. complete bay area news coverage starts right now this is the 10:00 news on ktvu channel 2. developing news, a shocking taste of alleged elder abuse in the east bay after more than a dozen parens were found abandoned inside a care facility this afternoon. tonight officials tell us that they have never seen anything like it. >> we're talking human beings, how do you just abandon them? >> good evening i'm ken wayne. >> i'm heather holmes we begin with that developing news at the valley manor community care home in castro valley on apricot way. we were told that the facility was shut down with more than 20

elderly and disabled residents still need. katy utehs was at that facility, speaking to one staff member who stayed behind. >> reporter: heather he was clearly exhausted and emotional, one of three staff members who stayed behind to care for all these people. at this hour the sheriff's offices is working to obtain a search warrant because this could become a case of elder abuse. the sheriff's office is working to identify all the people who lived there, account or them and find out where the staff went and who the owners are? >> maraus rolland is the cook at valley manor community care home in castro valley, where more than 20 people, elderly, disabled and mentally ill were abandoned. >> the management and everything, they just bailed out on the people, so me and my co-workers we stayed until we

got help. >> reporter: help came 48 hours later, had that time rolland and two other employees struggled to care for the residents. >> we weren't going to just leave them there. >> reporter: someone from inside the home called for an ambulance and the sheriff's office received a call about a missing person. with those two calls authorities finally realized what was going on. >> how do you do that? we're talking human beings. >> reporter: ray wong's sister with stabilities lived there. he received a letter on thursday saying that the facility was closing, but i couldn't move her them. emts evacuated 14 people and others either let on their own or with family. the sheriff's office still trying to account for everyone. neighborses say that the facility has been mismanaged for years. >> coming to our door and screaming, get me out of here from my bedroom window. >> reporter: some of the people are staying in hospitals, but the sheriff's office tells us there are no

serious injuries despite the filth and possible neglect. >> we did the best we could, everybody is still alive. so it's good. >> reporter: we have called california's department of social services to find out why this home was shut down and also why there was no plan in place to relocate the residents? at this point we have not heard back, but we will continue to ask those questions. live in castro valley, katie utehs, ktvu. >> what about the owners and operators? have the authorities received any explanation from them? >> reporter: heather we have talked to neighbors about the owners here, because this has been a persistent problem. this home has been plaguing this community for a while. they tell me that the ownership has changed within last few years and within last few months staffing has also changed of the the sheriff's office tells me that they are

still working to confirm the identify of the openers. >> thank you katie and more details on the valley manor community care home in castro valley. that facility officers both assisted and independent live. it's difficult to find out how much is charged patients monthly, but many homes offering those services rake from $4,000 to $6,000 a month. new information on that gunbattle in sacramento county and nine-hour standoff that left half a dozen law enforcement officers injured. earlier today the suspect surrendered and is now behind bars. tonight the suspect's mother blames methamphetamine for causing her son to lose control. >> 3-year-old sammy duran is being held on charges of attempted murder and breaking parole. the roseville police chief says he injured officers. >> four of the officers were hit, what we believe is shrapnel and treated at hospital and one officer was

hit by a bullet and federal agent was hit by a bullet. >> reporter: duran is held at placer county jail where a former inmate says the two crosscrossed pathing. >> i passed him in pacificking. you can't miss this guy. he has been all over the tv. he is like in a trance. he is just, like, slumped over and he is like hallucinating. >> reporter: was he saying anything? >> no. he is in a suicide close. >> reporter: what do you mean by that? >> you have a special quilt and blanket in case you are suicidal. >> reporter: the chief of the moisswould not go into details about the moments that duran gave himself up, but he did say this? >> he took a lot of work on the negotiator's part to have it end the way it was. >> that was mallory huff reporting. records show that duran has several convictions going back more than ten years of they include drug possession, assault with a deadly weapon, domestic violence and attempted carjacking. the police chief says one

officer remains hospitalized in serious condition. others have been treated and released. >> grieving students in nevada did something constructive to remember their math teacher. they held a fund-raiser for the teacher killed by a 12-year-old student who had a .9 mm. gun. the student then killed himself. landsberry a former marine tried to stop the shooting by asking calm where i for for the gun. family members of the patient who went missing from her room and later found dead are demanding answers from the sheriff. according to the san francisco chronicle, spalding's family made requests to search the hospital, but the family says deputies did not perform a thorough search. spalled egg's body was found many a hospital stairwell 1 days after she went missing. her family tells ktvu they want a full account of all the areas searched as well as results

from an investigation into her disappearance and death. first-responders fanned out across the bay area for contrawhat-if scenarios. john sasaki takes us behind-the- scenes how the exercises can save lives. >> reporter: on this day of law enforcement training it was not peaceful at all. it's urban shield the largest training event of first- responders in the nation. this active shooter drill involved mass casualties and multiple gunmen. >> i'm bleeding everybody, please help? >> you have people yelling for help and you have people down and suspects engaging you. so it's real challenging. >> reporter: 54 scenarios are happening around the bay area for 48 straight hours with no sleep

for trainees. boston police officers have trained here, which helped them in the two-day manhunt for the marathon bombing suspect s. >> you release your team can handle a 48-hour situation because they have done it here. >> the old bay bridge is involved and involves a highway patrol chase of the stolen fedex chase that crashes into numerous vehicles that causes a spill radioactive materials. the explosion launched the fedex three of off fedex thief off the bridge. >> it's good training, the best training you will ever get. >> reporter: one of the more colorful moments was visitors from newtown, connecticut shared their experiences from the sandy hook shooting. >> it was a quiet room. their experience was pretty horrific. at the end, the police, fire and medical trainees will be

better prepared. >> two suffers mike holmgren injuries during a helicopter drill yesterday afternoon during a practice water rescue in san francisco bay. it's not clear exactly how they were injured. one firefighter was from oakland and other from sacramento. organizers decided to cancel that same helicopter drill today. the 49ers drew a huge crowd in london to try to get british sports fans all fired up about american football. 30,000 people packed trafalgar square in london for an nhl rally ahead of tomorrow's game against the jacksonville jaguars and while some were new to american football, and were accustomed to their futbol, when we call soccer, there were a lot of people who were fans of the 49ers. >> very first match that i watched, game that i watched was the first super bowl, the niners won. so immediately i was like 12 years old and said, that is going to be my team. >> the niners take on the

phoenix where five people include a teenager and two dogs were all found shot and killed. police say they were called to eye townhouse and found the body of two adult males, a female and a teenaged boy as well as the dogs. in a nearby home they discover another money had a who apparently shot and killed himself. police have release nod detail on a possible moatey, but neighbors say that they had previously argue over barking dogs. the man who led police on a high-speed chase through the mojave desert with two hostages in his trunk was remembered today as a cool guy who lost his mind. munoz shot and killed a woman and shot and wounded her boyfriend before leading police on highway 395 in concern county. the 39-year-old fired at driver and pursuing officers for 30 miles and during that time his trunk popped open, revealing a man and woman.

when the chase ended officers opened fire, killing munoz. the two hottages remaphospitalized with gunshot wounds it's not clear they were shot by the gunman or accidentally by police. happening now the big weekend before halloween they are out celebrating, but law enforcement is out in force keeping a eye out for drunk- drivers. christien kafton in oakland with the stepped efforts to keep the roadways safe. >> reporter: officers are telling me this has already been a very busy night with lots of crashes on the roadways and people going from party to party and say that anyone who has been drinking needs to arrange for a ride or have a designated- driver. in pleasanton, the pre-halloween party got underway with a pub crawl, revers going from shop to shop, topping off their company at each stop. partyers say their celebration started with a phone call.

fletch a pedestrian suffered serious injuries this afternoon, apparently trying to walk across an east bay freeway. the highway patrol says that the pedestrian was just after 11:00 p.m. on eastbound 580 this dublin. investigators say the person ran from the center divide across the freeway and an oncoming pickup truck swerved, but was unable to avoid hitting the person. coastline, so the low cloud fog pushing into the bay. livermore 60. and oakland last check reporting partly cloudy skies and here is our live camera looking to the bay bridge. the fact that we can see the bridge shows us that we don't have much in the way of dense fog, but that fog near the golden gate bridge pushing into the bay the next 3-6 hours. upper 30s for santa rosa, fremont 49, most of the area starting out sunday morning in the 40s, but a few upper 50s in parts of the north bay. our forecast model starting with gray near the coast and bay tomorrow morning, gradually

clearing towards the shoreline. football forecast for tomorrow, in oakland, with the raiders, we're expecting partly sunny skies, winds out of the northwest at 15 miles per hour. and when you are watching the 49ers tomorrow morning from wembley stadium, the weather could be a factor. the chance of rain especially for the second half, the rainfall rates could be picking up. look at that predicted wind speed up to 30 miles per hour. up towards london. back in the bay area, across california, we have this area of low pressure dropping in. this will be the key weather feature tomorrow we're going to cool things off 5-10 degrees and the wind speeds pick un. approaching 20 miles per hour by this time tomorrow night. by monday, this is the coldest day of the week. we'll bring in the chance of a few scattered showers in the bay area and a good bet of some sierra snow level. our forecast model puts this into tomorrow night. the chance of a few sprinkles out there and look at what happens in the sierras? possibly 3-6" above 6,000' and a chance of showers, just a chance in the bay area, but the main impacts for us, a few extra cloud a big dropoff in the temperatures. forecast highs for tomorrow, we'll begin to cool things off,
