streets. officials say they have to focus on the living before they can start to bury the dead. when the typhoon hit is triggered that massive storm surge in that wall that flat flattened an entire neighborhood and there is not enough fracture left to provide people so many people are sleeping out in the open. there is not enough food or medical supplies and many are drinking filthy water just to stay alive. the good news is help is pouring in from around the world, more than two dozen countries are providing help and the u.s. has pledged $20 million and is sending an aircraft carrier and is sending military planes in addition to hundreds of u.s. troops which were already sent to the hardest hit areas. massive relief effort are underway but it is still

hampered by roads and lines of communication were all but destroyed from this unprecedented storm. back to you. a woman from richmond has learned that her loved one has died in the philippines from typhoon haiyan. >> it is devastating, my dad is in denial and just to hear everything that is going on, you feel so helpless here. >> cheryl too has learned her 69-year-old uncle has stayed behind and drowned. he is one of thousands who perished from typhoon haiyan. information is potty but she has received some information from facebook posts. she said there is no power and there is nowhere to take her uncle's body. >> all the funeral homes are destroyed so they want to put him in a mass grave and my

cousin does not want to and i don't blame her because that is my uncle, you don't want him buried like that. >> many are flying in to do what they can to help out. >> they are getting a boost from philippine airlines and yesterday they began free air lifts of flee supplies including medicine and food. they are accepting donations of items and they are talking with san francisco city hall about a major fundraiser in the city possibly as soon as friday. we have some breaking news to tell you about in hayward and an early morning fire has forced people out of their homes. we understand some people had to jump from their windows to get to safety, katie? >> reporter: the fire started in a ground floor unit and people who live above jumped to safety. one woman i spoke to scooted

down the scarce with her three month old baby. here is video as neighbors rallied around them providing blankets and hot tea although 15 people are displaced this morning. firefighters received a call for help at the apartments shortly before 3:00 a.m. and many people ran outside as they heard other people screaming fire. >> i heard people screaming fire, fire, so i got up and came downstairs and the next thing i see is huge smoke and within two or three minutes, i see huge flames. >> reporter: firefighters say the fire sparked in the kip an and neighbors say it was likely a cooking fire. by all accounts, crews arrived and had the fire out within minutes and if we come back out here live you can see the damage.

area counties. they were all told to stay indoors to avoid breathing unhealthy air. now the bay area airman and. quality district could face some city of fines and investigators are trying to see exactly how that fire started. also today the oakland city council will debate a curfew on teens. supporters say it will reduce crime but critics say it could lead to racial profiling. it could require anybody to be off the street from 10:00 a.m. to 6:00 a.m. ten days a week and it will be school days from 10:00 a.m. to 1:30 in the afternoon. teens who violate the is curfew can face fines up to $3,900. the city council will get its first report on how the

spotter is now offering a sight secure program to let authorities know about school or workplace shootings. the program cost 13,000 a year to install and 10,000 to monitor. they are learning new strategies to lower crime rates. chicago had more than 50 homicides last year but this year, the police department says homicides are down 50% and there has been a drop in overall crime. they also teach officers how to treat people fairly and they the them know their voices are head. they traveled to chicago to see how it works. >> i think as professionals in the industry and in our community as well we should always look to examples of where best practices are working. >> oakland police say those who
