environment has improved. >> 17-year-old iris wong is a senior at the brand-new school that when it comes to safety, has all the bells and whistles. >> we have all these amazing security here and surveillance cameras, so i feel safe. >> the district sites the 132 cameras, fencing and other security measures installed there and at other schools as steps the district took after the 2009 gang rape of a student that led to national headlines. that led to an investigation about the department of education's office for civil rights which cited evidence of sexual assaults, demands for sexual favors and more all creating a hostile environment. >> the west contra costa unified takes these allegations seriously. >> the district has spent millions of dollar on security systems, the superintendent says

student lessons have been focused on sexual harassment issues. >> we want to let them know we've done training for our teachers and staff and community. >> we've become the model for good behavior and how to take a tragedy and a horrible situation and make sure we learn from it. >> reporter: the district will be under the microscope for years to come, but it says it is already seen progress with fewer expulsions related to sexual harassment issues. channel 2 news. more details now on the richmond high school rape case. 7 men were charged outside of the home coming dance. two of them accepted plea deals and were sentenced to 27 and 32 years respectively. two other men went to trial and were convicted.

they are serving almost 30 years and the three remaining defendants are waiting trial and the victim settled her lawsuit with the west contra costa school district for $4 million. and a former san jose police officer plead guilty to getting photos from a teenage girl. he was working for the sexual assault investigations unit when the crime happened. he's resigned from the force. the deputy district attorney says he's lost his job, his reputation, and will be incarcerated like the criminals he used to investigate. he will be sentenced on february 21st. he faces six months in jail and 500 hours of community service. teenager accused of setting a young man on fire is now being charged with a hate crime. ktvu's john sasaki spoke with the mother. >> reporter: today was the first court appearance for the suspect

and his family's admitting he committed the crime basically. 16-year-old richard thomas a is facing felony charges of aggravated mayhem and great bodily injury for allegedly setting fire to another teenager on a bus. both charges carry hate crime enhancements. >> he didn't know it was going to be that bad. he's a very good kid. he was with his friends joking around. >> reporter: today outside the oakland courtroom where his arraignment was continued, his family defended him. his mother who identified herself as ms. jackson and spoke off camera told me that she's very sorry for my son's actions. did i not raise my son that way. as for the hate crime allegations jackson said no way. we have transgender first cousins in the family. >> thomas's arresting officer wrote thomas stated that he did it because he's homophobic. the victim in this case

identifies as neither male nor female. . >> there's certainly a lot of out pouring of support for sasha. >> she's a senior where crowley is the school director. two years ago just came out as gender queer to my parents. i don't identify as male or female. >> fun to talk to, a wonderful member of our community. >> reporter: we tried to repeatedly to reach the family but have been unsuccessful. thomas has no bail and will be back in court on tuesday. live in oakland, channel 2 news. a mother from sunnyvale is reportedly on her way on arizona to reunite with her newborn son found with his father. mexican authorities arrested the father, 22-year-old gular after discovering there was a warrant out for his arrest.

spread out jobs handled by special units. officers say actually crime such as narcotics, vice, burglary and ought shgs auto theft are ignored. >> and the burglar unit has been whittled so far even with surveillance video of suspects such as this one it can't make arrests. officers say sky rocketing auto thefts, 6,200 so far this year, is handled by one officer who doesn't investigate, only processes victim reports. cops from the now disbanded vice squad say there is a rise in prostitution, something people see. >> now it's more prevalent even in the daytime. i mean it's getting bad with the cut backs and everything. i mean, it doesn't make sense. >> do you see much police action down here? >> i don't even patrols. >> i would like for them to be removed from the area and we tried to clean up the area and have a nice neighborhood, but we

lives with her 17-year-old grandson. >> i'm responsible for him and i don't want him hurt. >> they've been terrorizing us. >> she says it's for her congestive heart failure, and the move she and her grandson hope to make. it goes to my bedroom. her windows are being smashed with bottles one at a time for the last two months, and the 64-year-old says she just can't take it anymore. we went to a motel not last night but the night before to get -- just to get a peaceful night of rest. couldn't take my oxygen or nothing with me. they just finally broke the window out of my car the other day. >> and stephanie harvey is her neighbor and says she, too has been a target. she showed us her security video. with harvey and powell say other neighbors are to blame. >> the more that goes on and the more it allows to happen, the worse it gets. >> powell says it has.
