announced. good morning. welcome to "mornings on 2." i'm tori campbell. >> good morning. i'm dave clark. let's check weather and traffic. steve's right over there. >> thank you. we do have some high clouds over us. it looks like they are beginning to fill out. a few 40s but nothing compared to a couple of mornings ago. we had a lot of 30s. some locations, san francisco still in the upper 50s. it won't take much although the higher clouds, a little puff of a westerly breeze will bring the temperatures down. sun and clouds here. cool, mild, warm. mostly sunny. higher clouds will ease out. you can see we're almost on the back side of a few of these. high clouds, mostly sunny. very calm conditions. maybe a hint of a north breeze. more of a werl later on -- westerly later on. here's sal. good morning. we're looking at a tough commute on this thursday. traffic is going to be busy all over the place. we'll start off with the bay bridge toll plaza. live picture of the traffic here cueing up. it's backed up for about a 25,

30-minute delay before you make it into san francisco. lower peninsula looks good now but, of course, that will change this evening. you should plan ahead. 101 and 280 looking good. big game, stanford and orie -- i'm sorry, oregon at stanford. 6:00. a lot of people going to the same. it's sold out. attracting a lot of attention. if you live on the peninsula or if you live in san francisco, if you are going to the game, take the train. the train stops a few blocks away from the stadium. we have an update on the pedestrian killed early this morning on interstate 580 near high street. it happened just before 4:-- just before 5:00. ktvu's brian flores arrived on the scene shortly thereafter. a female pedestrian was hit and killed. she was walking in the lanes according to chp officers. pickup truck hit that person and killed them. investigation is going on but the lanes have been reopened

and traffic is recovering. it had been backed up for a good long way. the coroner did arrive on the scene and took the person back to the coroner's bureau. back to the desk. [opening bell] and just about 35 minutes ago, the opening bell rang on wall street. that marks the start of the big day for a world-famous company in san francisco. twitter is holding its initial public offering this morning on the new york stock exchange. twitter set the initial stock price at $26. the symbol, twtr. the opening bell rang at 6:30 our time. but it usually takes an hour for newly-listed stocks to start trading. it's not moved beyond the initial mark. let's take a look at wall street. the dow is up 27. the nasdaq, though, is down 13 and the s&p flat.

happening now, ktvu's katie utehs is live at twitter headquarters in san francisco where there's plenty of of excitement along with an early- morning -- plenty of excitement along with an early-morning protest. >> reporter: let me step out of the way. the protesters are upset, as you can see, about the coffin about san francisco's lack of affordable housing. they are concerned that the city caters to tech companies like twitter. just a few of their issues. it's no mistaking. twitter's ipo could make some people millionaires today, even billionaires. [opening bell] >> reporter: the new york stock

exchange opened at 6:30 and, again, as we mentioned, trading takes a little while to get moving. some 70 million shares are offered at $26 each today. and with some 230 million users, people who use facebook, there's a huge potential for advertising dollars but this still has not articulated into a profit at this point for twitter. so investors may wait to jump in because of the unconventional business model that is twitter. so the initial public offering having some people very excited. some people in san francisco also upset about what it means, that money, very influential here in the city. coming up in our next live report, we'll be talking with people about whether or not they think they will jump on board and invest in twitter. live in san francisco, katie utehs, ktvu channel 2 news. >> thank you, katie. here a look at some of the other recent social media ipos. facebook opened at $38 in may of last year.

however, shares immediately fell before eventually recovering. facebook's price this morning right now, checking it out, it's down slightly at $48.75. linked-in opened at $45 in may 2011. its price has skyrocketed and this morning it opened about 220. right now it's down slightly at 216.86. the drunk driving suspect accused of killing a menlo park couple last month is due in court. marjorie reitzell is expected to enter a plea when she goes before a young in redwood city. she faces several felony charges, including vehicular manslaughter for the deaths of kamal and barbir singh. witness are looking for a specific witness to the crash. investigators say a man driving a white ford explorer may have witnessed the entire tragedy. they are urging him to come

forward. kamal and barbir singh were hit and killed as they walked their dog the evening of october 24th. continuing coverage on a child abduction case we told you about yesterday morning starting at 4:30. the sunnyvale mother of a 2- week-old baby boy awaits her son's return after the boy's father allegedly took him to mexico. patricia romero learned last night her baby, henry, was found safe. the boy was allegedly abducted by his father, 22-year-old mesut guler. patricia romero says through an interpreter that waiting for word for 24 hours was very difficult. >> translator: i was really afraid that i wouldn't be able to find him again or see him again. i was really scared. >> guler crossed into mexico through arizona, despite an amber alert. he was caught at a second checkpoint after mexican authorities learned he was

wanted. a border patrol agent in arizona tells ktvu they should have been aware of the alert even though it came from california. 7:08. happening today -- a public hearing will be held today about b.a.r.t. workplace safety after two workers were killed last month in a deadly accident. ktvu's brian flores, joining us live now from san francisco. that hearing, brian, will start in a couple of hours. >> reporter: yeah, that's right, dave. good morning to you. and still, on the minds of many people is the death of those two b.a.r.t. workers killed as they were working on the tracks in walnut creek weeks ago. what's gonna be happening today. b.a.r.t. management will be testifying about their safety protocols in a meeting this morning scheduled to take place at 10:00 here in san francisco. now, assemblyman phil ting called for the meeting months before the accident that killed the two workers. today's meeting will be a meeting of the committee on labor and employment. they are expected to have tough questions about the deadly

b.a.r.t. crash and safety practices. the two men were inspecting the tracks last month when they were hit and killed by a train being operated by a manager in trainingth b.a.r.t. will outline the training program at the meeting. we got copies of the statements that the safety officer and general manager of operations are expected to read during this testimony this morning. main issue, the explain aches of the approval that we've learned during the accident and the risks for b.a.r.t. workers. this is a procedure that allows workers to enter restricted areas along tracks with the understanding that they are not provided any protection or given advanced warning that a b.a.r.t. train is approaching. b.a.r.t. management is expected to talk about the history of state protocols. we're live here in san francisco, brian flores, ktvu channel 2 news. >> all right. 7:10. the project to fix those bad bolts on the new bay bridge, it's a month behind schedule.

the custom steel saddles to give a permanent fix, they won't be ready until january 8th because of construction delays. the original target date was september 10th. the giant steel bolt snapped earlier this year almost die laying the labor day opening of the eastern span. crews came up with a temporary fix which allowed the bay bridge to open on time. police in piedmont may soon have a new tool to catch criminals. new license plate readers may be up and running by the end of the week. 39 cameras are expected to be installed at 15 locations in piedmont. it will cost about $678,000. the installation process started in september. 7:11. an eagle scout from san jose is being recognized for helping to improve safety at mineta san jose airport. levine is a member of boy scout 339 and a junior. the traps are used to catch and

time is now 7:14. we have new information about former stanford football star jonathan martin who walked away from the miami dolphins because of alleged bullying. now, early in his pro career, martin talked about quitting football. that's when two people familiar with the situation sold the associated press. one of them said he considered quitting because of how he said other linemen were treating him. but that he does want to continue his football career. martin left the dolphins last week to undergo counseling for emotional issues. dolphins' guard richie incognito is accused of bullying martin. richie has been suspended. new jersey's largest shopping mall is back open this morning just days after a terrifying shooting there. >> 911? >> somebody is shooting. >> okay. garden state mall, it looks like someone is in the mall shooting. >> police have released the 911

tapes that captured the horror of the workers and shoppers inside the garden state plaza mall. courtney was among one of the shoppers stuck inside and said she was more worried about the police officers than the gunman. >> i'm scared and i want to get out of the mall. the cops -- i can see the cops from the door. is there any way one of them can come in and get me? >> i was worried about getting shot. >> you walk out there -- >> yeah. i didn't want them to think, like, you know, there's -- there's nothing but glass. it's tark. i don't know -- it's dark. i don't know if they thought i was the shooter. >> the gunman fired several shots before taking his own life. no one else is hurt. investigators are still trying to determine the motive. the u.s. senate expected to approve legislation today that would outlaw employment discrimination against gay, bisexual and transgender americans. there was a test vote on monday. seven republican senators joined democrats to move

legislation forward. there will be another procedural vote this morning and then a final vote could come this afternoon. however, that bill may go nowhere in the republican- controlled house. that's where speaker john boehner opposes it. some say the plans for a new golden state warriors arena on the waterfront are in jeopardy after voters rejected plans for a new luxury condo complex up the road. plans to build the eight washington condo development on san francisco's waterfront were defeated on tuesday. the warriors want to build their arena on piers 30 and 32. some community activists are concerned because they heard the warriors want to raise height limits for the area. >> we'll see if they can craft a different plan or at least make it a benefit enough that it will be worth making changes. >> community activists say developers will have to work with people who live near the piers to create something voters want.

now. we've all been talking about it. it's looking good. let's go to the south bay map. this evening, there is a big game, oregon comes to stanford and play a nationally televised college game. number two and number five are playing each other. a lot of people are going to the game and a lot of people will be in the atmosphere of the stadium. they will be down in palo alto. i talked to a few people on twitter and on facebook saying they are going down there anyway to be part of the excitement. that means more people on the roads this evening for that area of the bay. plan ahead, bring your patience. if you are trying to get home, it will be a rough one in the peninsula. on the peninsula. let's take a look at the commute. westbound bay bridge. that traffic is backed up for a 25, 30-minute delay. that's not unusual getting into the city at this hour. if you are driving on 24 westbound, this is a live picture of the traffic in la fayette. it's also busy as you drive to the b.a.r.t. station. it slows near or -- near orinda

a van caught fire alongside a busy east bay freeway last night. but everyone was able to make it out okay. the fire started near the broadway offramp of interstate 880 in oakland. fire crews responded in a couple of minutes and put the fire out. the cause of the fire is still being investigated.

community leaders in sonoma county are organizing several fund-raisers for a kindergarten student seriously injured in a horrible head-on crash. it happened last week on highway 121. the 5-year-old suffered severe injuries to her neck and spine in a suspected drunk driving crash. she's being treated at oakland's children's hospital. several fund-raisers are being held in the petaluma area this weekend to help pay the child's hospital bills. a southern california high school is being pressured to get rid of its controversial mascot. now, for the past 82 years, coachella valley high school's mascot has been called the arab. the american arab antidiscrimination committee wrote a letter asking the school to drop the name. they say it enforces negative stereotypes. well, the school's alumni association disagrees. they say the mascot pays homage to the area's date farming history. >> it wasn't to discriminate.

it was to say hey, thank you, middle east, iraq, algeria. all of those areas that donated -- or didn't donate. we bought it from them, and now the date industry. >> [inaudible] >> school district officials plan to talk about this issue at their november 21st meeting. two bay area cities are on the new top ten list for pedestrians. san francisco was named the second most walkable city in the country by the seattle- based company walk score. and oakland was ranked 9th. new york city, number one. figuring out how easy it is for people to walk to their jobs, stores, restaurants. coming up -- bridge toll

high clouds today. high pressure will get backed off a little bit. there is a system moving in to the pacific northwest. 40s and 50s. 57 san francisco. oakland, 55. even napa, 50. san rafael. 52. san jose, 50. 57. it will not be as warm. but it will be on the mild side. 65. beautiful sunrise due to the higher clouds coming in. so high clouds, partly sunny, partly cloudy to mostly sunny. calm conditions. hardly any breeze whatsoever. highs 70s inland. more 60s coast and bay. we're looking at traffic and it is certainly busier than it has been in the last few minutes. let's take a look at the bay bridge toll plaza. you will see a backup there of about 15, 20 minutes. maybe 25 minutes. it has not become all that bad. some days it's worse than others. san mateo bridge looks pretty good over to the peninsula. when you get to 101, it's busy in san mateo and belmont.

look at the south bay. as i move the map around, you can see that the slowest traffic is here on 85 coming up through. it's very slow and 280 backed up from 101. both commutes pretty severe getting into the valley. just a reminder, we'll tell you, tonight, a big football game at stanford, oregon comes to visit. a lot of people are going to the game. at low of people are -- a lot of people are going to be there. it will be a big traffic jam on the lower peninsula. back to the desk. several suspicious fires lately in one castro valley neighborhood has investigators thinking this may be arson. ktvu's tara moriarty joining us live to tell us, tara, why neighbors are so nervous. >> reporter: well, the fires that have been happening over the past year have been happening in a grove of trees, in a huge canyon. this is off procket ter road. it's a vast area. it would be easy for someone to access without someone noticing

them. these fires have been cropping up more frequently over the past month. a dozen fires have been off the 17000 block of almaden road. last night, around 6:00, a fire broke out on walnut creek and almond roads. half-hour later, another sprang up. neighbors have been told to be on the lookout. >> they back up to proctor road which has deep lots. we believe whoever is doing is coming from the proctor roadside into the backyards. >> reporter: and we have noticed quite a few beer cans, bottles of alcohol and cigarette butts scattered throughout the area here. investigators believe this could be the work perhaps of an arsonist or arsonist. we spoke to one neighbor who said interestingly enough, a developer has been talking about buying this canyon and building 19 homes here. that's something that neighbors aren't very excited about.

live from castro valley, i'm tara moriarty, ktvu channel 2 news. 7:33. new developments about the failed search for a missing patient at san francisco general hospital who was later found dead in a stairwell. 57-year-old lynn spaulding disappeared september 21st. 17 days later, her body was found in a hospital stairwell. san francisco sheriff ross mirkarimi released details of a preliminary investigation including faulty information that he says deputies were given by hospital staff the day spaulding disappeared. >> twice during that conversation the deputy was told that the missing woman was african-american and wearing a hospital gown. >> sheriff mirkarimi also said when a full search of the hospital was ordered, his deputies only searched half of the stairwells. now, san francisco general hospital released a statement about the immediate steps it will take. they include an independent review of security and the facilities recommendations are

expected between 30 and 90 days. also, refresher training, now being provided to sheriff's deputies assigned to the hospital. administrators say they are exploring whether to expand private security contracts to help fill in the gaps. california's department of social services is now monitoring an assisted living facility in modesto 24 hours a day. it's owned by the same people who owned valley springs in castro -- castro valley. last month, the state shut down the facility. most of the staff walked out abandoning patients. a healthcare expert hired by the state will run the facility until the nursing home is sold to a new owner. the impact of twitter on wall street. an hour ago, we carried live the o'ing bell as twitter

officially -- opening bell as twitter went public. pam cook is in the newsroom with a look at the stock and why the new action may not be happening until now. >> good morning. the bell began with hash tag ring in honor of twitter. it can take about an hour or so after the opening bell for the stock to start trading for the first time. we're still waiting for the moment, maybe another half-hour or 45 minutes or so is the latest indication when twitter will start trading. basically, what's happening right now, a person called a marketmaker is traking in all of the -- taking in all of the twitter orders. they will determine the fair price. i heard him yell out the last price, $46 a share. it will trade on the new york stock exchange. that was the opening bell. the ticker, tt -- twtr. economists predicting huge trading. the price could fall back down,

even as early as today. could take a couple of months. the company will have the challenge of a public company to not only keep consumers happy but also shareholders. >> they have facebook as a negative example as the steps not to follow. that is, make sure you are listening to your investors. demonstrate that you care about the stock price. >> there was a lot of concern that twitter would spark some technical glitches like we saw when facebook went public but the new york stock exchange did a test-run and says it is ready to handle all of the excessive volume. you see all of the twitter birds around. a lot of crowd around the new york stock exchange, that area where the marketmaker is there determining the price. the question everyone wants answered, should you buy it? most analysts are recommending at this point, if you are not already in an institutional fund of buying it, hold off as an individual investors wait a few months for the initial

excitement to wear off and maybe some settling as well. a couple of men behind twitter, jack dorsey, evan williams. williams has the largest stake in the company. it could be worth about $2 billion by the end of the day, at least on paper. we'll continue to watch the stock. twitter has amassed about 230 million users since inception. new earsers are still going up -- users are still going up. we're watching for the stock to start trading. it could happen in the next half-hour or so. we'll let you know when that happens. pam cook, ktvu channel 2 news. >> thank you. you may have been surprised by some of the people at twitter's opening bell. as you can see here, on the far right, patrick stewart and the little girl, vivian. she's the marin county girl who gained worldwide recognition

for setting up a lemonade stand with the proceeds going towards fighting slavery. 7:38. the chp investigating last night's crash in oakland that killed a woman and injured her twin sister and a 3-year-old child. it happened at 7:30 on eastbound 5le 0 near the keller avenue exit. the car veered off the freeway, smashed into a tree killing the driver. the chp says the 3-year-old child was in the back seat and was not seriously hurt. the child's mother is expected to survive. the investigation continues. also investigators say a fire last night that injured a san jose firefighter appears to be suspicious. it happened around 9:00 at a vacant home on south almaden avenue near west virginia street. a firefighter suffered minor burns after being engulfed in flames in an explosion in the basement. investigators say this fire may have been started by squatters. a 16-year-old boy from oakland could be charged today

with setting a young man on fire on an a.c. transit bus. the oakland high school student was arrested tuesday at school. he's suspected of burning 18- year-old luke fleishman monday night while he was sleeping on the bus. now, fleishman also goes by the name sasha and was wearing a skirt at the time. investigators are looking into whether or not it was a hate crime. fleishman is a senior at maybeck high school in berkeley. an online fund-raiser has raised more than $21,000 for his medical bills. 7:40. in a story you will see only on 2, ktvu news has documents showing how many people cheat and go across bay area bridges without paying tolls. this shows a big spike in toll cheats at the golden gate bridge. in 2011, there were 80,000 no- license plate violations. in 2012, that jumped to 108,000. this year, it is more than double, to 224,000 and that's

just up and through october. in march, the golden gate bridge switched from having the tollbooth workers to all electronic tolls. the toll cheats are using cardboard dealer placards which you can't trace. >> prior to this, they were stopping and paying. now there's a larger number of people crossing without paying. >> now, $1.2 million of toll money went uncollected at the golden gate bridge. for the seven other bay area bridges, it's about $6.1 million a year. transit officials say violaters who are caught, they pay a fee. that somehow offsets things. california lawmakers want to hear from b.a.r.t. managers about the death of two b.a.r.t. workers. the tough questions they could be asked at a hearing in just a few hours. >> reporter: excitement is building on stanford university's campus for the big game tonight against oregon. we'll tell you why it is a big deal and how it may affect you even if you are not a sports

and the nasdaq is down 45. the s&p is down 9. it is 7:44. square, the mobile payment company, may also be going public soon "the journal" reports square is in discussions with goldman sachs and morgan stanley for its own initial public offering. the paper reports that could come sometime next year. square was founded by jack dorsey who is also a ceo. dorsey, by the way, cofounded twitter. more bad news for tesla. another model-s electric car has caught on fire. this is a picture of it posted on twitter. it happened yesterday just outside nashville. the company says it was caused by a crash and was not spontaneous. this is the third model s-fire in six weeks. we're keying an eye on tesla's stock this morning. tesla's took right now is -- stock right now is down almost

to back off. that should open the door for a westerly breeze. already many 50s. san francisco never got below 57. more 50s than 40s due to the cloud cover. 51 seems popular. san francisco, now -- we're down 4 from yesterday. a lot of high clouds, partly sunny. partly cloudy to mostly sunny later on. it will be cooler. inland temperatures will be in the 70s. a lot more upper 60s and lower 70s for many. we're looking a the commute at the -- looking at the commute at the bay bridge toll plaza. the traffic is backed up for about a -- 25-minute delay before you get on the span. once you get on the span, it's ten minutes after crossing into san francisco. the traffic also is very slow. look at all of the road sensors here showing red.

very slow traffic as you drive, especially on 280 which is backed up onto 680. 101 is no tick picnic -- is no picnic as well. the traffic was slow before this crash. a lot of people getting into the valley. if you are driving on 101 in mountain view, it's slow. we'll tell you every traffic report to expect. slow traffic tonight because of the stanford game at 6:00. a lot of people showing up and that means all of the roads including el camino real and all of the roads near palo alto are going to be jammed. lanes have reopened after a fatal crash early this morning. a crew arrived shortly after the crash. a pedestrian was hit and killed after police say she was seen walking in the lanes. two lanes were closed for an hour as the chp did an investigation. again, all lanes have reopened. let's go back to the desk. street at 6:30 our time. you can see hashtag, ring. ten minutes ago, twitter began to trade in an historic day for the san francisco-based company. twitter shares have doubled in price during the early thadding. it was orangely -- trading. it was originally priced at $26. right now, twitter is trading at $48.68. it's up about almost 87%. now over 87%. it keeps going up by the mind right now. that stock is climbing. the major indexes are all lower right now giving up opening gains that followed a surprise interest rate cut in europe and a better than expected estimate on economic growth. the dow hit a record high at the close the there may be profit -- close. there may be profit-taking going on. happening now -- katie utehs is live at twitter

headquarters in san francisco where the excitement is building. not everyone is excited about twitter's ipo. >> reporter: that's right, pam. many people will be watching the markets today. however, there were a group of protesters that say people need to also realize how this ipo is going to affect the city. [chanting] >> reporter: the affordable housing advocacy group san francisco rising brought out a coffin and signs. even blocked the front door. this was moments after the opening bell. they want to make sure the overnight millionaires don't force out the working class families from the south of market neighborhood and the city as a hole. >> there's so many different people that have lived here for generations or, you know, for derk aids -- derk aids and are

-- decades and are having -- being forced to evloo. how can twitter give back to make sure that san francisco remains the diverse culture that it is. >> reporter: twitter's $70 million shares are priced at $26 each. as we mentioned that price has already gone up as trading as started. investors are excited but cautious about a social media giant because there are many users, they have yet to turn a profit, for advertising revenue. potential and share excitement may not be enough for some investors we've talked about. >> i'm gonna wait until i see how the market reacts. i think there's a lot of hype sometimes. we'll see what the analysts say and we're looking for a lot of numbers. i think that's the key thing. i'm not interested in the fact that -- about it being the new kid on the block. >> reporter: very exciting day for investors. what does it mean for you and

come home after his father and the child were found in mexico. patricia romero was told her baby, henry, was found safe. he was allegedly abducted by his father, 22-year-old, mesut guler. patricia romero said, speaking through an interpreter, the waiting has been very hard. >> translator: i was really afraid that i wouldn't be able to find him again or see him again. i was scared. >> now, guler crossed into mexico through arizona despite an amber alert. he was captured at a second checkpoint. but mexican authorities found out he was wanted. a border patrol agent told ktvu they should have known of the alert even though it came from california. mexican authorities are expected to turn over guler and the baby to american boder agents at the border crossing. a student at de anza college said she was sexually assaulted on campus. she said it hammed monday

afternoon in the women's restroom of the school's media learning center and she told police she knows her attacker. the santa clara county sheriff's office and campus police are now investigating. it's now been four years since the infamous gang rape of a 15-year-old girl at richmond high school and the u.s. department of education has finished its investigation of the school district in western contra costa county. the report says there was an environment of sexual harassment and assaults by students that administrators failed to address. however, it's not clear if the 2009 gang rape at richmond high prompted this investigation. 8:08. happening today -- a public hearing on b.a.r.t. workplace safety after two workers were killed in a deadly accident out on the tracks. brian flores joining us live now in san francisco, that hearing will start in a couple of hours. >> reporter: that's right. at 10:00 this morning, still on

the minds of many people is the tragic death of those two b.a.r.t. workers tragically killed as they were working the tracks in walnut creek during the b.a.r.t. strike weeks ago. b.a.r.t. management will be speaking in front of a committee talking about safety protocols. that meeting is scheduled to take place at 10:00 this morning here in san francisco. now, assemblyman phil ting called for the meeting months ago before the accident that killed the two men. this is a meeting on labor and unemployment. this group is expected to have tough questions for b.a.r.t. managers about the deadly crash and b.a.r.t. safety practices. the two men were inspecting the tracks near the walnut creek station. b.a.r.t. says they will outline the new safety program at the meeting. we also got copies of the statement that b.a.r.t.'s chief safety officer and general manager of operations are expected to read during system

this morning. the main issue will be the explanation of the simple approval and the risks for b.a.r.t. workers. now, simple approval is what shepherd and daniels were given before they went on the tracks. this is the procedure that allows entering the track without warning of -- enter the tracks without warning of trains. as for the accident weeks ago, we're not expecting to learn more about that. b.a.r.t. says they've referred all comments about that towards the investigation. ktvu, brian flows -- brian flores. caltrans says the custom steel saddles that would provide a permanent fix for the bridge won't be ready until

welcome back. 8:14. we have new information about former stanford football star jonathan martin who walked away from the miami dolphins because of alleged bullying. two people familiar with the situation say early in his pro football career, martin talked about quitting football because of the way he was treated. but they say he does want to continue playing. last week, martin left the dolphins to get counseling for emotional issues. dolphins' guard richie incognito was suspended for alleged bullying of martin. many teammates are defending incognito saying he was martin's best friend. ted wells is investigating

possible misconduct. it's looking like the u.s. senate will approve legislation that would outlaw discrimination hiring. seven republican senators joined the democrats to move legislation ahead. there will be another procedural vote this morning and then a final vote could come this afternoon. the bill may go nowhere in the republican-controlled house. that's where speaker john boehner opposes it. new this morning, the cia is paying at&t more than $10 million a year to provide records of phone calls associated with phone numbers provided by the spy agency. that's according to the new york times. the cia supplies phone numbers of overseas terrorism suspects and at&t searches its database and provides records of calls that may help identify people associated with the suspects.

8:15. zwrasen carter -- jason carter, the grandson of jimmy carter will run for governor of georgia next year. he's 38 and a democratic state senator in georgia. so jason is apparently following in the footsteps of his grandfather. jimmy carter was also a georgia state senator before becoming georgia and then president in 1976. a third navy commander has been charged with taking bribes including cash and constitutes from a contractor in malaysia. the man was arrested and he's being sent to san diego to face charges he passed on classified navy information in exchange for the bribes. contractor leonard francis has serviced navy ships in the pacific for the past 25 years and is accused of overbilling the pentagon. 8:16. strict new gun laws that

sunnyvale just approved, they may take effect by the middle of january. measure c passed tuesday night with 66% of the vote. these new rules require gun owners to safely store weapons and a report to the police -- and to report to the police within 48 hours if a gun is lost or stolen. gun stores would have to keep track of who is buying ammunition. the new law also bans the sale or possession of ammunition magazines that hold more than 10 rounds. now, the nra is threatening to sue. they say the new law violates the second amendment. 8:17. the labor department is expected to announce a plan today to make workplace safety reports available to the public. new osha rules will require companies with more than 250 employees to submit reports about workplace accidents electronically. employers are currently required to post information on workplace accidents in a common area where it can be viewed by

workers. 8:17. car thefts, they are on the rise in the east bay. they are up 14% in alameda county compared to a year ago. now, ktvu rode along here with investigators from the regional auto theft task force. they were out looking for stolen vehicles in oakland. the most common stolen cars are 199os hondas, acuras, nissans and toyotas. the officials say they are reliable, they are easy to steal and their parts are easy to sell. >> someone might steal a vehicle at a mall and might drive to the next city to their destination and abandon it. >> now, san leandro has been hit really hard. 21 cars stolen in the past six days. police warning everybody to watch out for suspicious drivers just roaming neighborhoods at night. we've got a list of the top ten stolen cars in alameda county on our ktvu channel 2 news website, ktvu.com. check out the east bay tab on the home page. >> all right. i had a car stolen once.

a new report confirms what a lot of muni riders already new. 59% of muni buses were on time in june and july. in august, 60% of buses were on time. that's below muni's goal of an 85% on-time rate. muni says extended delays are down and more cars are being put into service. california has the highest poverty rate in america when up put in the cost of housing. the u.s. census bureau says 23% of people in california live in poverty, at least they did between 2010 and 201. that's according to the supplemental poverty measure

which factors in the cost of housing, child care and medical costs. 8:25. researchers in southern utah say they've identified a type of dinosaur they had never seen before, one that lived 80 million years ago. and this dinosaur lived before tyrannosaurus-rex. the discovery was made several years ago by paleontologists. it took several more years to study the fossils and prepare them for display. >> i'm here to emphasis that we're getting started down in grand staircase. we have a big sandbags to play in. >> scientists says this is only the beginning of what could be considered a gold mine for

also the prognosis for the days ahead. right now, 50 million shares have traded hands already this morning. twitter's ipo stock price last night, $26 a share. right now, trading about $45 a share. the bell began appropriately with hash tag ring in honor of twitter. hash tag twitter ipo, one of the most popular tweets this morning. analysts and traders believe the buzz will send twitter soaring the first few hours. probably the whole day. maybe even for a few months. they are talking it will fall back down and settle in. the question is where? the company will have the challenge of a public company to not only keep consumers happy but shareholders. they are paying a lot of money for the stock but will they make money? >> some people are a little bit freaked out about that. but at the same time, i look at compares like yelp. yelp was not profitable when they did their ipo the people

that got behind the company early have seen a nice rise. i think twitter has a huge amount of potential ahead. >> there's also concerns that twitter could spark some technical glitches like we saw when football went public. it looks like it's handling. excessive volume today. twitter has not made a profit in its seven years in business. analysts talking about the best bet is the link between twitter and television. millions of tweets are mosted while people are watching live television, sports and entertainment. that may be twitter's best opportunity for revenue. we continue to watch the stock and the excitement this morning of twitter. several recent fires in one castro valley neighborhood. investigators think this may be arson. tara moriarty joins us live to tell us why neighbors are so worried. >> reporter: we're off proctor

road where someone is accessing this canyon of trees here and lighting fires. whether it's intentional, that's something that investigators are trying to figure out. there have been a dozen fires over the past month. neighbors are concerned. all fires have been in the 17000 block of almond right now. last night a fire broke out in a grove of trees at almond. 45 minutes later, another sprung up close by. >> it's unusual. it's happening in the same area for the past year that we're aware of. it is of concern. >> reporter: neighbors have been told to be on the lookout. investigators say they believe this could be the work of an arsonist or arsonists or it could be some teenagers partying. one neighbor said interestingly, enough that a developer has been buying this canyon and building 19 homes here. obviously not something folks around here are excited about.

tara moriarty, ktvu channel 2 news. news -- new developments about the failed search for a missing patient at san francisco general hospital who was later found dead in a stairwell. 57-year-old lynn spaulding disappeared from her hospital room september 21st. 17 days later, her poddy was found in a -- body was found in a stairwell. ross mirkarimi released details of the investigation including a failure by his deputies to thoroughly search the hospital. >> the staff was directed to search the stairwells. only half of them were searched. >> the sheriff also said when spaulding first went missing, the hospital incorrectly identified her as being african- american. san francisco general hospital released a statement about steps they will take. they include an independent review of security and facilities. recommendations are expected within 90 days.

also refresher training is being provided to the deputies assigned to the hospital. administrators are exploring whether to expand private security companies to help fill in the gaps. california's department of social services now monitoring an assisted living facility in modesto 24 hours a day. now, it's owned by the same people who own the valley springs manor nursing home in castro valley. last month, the state shut down that facility and most of the staff walked out, abandoning 19 sick and elderly patients. the state wants to make sure the same thing doesn't happen again at the nursing home in modesto. a healthcare expert hired by the state will run the facility until the nursing home is sold to a new owner. the chp is investigating a crash in oakland that killed one woman and injured her twin sister and a 3-year-old child. it happened just after 7:30 last night on eastbound 580 near the keller avenue exit. the car veered off the freeway

and hit a tree killing the driver. the chp says the child was in the back seat and was not seriously hurt. the child's mother is expected to survive. investigators are still trying to figure out what caused the crash. investigators say a fire that injured a san jose firefighter appears to be suspicious. it happened around 9:00 last night at a vacant home on south almaden avenue near west virginia street. a firefighter has minor burns after being engulfed in flames during an explosion in the home's basement. investigators say the fire may have been started by squatters. a 16-year-old boy from oakland may be charged today with setting a young man on fire on an a.c. transit bus. the oakland high school student was arrested tuesday at school. he's suspected of setting 18- year-old luke fleishman on fire monday night as he was sleeping on the bus. fleishman also goes by the name sasha. he was wearing a skirt at the time. investigators are looking into whether or not this was a hate

crime. now, fleishman is a senior at maybeck high school in berkeley. an online fund-raiser has raised more than $21,000 to pay his medical bills. the city of hayward cracking down on homeowners who look the other way when crimes occur on their property. now the city can order property owners to pay up to $5,000 in fines when criminal activities occur on their property and they do nothing about it. the new law requires homeowners be notified. but if no steps to correct the problem will taken, fines can be imposed. vallejo and stockton, they have similar laws. they may most problems are resolved after the homeowners get a letter from the city. in a story you will see only on 2, ktvu news has documents showing how many people go across bay area bridges without paying tolls. the new information shows a huge spike in toll cheats,

especially at the golden gate bridge. in 2011, there were 80,000 no- license plate violations. in 2012, it jumped to 108,000. this year it's more than double to 224,000. that's just through october. in march, the golden gate bridge switched from having toll book workers from all electronic workers. toll cheats are using dealer placards which with cannot be -- which cannot be traced. >> prior to this, they were stopping and paying their toll. now there's a larger number of people crossing without paying. >> transit officials say violaters caught pay a seat that offsets losses. the golden gate district says there are three ways to pay the poll if you don't have a license plate.

college open plans to sue the commission. it's revoking the school's accreditation. the save ccsf coalition will hold a news conference about suing the accrediting commission for community and junior colleges. the commission announced this summer that san francisco's city college's accreditation will be revoked next july unless they win an appeal. that decision would force the school to close. san jose police have released crystal clear surveillance video of a home burglary in progress. it shows two men going through a home in south san jose last month. you can see one burglar kind of crawling around a room hoping to avoid setting off any motion sensors that might be in the house. at one points, he turns toward the security camera, unaware it was clearly capturing his face. >> you can see another young man crawl into the man. the two began talking and at times smiling. the two men leave with bags of
