"mornings on 2" starts now. well, good morning. welcome to "mornings on 2." you are looking at the gates at one of the b.a.r.t. stations. they are starting to open and they are getting running again. the trains are running as the b.a.r.t. strike is officially over. now, limited b.a.r.t. service started about one hour ago. but b.a.r.t. is warning expect delays. >> we have team coverage of what's proving to be a rocky return to b.a.r.t. service on this tuesday morning. we're watching the b.a.r.t. stations, the freeways and the ferry terminals. all of this has been a really confusing morning for many bay area b.a.r.t. riders. we're gone do our best to straighten it all out for you. good morning. welcome to "mornings on 2." i'm tori campbell. >> good morning. i'm dave clark. we're gonna check weather

7:03 am
i want to mention we just had a crash on the bay bridge. it doesn't look that good. it's west of the metering lights. oakland fire just arrived on the scene and although the injuries don't appear to be life-threatening, it really is messing up the commute. you can see it's at a standstill. now, the commute hadn't been all that bad. it had been better than yesterday. you can throw that out the window and see traffic is nearly at a standstill. this is because of an injury crash heading on the bridge itself. i want to mention that traffic is also slow in the east bay because of a crash on interstate 880 at broadway. two vehicles blocking the middle lanes and traffic on 880 is very slow. i would recommend using 580 but the best recommendation is since b.a.r.t. is running again and even though they are running limited service, do you really want to get out when the roads look like this getting into san francisco? i wouldn't do it. look at 280 northbound. trying to get alittle attention here. northbound 280 is slow getting into san jose. you can add ten minutes to this
7:04 am
commute. and you can add ten minutes to 101 and plus 15 to 85. we're not looking at a good commute. we'll have another report soon. back to the desk. the b.a.r.t. strike is over. limited service is being offered this morning, but again, it has not been an easy experience for passengers. ktvu's tara moriarty is at the walnut creek station where people showed up bright and early to catch a train only to be told to turn around. tara? >> reporter: the last train that pulled out of here was jam packed. there was barely any room on it here leaving out of the walnut creek station. a huge roller coaster of emotions for people. they were told at 4:00 this morning, the strike is over. you will be allowed to get on the train and then they were told, you know what? the trains aren't gonna run until 6:00. so a lot of exaspiration and then the gates opened once again.
7:05 am
folks scrambled inside to catch the first train a few minutes past 6:00. many commuters listen late to work because service was supposed to kick in at 4:00. low staffing levels prevented them from operations. many riders scuttled across the parking lot for the buses into san francisco. one rider missed all of the drama earlier. he walked into the station and onto a train. >> it's a mess. i don't -- it's ridiculous. i feel like they are asking for so much. i'm glad it's over. >> reporter: very relieved? >> very relieved. >> i guess i will catch my train now. >> reporter: the trains were delayed about 40 minutes this morning. so allow extra time to get where you need to go. we won't be at full service until this afternoon so you are gonna be looking at delays into the city this morning. we did hear from one of the workers at the walnut creek station. he said the bus shuttle service is no longer operating here. don't know what that is like for other stations throughout the bay area. but here, it looks pretty good. as far as on-time service here

their b.a.r.t. strike schedule, as they've been calling it. let's talk a little bit with ernest. >> everyone has been going well. we're running our strike schedule today all day. things are going well. the departures are on time. no one has been left behind. >> reporter: how many boats is that and what was the decision for keeping the b.a.r.t. schedule on knowing the trains would be running? >> we're gonna on loan from our friends with the golden gate gate. since b.a.r.t. is not at full strength since wis afternoon, we make sure the public had an opportunity to get to and from san francisco and to know they would have service son the ferry. >> reporter: ridership numbers. a lot of people -- when we talked yesterday, maybe around 19,000 based on the last strike in july. give on the numbers. >> our estimate, 15,000, 16,000 riders took the ferry. >> reporter: going back for tomorrow, you will go back to a
7:09 am
normal schedule. how many boats will that be? >> yes, tomorrow we'll run our regular weekday schedule on the san francisco bay ferry, we'll boats in service as opposed to the 12. >> reporter: thank you for talking with us this morning. 12 boats running on the b.a.r.t. strike schedule again. but that will change tomorrow. coming up on "mornings on 2," we talked to a handful of riders on sf bay ferry. they say they are not going back to b.a.r.t. even though the trains are running. you will hear what they have to say coming up in our 8:00 hour. brian flores, ktvu channel 2 news. >> all right, brian. b.a.r.t.'s charter buses really came in handy during eay this morning -- early art until 6:00 a.m., two hours behind schedule. a lot of the early-morning ther the walnut creek b.a.r.t. for t on parts of interstates 80,

7:15. our ktvu news crew was there a few hours ago when b.a.r.t. trains began moving out of the work yard in hayward. these are pictures right now of carsyohad been parked there ever since b.a.r.t. workers walked off the job early friday morning. the latest four-day strike ended last night with a tentative agreement. but b.a.r.t. says a staffing problem delayed this morning's b.a.r.t. service, was supposed to begibe at 6:00 just over an hour ago. but riders should expect 30 to 45-minute delays. trains are very crowded. stay with us for team coverage. federal investigators say the b.a.r.t. train that hit and killed two b.a.r.t. workers on the tracks over the weekend was being controlled by an operator in training. >> we just struck some individuals at approximately 16 decimals. >> saturday afternoon the men were inspecting the tracks near the walnut creek b.a.r.t. station when they were hit and
7:16 am
killed. one of the victims, christopher shepherd was part of a union who represents 220 train controllers and operation supervisors. the president of the union says before the accident, the union questioned an idea about certifying operators on the train if the train continues. >> the certification for train controllers is over a year. that has a lot to to with on the job training actually training with someone. >> b.a.r.t. says it's too early to comment on the training process. they are gonna wait until the investigation is over before they make any conclusions. it's still not clear if the operator in training was a b.a.r.t. manager. according to the san francisco chronicle, the two men who were killed were following procedures b.a.r.t. put in place in 2008. the procedures say employees on or near the tracks take full responsibility for their safety to the point b.a.r.t. will not tell them when trains are approaching just so they

7:19 am
doing well. you can see for yourself, it's stopped. it's worse than it was when the strike was on. that's saying a lot. let's take a look at 880 northbound, we had an earlier crash up near broadway. they are still clearing it. 880 is not recommended. the best thing i can recommend for you is try to put off the commute until later if you have that flexibility. let's take a look at the hayward area now. southbound 880 is busy. that's not out of the ordinary. as we look at the south bay, 280 is very slow out of downtown. an earlier crash up near cupertino and 85 is very slow. so you have to add 10, 15 minutes to each of those commutes. at 7:20, let's go to steve. well, sunshine for some. but it's cold. a lot of 40s showing up. if you have the fog, it can be thick and we have a dense fog advisory until 9:00. oakland starting off overcast. cold. 52. 60 at noon. of 66. the fog should start to burn
