livermore to dublin and over to hayward. it has been very nice. interstate 680 is off to a good start. at 4:29 let's go back to the desk. >> bart work herbs remain on strike. forcing commuters to find other routes. and traffic jams are expected on the roads leading to san francisco. alex savidge is live in oakland with the latest move. good morning, alex. >> reporter: we are heading into day four of the bart strike. as you can see behind me here picket lines remain open. and in stations all across the system. while there are no new talks scheduled at this point late last night the two unions did make a counteroffer. that would allow for changes to work rules related to new technology. that had been a sticking point that caused negotiations to break down last week. now the unions say they are willing to accept bart's pay

increase. bart has not issued a response to the union's latest counter offer. but they have called for an emergency meeting to talk about labor negotiations and that is scheduled for 3:00 this afternoon. it will be closed to the public. bart managers are willing to e start negotiations with a federal mediator. striking workers out here they have it will candles, they have also put up signs honoring the two workers struck and killed by a bart train over the weekend. many hoping that accident will spur a deal. again no plans for the two ties to return to the bargaining table. live in oakland alex savidge ktvu channel 2 news. the time is 4:31. more computers are hitting the water to avoid traffic during this bart strike. yesterday there were almost double the amount of riders as usual. by the end of the morning more than 1900 people had hopped on board. on friday the ferries carried

about 7200 passengers which is almost three times the usual amount. cal trans has expanded car pool hours for the expectation of more people being on the roads. some hov lanes will be open until 12:00 to believe i-880 from san jose to the bay bridge. and 680 to 580. the same applies to highway 92 in hayward, highway 84 in fremont, and major toll plazas expect for the golden gate. a new app is available to help solve drivers commute issues during the bart strike. it matches up user profiles to help with car poolers. commuters may not be able to take bart, but they do have the

unsafe working conditions and unfair labor practices. he says they will not block port entrances however due to a temporary restraining order. it begins in just about an hour. time is 4:33. the ntsb has joined the investigation into a deadly accident at the walnut creek bart station where two workers were killed this weekend. tara moriarty is live. tara. >> you know a lot of people have been asking how did this accident happen? how is it possible that two people on the tracks could not hear a train coming? and i'm told by a bart worker that the trains are actually pretty quiet and you really don't hear them until they are right up on you. this area is also near a freeway. so he says its understandable on how this could happen. right now bart workers are cleaning up the scene of this

accident. dozens gathered nearby for a candle light vigil. saturday the two workers were struck and killed by a four-car nonrevenue train while doing a track inspection. one was doing the inspection while the other was supposed to be on the lookout. radio transmission suggests confusion about whether work was going on along the track. bart was training people on the train on how to operate and have the skills in the event of an extended strike. the ntsb arrived early yesterday to exam the tracks and begin its investigation. there we walked the accident scene with the parties. mechanical inspections are being accompliced on -- accomplished on the equipment. >> >> reporter: investigators will look at many factors. the ntsb will be on scene for four to ten days. the investigation will take anywhere from six months to a year. the ntsb will be providing an update at 4:00 this afternoon.

and barts board of directors will have a meeting at 3:00 this afternoon to discuss the tragedy as well as labor talks. live in walnut creek -- hit just after 1:30 this morning and centered two miles south of black hawk. one viewer in the area tells ktvu news they felt one big jolt. at this point there are until reports of any damage. proposal for tiger regulations on gun dealers is about to go before the pleasant hill city council tonight. gun dealers will need a police permit that is renewed each year. they will have to install an alarm system as well. there will also be strict rules on where gun dealers can be located. the the new rules would effect where dogs are allowed

welcome back to the ktvu morning news. time is 4:43. if you are joining us bart is on strike again this morning. this is video of union workers picketing over the weekend. no new talks are scheduled. we are keeping an eye on the morning commute. janine de la vega sat the fremont bart station where charter buses are being brought in. good morning. >> reporter: good morning. this is the first charter bus that has arrived here at

fremont. 33 people are on board. we will go on here just to see you know you can see how many seats this bus holds. about 57 seats. people started arriving at 4:10 in the morning to board this bus to insure they got a seat. let's go to video we took in the last 20 minutes. the first people as i mentioned started arriving here very early just after 4:00. bart is providing free rides on charter buses from nine bay area bart locations. commuters can catch buses from sell sir roadway toe, west oakland, walnut creek, concord, lafayette, st. helena and hayward. bart will have between 5-15 buses at each of the locations and service runs from 5:00 a.m. to 8:00 a.m.. they may stop early if buses become full. they will travel directly to the city and won't transfer to west oakland. one commuter said she will continue to use the buses. >> i think i will continue

syria to get rid of its chemical weapons. carnival crews lines investigating the death of a worker. the crew member was working yesterday on the carnival conquest. he was on a man lift which raises workers on the outside of the ship when he got wedged between the device and a platform holding one of the ships life boats. four families in walnut creek are looking for a new place to live after an early morning fire broke out. investigators say the fire started above a garage and quickly spread through the two- story building. no one was hurt. firefighters say if the building had a sprinkler system the damage would not have been as extensive. thousands of other apartment buildings also don't have fire sprinklers. that is because the state only requires they be installed in

new apartments. following smoke detectors, fire sprinklers are the best form of fire protection. some landlords agree but i have -- people wholly in the oakland hills are pleading with boaters. this comes 22 years after the areas devastating fire storm. >> i've never seen anything like it. >> this weekend marks 22 years since the oakland hills fire that killed 25 people and destroyed more than 3,000 homes. the anniversary comes as ballots went out to voters on a property tax increase that covers the cost of clearing brush and other prevention work. homeowners would see their fire prevention taxes rise to $78 a year. while renters would have to pay $39. >> in this day in age of springing budgets this is too important. >> ballots must be returned to the oakland city clerks office

its obvious people are on the road a little early. we did have that strike back in july. this is something that is not brand new. as we look to the toll plaza, it is already backed up here and its not even 5:00. we have a little backup in some of the cash lanes. even if you don't use the bridge a lot we hope the bart strike doesn't take long. we encourage you to get fast track. moving along to the 880 freeway the traffic is moving well in both directions. if you are driving in pleasanton, traffic there looks goods. now let's go to steve. we have a little bit going on. not a lot. that is for sure. there is a lot of fog on the coast. its not going anywhere any time soon. inland temps will continue to be above average and warm. we are in a pattern here. its called blocking pattern. that is dense fog. clearing to the coast.

not really going very far. there will be a low approaching. i think it will do not much. maybe spin in high clouds. but it won't be until friday or saturday. i think it will end up moving to southern california. areas of fog. if you are stuck in that fog, it will not be very war. san jose overcast it will go 52 and 68. 74 downtown. you can see a lot of that gray. they are stacking up. some of that inland as well. the aforementioned low is right here. it has a lot of energy. it will drift toward us and put on the air brakes. 40s and 50s on the temps. walnut creek says 45. overall there is another low here. that looks like it will dumbbell around that other one i showed you. fog or sun. cool by the coast. some of that fog is reduced visibility.

good morning. and welcome back. its day four of the bart strike. trains are not running this morning. it is the beginning of the workweek and traffic is expected to be pretty bad as this is the first monday under this strike. this is a live look at the san mateo bridge this morning. you can see traffic is flowing at this hour. sal is keeping an eye on traffic around the bay area. he will have a little bit more coming up. time is 4:54. a 12-year-old child has been hurt in a traffic accident until san francisco. it happened yesterday around 1:00 p.m. at third street. police say the victim was taken to san francisco general hospital with multiple injuries. there is no word yet on the child's condition. the cause of the accident is

still under investigation. police are asking anyone with information to call them. this morning oakland police are investigating multiple shootings that happened last night. one happened between 8:30 and 9:00 on bancroft avenue. police say two people inside of a car were shot. so far there is no word on their condition. a bit later two more people were shot at 73rd and welch street. a woman was shot in the neck. her condition is not known. more than 30,000 runners this weekend took part in the san francisco nike marathon. the running pack crowded around union square. then they went to the presidio and golden gate park. all the finishers receive a tiffany necklace and proceeds benefit the leukemia society.
