joining us live with the plan that will be announced on thursday. robert. >> reporter: the public announcement is still planned for thursday but the rotation of detectives to patrol has already started. and so have the arguments on whether it actually involve arkansas solves the problem. there are only 912 working officers in the san jose police department. 457 on patrol. this week about 70 detectives will begin patrol unit. of the domestic violence unit and police union board member says the rotation follows severe cuts to the detective ranks railroad. >> a reduction already in some of arraigns and now having officers spend one additional day out in the street instead of investigating the cases they may have on their desk is devastating to our investigation. >> reporter: the police department saying the rotations

that include nonother detectivings as well are needed for officer safety and 911 calls. of a life threatening nature get a timely response but level 2 calls such as a burglary where a suspect has fled may not. >> we're having issues getting to those calls in a timely manner. the addition of these new officers will help to reduce that. >> responding to those emergency calls is really important. and that's the highest priority. >> reporter: saying this isn't the answer. >> calls have to be filled. we have to get to the 911 calls. but it's going to happen at a cost. now domestic violence cases will go on hold. >> reporter: in detectives say they fear the program will become permanent and even expanded. at end of january but acknowledge even with with the added detectives it does not have all the patrol beats covered. live in san jose ktvu channel 2

show you how they stack up and keeping our communities safe. again, 2 investigates tomorrow night on ktvu channel 2 news at 6. new at 6 tonight ktvu has obtained the 911 calls during the caldecott tunnel fire on saturday. we listened to a flurry of first calls made by drivers passing through the tunnel eastbound shortly after 9:00 a.m. several people reported seeing smoke coming from the cars engine and few saw small flames underneath it. one woman says he saw an elderly man getting out. and worried things could get worse very fast. >> the guy may be in the same place. in the right lane and a lot of traffic backing pup. i'm afraid the car might stray off into other lanes. >> drivers ditched their cars and were evacuated by firefighters. you can listen to the 911 calls

male. >> reporter: around 5:20 yesterday evening an 18-year- old man was say sleep. police say for some reason this 16-year-old boy now under arrest came up and set the 18- year-old's clothing on fire. >> everyone started yell. and the guy was jumping up and down. >> reporter: we have confirmed the suspect is student at oakland high school. and sat school some students said they were on that bus. friends of the victim have set up a website to help raise money for his recovery. he is now in the burn unit with second and third degree burns on his lower body. police say he is in stable condition. >> the victim did not know the suspect. >> reporter: using surveillance video from the bus to it find the suspect. hiss arrest will be good news to other 57 bus riders. >> that's horrible. >> reporter: one man told me

people started running into the new graton casino at 9 this morning when they opened their doors. some people told us they'd been waiting in line since 4:00 in the morning. the casino and parking garage apparently reached capacity about 10:45 this morning and the doors were closed. the decision to slow entry was made to keep guests comfortable. wanting to get some of the money back it was forced to spend during the bart strikes last month. during the four and a half day streak that started october 18th. officials say they added 16 extra buss and increased service on the j church line. >> over that time we were able to give our service or the mission corridors that nationally serve by bard.
