good afternoon. i'm tori campbell. the new head of the university of california system is meeting with high school students at oakland tech right now. but not everyone is happy about her visit. brian flores is live with more. >> reporter: good afternoon, tori. this was one of the first public appearances for janet napolitano. she spoke to hundreds of students here trying to push them to go to college. but she also got the attention of immigrants rights groups [chanting] >> reporter: students and community members with the group by any means necessary protested outside the gates this morning. uc regents confirmed napolitano back in july. but despite the confirmation, many say she's the wrong person for the job. she's had to deal with a backlash for immigrant rights groups who are upset over her previous stances on immigration and what they say was deporting

2 million illegal immigrants while the director. >> we judge people by the action and she was responsible for federal immigration enforcement and the record number of deportation ofs of -- deportations of more than 2 million people. she is an insult and a threat and an unwelcomed sign to immigrant students in california. [ applause ] >> reporter: when we spoke to napolitano after wards, she says that during her tenure in d.c., she pushed for more immigration reform and wants us students to know mainly high school students that the uc system is open to everybody. >> that's a self-created fear. this is a university that is open to those who qualify academically. i would say to them that we're going to do more for all first jeneration students, whether they be documented undocumented than has ever been done. >> reporter: now, napolitano says she wants to include more

students in the uc system, even reminding students whose families make less than $80,000 if they qualify. now, what's next for her schedule, she's expected to speak in front of the commonwealth club in san francisco tonight at 6:00 p.m. we're live in oakland, brian flores, ktvu channel 2 news. >> thank you, brian. one man is dead an three other people including a 5-year- old girl are injured after a crash in sonoma county involving a suspected drunk driver. it happened last night on highway 121. witnesses say 25-year-old man was behind the wheel of a jaguar when it crossed into oncoming traffic crashing into a toyota. the chp investigators suspect alcohol may have been a factor. >> druks and alcohol are -- drugs and alcohol are suspected to be involved in the traffic collision. it's tooer ely to release

information. we're investigating that as -- too early to release information. we're investigating that. >> a 27-year-old male passenger in the jack wire was -- jaguar was killed. a 5-year-old child was flown to children's hospital with major injuries. oakland police are investigating an overnight darr jacking in which the victim was kidnapped and forced to withdraw money. police say it happened around 8:45 last night when the suspects forced their way into a women's van at 46th and adelaide. she was forced to drive to an atm and take out money. the suspects dropped her off at high street and international boulevard. no arrests have been made and that van has not been found. campbell police are looking for four people they believe are connected to the shooting of a bouncer at a nightclub early saturday morning. investigators released this 52- second surveillance video on youtube. it shows three men and a woman entering the club called the spot in downtown campbell.

police say they bought drinks and went outside to the parking lot. investigators believe the man in the camouflage pants is the one who shot and wounded the bouncer. when the bouncer asked him to turn down loud music. >> we've been analyzing the video and looking at the specific tattoos, especially on the left forearm and the right hand. and we're optimistic that we'll be able to identify the tattoos and the persons associated with those. >> the bouncer is recovering. police say the four left in two cars, a tark 1990s camaro and -- dark 1990s camaro and a light sedan. thousands of dollars of computers and ipads are stolen from an elementary school and investigators may be closer to find out who did it. janine de la vega joins us live from river glen school in san jose with the new information. good afternoon, janine. >> reporter: good afternoon, tori. well, originally it was reported that there were signs of forced entry here at river glen school. but a school resource officer

told me that the damage done to the computer lab door was already there. so it wasn't forced entry. so now they are looking at whether or not the person responsible for this theft is someone connected to the school or a former student. the principal of the k through 8 school says on monday morning a teacher discovered that 62 laptops and ipads were stolen from the computer lab over the weekend. the technology had just been purchased last year and was primarily used for the third through fifth graders. parents had spent the past two and a half years fund-raising to buy the ipads and laptops for the two-way spanish/english school. parents were told they were worth about $70,000 and because it fell below the deductible, the district could not replace everything. >> for somebody to not have a cons shins and go and take -- conscience and go and take from the kids, it's really sad. now we're basically out.

b.a.r.t. workers' safety is scheduled for november 7th. the hearing comes in the wakes of the deaths of chris shepherd and larry dane yells. they -- daniels. they were working on the tracks when they were hit and hilled by a b.a.r.t. train. a policy that makes workers responsible for their own safety may have contributed to the accident. b.a.r.t. discontinued that policy shortly after the workers were killed. san francisco police are looking for a witness in the baffling death of lynn smalling -- lynn smalling -- lynn spaulding. >> we hope that finding that witness will result in morances

to this tragedy -- more answers to this tragedy. >> the witness is described asian, 30 to 40 and wearing a blue dress shirt and hospital identification. he may have had on a tie. police are asking anyone with information to give them a call. employees at a union city bakery warehouse had to scramble to get away from a fire. the fire started around 5:15 inside the sterling food plant on western avenue. there were about 25 employees inside the building at the time. they were able to get out safely and a sprinkler system went off which helped contain the fire. crews had the fire out in about 40 minutes. no word yet on a cause. a sister plant in southern california will be able to help get orders delivered. a new mystery surrounding a floating structure connected with google possibly, where a second barge has been spotted. and a chilly start to the day. will it last for the rest of the week? steve paulson will be here with

the police shooting of a 13- year-old santa rosa. hundreds of people attended the funeral for andy lopez last night. the young teen was shot to death by a sonoma county sheriff's deputy last week. the boy was holding a bb gun that looked like an ak-47 assault rifle. and the deputy thought it was real. county leaders say more needs to be done to improve the relationship between the community and law enforcement. >> we have to do what key can to pre -- we can to prevent this from occurring again and creating better law enforcement in the community. >> last night's funeral followed a day of protests in santa rosa. the supervisor says he plans to hold public forums to give people a chance to air their concerns. the city of san jose is considering two proposals to keep new officers from leaving the police department. one plan would require officers to pay -- to pay back a share of training costs if they leave

within five years. the second proposal calls for the police academy to charge tuition and offer recruits a zero-interest loan. the city would pay back the loans who stay with the department. >> the true is we need more officers. no matter how hard they work. there's no substitute for having more officers out there on the street. >> police departments in oakland, hayward and los angeles have repayment requirements. council members say it can cost $170,000 to recruit and train each new officer. the nation's top healthcare official is apologizing for the botched rollout of the insurance website. kathleen sebelius told lawmakers she's responsible for the snags. jacqueline fell is just back from the hearing where sebelius testified and joins us live. jacqueline? >> reporter: tori, the secretary is pledging to make the law work. but sebelius made clear,

trouble runs deeper than just this dysfunctional website. kathleen see bell just called -- sebelius called this a debacle. the troubles were apparently a surprise. she testified she did not expect any hiccups when the website went online october 1st. >> i'm as frustrated and angry as anyone with the flawed launch of healthcare dowt gov. so let me say directly to the americans, you deserve better. i apologize. >> reporter: californians have their own functioning website run by the state. but the others, still face glitches trying to buy health insurance online. house republicans brought up reports of americans losing existing policies because of the law. sebelius said they can buy new, better polcies online -- policies online. >> repeatedly looked us online and said everything was track and they assured that all

systems were a go. >> reporter: anna eschew scolded republicans. >> you love what's wrong with the website and you detest what's working in the affordable care act. i think that's on full display here. >> reporter: reporters have reported that she -- republicans have ordered she be fired. jacqueline fell, ktvu channel 2 news. we're learning about a second mystery barge with reported ties to google. there's been a lot of talk about the mysterious structure being belt on a -- built on a barge in san francisco bay. there are reports that google is building a similar floating structure in portland, maine. that's all shrouded in mystery. google won't comment on either website but both structures are believed to be a floating data center for the search engine

giant and the nsa may know some of google's secrets. the nsa has reportedly secretly broken into the main communications link that connect google and yahoo!centers around the world. according to the washington post, the agency has processed millions of records ranging from metadata such as audio and video. the text sites those from edward snowden. people driving on the san mateo bridge might see some unusual work going on with the transmission lines running next to the bridge. pg&e linemen are hanging from helicopters as they replace the high-capacity electric lines that cross the bay. it's called long lining. that was going on this morning on one of the towers at the west side of the bridge nearest foster city. >> this is actually practice -- this is a practice that pg&e pioneered. we were the first to use long lining and have used it for a

there was some very thick fog. didn't have much support. it burned off early. kind of hazy skies. a lot of 30s. santa cruz mountains, north bay. i will show you some of the lows. i think we'll see a repeat permance -- performance. frost advisory canceled. it's sunny now. maybe a few puffy clouds. everything is cleared out for most of the sierra. scotts valley, 33. ben lomond, 34. russian river, 30. stan fard didn't make it to -- did make it to 39. i think i saw 22 tahoe, 19 in truckee. there were a lot of 30s in lake county. a little bit of fog, san mateo coast also on the marin coast, most of that is cleared out of the picture now. things are much improved in the sierra nevada. they have a nice signature of snow now on the sierra on the visible san antonio. that's a good thing. pretty good snow from that system. we got the colder air, wind and

clouds. not much in the way of precip. 63, livermore and fairfield. that is your warmest. san jose and santa rosa at 60. the city is at 58. sfo is at 58. low 60s for some. everyone is really close. they were definitely -- there were definitely chilly readings. we'll have a lot of sunshine. it's tough to warm up this time of year. hazy skies. a little warmer. 60s for some. upper 60s up towards clearlake as well. mid-60s. low 60s. alameda, 61. brent wooped, 67 degrees -- brentwood, 67 degrees. same for morgan hill. santa cruz is in there as well. cupertino, 66. upper 60s. more fog and a slight westerly breeze for some. mid- to upper 60s on the peninsula. everything is good to go. clear skies. you don't have to worry about that. once the sun sets now, and boy, it goes quick, it gets cool -- thursday, friday, mostly sunny

stocks down in late trading as investors react to the latest announcement which said it will keep buying $85 billion a month in bonds as expected because the economy would continue to need help from its stimulus program. taking a live look at the big board, the dow is down 65. the nasdaq is down 23. s&p down 9. tesla signed a deal with panasonic that will nearly quadruple the supply of battery cells. the palo alto based company announced that panasonic will supply 2 billion battery cells over the next four years. that expands the previous agreement for 560,000 cells. tesla expecteds to deliver over 20,000 sedans this year. the company estimates cars could double when the car goes on sale in europe and asia. ready for nba basketball? warriors open their season tonight at home. they are playing the lakers. this is video of the two teams
