a.r.t. in the last hour, ktvu

obtained video of a violent attack outside of a walmart in fremont. janine de la vega is live at the fremont police station to give us a look at the new video. >> reporter: good morning, tori. i just watched the video. it was pretty bold. the attack happened outside of the walmart store in fremont. and let's just start going to that surveillance video right now where they tried to -- they got a gold chain off the woman's neck. here is the video showing the male and female suspects. they are wearing black shirts. police believe they are between 15 and 17 years old. they are looking around the store for a target. you see the male suspect spot his victim, a 70-year-old indian woman and makes a motion with his arm as if shooting a rifle to point her out. they continued to follow the family as they shopped. when she exited the store with her husband, walking with a cane, the male suspect walks

behind them. that's when he grabbed her from behind. the male suspect tried to rip the beeld chain off her -- gold chain off her neck and drags her until he can get that necklace off. the female suspect runs back to a getaway car while the victim's son confronts the suspect. he runs away and both suspects leave in a silver or gray vehicle. to get more information about this, we go to the deective -- detective with the police department. she sustained some serious injuries? >> yeah. she was yelling violently for the pain caused to her hip. she fractured it from what we can guess from the medical reports. the suspect threw her on the ground. >> reporter: how helpful is this video? what do you know about these suspects? >> it's great because we cannot

identify them but the vehicle description, we hope that anybody in the public can give us that information. >> reporter: do they appear experienced like they've done this before? >> it's hard to say if they are experienced or not. but this is such a planned attack for this victim. they watched her, followed her out the store and to do this in front of a friends and -- in front of friends and family in a well-lit parking lot and -- it's so wrong in the public's eye. >> reporter: thank you so much. and if you recognize at all either of those suspects or have any information on the crime, fremont police would like to hear from you. they also take anonymous tips. janine de la vega, ktvu channel 2 news. 8:38. we have breaking news. the associated press has just reported that house gop leaders are offering to extend the debt ceiling and end the government shutdown as part of a package that includes spending cuts.

it's not clear whether president obama intends to accept that offer. he is meeting with senate republicans today at the white house. this follows last night's meeting with gop leaders from the house which was described as very useful. both sides describe last night's meeting in positive terms. next tours is the deadline for the debt ceiling to be raised or the nation will default on its debt for the first time in u.s. history. 8:39. in other news, back here at home, halloween has been canceled. that's the message parents and teachers got at one local school. pam cook is in the studio to tell us about what is becoming a very emotional fight. >> no halloween parade, parties or even costumes. >> we can't wear the costumes at school. >> for the first time in school history, hayes school in south san jose has decided to cancel its halloween day parade hand

crash after noticing the van was missing a tire. the van hit the center divide and crashed on the central avenue offramp. the coroner said the driver died from a gunshot to the head. his death has been ruled a suicide. a 3-year-old is in stable condition after being rushed into surgery. police say the child's father brought the toddler to the hospital last night with life- threatening injuries. the father told police the child had been unresponsive since being picked up from daycare. cps has launched an investigation. 8:48. three chicken processing plants in the central valley linked to a major salmonella outbreak, they are being allowed to stay open. last night, the department of agriculture says foster farms has made immediate and substantial changes. inspectors promised intensified samplerring for the next -- sampling for the next 90 days. 300 people have gotten --

gotten sick. most of those in california. things turned ugly on a flight from manchester, england after someone wearing an oakland raiders's t-shirt became rowdy. he had too much drink. when the man stepped off the plane, he took off his raiders shirt and everything else. he challenged the pilot to a fight at one point. the man put his clothes on and went into the terminal where police tased and arrested him. as we go to sal, yes, sal, you can smile about that story. >> i'm not supposed to. you are supposed to pay attention to the pilot, not challenge him to a fight. >> not a good idea. bridge. even that didn't really delay traffic. let's take a look at the bridge itself. it looks pretty good. the overcast may cause delays at sfo. check with your carrier. they are estimating -- estimating flights to be delayed about an hour and a half. let's go to steve. very cold readings here and also up in the mountains. this time of year, usually it's done, but it's back. some of these are starting to bounce very slowly off the lows. there were plenty of low 40s and 50s this morning. it will be sun nip unless you have the fog -- sunny unless you have the fog. another low well off to the east. we're caught in between. that would be high pressure. morning fog, mostly sunny. it will be sunny unless you have the fog and you might have to wait a while. another low will dig into nevada. i doubt they get any snow or rain. if you are heading out there, sunday would be the day.

welcome back. time 8:54. oakland police investigating a deadly shooting last night in the sobrante park neighborhood. it happened around 7:30 on topanga drive. the shooting victim died at the scene. they found him in the street. they are questioning witnesses. 0 so far, no arrests -- so far, no arrests have been made. scott carpenter, the fourth american to go into space has died. he died yesterday from complications of a recent stroke. he was one of the original seven mercury astronauts. he was made famous. remember "the right stuff" he was one of them. he became the only american to

capitola police found the bird. the bullet is still in the bird's shoulder. wildlife experts are deciding if it will need surgery to get it out. police say it could be impossible to find -- to find out who shot the bird because it could have been found in -- it do have been shot in another location. a student reported seeing a man with a gun yesterday morning near sweeney laul. that led -- hall. that pled to police -- that led to police locking down the school. they said after searching, no gold medal was found. they say students and teachers did a very good job taking shelter. some had to be convinced that police officers were really the police before they would even open the doors. 8:56. mark zuckerberg has spent $30
