>> reporter: we're live in redwood city where a fire at a metal recycling plant is almost extinguished. i just spoke with bay area air quality. i will tell you the latest on what the smoke was like last night. >> reporter: do you feel like your commute has gotten longer? it probably has. we'll tell you about a survey showing traffic increasing here in the bay area and why the economic recovery could be to blame. typhoon haiyan continues a deadly run through asia. the areas that are being hit hard right now and how locals are being left behind.

good morning. welcome to "mornings on 2." these are live pictures of a recycling plant. there's been a major new development in the site within the last hour. we'll have more on that coming up in a live report. welcome, once again, to "mornings on 2" on this veterans day. i'm tori campbell. >> i'm dave clark. we're gonna check weather and traffic. steve, how are we looking? >> foggy. some higher clouds up to lake county. low clouds will be with us at noon. high clouds, turning mostly cloudy. the big news are definitely the low clouds and the fog. a lot of tropical clouds on their way but they are taking more of an aim towards seattle and portland, maybe you can smell some of that smoke from the scrap yard fire. had reports in fremont, oakland, palo alto, menlo park, seems to be decreasing.

napa, 39. there's a lot of 40s here. even 55 oakland. 54 san francisco. mostly cloudy here in the morning. kind of a mild start. due east wind. almost everybody has a due east wind and kind of a mild pattern in the hills. i've seen 56 to a 9. high pressure is still over us. some of these higher clouds will drift through. overall, morning fog, then high clouds. kind of a mix of sunday and clouds. and then turning cloudy. combination will give us a mixed pattern. here's sal. we've had problems this early commute. we've had a crash in san francisco. we've had a crash in solano county. but we've had also good traffic. look at the bay bridge. this is not typical monday. today, veterans day. some government workers have the day off. that will make it easier for you if you have to drive somewhere. looking at san francisco, they finally cleared all the lanes

westbound. traffic is still a little bit busy but it's recovering. it's much better than it was. if you are driving in the east bay, traffic is moving along pretty well on 880, on 580. we had an earlier crash near travis in solano county. that's been cleared. but traffic is slow from vacaville to fairfield. at 7:02. back to the desk. happening now -- firefighters in redwood city have just lifted a shelter-in- place warning that has been in effect in three counties due to a fire at a metal recycling plant. the fire started yesterday afternoon on seaport road near the port of redwood city. katie utehs spoke to investigators and has more on the effort to put out the fire. good morning, katie. >> reporter: good morning. the fare was to the right. but -- fire was to the right. there's not much to see. the smoke is not really billowing all that much. but i can show you the smoke that lingers in the area.

a heavy haze still lingers over redwood city and surrounding communities. firefighters lifted the shelter- in-place warning about a half- hour ago. let me show you the video from overnight, the large, black plume of smoke billowed from the scrap file at simms metal management. you can imagine the smell. the fire may have started from a conveyer system. the scrap yard is equipped with a sprinkler system but it wasn't enough to stop the fire deep in a scrap file. it was estimated to be 300 feet wide by 30 feet high. crews used cranes to dig through the fire overnight. >> they are down to 20% of the piles left. it was a very large pile at the time. we worked very hard with sims metal. they are a good partner with us. and we try to keep the piles down to a smaller manageable

size. this happened to be an unfortunate time for us to catch fire. >> reporter: again, the shelter- in-place warning was lifted around 6:30. so redwood city residents and others are open their windows. i did just get off the phone with the representative from bay area air control, air quality, rather. she tells me they are sending an inspector out this morning to look over the facility. the early readings show high levels of particle. the small particles can aggravate people's breathing. they are showing elevated levels of particles in the air overnight. she said it's too early to stay whether or not there will be fines related to this fire. live in redwood city, katie utehs, ktvu channel 2 news. >> all right, katie. a real close call for people in one san rafael neighborhood. a driver lost control and a car crashed into a tree outside of a house.

this happened about 2:00in' blackstone relative -- 2:00 this morning on blackstone drive. the driver tried to run away but was detained for questioning. the house suffered minor damage. there is a new study out confirming what you and a lot of other drivers confirm what you know. the bay area has some of the worst traffic in america. alex savidge explains why commutes are getting longer especially in the south bay. >> reporter: yes, especially back here. analysts behind a new traffic survey say in large part you can blame job joth in silicon valley for a lot of those extra cars on the road. we're here along 101 through mountain view. if you know this area, you know this is a traffic trouble spot where things tend to back up on most days. drivers here in the south bay are spending a whole lot more time tapping the brakes lately. commute times have jumped significantly in the past couple of years. according to a study that

monitors traffic, san jose is the fifth most congested city in the country. it's quickly moved up the ranks. in 2010, san jose was the 13th most congested city. and if the economy recovers, more people are driving to work. one south bay driver told me he's certainty noticed the difference. >> i am dreading next year when the 49ers come here. we're gonna have sunday traffic. and i try to avoid i-80 at all costs. that's the worst freeway i think in all of the spay. >> reporter: these are the worst cities across the country -- honolulu followed by l.a. and then the san francisco/oakland area has the third worse congestion and then seattle and then san jose. the analysts behind this survey say this sudden increase of traffic in the south bay is almost unheard of. what they've seen over the past

years. for california drivers, here's another stat, drivers nationwide, they spend an average of 38 hours a year stuck in traffic while here in california, we waste an average of 62 hours tapping the brakes every year. live this morning in mountain view, alex savidge, ktvu channel 2 news. >> thank you, alex. 7:07. continuing coverage now of typhoon haiyan. earlier this morning, the deadly storm hit vietnam. there are reports at least six people have been killed there. winds up to 70 miles an hour were reported before it weakened into a tropical storm and began moving toward china. the vietnamese government says more than 800,000 people were evacuated from the areas the storm was expected to hit. and typhoon haiyan hit the philippines over the weekend and just devastated that country. now the u.s. military is in the philippines and president obama is promising more aid if necessary. u.s. marines in manila are

working with soldiers unloading supplies. they will be flown to tacloban, one of the worst-hit areas in the country. the u.s. marines are the first outside help in what's expected to become a major international relief mission. >> it's a whole government approach. the embassy has asked for not just military but international relief organizations who are here. i've seen the military having capabilities that are unique. >> at least 10,000 people are feared dead in the philippines. some hospitals are turning patients away saying they don't have enough hospital space or medical supplies. 7:09. bay area people are also helping with typhoon relief efforts in the philippines. organizers from project pearl, they launched this drive at rc motors in san bruno. they are asked for canned food, baby food and personal care products like shampoo and took paste. in san francisco, the west way

filipino center collected supplies. they are hoping to send them off as soon as mob. >> it could make a difference between life and death at this point. they have no food, water. >> organizers behind the donation efforts say at this time they are not accepting clothing. they say food, water and first aid supplies, they are the top priorities. palo alto's sister city in the philippines was hit hard by the typhoon haiyan. the organization neighbors aprod will be meeting wednesday on how to help people in palo. at least 31 people were dilled. the typhoon hit friday. people described devastation, roofs ripped off, high winds and flooding. to get more information on ways to help the victims of the typhoon, go to ktvu.com. our web team has a list posted. it's under the web link section right there on the home page.

7:10. on this veterans day we're learning there's been in improvement in how long the veterans administration takes to process disability claims. the department of veterans affairs has spent the last six months trying to clear up the backlog. the v.a. has been requiring case workers to put in extra hours and install a new computer system. the wait has dropped to 168 days from a year. the v.a. failed to meet the clear of disability claims. a new organization is fueling tensions between residents of richmond and chevron. the year-old nonprofit group is called for richmond. they bill themselves as a coalition of unions, nonprofits and corporations tedcated to creating a more -- dedicated to creating a "more prosperous

richmond." this organization was formed shortly before the refinery fire, the one that prompted 15,000 people in the richmond area to seek medical treatment. well, learning to play the pea -- piano could have added benefits later in life. a study shows it could have added benefits to your overall health even if you don't continue playing music after childhood. researchers say playing music a at a young age can reduce aging and even boost the response time of your brain. i knew i should have stayed with it. >> yes. the attack of a homeless person caught on tape. the reason police can't make an arrest. the bick changes that could be coming to sf general hospital after a patient

interstate 880. now, let's move along to the maps here. i can show you that 580, we had earlier slow traffic there. we had a minor accident at airway. the traffic is off to the shoulder. 880 southbound and northbound looks good into fremont. definitely not a normal strength commute if you will. 238 and 580 some people, most government workers have the day off. it's making it easier for us who have to go to work. a very good foggy morning for most. almost everybody tweeting in information here. a few high clouds. a few high clouds. november is off to a dry start. october had no rain at all. dry pattern. after tomorrow, i don't think

we will get anything tomorrow. the next five to seven days looks dry. the next seven to ten looks dry. october was dry. what about november in san francisco? have there been any novembers without any rain? yes. four. three of those four followed a very, very dry october where there was .01 or less. what about the rain year? all four ended up being below average. i think 18 the 90 was -- 1890 was 7.58. it looks like a below average year. not always. we'll see. a lot of cloud cover out there. some of that will be sending in some higher clouds. the low clouds really ramped up. due east wind for almost everybody. 40s or 50s on the temperatures. they are reporting fog. 34 up in ukiah. i know it's 32 in lakeport. 25 up in tahoe. higher clouds will continue to filter in in advance of the testimony. all of the information we could find is driving north.

the low here is driving south. as it does, that will send all of that up to seattle and portland. probably not us. i think if anything, fort bragg, cape mendocino. partly cloudy, partly sunny after the low clouds. it will be cooler and cloudy. i don't think we'll get any rain out of it. low clouds, high clouds. the combination of the two will bring a little bit of a cooler pattern, especially up towards areas that don't have the low clouds. a little bit cooler over the coast and bay just by the mere fact the cloud cover may be cool to burn off. mostly cloudy to cloudy tuesday. it's gone by wednesday. back to dry weather, thursday, friday. cooler and breezy by the weekend but dry. california is hoping to avoid another year of drought that steve told you about by increasing snowfall in the clouds. the practice of this has been around for years. it's been mostly an experiment.

utility companies around the state plan to use it this winter hopefully to avoid another year of drought. 2013 could be the driest year in state history. >> yes. 7:22. a controversial proposal to fight crime and keep teens off the streets of oakland. the plan that some residents say could lead to racial profiling. more students are heading overseas to get their college education. we'll give you a breakdown of the numbers and why it could be good for the bottom line for american universities. when our little girl was born,

mobile home park are fighting a rent increase that could double the rent. they say they own their mobile homes but rent the ocean view property where they live. they received notices their rent could go up to 1900. people who went will not be affected by the increase. >> no warping. nothing. be prepared to pay $1100 on top of your present amount that you pay for rent. >> submitting and calculating our operating costs, the improvements, there is a formula and the formula indicated that $1100 increase was warranted. >> the city has appointed a judge to determine if that rent increase will stand. the owners of the properties say they spent millions of dollars upgrading a sea wall and they haven't raised the rent in four years.

system. it's not heading in our direction except some of the higher clouds. you may have smelled smoke last night or this morning, especially on parts of the peninsula osh the east bay. had -- on the east bay. had reports of palo alto, oakland, some of that seems to be decreasing. 30s, 40s and 50s on the temperatures. 55 oak. 53 mountain view. 39 mountain view. but they had a lot of reports fog from livermore to san jose. san francisco, go for a high of 64. mostly sunny. and we get a little bit of an easterly or southeast wind. a lot of these higher clouds will drift in. giving us a mostly cloudy afternoon. filter sun. but a combination of low clouds and high clouds equal cooler temperatures. i did go 74 in gilroy. upper 60s, lower 70s inland. low to mid-60s around the coast and bay. on this veterans day we're looking pretty good. started off with kind of a rough commute. as we can see, 80 westbound has

recovered. we had problems in solano county. never got too busy in berkeley. when you get to the toll plaza, you are probably wondering, it is light. a lot of government workers are not going to work. no traffic on 880 and 580. it looks good as you drive through the area. as you can see in the east bay, it looks pretty good. likewise for the peninsula on highway 101. by the way, b.a.r.t., caltrain and muni, regular schedules and no delays reported. uc berkeley police investigating several parts of a man seen exposing himself to students on campus. noelle walker is live at uc berkeley where you are getting reaction from the students. >> reporter: we've been talking to students here this morning. a few of them have told me they've seen notices posted inside residence halls here on

durant. wednesday night, a man exposed himself to three women who were in the workout room of unit 1 building in the 2600 block of durant. they called police. but that man ran before officers arrived. >> i've never seen him. the fact that he's here is a little nerve wracking. i have never felt unsafe. there's usually people around. it has not altered my feelings about living in unit 1. >> i see security come through here maybe about once a night to check to see if there's homeless people around the fire escape area. doesn't seem to be much around here. >> reporter: the suspect, white male, 5'10" to 6 feet tall. in his late 10s or early -- 20s or early 30s. he's of medium unbuild.

he was wearing black sweatpants. he's also believed to be the same mon who exposed himself to two women in the 2400 block of durant. he exposed himself to two women in a bathroom of unit 3 central common building. so again, five women in all who were victims in this exposure case. police need your help. if you know anything, call uc berkeley police. reporting live in berkeley, noelle walker, ktvu channel 2 news. >> thank you. san francisco police may have accessed information that could help solve a vicious attack on a homeless person. this surveillance video shows a man stomping a homeless person sleeping on a street in san francisco. after ktvu aired the video on friday, a viewer called in saying he recognized the attacker. but when he called san francisco police, he was told they have no record of the assault. >> i do think it's kind of

difficult that i can't just call the police and say, hey, this is the person you are looking for. here he is. >> the video shows two police officers pull up and the victim walk off on his own but we still don't know what the motive may have been or how the victim is doing. no one from san francisco police has been available to comment. a massive sideshow near the port of oakland created quite a distraction for drivers overnight. as many as 200 drivers took part in the sideshow on 7th street. police stopped some drivers but there's no word on whether arrests have been made. sideshows have become a common open kurns in many -- occurrence in many oakland neighborhoods, especially on the weekends. tomorrow, the oakland city council will debate a controversial plan for a curfew on teenagers. supporters say it will reduce crime. the critics say it could lead

to racial profiling. >> an as an adult to be able to reach out to them, value our kids and be able to grow oakland. >> this proposal would require anyone under the age of 18 to be off the streets between 10:00 p.m. and 6:00 a.m. seven days a week. the curfew would be in effect on school days from 8:30 in the morning until 1:30 in the afternoon. teenagers who violate this proposed curfew could be cited or arrested and face fines up to $500. it's veterans day across the nation. several events are planned in the bay area today to honor those who have served. brian flores is live in el cerrito with the events scheduled there about an hour and a half from now. >> reporter: good morning. happy veterans day to you and all of the veterans who have served our country. pretty special day. gonna be happening here at the sunset view cemetery.

doughnuts to hand out. they are handing out 1500 jobs this morning. at least 1500 veterans are buried here at the sunset view as you can see here as well. a lot of boy scouts are setting up to hand out the flags as well today. there are a lot of events going on in the bay area as well. as you can see, a lot of people celebrating this veterans day in memory of those veterans who have served our country. we're live in el cerrito, brian flores, ktvu channel 2 news. 7:38. a soldier killed during the vietnam war will be pott awarded with a medal. the man's sister will accept the purple heart medal on behalf of her brother. critics of a new transgender law say they have enough signatures to try to repeal it.

they submitted 26,000 signatures to qualify for the initiative to be placed on the november 2014 ballot. the law enacted in august allows transgender students to play on either girls or boys sports teams. students can use the bathroom of the gender they identify with. teachers are rewriting lesson plans to prepare for new standardized testing this spring. it could be a while for the school district sees meaningful results adopted by california and 44 other states. some districts are still in the process of introducing these standards. this year's test results will not be reported. they will have students study more subjects in more details. and this morning investigators are still trying to determine how many store are involved in a major recall of premade salads and wraps

record highs. trading volume is likely to be quiet due to the veterans day holiday with government offices and bond markets closed. no major data or earnings on tap. last week, encouraging news about u.s. hiring lifted the dow. the dow is currently up just 8 points. the nasdaq, is down 6 and s&p down 64 cents. 7:44. there's a report this morning that apple is working on new phones with bigger screens. the wall street journal reports one phone will have a 4.7-inch screen and the other will have a 5.5-inch screen. the larger display would have glass that curves downward at the edges. the i aer says they will be -- the paper says they will be available next year. apple is not commenting on the report. target plans to get an earlier start on holiday shopping this year. the discount retailer will open

at 8:00. target promises special thanksgiving morning deals veil online -- available online. your bravery will not ease your pain. >> disney had the best ever november opening with thor. it earned more than $86 million. 7:45. special delivery. amazon.com is rolling out sunday service for some of the customers. but as pam cook tells us from our newsroom, pam, the u.s. postal service mayen the most excited about this plan. >> yeah, the plan could go far in saving the u.s. postal service. this morning, amazon announced the mailman will deliver on sundays. now, it starts this weekend. two customers in los angeles and new york.

amazon says it will expand to a large portion of the u.s. population next year. it says it is starting with dallas, houston, new orleans and phoenix. we'll see where they go from there. amazon says it will continue to work with other shippers. but that the post office is the only one that delivers to every address in the country. and there will not be an extra fee for sunday deliveries. now, the postmaster general commented about the deal saying "as online shopping continues to increase, the postal service is very happy to offer shippers like amazon, the option of having packages delivered on sunday." his comments indicating that the agency is open to working with other retailers, e-tailers as well. amazon investors benefiting on the news. the stock is up more than $3 a share this morning. pam cook, ktvu channel 2 news. well, the u.s. postal service and staples have worked out a deal. staples will open post office

retail counters in several stores, including the one on norr avenue in south san francisco. you can get stamps and mail packages and letters at the usps counter there. staples is the first retailer to team up with the postal service in its new partner expansion program. police in texas are still looking for suspects in a mass shooting at a teen's birthday party. two people were killed. at least 20 others were hurt. it happened saturday night at a suburban home outside of houston. police say more than a lun dread teenagers -- a hundred teenagers came to celebrate a girl's 18 birthday when someone opened fire to mark the celebration. that led to mass confusion and panic. at least two other teens pulled out guns and opened fire in a home filled with partygoers. investigators are saying the female employee who was attacked by a wildcat at an oregon animal sanctuary was killed by a cougar. it happened saturday night at

wildcat haven sanctuary outside of portland. deputies say they believe the woman was alone with the animals inside the enclosure as the time of the attack. they say she had been working at the sanctuary as the head keeper for about eight years. 7:47. well, get ready for round two of the automatic across the board federal budget cuts. analysts say several federal answers like the pentagon and justice department found unspent money in the budget to buffer the sequestration spending cuts. furloughs that were originally scheduled for 11 days, they were cut back to six days. but with no more extra money to spend expected, the second round of budget cuts will have more of an impact. 7:48. the america's cup may be over but a new attraction on the san francisco waterfront is drawing tourists. the green peace ship rainbow warrior is now docked on pier 15 near the exploratorium.

as many as 900 people a day are expected to visit the boat which gets 90% of the power from wind. this is the third ship to be called the rainbow warrior. >> i would like to see that. >> yes. sal, likes see -- sal likes seeing lighter traffic, don't you? >> i do. it's lighter than usual. a lot of people are observing the holiday and a lot of government workers, for example, don't work today. if you do have to go to work, at least the bright spot for you, the roads are lighter. i just had someone ask me, what's the bridge like? is it craydy? right now, it's not. also looking at the commute here on the freeway in san francisco, it's improved after an earlier crash had traffic backed up on southbound 101. that's improved quite a bit. one of the biggest story tellers for the morning commute is 880.

see all of the green there? this normally is not that way heading to fremont. there you have it. let's go to steve. foggy for some, not for all. there's definitely a couple of areas with the sun. higher clouds kind of lurking, moving in. you can see some of those associated with the front which is for all intents and purposes heading north. any rain line will probably be cape mendocino. november, starting off dry. ffer we don't get rain -- if we don't any rain tomorrow, there's nothing. things can change fast but the pattern looks to be dry for a while. san francisco rain, october was drive, as you know. how about november? there have been four novembers in history with no rain. three of those four followed a very, very dry october. .01 or less. we just had 0. all four of those years rain years came in below average. not abysmal but they came in below average. 1890 was the best pat 17.58.

things not looking good. a lot of low clouds, a lot of high clouds in place. almost all of the low crowds will burn off giving way to partly sunny skies as the higher clouds drift in. 30s, 40s and 50s on some of the temperatures. some cool readings for those who don't get the fog. san jose, mountain view and even sfo brought some of that scrap yard fire up to daly city, brisbane, pacifica. a couple of hours ago, things seem to be decreasing. 20s for some. 30s for others. especially up in the mountains. higher clouds, everything is starting to head up north. it won't impact us. our cloud-rain forecast shows we get the clouds. i think it will be about mendocino county north.

right outside that scrap recycling plant on seaport road. fire crews have been battling a stubborn fire for about 18 hours. in the past 90 minutes, fire crews called off the morning about the air quality in several counties. there's a camera moving in. >> yeah. >> the smoke has been a problem. we'll tell you what's next in the cleanup coming up in a live report. veterans day today. i'm dave clark. >> i'm tori campbell. let's have a quick look at weather and traffic. steve? >> that was hardly noticeable, as frank somerville would say. low clouds, still by noon. but they will be burning off. we will see an increase in the clouds. there's plenty out here. it's just not taking aim at us. i think i'll go up to seattle and vancouver, not here. had a couple of 30s, more 40s

and 50s. san francisco, some breaks already, but the low clouds, if you are on coast, parts of it are not bad. we'll go 64 for a high. a little easterly-southeasterly breeze might make for a wild afternoon. that's streaming in a lot of high and mid-level clouds. morning fog, clouds, low clouds and a few high clouds. filtered sun for a heil. highs coming down a little bit. a lot of upper 60s, low 70s. here's sal. we're starting off with some video of that crash. i told but that earlier this morning right when it happened at about 4:45 in fairfield. a truck spilled a load of nails and caused a major collision here on 80. so driving from vacaville to fairfield was delayed. it also -- there was also another crash down the road, west 80 at travis. so the combination of both of these crashes made for an unusual backup on 80. a lot of trucks carry there.

and you can see one pickup truck flipped over and the person believe it or not was only -- only sustained minor injuries. but the truck had to be taken away on a flatbed truck. this is why traffic was recovering on 80. let's get to live pictures now. bay bridge traffic is moving along pretty well as you drive up to the bay bridge toll plaza with no major problems here. if you are driving on 880 southbound, getting a little bit slow getting past the coliseum. let's go back to the desk. happening now -- bay area air quality investigators are headed to the redwood city recycling plant that caught fire yesterday. firefighters called for a huge shelter in place warning for three counties as a plume of black smoke rose from seaport and burned for about 17 hours. ktvu's katie utehs has been on scene since 4:00 this morning and lets us know what the conditions are like right now. good morning, katie. >> reporter: good morning. when we arrived this morning, there was still heavy smoke in

the air and the strong smell of burnt metal. around 6:30, firefighters lifted the shelter-in-place warning. as you can see, there's still a heavy haze in the air as investigators are headed to the facility. take a look at video from yesterday as a large plume of black smoke rose from sims. they recycle metals and electronics. firefighters asked people to stay indoors and shut their doors and windows. a representative says early readings show elevated levels of dangerous partners in the air overnight. they are still analyzing the data. the fire may have started around 1:30 yesterday afternoon on a conveyer system where metal cutting can throw sparks. the fire is estimated to be 300 feet wide. >> we've had a few of these in the past. they are very difficult to

determine. it's a large amount of scrap metal that's been brought us. for us to determine the cause, it's usually very difficult. >> reporter: just how quickly the smoke will clear the area really depends on the weather. the initial smoke plume traveled south-southwest. people have tweeted me to say they smoked smoke in almeda and south san francisco. now, air quality investigators say it is too early to determine whether or not the scrap yard will be facing fines. live in redwood city, katie utehs, ktvu channel 2 news. >> thank you. happening right now, president obama taking part in a wreath laying ceremony at the arlington national ceremony for veterans day. process veterans' disability claims. coming up at 8:15, the steps they have taken to shorten the wait time and the one goal the department has not yet met. new this morning, a real close call in one san rafael neighborhood. a driver lost control and a car smashed into a tree outside of a house. right there. it happened about 2:00 this morning on blackstone drive in marinwood. sheriff's deputies think the driver tried to run away but was detained for questioning. the house, by the way, suffered minor damage. there's a new study confirming what you and many other drivers already know. the bay area has some of the worse traffic in america. ktvu's alex savidge here now to explain why our commutes are getting longer, especially in the south bay, alex. >> reporter: well, dave, according to a new survey, an analley sis -- analysis done by folks around the country, job growth they say is part of the

reason more people are taking to the roads lately. more jobs out there. more people commuting. we're here along 101 in mountain view. this is obviously a trouble spot. if you ever drive through this area, it's an area that backs up. drivers over the past couple of years, they are spending a lot more time tapping their brakes. let me show you, the top five cities for traffic across the country, according to a study, san jose has cracked the top five. the san francisco oakland area has the third worse congestion in the country. and san jose has really seen a huge jump in commute times. it was only back in 2010 when san jose was the 13th most congested city. the analysts say as the economy recovers, more people are hitting the road. one south bay driver told me he's noticed a difference but he's not complaining. >> you can complain there's no jobs and be happy in traffic.

i'm happy. i have a job. some people are unfortunate. >> reporter: you will deal with the rask -- with the traffic. >> yes. >> reporter: according to the survey, drivers nationwide spend about 38 hours every year stuck in traffic. here in california, we have it a whole lot worse. we waste an average of 62 hours sitting in traffic every year. the experts behind the study say you can expect congestion to get even worse, meaning there's no relief in site for bay area drivers. live this morning in mountain view, alex savidge, ktvu channel 2 news. >> all right. 8:08. continuing coverage now of typhoon haiyan. earlier this morning, the deadly storm hit vietnam. reports say at least six people were killed. 75-mile-an-hour winds were reported before it got weak, became a tropical storm, and  started moving towards china. the vietnamese government says more than 800,000 people were evacuated out of the areas. out of the areas the storm was

expected to hit. the u.s. is in the philippines coordinating recovery efforts. and president obama promises more aid if needed. tawf -- typhoon haiyan devastated the island. u.s. marines are unloading supplies. they will be flown to tacloban, which is one of the worst-hit areas in the philippines. the u.s. marines are the first outside help in what is expected to become a major international relief mission. it's a whole government approach. international relief organizations are here. >> at least 10,000 people are believed to haven't bill killed. some hospitals are turning patients away saying they don't have enough space or medical supplies. the bay area's large fill low pea know community is close

with the website. on wednesday the house is scheduled to vote on legislation that would ensure americans that like their healthcare programs really won't have to switch. millions of americans have received notices saying they will have to change their plans because of the new regulations. 8:15. a tragic incident may lead to security changes at san francisco general hospital. today's chronicle reports the city may higher private security guards. after the death last month of hospital patient lynn spaulding whose body was found in a hospital stairwell 17 days after she disappeared from her hospital room. this has led to a shakeup of the sheriff's office which, right now provides hospital security. some city officials say hiring private guards would be less expensive and more efficient. well, on this veterans day, we're finding out of an improvement in how long the veterans administration takes to process disability claims. according to the center for

investigative reporting, the department of veterans affairs has spent the last six months trying to clear up the backlog. case workers had to work extra hours and the v.a. installed a new computer system. the average weight has dropped for more than a year down to 168 days. however, the v.a. did not meet its goal of clearing up all year-old disability claims by october. 8:16. the deadly shooting of a 13- year-old boy in santa rosa has re-ignited the debate over toy guns. last month, andy lopez was shot and killed by a sonoma county sheriff who reportedly mistook the teen's bb style gun for an assault rifle. the tragedy has reig nilted a national -- re-ignited a national debate on the wisdom of manufacturing toy guns that look like real ones. state lawmakers in california are now considering a new law requiring that toy guns be painted a certain color to make them easier to spot.

a bill vetoed by governor jerry brown would have outlawed the military style assault weapon used to kill a tsa agent at l.a.x. if it had been signed into law, the bill would have banned those types of weapons from the market. however, lawmakers say it would not have changed what happened at l.a.x. the bill would not have gone into effect until january 1st and paul ciancia would have been able to hold onto his weapon by registering it. a new restoration project up in yosemite means the seeds from a group of giant sequoia trees will be allowed to grow. starting thex year, crews will remove some of the parking lots in the roads that butt up against mariposa grove. the ancient sequoia trees have been dropping thousands of seeds every year but they've been falling on asphalt. not soil. the $24 million project will start next summer. they should be finished by december. well, the chp says casino

traffic on highway 101 is just now starting to ease up now. graton opened november 5th to the public. there was bumper-to-bumper traffic stretching as far as 24 miles howth of rohnert park. the chp will continue to have extra police officers on duty until drivers get used to all of those extra cars out there. well, sal was saying it's a little busy earlier this morning. things have lightened up. not so crowded for veterans day. it's one of those good days if you are gonna be driving anywhere right now. earlier this morning, during the morning news, we had our share of problems. but i want to show you the traffic on 80 westbound. it looks pretty good and continues to be very nice heading out to the macarthur maze. no major problems here and at the bay bridge toll plaza, it continues to be light. we're also looking at the san mateo bridge that has been a nice drive all the way across to the peninsula. there is a little bit of slowing on southbound 880 near

the coliseum. but the traffic is looking pretty good. westbound 580 near 150th there was a minor crash but even when we get minor crashes, it's not something that causes a lot of slow traffic on a day like today. let's go to steve. all right, sal. thank you. a very good morning. we have a lot of fog around but more so inland, a little bit of an early breeze -- easterly breeze. more higher clouds. the bulk of this is heading north. we'll get some high clouds today. partly sunny, partly cloudy. as you know, october was dry. we need a little guns and roses november rain cranked up right about now, dave. [laughter] >> i'm calling in my workers. it looks pretty dry. i've seen it out to the 22nd. not much. we'll see. things could change. a dry october. what about november? there have been four times where no rain fell in october.

silver iodide into a cloud system during a storm to try to increase snowfall. 2014 as you've been hearing steve say it looking like it will be the driest year in california history. 8:22. disturbing surveillance of a man stomping on a homeless person. what san francisco police told one person who says he thinks he knows the attacker. and did you hear about miley cyrus? another eyebrow raising performance. it was what she did after accepting an award last night that's put her back in the headlines. ♪

southbound 880 near 98 there is a stalled big rig in one of the right lanes. not a huge problem. but traffic is building up from at least 66. at 8:32. let's go back to the desk. uc berkeley police still investigating reports of a man seen exspokessing, supposing himself to -- exposing himself to students on campus. noelle walker has more where five complaints have been filed. >> reporter: several students have told me they've seen signs inside uc berkeley residence halls warning about a man exposing himself. uc berkeley police are investigating three separate incidents involving five female victims. at 11:30 on wednesday night, three women in a workout room in the 2600 block of durant reported seeing a man outside of the window exposing himself. now, about an hour before that, on the same night, on two separate occasions a man exposed himself to women in a

residence hall bathroom in the 2400 block of durant. in each instance, the suspects ran before police arrived. >> i've never seen him but the fact he's here is a little nerve wracking. i've never felt unsafe. there's usually people around. it has not altered my feelings about living in unit one. now, the suspect is a white man in his late 20s to early 30s. he's 5'10" to 6 feet tall. medium build. he has short dark hair was unshaven wednesday night, the night that these attacks occurred. he's hearing black stretch pants at the time. if you know anything, uc berkeley police want to hear from you. noelle walker, ktvu channel 2 news. 8:33. san francisco police may have access to information that could help solve a vicious attack on a homeless person. take a look at this surveillance video. you see a man stomping a

homeless person sleeping on a street in san francisco. now, after ktvu aired the video on friday, a viewer called saying he recognized the attacker. but when he called san francisco police he was told they have no record of that attack. >> what's frightening more, the bigger picture that this kind of behavior is acceptable. >> now, that attack happened before 5:00 a.m. wednesday morning. the video later shows two police officers pull up and the victim walked away on his own. we still don't know what the motive may have been or how the victim is doing. no one from san francisco police has been available for a comment. in oakland, a massive sideshow last night near the port of oakland caused quite a distrack for drivers. as many as -- distraction for drivers. as many as 200 were involved. the police stopped some of the drivers. we haven't heard whether any arrests were made.

sideshows have become a common occurrence in at lot -- a lot of oakland neighborhoods especially original the weekends. a man was beaten last month trying to break up a sideshow in east oakland. tomorrow the oakland city council will debate a controversial plan about a curfew on teenagers. supporters say it would reduce crime but critics say this could lead to racial profiling. >> i don't want this to turn into another stop and frisk in new york. i don't want this to turn into a situation where we find out that this is being abused by young boys that were just on the way to the store for their mother. >> the proposal would require anyone under the age of 18 to be off the street from 10:00 p.m. to 6:00 a.m. seven days a week. the curfew would be in effect on school days from 8:30 a.m. to 1:30 in the afternoon. teenagers who violate the curfew could be cited or arrested and face fans up to $- - face fines up to $500.

events are being held across the country and here in the bay area in honor of veterans day. brian flores is live in el cerrito for an event that began a little bit ago. >> reporter: good morning, tori. happy veterans day who all who have served our country. we're live at the sunset view cemetery. these are members of a boy scout troop from kensington. they are taking part in the el cerrito lions club and they are planned handing out -- they are handing out and plates flags on the graves -- placing flags on the grave. at 11:00, the opening ceremony of the 95th annual ceremony parade. at noon, that's when the parade starts. at 11:00 a.m., in alameda, a special ceremony will take place aboard the u.s.s. hornet. a traditional wreath will be

tossed over the side of the ship to honor veterans who made the ultimate sacrifice. tonight, a vigil, it will be the 6th vigil there. and that begins at 5:30. speaking to veterans, there's some boy scouts. many say others hope they don't forget the sacrifice of money. >> i was over in vietnam and a lot of my friends that i remember, this is their day, in appreciation for them who didn't make it back. >> it's special because my uncle is a veteran. really great veteran has been doing his job for 28 years. as we take you back out here live, we see many of the boy scouts placing the flags on the graves, 1500. another event, 1:00 this afternoon, petaluma will hold

expected to be rather light on wall street. not many economic reports out today. later this week, investigators will be looking at evidence that americans are ready to spend for the holidays. taking a live look at the big board, the dow is currently up 21. the nasdaq is down just slightly and the s&p is up 1. all right, tori. let's bring you up to date on some of the other top stories we're following for you right now -- this morning, the u.s. military is in the philippines helping typhoon victims recover from all of the devastation. at least 10,000 people may have been killed. over the weekend, bay area organizations collected donations for the philippines. earlier today, typhoon haiyan moved into vietnam and china. it was downgraded to a tropical storm. well, back here at home -- if it feels like your commute

is getting worse, you are right. there's a new study by inricks that confirms the san francisco/oakland area has the nation's third most congested urban commute. back in 2010, san francisco ranked 13. bay area air quality investigators are headed to the redwood city recycling plant, the one that caught fire yesterday. that fire led to a shelter-in- place advisory for three bay area counties. katie utehs, you've been out there since 4:00 this morning. what's the latest? >> reporter: well, air quality inspectors are headed to the scene this morning. take a look behind me. that's the plant down the road. it's still hazy but there's much less smoke than we saw when we arrived around 4:00 this morning. it's a dramatic difference from yesterday if you take a look at the video. a large plume of smack bloke rose from a scrap pile. the facility on seaport

boulevard recycles, metals and electronics. the fire may have started at 1:30 yesterday afternoon on a conveyer system where sparks can be flown. there's a sprinkler system but it was not enough to stop the fire deep in a scrap pile that's estimated to be 300 feet wide. an investigator tells elevated areas of particle areas were in the air overnight. they are still analyzing the data. firefighters are also people to stay indoors and keep their windows shut to avoid the smoke. >> all smoke is bad. we shouldn't breathe any of it. certainly with the scrap metal and the unknown factors involved in that, we take extra precaution. >> reporter: firefighters lifted the shelter-in-place warning around 6:30 this morning. air quality says the initial smoke plume blew in a south- southwest direction. we checked in with kaiser here in redwood city. they tell me they have not had anybody come in complaining of

smoke-related disruptions or any smoke inhalation. at this point, we're hearing smoke as far north as oakland and san francisco and still hazy here in redwood city. live in redwood city, katie utehs, ktvu channel 2 news. >> thank you. it'sle:48. amazon to the -- it's 8:48. amazon to the rescue. it will benefit the u.s. postal service as well as customers. pam cook has more. >> the u.s. postal service has been talking about ending saturday deliveries. now, it's adding sundays. it's only for amazon. it's only to customers in los angeles and, for now -- and new york for now. amazon is partnering with the postal service to deliver two those two cities starting this weekend and then to expand to a large portion of the u.s. population this year. houston, dallas, phoenix new orleans will be among the

cities added last year. the usps lost $16 million last year. but package delivery has been profitable. analysts say the partnership might give it an advantage over private shipping companies such as fed-ex and u.p.s. amazon says it will continue to work with other shippers but that the post office is the only one that delivers to every address in the country. postmaster general commented about the deal saying as online shopping continues to increase. the postal service is very happy to offer shippers like amazon, the option of having packages delivered on sunday. indicating they are open to other e-tailers as well. this new plan means extra jobs and hours for u.s. postal workers and investors are happy, amazon's stock has been up about $3 a share on the news today. pam cook, ktvu channel 2 news. >> thank you. 8:49. hey, sal, everybody still banking for you at -- behaving

for you at the toll plaza? >> i think you will like it. a lot of people ask about that spot. it's hoyle light here at the toll plaza. it is -- holiday light at the toll plaza. it's one of our most important commutes here at the toll plaza. the morning commute looks pretty good on 880 northbound. southbound there's a stalled truck near 98th. that's why traffic is slow. if you are driving on 580, let's say you are thiferling about using -- thinking about using that as an alternate, i would say use that. 580 is great. 880 is not. a lot of hazy sunshine, high clouds. inland areas increasing clouds. plenty of cloud cover. it's just going to make it right up and over the ridge of high pressure which will weaken only slightly. not and morning fog and high and mid-level clouds. but any rain looks to be to the north. 40s and 50s on the

temperatures. a couple of areas cool. had an early breeze for a while. looks like that's decreased in the last couple of hours. 29 in tahoe. 30s up in lake county and mendocino county. even in the sacramento valley as well. the system looks good but when you see the low deepening, it will take almost everything with it. we'll eight get it some more -- we'll get some more clouds. some areas reduced visibility. mostly cloudy, possibility of rain to the north. i would say mendocino county north. low clouds, high clouds filtered sun. partly sunny, partly cloudy. if the cloud is with you, it will burn off. 60s and 70s. everybody will be pretty close here. a little bit cooler by the mere fact of the clouds drifting in. on the coast, not too bad. most of the coast dealing with

welcome back. 8:54. new this morning, the braves just announced they are gonna move out of downtown atlanta in

four years. 2017. they are gonna move into a brand-new stadium in nearby cobb county, georgia after their 20-year lease at turner field expires. that's about ten miles from turner field. turner field was originally built for the 1996 tumor olympics. the braves started playing there the next year. back here at home, aldon smith was back on the field yesterday for the first time since he rent into rehab. now, he -- since he went into rehab. no, you was arrested on charges of driving drunk and crashes into the front yard of a house in san jose. no one was hurt in the crash. shortly after that, he went into rehab. smith has a november 19th court day for his dui arrest -- court date for his dui arrest. the 49ers lost yesterday, 10-9, to the panthers. critics of a new transgender law have collected enough signatures to try to

repeal it. a coalition of conservative groups say it's submitted 620,000 signatures to qualify for an initiative to be placed on the november 2014 ballot. the law enacted in august allows transgender students to play on either boys or girls sports teams. students can use the bathroom of the gender they identify with. there is a recall of a dietary supplement used for weight loss and muscle building. they are recalling the oxy elite pro supplements linked to dozens of cases of liver failure and hepatitis. at least one person has died. another had to have a liver transplant and other patients are waiting for transplants. anyone who has any of the products should return them to the store for a refund. and a new study is showing the children who don't get enough sleep tend to eat more. researchers at brown university studied 37 children, ages 8 to 11. researchers say when the kids got more sleep, they ate about
