i'm tori campbell. b.a.r.t. trains are running. but so far there's no deal. we have team coverage. ktvu's janine de la vega talked to commuters frustrated over being kept in limbo because of the strike threat. we begin with sal castanedo who joins us live from outside of the building where negotiations are set to resume shortly. good afternoon, sal. >> reporter: tori, good afternoon. we've seen people show up now so some of the negotiators are on their way back. b.a.r.t. and its unions say there's a sign of hope that they can avert a strike, the threat of which has kept commuters guessing for the last few days. union and b.a.r.t. negotiators stayed up all night and finally called it quits at 5:30 this morning without an agreement. b.a.r.t. and the labor unions are still stuck on pay and benefits but have been discussing work rules and employee safety. yesterday, unions were

threatening to strike today. the midnight deadline came and went. but apparently enough progress was made to keep the union from calling for a strike. the late notice frustrated many commuters who went to bed without knowing if trains would run in the morning. at 5:30 this morning, the federal government mediator had little to say. >> negotiations are continuing and we will be back at it early this afternoon. >> reporter: both side say they want to avoid a strike like the one that crippled the bay area commute in july for four and a half days. a strike was averted in august when the governor asked for and received a 60-day cooling off off period. >> the good news, progress was made but we still have a lot of issues to handle out especially on the economics and the work rules. >> reporter: now, as i just told you at the beginning here, people are beginning to show up. one of the b.a.r.t. spokes peesm said it would be -- spokespeople said it would be nice if an earlier notice could be given to commuters so they don't have to wait around

or stay up to figure out if the trains are running. so far, no reep spons from the unions on that -- response from the unions on that point. sal castanedo, ktvu channel 2 news. >> thank you. and commuters are growing weary for having to wait until the very last minute to find out if b.a.r.t. will strike or not. janine de la vega spent the morning monitoring social media and has more. >> reporter: b.a.r.t. riders welcomed the sound of trains running today. but when they boarded, they were a little more tired than usual because of staying up light to find out if there would be a strike. >> it's very stressful because, we don't know up until midnight if they are gonna run or night. we have to stay awake and get up early. >> at -- this morning, i wasn't sure if the trains would be running.

who can live like that? most of these people make more money than the people who ride the trains. >> reporter: the frustration heard loud and clear not just by riders but on social media. shelby tweets i'm so sick of the b.a.r.t. they nan -- b.a.r.t. shenanigans. will they strike won't they? many commuters are not sympathizing with either side and don't understand why it's taking so long for the unions and b.a.r.t. to make a deal. >> this should have been taken care of a long time ago. i don't know what to say. it's appalling. >> reporter: these commuters were able to ride the trains today. their fate tomorrow is unknown as this waiting game continues. janine de la vega, ktvu channel 2 news. and if a strike does happen, b.a.r.t. still plans to charter about 200 buses from nine east bay

locations. you can see them here. the buss would drop them off -- the buses would drop them off at 5:00 a.m. to 8:00 a.m. and then leave between 3:00 and 7:00. other agencies have planned to help. there will be extra ferry service from san francisco to vallejo, oakland, alameda main street and alameda harbor bay. a.c. transit is adding buses for its service but those workers have issued a strike notice and could walk off the job on thursday. we'll have more on that story coming up later. commuters are urged to casual carpool. commuters can line up at the usual spots or b.a.r.t. says they can do casual carpool as well. stay with us. on our website, you will find information on transit locations and up-to-the-minute

developments. new at noon, a major drug bust in contra costa county this morning involving the fbi and the dea. alex savidge is live in the newsroom with the connection to mexican drug cartels. good afternoon, alex. >> four people were arrested today and federal investigators say they all work for the cartels moving drugs up the west coast. >> got one, two. >> fbi agents carried away bags of evidence and a computer from this house in pittsburg. this was one of six spots in contra costa county raided as part of a large-scaled drug sweep targeting mexican drug cartels. they found meth, cocaine and a lot of cash. many neighbor be couldn't believe it. >> never had any idea that those kind of activities were going on. >> reporter: this woman runs a daycare center a few doors down from one of the homes that was targeted by federal agency -- agents. >> disturbing because overnight all of this activity is going

on and you have no idea these things are happening in your neighborhood. >> reporter: this operation involves the fbi, the dea and the contra costa county sheriff's office. searches were down in oakley, antioch, pittsburg and concord. investigators say the four people taken into custody this morning were helping to transport drugs across the border and up to the pacific northwest. >> we hope that today's operation will disrupt this coming through the neighborhoods. >> reporter: agents were seen tearing apart a truck parked outside one of the homes searching for hidden expertments that could have been used to transport drugs. there were no weapons recovered during the raid. but investigators believe the people who were arrested were a serious threat to the community. a short time ago, we learned from the fbi that at least one of those suspected drug dealers identified as jorge gonzalez herrera will appear in federal court later on this afternoon.

alex savidge, ktvu channel 2 news. >> thank you. one person has died after a triple shooting in san francisco. it happened around 7:30 p.m. yesterday on rose alley near buchanan in the city's western edition neighborhood. so far, the victim has not been identified and there's no one in custody. the other two people who were shot were expected to survive. but san francisco police have made an arrest in a deadly shooting that happened in the city's mission district. they say 56-year-old vincent jokob wa. was arrested -- jokoba was arrested for the shooting on bartlett. he's accused of killing maurice white of san francisco. the family of a woman found dead in an exterior stairwell in san francisco is speaking out. lynn spaulding disappeared from her hospital room last month. she was found dead 17 days later. officials have not yet said how she died but they have ruled out foul play.

today, her family issued this statement, saying, we look forward to the independent review by ucsf and again thank you mayor lee for calling for it. let's get to work. let's get answers. let's make sure this never happens again. in our continuing coverage of the government should, it's day -- shutdown, it's day 15 and the senate is meeting with senate leaders about now in search of a quick end to the impasse. while the senate is on the verge of a bipartisan deal, house gop leaders are ruffling feathers with their own plans. it mirrors the plan for funding and the ability to borrow money through the beginning of next year. but it also, once again, includes changes to the new healthcare law. >> why are they doing this to the american people, sabotaging a good-faith effort, wasting the public's time? and in this case, time is

money. >> we believe it's close enough to what's possible in the senate that senate republicans should work with the democrats to say this is one we can both live with. >> changes to the affordable care act would include a suspension of the highly- debated medical device tax and the elimination of subdies for -- subsidies for officials buying into the system. the deadline is now then two days away. meanwhile, employees at lawrence livermore national laboratory have begun shutting down operations. the shutdown is expected to be completed by the end of tomorrow, according to a lab spokeswoman. both -- most of the 6,000 works will be furloughed -- workers will be furloughed as long as the shutdown continues. some are using vacation time. security people are the only people to be expected to be there until after the shutdown. criminal charges for the

we have new information in the ongoing scandal involving former san diego mayor bob filner. this morning in superior court, he pleaded guilty to a felony charge of false imprisonment and to two misdemeanor counts of battery. the criminal charges involve three unnamed women. fillner resigned as mayor in august in the wake of numerous accusations of sexual assault -- sexual harassment. sentencing is set for december 9th. work resumed at levi stadium in santa clara following the death of a delivery truck driver yesterday. the driver was killed after a bundle of rebar he was unloaded fell on him. cal/osha says the investigation could take several months but the work site is safe to reopen. the driver has been

identified as 60-year-old edward irving lake junior. he worked for a stadium subcontractor and lived in vallejo. an important meeting on the future of oakland's professional sports teams is scheduled to take place at 5:30 a.m. the city council is set to discuss the proposed coliseum city project to build three new stadiums for the raiders, as and warriors. the hope is that the propose proposal will keep -- the hope is that the proposal will keep the teams from moving out of oakland and other cities. so far, no estimated cost on the project. but the city says several wealthy investors are interested. a.c. transit workers gave a 72-hour strike notice and agency leaders tell us there are no scheduled negotiations before that deadline. now the transit agency is asking the governor's office for a cooling-off period. the agency just spoke about where things stand and katie utehs was there. she joins us live. what did they say? >> reporter: well, that 60-day

coolingoff period request was delivered to the governor's office this morning. a.c. transit has not heard back. both sides tell me that they are ready to negotiate, yet there are no scheduled meets so far for this week. i spoke with one driver who has been with a.c. transit for more than 20 years. he tells me he is fed up. >> the work conditions are horrible and deplorable. >> reporter: a.c. transit bus drivers are ready to walk off the job like this man. >> for the last two weeks, the buses are getting shot at. >> reporter: he has not seen a pay raise in about ten years. >> it's unacceptable. we should strike. we should. >> reporter: his union, atu local 192 gave its 72-hour strike notice which means come thursday, buses could be parked, stranding some of the 181,000 people who ride daily. >> it would be devastating if there is no transit. i'm thinking about all of the handicap and elderly people

that rely on the transit. it will be devastating. i really hate to see something like that happen. >> reporter: the offer includes 3% in raises for each of three years. but medical costs could raise as much as $280 a month. >> we've pam -- hammered out two tentative agreements. both have been recommended by the union leadership by their rank and file. both times they've been rejected. >> reporter: a.c. transit is petitioning the governor for a 60-day cooling- off period. union leaders want to see another contract or they will be facing a strike. >> they need to -- the public and the people -- shut themselves in our shoes. we're the lowest-paid transit system in the bay area. >> reporter: you may recall back in july, a.c. transit workers threatened to strike. but b.a.r.t. was also striking, so those

workers selfed up to the -- stepped up to the plate and carried those people across the bay. however, if it's unclear firefighter b.a.r.t. strikes whether a.c. transit would postpone a strike. there's a deadline looming thursday. katie utehs, ktvu channel 2 news. >> thank you. benicia police are investigating a rash of recent commercial vehicle thefts including three yesterday morning. this truck belonging to all- american elevator was stolen yesterday. it was found a few hours later abandoned in a vallejo neighborhood. the owner says it had been stripped of $30,000 worth of tools and other equipment. >> boxes were open, nothing in it. they took cleaning supplies. they took everything out with the exception of a few small screws. >> benicia police think the vehicles are being targeted because of the large value of the tools they typically carry. they say in the past month, a

dozen trucks and vans have been stolen. there are concerns about yellow fever on the peninsula after mosquitoes carrying the disease were caught in menlo park. the san mateo county mosquito and vector control district reports three infected mosquitoes were trapped along with 14 infected larva. the district started trapping mosquitoes back in august after one infected mosquito was found at the holy cross cemetery off santa cruz avenue. so far there are no reports of human cases of yellow fever in the county. there are still unanswered questions about how cooked chicken at a bay area costco store was contaminated with salmonella. at least three people became sick after eating cooked chicken from the costco in south san francisco. the store has since recalled almost 40,000 pounds of the product. salmonella usually affects raw chicken products since cooking kills most of the bacteria.
