good afternoon. b.a.r.t. riders are still in limbo as negotiations work behind closed doors to avoid a strike and reach a deal. claudine wong has been following today's developments and is live outside of the caltrans building in oakland. good afternoon, claudine. >> reporter: good afternoon. the federal mediator walked in here about 90 minutes ago. sources tell me everyone met in small groups first and then in full teams starting about an hour ago. as everyone walked in, we all asked the same question, will you have a deal today? of course no one can answer that question. all that's left is to measure the responses to ranged from optimistic to guarded. >> we're back at it. we're back at it. thank you. >> reporter: if you can't answer when, the next question begging for a response is one we've heard over and over again from commuters -- can we at least go to bed tonight knowing

one way or another? we asked the union that question. >> that's something that cannot be determined by us alone. we're working in conjunction with other unions. that would be a decision made together. >> reporter: while they acknowledged the frustration, the key to the uncertainty may be in this response from mooney who said uncertainty is not meant to create pressure on the riders but to keep pressure at the table. >> unfortunately, the parties have to have pressure on them. we had 90 days in the cooling- off period to come to an agreement. half of the time, management was unavailable. we appreciate how challenging that is. it's also challenging for our members and their families and our communities and the riding public in general. we understand that. we're gonna do everything we can to give as much notice as possible and to arrive at a

deal today. >> reporter: if this is any indication of how long they plan to be here, water and food, and we were told we're going to grind it out. we'll have to wait to see how that goes. live here in oakland, claudine wong, ktvu channel 2 news. >> all right. thank you, claudine. the ups and downs of the b.a.r.t. negotiations have left many commuters frustrated. some people are getting up early and losing sleep to find out if b.a.r.t. is running or if they are lucky finding out the night before. >> last night when i was coming home on the b.a.r.t., at around 11:00, the conductor had said b.a.r.t. was gonna be running this morning so that's how i knew. >> my work starts at 7:30. so figuring out if i need to drive to work or not. i'm not sure. surprise surprise. >> since last thursday, riders have been watching for the midnight deadline to see if b.a.r.t. workers will walk off the job. some are fed up. they say ridership is down by the thousands. on tuesday october 8th,

b.a.r.t. had 405,000. yesterday rider shop was about 378,000. that's 2 -- ridership was 378,000. there's also a threat of a strike from a.c. transit. board members will meet behind closed doors at 4:00 this afternoon to discuss what's next. a 72-hour strike notice from the union expires at midnight tonight. a.c. transit officials hand delivered a request for a cooling-off period to the governor's office yesterday. no word on whether he will act on that yet. so unless there's a last-minute intervention or a contract deal, there may be no a.c. transit bus service tomorrow. are you ready to strike? >> if that's what has to be done, that's what has to be done. >> reporter: do you plan to be at work tomorrow? >> i plan on it. but if it doesn't happen, it doesn't happen. >> happen. >> a.c. transit says union members may

our challenge is to make that not so. >> reporter: the senate bill would require both parties in the house and senate to work on a ten-year budget plan by mid- december. another development this afternoon, ted cruz announced he will not try to block a vote. he and other republicans lost their fight to delay or to defund obamacare but there are stronger income verification guidelines for people who want help buying insurance. >> this is far less than many of us had hoped for, frankly. but it's far better than what some had sought. >> reporter: the positive news, the stock market jumped. so your 401(k) did not plummet and if this passes, furloughed federal workers can get back to work and collect backpay. the senate is likely to vote on this plan in the coming hours. no senator has said that they will try to stand in the way but then it's on to a more uncertain fate in the house. house republicans are meeting right now. house speaker john boehner will

meet both republican and -- will need both republican and democratic votes to get this by tomorrow to keep the u.s. from breaching the debt ceiling. back to you. >> thank you. a bird strike forced an alaska airline to make an emergency landing. this happened at after 837 took off from mineta san jose airport. it was headed to honolulu. the plane carrying 167 passengers and cup members landed in -- crew members landed in oakland with no incident as crews stood by. no injuries were reported. everyone got off the plane and transferred to another alaska plane to continue their trip to hawaii. pg&e says people in one part of san bruno might smell natural gas but that's because they are venting gas at estate drive and glenview, an area right next to the neighborhood devastated by the gas pipeline explosion and fire in 2010.

the venting is part of work being done on a pipeline. pg&e says the gas will dissipate quickly and is not dangerous. people might also hear a hissing sound as workers vent the pipe. meanwhile, san carlos plans to spend $250,000 to hire consultants to investigate the pipeline that runs through the city. the consultants will look owner pg&e's records on the pipeline that runs under britain avenue after an internal e-mail raised questions about the possibility of a "san bruno-like situation on the line." pg&e insists the line is safe. the gas line has been shut down and will remain out of service during the investigation. it's described as a space ship but in a few years, it will be the home of apple's newest campus. brian flores is in the newsroom to explain how the new campus's goal is to showcase apple's forward thinking. >> good afternoon. it was the dream of steve jobs

to have this campus built. last night, the cupertino city council made a major step forward to make that happen. now, this morning we're learning that not only will this be technologically advanced but environmentally advanced as well. the city council approved the plan last night. once completed, it will be as high as 60 feet tall and will be close to 2.8 million square feet. there will be 14,000 employees. the building will be environmentally friendly with 70% of electricity coming from solar and fuel cells, the rest of the energy will come from other green sources. not one adam of caution will come -- carbon would come from the building. >> i think steve would be very, very proud today. steve loved apple. he started apple in cupertino. as he said at this podium two years ago when he presented the vision of apple campus 2, he wanted it to be in cupertino. >> reporter: while there's

overwhelming support for the campus, the city says there may be an increase in traffic, an issue that apple has worked out with the city, including improving roadways and vowing that 30% of the employees will take public transportation or shuttle buses. >> this is a sign of a good economy and you want to balance it, the traffic. you can't go too far. it's relatively a small price to pay for the tremendous economic benefit this will have for the whole silicon valley. >> the idea of apple campus 2 was introduced by steve jobs to the city of cupertino two and a half years ago. the location will be right along interstate 280 and it's slated to open by 2016. in the newsroom, brian flores, ktvu channel 2 news. explosions were heard in a pleasant hill neighborhood after two cars and a house caught fire. we'll tell you what the homeowner thinks may have caused the blaze. a beautiful day around the bay area. sunny and warm. ktvu's mark tamayo will be here

a disappearance sunday of two san jose teenagers. police don't believe there's any foul play involved in the disappearances of 16-year-old adddy lynn and emily -- adly lied and emily -- adelide and emily dorcech. they believe this is a custody dispute. the father has filed a missing persons' report and set up a facebook page to find them. the death of lynne spaulding has led to new safety precautions at san francisco general. she was found two weeks after she disappeared in a stairwell dead. it's believed she entered the stairwell through an alarmed door that may have shut off automatically. now the chronicle reports that alarms at the hospital have been changed so they must turned off manually. a family in pleasant hill is trying to salvage what they can after losing their home in a dramatic early-morning fire.

ktvu's janine de la vega tells us the homeowner may think he know what caused the blaze the woman stared as what's left of her land rover. the home, in ruins after a fire this morning at 1:30. it woke up the neighborhood. >> it sounded like gunshots and i heard my other neighbors like yelling. >> reporter: as flames shot from the roof of the home, neighbors heard several explosions that came from the two cars parked in the driveway. firefighters say the tires exploded from the heat. >> the garage, everything was just orange. that's all you could see. it was quite scary. >> reporter: the wife heard noises coming from the garage and told her her husband to investigate. >> he said he opened the door and a big -- he started to get engulfed in like black smoke. so he yelled to the mother and the daughter get out. >> reporter: the flames caused power lines to come down but firefighters worked around it. they were able to knock down

the fire in 30 minutes but the damage had been done. the garage and attic were gutted and even though the house was still standing, the destruction was devastating. >> their lives are, you know, accounted for and all of the other stuff can be replaced. >> reporter: the family had numerous pets, including turtles, rabbits and three cats. all were safe except they were still looking for one cat they believe ran away during the fire the homeowner said he stained his deck and left the oily rags on the side of the house to air out. he now wonders if that caused combustion. fire officials are investigating whether that sparked the fire. reporting from pleasant hill, janine de la vega, ktvu channel 2 news. morgue be hill police say they've arrested -- morgan hill police say they've arrested two people for passing counterfeit hundred-dollar bills. officers took a 22-year-old and 24-year-old into custody at the target shopping center on cockerren road. both are from union city.

investigates say they used the fake notes at target and at a nearby staples and still had phony bills on them when they were arrested. county workers say they've become the targets of repeated car break-ins. they say because of parking limits they must park under the overpass on telegraph avenue. but they say that area is not safe ands that led to a rash -- ands that led to a rash of -- and has led to a rash of break- ins. >> i started -- tried to start my car and my coworker noticed this area was open. and i said oh, no. san jose mayor chuck read joined the leaders of four other california cities in filing papers to get a pension form initiative on the november 2014 state ballot. the measure would allow state and government employers to reduce pension and retiree

benefits. unions are against the plan. may the mayor -- the mayor led this fight getting it approved by voters but the unions are challenging it in court. the fee for a permit to install a solar system is going down in the city of richmond. >> the city council voted yesterday from $615 to $100. the city hopes that will encourage people to install more solar equipment. the move makes richmond one of nine east bay cities that stream line the solar permit process and lower the fees in recent months. oakland is moving forward to try to prevent the three professional teams from leaving. last week the city council voted to extend the planning period for the massive development project. the extension is important since the project has recently gained two deep-pocketed

investors. the project calls for the constructsz of three new stadiums for the raiders, as -- as and warriors and hotels and housing. another perfect bay in the bay area. a lot of sunshine. temperatures warming back up not only for the inland but also for the beaches. in fact, a great beach day if you are heading out towards ocean beach out there in the distance. a bit of haze. air quality coming down with high pressure kind of capping the atmosphere. right now, a live -- no storms out there. most of the associated cloud cover is way up to the north and also out to our south and west. it should remain that way over the next few days. forecast headlines for today, we do have this -- a lot of sunshine. it's warm out there. and beach weather as i mentioned, tonight once again, it will be clear and cool. this weekend, no raindrops to worry about. more sunshine, temperatures come down a little bit. but these were all tiny changes as we head into saturday and

sunday. as far as the current numbers updated for 12:00, right now, it's 72 degrees in san francisco. san jose, checking in at 73. fairfield lower 70s. and as you can see right now, redwood city checking in 71 degrees. and the forecast for today, you can see temperatures a very nice warm afternoon around 80. still pretty mild this afternoon. after midnight, you will notice a big dropoff with the temperatures. it's that time of year. it's fall. we cool off rapidly overnight. for today, sunshine, warm. there's a weather system that will work its way into northern california for tomorrow. as a result, it will shave off a few degrees for thursday and friday. these are all ninety changes. but today -- tiny changes. but today, high pressure, the sinking air. it's like a bike pump. the bottom of the pump gets warm. you are the source of high pressure. that's the area of high pressure today. we're warming back up coupled with the offshore breeze. keeping the fog a stranger for the beaches.

inland, right around 82, 83 degrees. this forecast model shows a few high clouds and just a few high clouds moving into the northern parts of the state for tomorrow. that will be the source of some minor cooling for thursday and friday. today, still very warm out there. a lot of 80s in the forecast. maps for santa rosa, fairfield, brentwood, 81. san francisco, look at that. upper 70s and the beaches easily back up into the mid-70s this afternoon. san jose, 81. livermore at 84 and half moon bay beautiful in the upper 70s. 78. here is a look ahead to your five-day forecast -- whenever you get a pattern like this especially in october, fair danger is a concern. thankfully, the winds are not strong. it's something we'll keep an eye on. i'm talking about very slight cooling for thursday and friday. but the weekend is just beautiful out there. no raindrops to worry about. if you want the rain clouds you have to wait until the end of the month, november. i'm sure things will change by then. but today looks just great. >> just have to enjoy it.

>> yes. cabdrivers in san francisco are applauding new rules on taxi permits. yesterday, the municipal transportation agency board approved an amendment that only lets a permit holder or a taxi company have what's called a medallion. medallion is a permit that a lous a cab -- allows a cab to on rainfall the old -- to operate. the old rules led to too many operating without a permit. drivers must pay a fee to rent cabs for shift. back in august, the city added 350 bikes for the bike sharing program and dozens of bike sharing stations downtown. now, there are plans to expand the program to other neighborhoods. the meeting is scheduled for 5:30 at the lgbt community center on market. a new report out with encouraging news about the bay area job market. and if you are a fan of that light display on the western

stock exchange. the might crow blog be website's ip po. is expected before thanksgiving. it's hoping to raise $1 billion. a new report suggests the bay area job market has completely recovered from the 2008 rye session. the local job market hit a five- year high just over 3.3 million that's. that's just 282,000 jobs less than the peak back in january 2001. according to the report from the bay area council's annual economic forecast, the bay area job market is headed toward the high unemployment levels like those see -- those seen during the do the -- during the dot- com.com. the lights on the bay bridge will stay lit every day thanks to donations. the new hours begin november 1st. today at 4:00, we will continue to monitor the ongoing
