. good afternoon, welcome to ktvu news. happening now, we are following two major developing stories. first we're still waiting for word on two possible transit strikes, workers for both bart and ac transit have threaten to walk off the job if deals are not reached. >> in washington, d.c. it appears congress is close to a deal ending the 16-day government shutdown. the senate is getting ready to vote on a deal and the house is expected to vote next. we see senator ted cruz of texas. he's blasting "obamacare." he called it a terrible deal. the compromise would fund the federal government through february 15th and extend the debt ceiling until february

7th. a coverage of the shutdown will continue in 5 minutes where we'll be checking in with our washington, d.c. for the latest. first we go to the strikes facing the bear area. dualing strikes leave the community in limbo. bart and its communities leave riders stranded. the numbers have been dropping. >> reporter: because of what's happened and what continues to happen, the situation is that bart's proposal to pay its workers $1,000 a year bonus if ride remember ship exceeds projections may not take a long time to realize. riders we met think the endless stand off is grossly unfair. >> i think they're going to

have to make a decision, strike or not to strike. it shouldn't be this difficult. >> i think everyone should fight for what they deserve: a working wage. >> reporter: bart ridership reflects that concern, down 20,000 riders, monday down 15,000 from columbus day last year. last friday 42,000 from comparable fridays, last thursday up almost 28,000 but only because of the a's playoff game and a pink concert. many of those people have and will drive. >> i think i would rather do that then spend hours in line for a ferry or something like that. >> we guaranteey you an announcement today, no later

than 10:00. >> advice from both parties from a teacher who rides daily. >> god is watching so you need to make a conscious decision on what it is you're trying to do and try not to affect a large population of people. >> reporter: now, obviously, there's the possibility of a bart strike, ac transit and its union is set to meet in an hour from now, about an ac transit strike. if those two sides can't come to a contract agreement a strike could begin as early as tomorrow. they're considering a request ac transit for a 60-day cooling off period. they haven't made a decision yet. the commuters are fed up about losing sleep whether bart will be running and ac buses will be running tomorrow. >> they need to get together,

it reopens the government, much of it closed for two weeks. it pours enough cash in the treasury department to pay the country's bills in february. our country came to the brink of disaster, but in the end political adversaries set aside their differences and disagreements to prevent that disaster. they have a bipartisan committee to hash out a budget by december. they said it should never have taken this long. >> there are crazies, the tea party crazies are dominating the republican caucus. >> it's time for the speaker john boehner to cut bait. >> it's been a reckless irresponsible exercise in holding the economy of the country and the world hostage for something that's not even clear what. >> republicans initially hoping

the nasdaq added 45 and the s&p was up 2423 at the close. >> a bird made an emergency flight. the 737 carrying 166 passengers and crew members landed at oakland airport without incident. they transferred to another alaska plane to continue their trip to hawaii. there were reports of a plane on fire. the engine never caught fire but passengers were taken off the plane while maintenance crews investigated. we're learning hundreds of patients leave san francisco general hospital without telling anyone. and that is significant when a person's body was found in a seldom used stairwell. we have more on the problem and what the hospital is doing about it. >> reporter: we got answers

today about the ongoing problem of disappearing patients. san francisco general hospital says it's making it more difficult for patients to slip through the crack. 17 days after this woman went missing she was found in the stairwell. >> we're looking to make our hospital safer. >> aural stairwell doors will require an alarm triggering an alert to sheriff's deputies. >> the nursing staff will take a census of that unit. >> patients who leave without informing each other and patients who leave against medical advice. they will have more pressing priorities than treatment. >> they may need to care for a loved one, they may need to secure their housing which may

be tenuous. >> developments show that sf general had a combined 423awols and amas last year. oakland showed 249 such incidents. its own numbers show 136awols and ama's this year. they've shown a steady increase in the problem that affects every hospital. >> is there anything you can do to keep people in the hospital if they don't want to be here. >> the bottom line is no. >> one week later it's unknown why lynn left her hospital room here but there are investigations as to why it took more than two weeks for her body to be discovered in a stairwell. a water main break is finally capped.

it started with a small leak but over the course of the night it went from that small leak to a gushing geyser. they responded to calls about the leak but because of the amount of flow it wasn't a priority and crews left with plans to return in the morning. >> it was gushing 75 feet in the air. >> it gushed from 9:00 a.m. to 12:30 this afternoon when crews were able to cap that broken main. >> facebook for young users, not everybody is happy about that. plus explosions and raging plans at a home in a quiet neighborhood in the east bay. what the homeowner thinks may have caused this devastating fire. >> people in one oakland neighborhood say police promised extra protection about crime in the area.

. returning to our continuing coverage of the government shutdown we're looking at the senate floor, the senator from new york just finished speaking, they're taking up a deal to end the government shutdown. here at home frustration and disappointment after police pulled way back on their promise of extra officessers in their neighborhoods. robberies have spiked 34% in oakland. we have more on what the police had to say about pulling back

on that plan. >> residents in north oakland were told they would be getting a team of oakland police officers to handle crime in their neighborhood. some were upset to learn that that team had to be reassigned. >> i don't carry a wallet or anything on me. >> it's her new strategy to avoid becoming a crime victim. the crime is up 34% from a year around. >> they tried to burglarize this restaurant and my home was burglarized here. >> they thought they were going to get six new police officers and to have them deal with crime specifically in that area. that team will be spending most of its time in east oakland. >> it was the level of gun violence in east oakland.

>> that's what happened every time they're giving us police protection. >> she feels let down by the shift in rehad miss resources. she understands that the crime in oakland is more violent than other parts of the city, but she thinks she deserves it too. >> armed robbery burglary seems to be important, but it's not fast enough. >> and the captain says it's the department's belief if they focus on east oakland it should all go down. they have dropped since their peak about a month ago. the crews spent the day venting a gas line. this was near estate's drive and clear view drive. they warned people they might

be smelling gas and hearing a hissing sound during the release and there is no danger because the gas would dissipate. the city of carlos plans to spend one quarter after million dollars to make sure this is safe. this comes after an e-mail raised questions about a san bruno like situation on that gas pipeline. they insist that the line is safe. the gas line has been shut down and will remain out of service during the investigation. fire investigators are trying to figure out what sparked a house fire in pleasant hill that left a family without a place to live. the flames burned so ferociously they brought down powerlines near the home. neighbors say they heard explosions that came from two cars in the driveway.

the heat from the fire caused the car's tires to explode. >> the house, everything was orange and it was quite scary. >> the homeowners said he left the oily rational outside to air out. he's wondering if that is what could have started the fire. two teenage girls who disappeared in san jose have been found safe with their mother. these two girls were reported missing after being seen last at a church service. there's an ongoing custody fight between the girl's patients. the job market has recovered from the 2008 recession. that's from the job market. it's hit a five-year high. it's 232,000 fewer than the

that's offshore from land to sea. the wind offshore has been warm and that's why we've had increased fire danger. watch what happens, the wind shifts, which direction is that. the northwest wind comes off the water more off the water and temperatures trend down a little bit. it's subtle stuff. but, it's interesting, look at the flags in downtown san francisco if you're driving in. if you're blowing onshore, right towards oakland. oranges and yellows, it will be a nice day. maximum heating, right around 4:00, but in the summer days are shorter and sun setting earlier. these forecast highs for your thursday look nice. if you like these, you're going to like what happens on friday, saturday and sunday. sunday cooler still.
