breaking news in redwood city on the peninsula. a huge fire has now just gone to five alarms. that means firefighters are arriving from all over san mateo and possibly santa clara county as this fire on woodside road burns, an apartment complex. we will have a live report coming up. 19 hours. that is how long these bart talks have been dragging on since yesterday. will they strike a deal ordeal a strike? a violent attack outside a san francisco bar that involved one man fighting five others. >> the federal shutdown is over. parks are reopen. i will have a report just ahead. just unbelievable photos this morning. the video, news chopper 2 overhead. this is a huge apartment building fire.

redwood city. sal has been mentioning roads are closed around there. you can see it from some of the major roads as well. again, this is a live video of this fire. just a huge fire going on right now. and we understand that this could be some very serious injuries, possibly worse. we are going to get an update in just a moment. that is our breaking news right now. it is thursday, october 17th. i am pam cook. >> good morning everybody. i am brian flores in for dave clark. let's get started with weather and traffic. steve, pretty sunny today? >> very nice day again on tap here. 41 to 42. santa rosa, napa a little cooler. a few upper 50s choser to the -- closer to the coast. some areas are in the 40s depending on a northerly or easterly breeze. san francisco 79. high pressure again. sunshine today. slightly schooler near the coast but only i think a couple of degrees, another mild to warm pattern for us.

if you enjoyed the last couple of days, you will enjoy today. here is sal with an update. we want to go right to news chopper 2 showing us these flames shooting up from this apartment complex in redwood city. the address 926 woodside road. reported about 45 minutes ago now and the fire has just gone to five alarms. whenever you hear alarms, pardon me, that means more firefighters are showing up from all over the county. so the more alarms, the more firefighters. we're hearing that there could be some possible injuries in this fire and we know for sure by looking at it that woodside road is completely shut down, which is one of the major roads in the valley here to get through. so you should not even consider using woodside road anywhere near el camino real. we will have more on the fire straight ahead. let's go to the bay bridge. there is the fire on the maps here to give you an idea where it is. i want to mention that traffic is going to be affected on

woodside road as we mentioned here. all right. let's go to the bay bridge toll plaza. the traffic is slowing down a little bit. it's not backed up for more than ten minutes. between five and ten minutes you will be waiting before you get on it to the span. 6:03. back to the desk. we are following that breaking news that you just mentioned, sal, a few minutes ago. we have been telling you for the past 15 minutes now an apartment building in redwood city up in flames this morning and we were going to go live there, but we are not going to right now. we can tell you it is a five-alarm fire. we are hearing that fire crews are there from all over the area right now. again, this is a live video now from redwood city aboard chopper 2. you can see that fire still raging right now. sal mentioned woodside road, 900 block offed woodside road closed off. a few months ago there was another fire at an apartment complex there as well. so unclear whether those two are connected. right now several fire crews in

redwood city at this five-alarm fire right now. we will keep you updated throughout the morning. and janine de la vega will be there as well. continuing coverage of the bart labor dispute. it is just after 6:00 in the morning and marathon contract talks that began yesterday morning still going on right now. so we do know the big news that bart trains will run again today. what we don't know is how close they are to a deal. tara moriarty joins us outside the oakland headquarters. >> reporter: this is actually the longest that they have talked all week. 19 hours now. one day i remember they talked until 5:30 in the morning. so they have officially broken their own record. what it means is really anyone's guess. there is a gag order in place so it's difficult to predict what stage they are at now. i have been in contact with some folks inside and they say they don't know how long it's going to take. before 2:00 this morning we saw the negotiator step out of the building and take a break. he is back after a quick trip

this weekend. union leaders say there was more progress being made when the general manager talked. last night a federal mediator stepped out around 10:00 to make this announcement. >> negotiations have been continuing. the parties are totally engaged. some progress has been made and the parties have authorized me, as they had on the two prior nights, to advise that on their interest and for the good of the public interest trains will be running for the day tomorrow. >> reporter: union leaders warn these talks could still break down. but certainly the hope is that they strike a deal and don't deal a strike. live from oakland, tara moriarty, ktvu channel 2 news. >> stay with us here at ktvu news. we are going to stay outside those bart talks until we get some sort of update, whenever that might be. you can also get updates any

time of day online ktvu.com, twitter, and facebook. a strike by ac transit workers has been averted. the governor postponed it yesterday with a seven-day delay and appointed a board to investigate the dispute. the board could recommend a 60-day cooling off period. >> since that point we have not gotten word from the union as to what exactly was wrong with that contract or what more they want. >> we want a negotiated contract that gives us a raise that after medical payments is a real raise. >> now, ac transit says without concessions from the workers it will have to raise fares. there was a negotiation session last night, but no new talks are scheduled. time now 6:07. a stabbing outside a bar happened at 2:00 this morning in front of a bar on 26th and mission streets. police say a fight between one man and five others led to the stabbing.

the man was taken to the hospital with non-life-threatening injuries. several people are now in custody. the alleged driver of a stolen car who ran into a building in oakland is in the hospital this morning. police say a speeding car rammed through this metal gate at a warehouse on mlk and 29th in oakland near berkeley early this morning. the driver struggled with police who used a taser on him. the man was taken to the hospital. he will be arrested once he gets out. investigators in santa clara county are searching for the cause of an early morning house fire. it started at 1:30 this morning. crews had the fire under control around 30 minutes later. everyone got out of the home safely but the fire caused an estimated $100,000 in damage. one million furloughed government workers will be back on the job today after congress passed a last-minute deal to reopen the government and raise the debt ceiling. here in the bay area that means the 3,000 people who work at the federal building in oakland will be returning to work.

that's welcome news to the shops and restaurants in downtown oakland that depend on business from those workers. in san jose the irs office will be staffed again after being shut down for the last 16 days. coming up at 6:15, howup coming elections may make the new budget battle in congress even more contentious. well, also good news. all of the national parks and monuments that closed when the government shut down are now back open. that includes christie field and that's where ktvu's paul chambers is this morning. look, people out jogging by you in the background there, paul. a lot of people happy about the parks opening up again? >> reporter: that is so true. people are overjoyed. i tell you, there are a lot of people out here running, getting an opportunity to get back out with nature. seeing history. all those things. people are all right here. look right there. running. checking it out right here. now, we can take a look at some video. this happened about a half hour

[no audio] he removed the barricades. this means that residents and visitors to the bay area will be able to enter other federal spaces. tourists at the rock will resume today as alcatraz and parts of golden gate park reopen. tours will begin at 8:45. so i am sure people will start jumping on a chance to get tickets there. once again, this is because congress reached a short-term budget resolution. also bay area residents who plan to visit yosemite national park this week, you can check into accommodations or camp sites at that park starting at noon. of course, once again coming back out here live, christie field is back, reopened i would say ten minutes ago. we saw two trucks pull down the driveway behind us, taking their .org out there for a long awaited walk back out on the beach here. chrystfy field people are excited. we will try to talk to some of

them to let you know how they feel about the shutdown lifted. it will be easier to buy homes now that the government is back in business. loan processing expected to pick u during the shutdown many federal housing administration loans were stoled. the irs could not verify important information needed to push the deals through. also now that the government is back in business, the u.s. geological survey is once again fully staffed.  the interior department closed nearly all of the offices during the shutdown, including the one in menlo park. the great shakeout is happening today. it's an earthquake drill designed to help people prepare for ground-shaking disaster. millions of californians and-more around the world will practice the drop, cover and hold technique. drop to the ground, take cover under a desk or take and hold on to something sturdy until the shaking stops. bay area cities, schools, and businesses will be taking part at 10:17 this morning.

complex. it's been burning for an hour and has gone to five alarms. this is at 926 woodside road. woodside road is closed. remember a few months ago we had another major fire where someone died. this fire just a few months ago on about a block away from here. now, this fire here we're hearing that people could be injured. we don't know the extent. we know that woodside road is closed and we also do have a reporter who is on the scene gathering more details. we will have a live report from the fire scene coming up. but for now you can see these live pictures of the flames in this apartment complex and also thick black smoke. might be harped to see because it's dark -- hard to see because it's dark. >> thank you for that update. they waited until the last minute, but congress voted to avoid a default on the nation's payments. also, the partial government shutdown comes to an end after

16 days. ktvu's kyla campbell is live in the washington, d.c. newsroom to explain the next battle is just beginning. >> reporter: brian, a bipartisan group of house lawmakers and senators will have to work together to hammer out a long-term budget. around 9:30 pacific last night president barack obama signed into law what the house and senate approved. they must have a budget plan by december 13. that gives them one month before the current spending plan expires. but january is the start of an election year, and there is concern that members of both parties won't work together because they will risk losing their seats. republicans and the tea party might not drop their fight against obamacare, possibly putting us in the same situation in just three months. >> you don't have to shut the government down. you don't have to threaten to default. that's not the way we should proceed. it's too painful. >> reporter: the crisis is

averted for now. but there are concerns for our economy over the next couple of months. i am working on that story plus when we except to hear from president obama again today. that's coming up at 7:15. kyla campbell, ktvu channel 2 news. >> what did the 16-day-long federal government shutdown cost us taxpayers? well, $24 billion according to an estimate from standard standard & poor's. an economist put that number in perspective. $24 billion amounts to two weeks of unemployment benefits. that's also the cost of two years of school lunch programs, or 33% of what the country spends on food stamps each year. well, there was a bizarre moment last night on the floor of the house of representatives during the vote to end the government shutdown. >> this is not one nation under god. it never was. had had it been -- >> a long-time house stenographer took the podium and began shouting about god and the freemasons. people who know her say she is

well liked and usually very calm. she was taken to the hospital for an evaluation. time now 6:18. a dmv crackdown on people abusing disabled placards resulted in hundreds of citations around california. the dmv says investigators staked out schools, mall parking lots, and other areas where the agency had received complaints. in total, 241 citations were written statewide, including 25 of them here in the bay area. fines range from 250 to $1,000. 6:19 is the time. let's go back over to sal. we have another day with bart trains running, but still no deal. we have that huge fire to talk about in redwood city. >> that's right. woodside road is a popular road. you might want to use jefferson in the area if you know the area. but woodside road is closed. somewhat close to el camino real. and this fire continues to burn. it's been burning for an hour now. it's a five-alarm fire in a big

apartment complex on woodside road near kemp field and union. woodside road is closed. i want to put it on the map so you know where it is. that's woodside road. it's not affecting the freeway or el camino real and that section is closed. talking about the peninsula traffic in the area, the traffic here does look good on highway 101 and on highway 280. you don't have to worry about the fire having affect there. it's dark so you can't really see the fire. you won't be able to see the black smoke yet. this is a look at northbound 101 and 280. a little bit of slow traffic in the area. we will see the traffic at the toll plaza is backed up. as a matter of fact, i think i put that in. if i didn't, i will he just tell you -- there it is. it's backed up for a little bit of a delay. it's about a five to ten-minute wait before you make it on span. thursday forecast? hello, steve. >> hi, sal. we do have clear skies out there. some fog is, oh, it's just

itching. it's raring to go. i looked by lake merced. still an easterly breeze. without a west wind i don't see how it's going to make it. it's trying and it might make it later. it's a tricky forecast. inland it won't matter. it will still be in the upper 70s to 80s. napa 42. concord is in there. redwood city 47 and 52 mountain view. but 49 at san jose. santa rosa going for that 41. they may get to 39. they may. but they will go for a high today of 81 degrees. huge difference between the lows and highs. 28 in tahoe. 40 ukiah. 30s in the lake counties. monterey cooler than yesterday. but the temperatures on the chilly side inland. not too bad for most of the coast. although if you don't have that easterly breeze then it's in the 40s. the fog is still far off the coast. it's trying, but it's not there yet. as long as it's not there, you think we have pretty much a stuck pattern. a high and tropical clouds will

welcome back to the ktvu channel 2 morning news. if you are just joining us we have breaking news. this is a live picture from the ground looking at this apartment building on fire. this is redwood city. it is located on woodside road near union avenue. sal mentioned a very busy area. you can see a number of people on the street watching this. it's just a huge fire. redwood city fire is tweeting out there could be some serious injuries. we have not heard confirmation on that. we also have news chopper 2 overhead and our news crew on the scene. these are live pictures again.

fire at an apartment building in redwood city. and ktvu's janine de la vega is there and hoping to get some information from fire investigators. as soon as that becomes available we will bring that to you. time now 6:27. the u.s. is apologizing to a war hero. army captain william swenson received the medal of honor this week from president obama, but defense secretary chuck hagel apologized to him for mistakes that delayed the award ceremony which included losing his nomination. swenson was given the medal of honor for what was seemed as selfless actions during a battle in afghanistan in 2009 in which he saved the lives of other soldiers. military critics say the delay and appointed lay was baseness son complained to military leaders afterward that his call for help was rejected by superior officers. facebook has loosened its privacy rules for teenager. they have changed the privacy settings to allow teenagers to

post their videos and pictures with the world. teenagers had been prevented from such public sharing unless they lied about their age. it is moved as a way for facebook to keep up with competitors which allow teens to post to a broader audience. a lot of news today with that fire and the ongoing bart talks. we also have a suspected car thief accused of ramming a car into an east bay warehouse. the early morning crash in oakland and how police tried to restrain him. and a peninsula apartment building on fire at this hour. we have been talking about it for several minutes now. what officials have told us about possible victims.

does loans and they are celebrating their ipo. and over on the nasdaq pet smart is celebrating 20 years trading. stocks have done pretty well. petsmart, inc. they are celebrating. we will have all the business news and how the markets are reacting to the -- the end to the government shutdown. good morning everybody. thanks for joining us on the ktvu channel 2 morning news. i am brian flores in for dave clark. >> i am pam cook. 6:31. let's check in with steve paulsen. a pretty easy forecast these tase? >> i have had my feet up on the desk all week long. there is not much going on. sunny and warm. fog is trying. there is coastal fog. it's trying. but so far the wind has not turned westerly yet. as long as it doesn't, it's going to be held in check. sunny and warm this week. who good friends of mine. they will be with us again today although it might be cooler.

instead of that easterly or northeasterly breeze, we are trying to turn that wind westerly. although i haven't seen it happen in san francisco yet. i just went slightly cooler. i don't think there will be much change inland. 40s or 50s. 57 in san francisco. drop it ten for redwood city. there are some 30s far enough -- this is a tough one. the last couple of days on the money. 79 today. if that wind is westerly, it will be 72. we will stick with it for now. had a few high clouds yesterday, but they are gone. they exit stage right. lots of sunshine. a little haze now. mild to warm with slightly cooler by the coast but it's going to be 83 in santa cruz. there will be a lot of 70s and 80s. here is sal. steve, we are following this breaking news in redwood city. obviously, having a major effect on the traffic in the area. but also people can see the smoke. we have had reports of people being able to see the smoke throughout the peninsula. especially now that it's beginning to get a little bit lighter. the fire continues to burn. these are pictures from the ground as people are gathered

at the closure here. these are our crews here on woodside road. woodside road is closed between hudson and volatta. the main streets are el camino real. stay away from that area of woodside road. this is going to be closed all morning long as they continue to fight this fire and also do the investigation afterwards. stay away from the area. crews are on the scene. let's talk about the fire. i want to put it on the match for you and show you where it is in relationship to 101 and 280. you can see the smoke but it's not really affecting the traffic. we mentioned woodside road is closed in the area. i do also want to mention the traffic on highway 101 is moving along verile well as you drive through. as we go to the south bay the traffic is looking good in almost all sections. a little bit of slowing on 101. then in the east bay, southbound 880, a little bit of slow traffic developing after 238. bay bridge toll plaza is backed up for a 10 to 15-minute delay. word of trouble on the bay

bridge. some sort of a vehicle that may have been on fire. the metering lights have been slowed down a little bit and the traffic is going to be a little bit slower than it normally is getting on to that span. let's go back to the desk. we now turn to the bart labor dispute. marathon contract talks that began yesterday morning still going on right now. we do know that bart trains will run today. we don't know if the two sides are getting any closer to a deal. ktvu's tara moriarty joins us from outside the caltrans headquarters building where they're still talking inside. tara. >> reporter: well, i just got word that actually they are having a face to face right now. so the union and the district sitting down right now trying to iron things out. we are in the 20th hour now. it's hard to imagine how anybody can be productive on such little sleep. a couple people went out for a coffee run about ten minutes ago. now they are caffeinated and that should be a sign, online, that they are not going to bed any time soon. now, there is a gag order in place, so it's really difficult

moriarty, ktvu channel 2 news. >> stay with us for continuing coverage throughout the morning, throughout the day. we are going to be outside those bart talks bringing you any update as soon as it becomes available. check in with us online at ktvu.com and get updates on twitter and facebook. time is 6:35. we are following that breaking news of a huge five-alarm fire at an apartment complex in redwood city with possible serious injuries. ktvu channel 2 reporter janine de la vega just arrived on scene there on woodside road near union avenue. what can you tell us? >> reporter: they are keeping us a way back, firefighters are. behind me you can see a huge plume of smoke and orange glow there and firefighters working. they are very busy right now. they haven't been able to to give us too much information at all. we know that at least 70 plus firefighters are working here from redwood city as well as all over the peninsula are helping on this. we know that this has just gone to a six-alarm fire.

as far as if everybody is out of the building at this point, we just don't know. we know that a little while ago redwood city fire tweeted out that this was a multi-casualty incident. now, as far as if that means that there are casualties involved here, we're not sure what that means. again, we're trying to get information on injuries. i can tell you that as we were exiting off of 101 at the woodside road we were two miles away from the fire. we could smell the smoke from there. i just want to describe this for you. i mean, it looks like an inferno. a lot of people are gathered around just staring at it, wondering if everybody is okay. as soon as we get that information we will definitely let you know. but again firefighters working hard to get this under control. it just escalated from five alarms to six alarms i would say in the last five minutes or so. as soon as we get more, we will let you know.

>> thank you for that update. new this morning a suspected car thief accused of ramming a car into an oakland warehouse was taken into custody and sent to the hospital. the driver struggled with police who used a taser on him after he rammed a stolen car through a metal gate at a building on mlk and 29th street. police say an officer saw the car speeding down the street. >> you could actually hear an alarm from the building being activated and then he could -- he noticed that the garage door of this building was open and could see some smoke coming out of it and then the actual suspect coming out of the building. >> we are told the man will be arrested once he gets out of the hospital. right now it is 6:38. we are continuing to follow breaking news in redwood city. flames engulfing an apartment building. this is a puckture overhead from newschopper. we also have janine de la vega on the ground talking with fire

welcome back to the ktvu channel 2 morning news. new this morning breaking news. an apartment building in flames at this hour. this is a live picture. we are on the ground. we are also overhead in newschopper. this is a live picture. the four tore is store -- the four story apartment building is located on woodside road road, 900 block. the fire started before 5:30 this morning. here is a live picture overhead from news chopper 2. you can see the fire there in the back of the building. still very big fire. we understand that the roof of the building collapsed there from the flames. again, ktvu's janine de la vega is trying to get more information from the fire investigators. live picture there down from the ground. you can see a number of people out on the street.

the phone here who has apparently been watching this whole thing unfold. we want to go to lori on the phone. lori, good morning. can you tell me what you saw this morning as the fire is going on? >> yes. i work about a block away from the apartment complex that's on fire, and i started at 5:00. that's when i started seeing the police car coming over. and then like ten minutes later it was like fire trucks and ambulances. right now there is at least about two dozen fire trucks and about maybe half a dozen of ambulances. and it's like three or four helicopters out there right now. and the apartment, on the top level you can still see the fire flaming like really strong. and there is like about maybe a dozen firemen on the top, third level floor that's walking on the apartments, making sure everybody's out. and also all the fire trucks that's on the street, somehow

they couldn't get into the back of the apartments. >> lori, can i ask you a question real quick? >> yeah. >> reporter: did you see anyone who was hurt? did you see anyone being taken out? is you see anyone who was hurt in the fire? >> well, i see -- when i got there i see some -- there is some ambulance that got someone there and drive them to the hospital. but i don't -- you know, i didn't see how many people because i am still working. so i'm walking back and forth and i still see the ambulance taking a few people going in the ambulance and going to the hospital or something. >> reporter: okay. the last question i have for you, lori, is right now the fire obviously is still going. are a lot of people out there standing around? is your business closed? >> oh, yes. they are still standing around. my business is still open. it's open 24 hours. you can smell the smoke from

there. at least about maybe half a mile or more, the strong smoke. >> reporter: lori, thank you very much. that's someone who is there with us, who works at the doughnut shop very close to the fire. and we thank you for calling in and giving us that account. you can see these life pictures of fire definitely still burning here in redwood city. pam, brian, i want to bring you back in here. woodside road one of the busiest roads on the peninsula. a lot of people use it. right now it's closed. >> that is good information to give people, sal. thank you so much for that update. we are hearing from witnesses in the area. they say they could smell the smoke for at least a half a mile away. she did see an ambulance take at least someone away. we have heard that there are some serious injuries, but we are waiting for confirmation on that. but certainly still a very big fire. again, the road closed there in redwood city. right now let's check in with tori campbell for a look at what else is coming up.

mission streets. now, police say a fight between one man and five others led to that stabbing. the man was taken to the hospital with non-life-threatening injuries and several people are now in custody. all right. 6:48 is the time. back turnover sal. sal, you said that because of that fire, woodside road is the one that's the big road that's closed? >> that's right. woodside road, pam, is closed. palm and brian, closed in the area. we are also following the other commutes. bart trains are running, in case you are just turning on the tv and you're wondering about that. bart is running. but we did have a huge delay on the bay bridge. we had an earlier car fire. we had an earlier stalled vehicle. so now there is kind of a big backup here at the toll plaza. 30 minutes plus. so if you are thinking about picking up casual carpoolers, well, today that decision i think has been made pretty clear to you, right? this is a look at the peninsula traffic. it is actually looking pretty good in both directions.

as we look at the south bay, it's beginning to fill in a little more on 85 north and southbound. 6:49. let's go to steve. thank you, sal. everybody, we have some fog. it's out there. it's trying. i was looking by lake merced. outer richmond, it's all -- it's easterly direction. there is no west wind yet. as long as that doesn't turn, then san francisco will still be about 80 degrees today. if the fog does decide to make it, it will probably be about an eight or nine degree drop on some of those coastal temps. tough one. sunshine inland won't matter. temperatures in the 70s to 80 degrees. so 70s and 80s again. this is an unusually quiet and stuck pattern. 40s for some. 50s for others. 57 in san francisco. i have seen warmer temps than that. near 60 for a few. santa rosa may dip to 39 next hour. 41 today. not tomorrow.

welcome back to ktvu morning news. we are following that breaking news coming from the peninsula. redwood city, in fact. we have been following a massive apartment building fire in redwood city since it first happened around 5:15 this morning. these are live shots from the ground and this is a live shot from chopper 2. amazing pictures, video from news chopper 2. a fire official just told janine de la vega that they believe they have rescued everyone. he told her there are four people hurt from this fire. we also understand the roof of

the building collapsed from the flames. now, we also want to tell you about an evacuation center what is set up at the red morton community center. that's located at 1120 roosevelt avenue in redwood city. we have crews on the ground there. janine de la vega will have a live report in a few moments. you can see just fire crews on the -- literally on the roof there trying to battle this fire this morning. we'll tell you all the information that we know coming up here on mornings on 2. city college of san francisco says students who owe the school will not be allowed to enroll in classes until all of their debts are paid. the policy will be in force starting november 12. students are already supposed to pay their fees when they register, but the board says the policy has not been enforced. the school says about 9,000 current students owe the school about $5 million. students say the policy will be another blow to the school's enrollment, which dropped after the school lost accreditation. people in north oakland are frustrated after learning that
