there's a still a little bit. not a lot. also up, mike in mill valley, picking up a little bit of light rain. most of this is about to a trace. i doubt anybody will get more than a .01. after that, it's very, very scattered. there's not a lot. mainly to the north. we get the clouds. 50s on the temperatures. they haven't budged or moved. a little bit of a south wind. san francisco, some light rain early. i think after about 8:00, it's probably about done. we'll hold onto light rain. mostly sunny by this afternoon. and 65. if there's some light rain, it won't last long. partly sunny, cool to mild by this afternoon. i mean, some lows are sitting at 58. you can see all of the cloud cover streaming through. but there's definitely clearing taking place on the back side of this. i think we'll get some. light rain in the morning for a few. 60s, low 70s. here's sal. good morning. we do have a commute that's kind of busy out there. we want to show you some

things. first of all, we're looking at highway 24. we had an earlier crash near pleasant hill road. that's been cleared. but traffic is going to be really busy this morning. you can see traffic all the way to the tunnel. when you get to the toll plaza, there's a big delay and all of the cash lanes. it's backed up for a 30, 35- minute delay before you make it onto the span. now, remember, traffic all over the bay, some damp roads and also everyone is back from the holiday. 580 through livermore is slow. 680 down to the sunol grade is. 680 from pleasanton all the way down to fremont is a huge mess. i would think of an alternate route. westbound 580 is better than 880 this morning. again, traffic is slow all over the place. i do want to mention that b.a.r.t. has major delays. this is because of some earlier problems on the system. as we go through the maps, i want to show you. b.a.r.t., major delays because of -- a person that was hit at

the el cerrito station. they have bus service to get you to north berkeley. if you can get yourself to north berkeley, that would be much better for you. the other trains are running but they are delayed. back to the desk. >> thank you, sal. new this morning -- an early-morning apartment fire in hayward forced more than two dozen people out of their homes. some of them even jumped out of windows to get to safety. katie utehs is live in hayward where she talked to a family who narrowly escaped. >> reporter: the bottom unit is where firefighters say a man turned on his oven. he may have fallen asleep. then at some point flames quickly took over his apartment and then the one above it. this video taken by a neighbor shows the flames shooting out of the windows and walls of the whitman green apartment complex on whitman street. firefighters received the call for help shortly before 3:00 as residents ran outside to see

what was happening. a dog died in the ground floor unit where the fire started. all of the residents made it out unharmed. about 27 people are displaced this morning. we spoke to a family who narrowly escaped, the mother, father, their 3-month-old daughter and the mother's brother. this man says his sister woke the family as their unit filled with smoke. >> when i was on the railing, like, i was about to jump, i noticed, like, from the -- the fire was starting to glows outwards. it was getting worse. i had to jump. >> reporter: he has a scrape on his arm and a knee injury. his bra in law landed awkwardly from his jump -- brother-in-law landed accuse lardly -- awkwardly from his jump. they will need to purchase new

bottles and baby supplies because everyone in their apartment is ruined. red cross is on scene helping the people displaced. i'm told about ten of those people are staying with nearby family. the others will be sheltered at local hotels. live in hayward, katie utehs, ktvu channel 2 news. 7:05. happening today in walnut creek, a homeless encampment is due to be cleared out today. it's over an underpass near south california right near the trader's joe. brian flores is here to tell us why the community is split over this. >> reporter: good morning. as you can see, to my left and to your right, this is one of a few homeless encampments located here on walnut creek. this one, as you mentioned, on south california boulevard near newell avenue. this is one that is scheduled to be removed by walnut creek police sometime later today. i want to go to the scene from last night. as you can see more of the video of belongings left here. as you mentioned, there are two

sides to this. you have homeless advocates concerned about where the homeless will end up when they get cleared out. with the winter months quickly approaching. there is concern of a lack of resources on where they can go. the advocates are warning that county shelters will not be able to accommodate the people that are forced to leave. on the other side of this is the business owners here. some have complained on a daily basis for months. sometimes years of public drunkenness and other oishes. a committee was formed last week on possible solutions. at this point, it doesn't appear anything was set at this point. as you take it back out here live, this encampment scheduled to be cleared out sometime later today. i have some calls into walnut creek police. but it's unclear when that is scheduled to take place. we hope to hear from them soon. brian flores, ktvu channel 2 news. >> thank you, brian. continuing coverage of typhoon haiyan. this morning, the confirmed death toll was raised to almost

1800. but just a few minutes ago, the country's president says it will likely end up being closer to 2500. with the storm now gone, the people in the philippines are trying to recover. many are turning to local media to search for family members and loved ones. they are desperate for food and water. in china, eight people were killed after typhoon haiyan swept through. it had been weakened to a tropical storm by the time it hit that country. but winds reached 60 miles per hour and up to 15 inches of rain was reported, causing flooding and destroying crops. the local government is estimating up to $700 million in damage to the country's biggest industry. 7:08. a woman from richmond, mourning the death of her uncle killed by the typhoon in the philippines. she says other relatives say the entire country is in chaos. >> said it's getting scarier.

they need food, water, medicine. >> cheryl tiu found out her 69- year-old uncle stayed behind in his tacloban city home and he drowned. he's one of the thousands believed to have died in one of the worse typhoons in history. she says communication has been spotty but she did get information from facebook, including how one of her cousins managed to stay alive when the storm hit. >> one of my uncles and my cousin had to save themselves by climbing up and staying on the rooftop. but we're still waiting to hear from one of my aunts. >> ms. tiu says other family members are trying to fly in to help out. few resources are available. meantime, the local charity project pearls wants nonperishable food and supplies to send over fill he low peens

-- philippines. donations can be dropped off at senate state university in front of the event supply. they are also asking for toiletries, baby and inflant supplies. people -- infant supplies. people who want to help, be aware of a scams. charity navigator says you should donate money to an already-established charity. fake charities have been known to suddenly pop up after major disasters. you should avoid unsolicited telemarketers. you should specify how you want your money spent. if you want to help victims of the typhoon, say that. otherwise, your donation may end up in the organization's general fund. our web team has posted a list of ways you can help the victims of the typhoon. go to ktvu.com. scroll down to the web links. 7:10. an instagram photo led to the arrest of four burglary

suspects north of sacramento in placer county. police in rocklin say they arrested three adults and one teenager after they posted a photograph online. that photo showed them enjoying a fast-food feast they allegedly paid for with a stolen credit card. they spotted the photo, and then tined the suspects to the card. union members at rekolgy could go on strike. the two sides are scheduled to meet. two of the three contracts expired october 23rd. another is set to expire in one year. although the collective bargaining agreements contain a no strike provision, the agreement does not apply to workers whose contracts have expired. the company has said it will consider hiring subcontract workers if union workers walk off the job. tori, ready for this? google has gone way beyond hands-free with the plans for

new this morning, the project manager in charge of building the federal healthcare website told congressional investigators that he was apparently kept in the dark about serious failures in the website's security. henry chow gave nine hours of closed-door testimony to the house oversight committee in advance of a hearing on wednesday. chow was asked about a memo that outlined security risks that could lead to identity theft among those buying

insurance. he said he had never seen the memo and it was disturbing he had not been told of the potential security risks. it was chow who recommended the website go live on october 1st. the number of people who have enrolled in health insurance under the new affordable care act is estimated to be between 40,000 and 50,000. that's according to the wall street journal and the washington post. that's far below the 500,000 enrollees the administration wanted in the first month. the number does not include people who signed up using state exchanges. it is estimated that about 49,000 people have successfully enrolled in insurance in 12 of the 15 states running their own insurance exchanges. california has the largest state insurance exchange. governor brown is enjoying his highest approval rating since he took august. a new poll by the university of southern california and the l.a. times shows 55% of californians

say they approve of governor brown's permance. that's up from 50% in june and 49% about a year ago. the governor's popularity, however, does not guarantee that he will be reejected next year -- re-elected next year. only 42% -- 32% of voters surveyed say they will definitely or probably vote for brown in 2014. the man accused of killing sandra coke is due in court. coke's body was found in vacaville almost a week after she was reported missing. this preliminary hearing will determine if there's enough evidence for randy alana to stand trial. it's also sentencing day for former san francisco 49er and oakland raider lineman kwame harris. now, he faces a possible year in jail before he goes before a judge in san mateo county today. earlier this morning, a jury found him guilty of

misdemeanor, domestic violence, and battery in an attack on his former boyfriend. investigators say the assault started as a fight at a chinese restaurant in menlo park in august of 2012. the victim refused to testify. >> we felt something a little strange here in the studio a moment ago. i did get confirmation from the control room. we're not sure what it was, whether there was simply a big door that closed or whether it was actually an earthquake. but right now, we have our assignment desk in the newsroom, working to find out what that was. as soon as we found out, we will bring you the very latest information. moving on, former oakland raider quarterback matt flynn is going back to green bay. flynn has signed a new contract with his old team to replace green bay's quarterback. aaron rodgers is recovering from a broken collarbone and will be out the rest of the

year. flynn serveled as rodgers'sbackup and even picked up a super bowl ring in 2011. the raiders released flynn earlier this year. the new fourth bore of the caldecott tunnel is set to open and crews have been busy making sure everything is ready. emergency responders have been conducting drills inside the new tunnel. yesterday, they practiced how to respond to a car accident and fire. crews say new features inside the tunnel will make it easier to access trouble spots. >> this new tunnel is gonna have a lot of safety features, better lighting, better sand pipe systems for water supplies in the tunnel, better call boxes. >> the drills are expected to continue for the next few days. the new bore is scheduled to open on monday that was quite a jolt. >> did you feel something, sal? >> i didn't feel it here but that doesn't mean it didn't

happen. i'm probably the worst judge to that kind of stuff. >> shook pretty good. >> we are talking to people in the newsroom. i want to mention, the east bay is a mess. just had word of an injury accident at 880 at alvarado niles. we have traffic collisions and i think because of the b.a.r.t. situation, more people are getting in their cars and go going, especially on this rainy day because b.a.r.t. has significant delays because of a person hit and killed on the tracks in el cerrito del norte. b.a.r.t. is telling people to go to the el cerrito plaza station or to the north berkeley station. if you want to access the system, a lot of people are doing that and others are driving. look at 680 and 242. we're sold out here. highway 4, we've had minor fender-benders. nothing major but a bunch of minor crashes along the way.

at the bay bridge toll plaza. if you have the time to wait it out, i'm pretty sure it will be better later on. it's kind of a gamble, i probably would make it. northbound 880 our camera goes in and out. traffic is very slow from the coliseum heading up to downtown oakland. let's go to the maps. traffic is slow all over the east bay. we've had a lot of fender- benders here and there. 24 pleasant hill, 80 westbound. a lot of people are taking the car because of earlier problems on the b.a.r.t. system. at ill -- at el cerrito del norte, a person was hit by a car. southbound traffic is so slow, i would recommend to call off the meeting. b.a.r.t. and the caltrain also major delays. one of the trains has been taken out of service. muni has no nagor delays --

major delays. let's go back to the desk. happening today, crews will start demolishing the eastern span of the old bay bridge. we're looking at a live picture of what we're talking about. today's work follows a week- long delay out there while the crews made sure they had the proper equipment in place. alex savidge is on yerba buena yerba buena island -- is on yerba buena island. you've been out there this morning. tell us about the work that could be a distraction for drivers. >> reporter: well, the chp is warning drivers this morning to make sure they keep their eyes on the road. you might be able to see some of the work going on. although, a spokesperson for the bay bridge told me this morning that this demolition work that starts later today will most no danger to the public, although there could be pieces of both concrete and rebauer that may -- rebar that may call from the upper deck as crews tear apart the roadway later on today. the contractor in this case is taking precautions to contain all of that debris. starting later this morning, workers will be using jack hammers and saws to remove a

1400-foot section of the upper deck. between the old span's two steel peaks. this project was supposed to start last wednesday. but the night before contractors realized their debris containment was not entirely in place, and now they are set with the safeguards and this demolition can begin. during this part of the project, crews will only be ripping up the roadway. they won't be cutting any steel from the cantilever. that work begins next year. the bay bridge spokesman told me drivers passing by probably won't see most of what's going on. >> this is work that will be heard more than seen. this is just the concrete roadway and the steel rebar inside that they will be mork working on -- working on. >> reporter: taking apart this section, should take crews about six weeks or so.

this will create a gap so that contractors can bring in heavy equipment onto the bridge and more easily take down steel sections of the bridge. again, that work, though, will begin next year. it will take about three years to demolish the entire bridge. live this morning on yerba buena island, alex savidge, ktvu channel 2 news. >> thank you, alex. 7:35. also happening today, two powerful technology giants will go head to head in a federal courtroom. a new trial between apple and samsung begins. it's all about money. janine de la vega joins us live from san jose to tell us what we can expect. good morning, janine. >> reporter: goorl, tori. well -- good morning, tori. jury selection begins in the next hour and a half at the federal courthouse in san jose. once chosen, that jury will make a look at 350 13 of samsung's -- at 13 of samsung's phones and tablets and then determine how much apple should be awarded because previously

the court determined that samsung copied some of apple's design. this is the second time they faced off in a federal courthouse in san jose. last august, a jury found samsung infringed on several of apple's patents to create more than two dozen phones and tablets. the juriarded them to pay $2 billion. a -- the jury awarded them to pay $2 million. we asked technology analysts if the jury will try to send a message about the amount they have to pay. >> that's the goal. the goal is to set the penalty high enough toe the behavior doesn't o-- so the behavior doesn't occur. >> reporter: another trial could result in larger damages.

people are really watching what happens this week because it may influence what happens next year. reporting live from san jose, janine de la vega, ktvu channel 2 news. 7:37. continuing coverage now of typhoon haiyan, that deadly storm that roared through the pill feens. the death toll is 1744 but it's expected to grow. our reporter lisa cohen is in manila now where the recovery efforts continue. lisa? >> reporter: well, dave, supertyphoon haiyan has killed too many to count and has pushed tens of thousands of survivors to the brink. the official death toll, nearly 1800, again, as you mentioned, expect it to kline. a reporter just spoke to the philippines's president and

asked him about that [inaudible] >> we're still establishing the numbers, especially for the missing. but so far 2,000, 2500 is the figure we're working on as far as deaths are concerned. >> reporter: four days since the typhoon riched through the philippines -- ripped through the philippines and the scope of the damage is not clear. in the hardest hit area of tacloban, bodies still litter the streets. officials saying they have to focus on the living before they can begin to bury the dead. but that's created an overpowering stench throughout the city. people have been forced to cover their faces, their mouths and nose because the smell is unbearable. when the typhoon hit it triggered a massive storm surge, a wall of water that flattened entire neighborhoods. the u.n. relief agency now saying more than 800,000 people are displayed.

and there's not enough infrastructure left to provide shelter for all of them. many people have been forced to sleep out in the open. there's not enough food or medical supplies. many are drinking are filthy water to survive. an estimated 2 million people need aid. 300,000 of them are pregnant women or new mothers. the good news is, help is pouring in from around the world. more than two dozen countries are providing aid. a massive relief effort underway. but it's still very hutch hampered by roads and communication lines that were all but destroyed. dave, back to you. >> thank you. typhoon relief to the philippines is getting a boost from philippine airlines. the airline will start free airlifts of supplies, including medicine, toiletries and food. several bay area organizations are accepting donations of the

stocks have been slightly lower in early trading on wall street led to a decline in utility stocks. nrg energy fell after its profits fell far short of wall street's estimates. taking a look at twitter, right now it's trading up slightly at $43.21. and taking a look at the big board, the dow is currently down 3 points. nasdaq is up about a dollar and

nasdaq is down slightly. walmart plans to get an even earlier start to the holiday shopping season this year. it will open in stores at 6:00 on thanksgiving evening. that's two hours earlier than it opened for business last year. and it is starting the holiday deals as soon as shoppers are in the store. walmart says it will hold special promotions at 6:00 p.m. and 8:00 a.m. last year it had its best deals on the day after thanksgiving. there is a shakeup in the upper management of south korea's hyundai motors. the president and two other sop executives have been -- and two other top executives have been forced to resign because of car quality. they released a statement that say personnel changes show our firm commitment to car quality. a new survey by gallup shows both men and women prefer having a male boss. 35% of the people asked say

they would rather work as a man. 23% prefer a woman boss. 31% say they don't care. 7:47. talking about the new plans for the warriors' new arena. it fill faces tough criticism. pam cook is live in the newsroom with more. >> today, the warriors are expected to unveil the latest plans for the new waterfront arena. the warriors faced strong opposition because many say it will destroy the beautiful view of the bay. they want to put the measure on the ballot to let the voters decide. last week, voters rejected a high-rise condo planned for the some area. the warriors will announce big changes for the plans. the team reportedly plans to lower the roof and increase the

amount of open space. the paper says the open space will include plazas, grass, planted roofs and a 500-space parking garage certainly needed for the area. some of the pictures released show a spiraling walkway around the outside of the arena and a lookout deck. in our next hour of "mornings on 2," we'll talk more about the pros and cons and what's being done on the other side of the bay to keep the warriors. dave and tori? hundreds of people expected to be at this morning's memorial service for the tsa guard who was killed at l.a.x. the tribute to gerardo hernandez will be held at the los angeles sports arena. u.s. attorney general eric holder and the acting homeland security chief are expected to be there. investigators say a gun with a grudge against the tsa killed the father of two children 12 days ago. hernandez is the first tsa officer to be filled in the

line of duty. back here at home today, the oakland city council will debate a controversial plan for a curfew on teenagers. supporters say it would reduce crime. the critics say it could lead to racial profiling. now, the proposal will require anyone under the age of 18 to be off the street from 10:00 p.m. to 6:00 a.m. seven days a week. it would also be in effect on school days from 8:30 a.m. to 1:30 p.m. and teenagers who violate the curfew could be cited or face -- or be arrested and face fines up to $500. 7:49. north bay drivers could be paying more to cross the golden gate bridge soon. the district is thinking about increasing tolls to hold off a long-term budget deficit. today, the district will outline some of the options it is considering. there are indications most board members favor a $1 toll increase. other options include

morning apartment fire in hayward forced more than two dozen people out of their homes. some of them jumped out of windows to escape. katie utehs is live in hayward with new information from fire investigators. good morning, katie. >> reporter: two men jumped from a second floor apartment balcony to safety and a woman with her 3-month-old baby crawled down the front steps. i will step out of the way so you can see the amount of damage the fire started in the first floor unit and quickly spread to others. this video taken by a neighbor shows the flames shooting out of the windows and calls of the whitman green apartment complex on whitman in hayward. firefighters received the call shortly before 3:00 a.m. investigators say a man live until a ground floor unit turned on his oven and may have fallen asleep and then flames quickly overtook his unit and the apartment above it. a dog died in the fire while the residents made it out

unharmed. about 27 people, though, are displayed. we spoke with -- displaced. we spoke with a family who narrowly escaped, a mother, father, their 3-month-old baby and the mother's brother. this man recalls sustaining on the edge -- standing on the edge of the balcony before jumping. >> i didn't have a choice. the whole apartment was filled up with smoke. you can't see anything. you couldn't breathe. that was the only choice i had. >> i was looking at the -- i was looking at the ground. >> reporter: he has a scrape on his arm and a knee injury. his brother-in-law landed you a wardly from his jump -- awkwardly from his jump. the family will be staying with other family who lives in the area. they will have to purchase new bottles and baby supplies this morning because everything in

their apartment has some sort of smoke damage. the red cross is assisting the 27 or so people displaced by this fire. some of those people i'm told are -- are going to stay with family. others will be placed with the red cross. back to you. >> thank you. happening today, walnut creek will start to clear out a homeless enkarnment beneath an overpass -- encampment beneath an overpass. brian flores has more. >> reporter: this issue has split the community. good morning to you. residents, homeless people and business owners all say there is an increase in homelessness here in walnut creek. many of them live under the overpass on south california boulevard. but sometime later, today, that will be cleared out by police. >> i want to go to the scene from last night. a lot of belongings left behind there. backpacks, other items. as you mentioned, there are two sides to this debate. you have homeless advocates who

are concerned. with the winter months quickly approaching, there is concern of a lack of resources 0 on where they can go -- lack of resources on where they can go. >> reporter: swee spoke to a homeless -- we spoke to a homeless man clearing out his stuff. he has a place to go. but his concern is for the other homeless. >> they are very nervous, concerned, scared, they don't know where to go. the gentleman i'm down there with is 63 years old. other gentleman is autistic. >> reporter: the other side of this debate is the business owners and residents here. some have complained on a daily basis of public drunkenness, drug use and other issues because of the increase of the homeless population. residents say it's gotten worse over the years. >> the guys have taken over under the creek, this last year, especially. this last summer was starting

to get out of control. it's right near the school. >> reporter: a committee was formed last week by police and other homeless advocates on possible solutions but it doesn't appear anything was set. walnut creek police say the camps are not safe. it's unclear this morning when the homeless encampment will be cleared out. we have calls into walnut creek police when that is. but we've not heard back. brian flores, ktvu channel 2 news. >> thank you, brian. continuing coverage of typhoon haiyan. just about an hour ago, the president of the philippines says the death toll will most likely reach 2500 people, not the 10,000 originally feared. with the storm now gone, people in the philippines are trying to survive the aftermath. they are turning to local media to look for loved ones or update family members. many people say they are desperate for anything to eat or drink. >> we don't have enough water even though are not sure that it is clean and safe.

we still drink for it because we need to survive. >> recovery efforts are underway to find bodies of the people kifled -- killed. a at prison in tacloban city, the -- at a prison, in tacloban city, the prisoners are threatening a mass breakout because the prison has run out of supplies. a woman from richmond found out her uncle died in the typhoon. >> it's devastating. i think my dad is in denial. just to hear everything that's going on, you feel so helpless here. >> cheryl tiu learned her uncle stayed behind in his tacloban city home and he drowned. he's one of thousands believed to have perished in one of the worse typhoons in history. tiu says communication with family has been spotty. she's getting some information from facebook. she says there's no power around the mood is becoming

more desperate in the typhoon zone. she also says there's nowhere to take her uncle's body. >> all of the funeral homes are destroyed of they want to put him in a mass grave. my cousin doesn't want to. i don't blame her. that's her dad. >> family is hoping to fly into tacloban city to do what they can to help out. meanwhile, pearls wants nonperishable food and health care supplies to send over to the philippines. donations can be made today between 11:00 and 4:00 this afternoon. they can be dropped off at san jose state university right in front of the events center. now, besides food and medical supplies, project pearls wants toiletries, baby and infant supplies. if you want to help victims of the tif typhoon, you -- of typhoon, you are washed about scams. a watchdog great says to donate money to an already established

opened now. in fact, we have our newschopper2 over the scene, as you can see, passengers are being allowed up on the platform and trains are picking up passengers again. so the system will suffer from some residual a delays but the good news, the trains are running on the system again. you don't have to worry about a bus bridge or getting yourself to a station you don't normally take. people are waiting for trains. they are coming in and it's open again. b.a.r.t. is resuming normal service at el cerrito del norte after a fatality on the track at 5:20. they closed the stations for almost 3 hours. the bay bridge toll plaza is backed up to the macarthur maze. the metering lights are on. this is about a 25 to 30-minute delay. if you are driving in marin county, southbound 101 traffic has been slow from roland boulevard down to central san rafael. if you are driving in the south bay, very slow traffic on 101 all the way into mountain view. it's a long line of traffic

us now. 60s and 70s. here's sal. good morning. things are finally beginning to improve a little bit out there as we go out and take a look at highway 4. we're getting a little bit of improvement but it's still very slow out of pittsburg all the way to concord and then 680 as you join that, it's backed up from at least highway 4 heading down to walnut creek. there's a little bit of improvement which leads me to believe if you wait it out, it might get better. 25-minute dray. it had been more severe but now we're getting some better news here. also looking at the south bay, 85 and 101, as steve mentioned earlier, a lot of red but 280 is slow. we've had a couple of fender- benders but i think people are on the slow side getting into the valley today. let's go back to the desk. happening today -- crews will start taking apart the eastern span of the old bay bridge. these are live pictures. you can see it in the background over there. drivers are being warned, be

very careful about being distracted by the work going on. alex savidge is on yerba buena island, you've been out there since early this morning. tell us about the work that is starting today. >> reporter: well, you just mentioned it. the chp is warning drivers as they come across the new bay bridge to make sure to keep their eyes on the road. this demolition work could potentially be a distraction. the work is getting started here. we'll push into the old eastern span of the bay bridge. the upper deck is all of this work is going to be takes place today. crews are going to begin using jack hammers and saws and they will be bemoving a 1400-foot section of the upper deck. it's the section you are looking at right now. that's right between the old span's two steel peaks. the project was originally scheduled to start last wednesday but the night before contractors realized their debris containment system was not entirely in place. now they are set with the

safeguards and the demolition work can begin. it's still possible that pieces of concrete or rebar could fall from the upper deck as crews begin to tear apart the roadway. but the contractor is taking precautions to contain the debris. >> the only direction any of this material will go will be down and you've got the bottom deck to catch that. but the contractor also has containment system out there to help kind of control and catch that debris as it drops. >> taking apart this particular section of the upper roadway should take crews about six weeks or so. and what they are doing with this work is creating a gap in the bridge so that contractors can bring in heavy equipment and be able to take down steel sections of the bridge. it will take a total of three years to demolish the entire span. this bridge that was built back in 1936. live this morning on yerba

buena island, alex savidge, ktvu channel 2 news. >> 8:33. just about 30 minutes from now, the teenaged boy facing hate crime charges in a brutal attack on an a.c. transit bus is due in court. 16-year-old richard thomas is accused of setting fire to sasha fleishman's skirt while the two were on a bus in oakland last week. prosecutors are trying thomas as an adult in a suspected homophobia case that involves several felony charges. thomas could possibly go to prison for life ifth convicted -- if convicted. in the meantime sasha is still in the hospital. the 18-year-old high school student is having skin grafts in the burn unit at st. francis hospital in san francisco. now, sasha is identifieded a gender neutral. he identifies neither male nor female. also happening today, two powerful technology giants will face off in a federal courtroom in the next half-hour.

last august, samsung was ordered to pay apple for patent infrangement -- infringement. janine de la vega is live from san jose to tell us why they are back in a courtroom today again. >> reporter: good morning. attorneys and potential jurors are starting to arrive here. now, in the first apple/samsung trial, the judge said it was unclear how the jury calculated how much to award apple and so that's what they are hoping that this second trial will accomplish. the jury will have to look at 13 samsung phones and tablets and decide whether or not apple lost money on sales because consumers bought samsung products instead. this trial focuses on products that are several years old and no longer sold in the u.s. last year, a jury found that apple violated patents and -- samsung violated patents. the judge tossed out $450,000

of the ward saying the jury improperly calculated. we spoke to a technology analyst to get his thoughts on whether the award is likely to increase. >> it's kind of like gamble, whenever you send something like this back to the jury, particularly when it's a foreign company going against a domestic firm. the risk of it going up is quite a bit higher than you might think. >> reporter: jury selection begins today. potential jurors will be asked if any family members work for apple and whether or not their views on the company will have an effect on the case. millions of dollars is not going to effect the finances of the companies. but analysts say what happens in this trial may influence what happens in a larger trial in a trial -- in a trial that happens next march. janine de la vega, cut. >> thank you. 8:36. several agencies are investigating the big scrap metal fire in redwood city. sunday even's fire prompted

shelter-in-place warnings in three bay area counties. people living in parts of the san mateo, alameda and zlar counties were -- and santa clara counties were all sold to stay indoors to avoid breathing unhealthy air. the air quality management district is looking into dozens of complaints and the company could be facing stiff fines. investigators are also trying to determine how the fire started. only on 2 -- ktvu has learned that oakland police officers flew to chicago last week to find out new ways to reduce crime. last year, chicago had more than 450 homicides. but this year, the city's police department says homicides are down 19%. there's been a 15% drop in overall crime. the chicago police credits its procedural justice training. it teaches police officers how to treat people fairly and let them know their voice is being heard. six oakland police officers went to chicago to see how it

works. >> i think as professionals and both in the industry and the professionals in our community as well, we should always look to examples of best practices where things are working. >> police officers from stockton and salinas took part in the training. the oakland police say those who went to chicago will help train the rest of the oakland police department. 8:37. the san carlos city council meets tonight to talk about the condition of a pg&e pipeline that was shut down last month. it was shut down because of a memo from a pg&e engineer that raised safety concerns about the pipeline. regulators want pg&e to pay a $17 million fine for not notifying them properly about flawed records. days after the san mateo county court ordered the shutdown, belmont's city manager requested and received a work and safety upgrade regarding the state of pg&e'sic from.

results now -- pg&e's infrastructure. results now show things are up to code and have been in inspected. 8:38. union work, at recology in san mateo -- workers at recology in san mateo may go on trike. the two sides are scheduled to meet today. two of their three contracts expired october 23rd and another one is due to expire at the end of the month. now, although the collective bargaining agreements contain a no-strike provision. the agreement does not apply to workers whose contracts expired. the company says it will continue hiring subcontract workers if the union workers walk off the job. 8:39. a new arena plan for the golden state warriors is set to be unveiled today. pam cook will be here to tell us how the arena is creating controversy on both sides of the bay. and support coming in all over the world from the victims of the typhoon.

hurt. b.a.r.t.'s el cerrito station is open again now after a death on the tracks. we're hearing it was an apparent suicide. this was first reported shortly before 5:30 this morning. it caused major delays around the east bay and the bay area. those delays are now down to 10, 15 minutes. later today, police in walnut creek are expected to start clearing out homeless encampments in walnut creek. homeless advocates say they are not sure where the people will go because local shelters are full. the people who live in the city say it's necessary to clear out the camps because the increase in homeless people is leading to an increase in alcohol and drug-related issues. it's 8:44. continuing coverage of typhoon haiyan. in the last hour, we heard from the country's president who said the death toll will likely end up being closer to 2500. people in the philippines are trying to recover.

doctors in the city of tacloban are desperate for medicine. well, a woman from richmond is mourning the death of her uncle who was killed by the typhoon in the philippines. she says other relatives are saying the entire country is in chaos. >> he said it's getting scarier. they need food. they need water. they need medicine. >> cheryl tiu learned her 69- year-old uncle stayed behind in his tacloban city home. he drowned. he's one of thousands believed to have died in one of the worse typhoons in history. she said communication with family members, it's been spotty but she's getting some information from facebook including how one of other cousins managed to stay alive when that storm hit. >> one of my uncles and my cousin had to save themselves by hiding, you know, climbing up and staying up on the

with the big changes set to start today. >> good morning. today, the warriors expected to unveil the very latest plans for that new waterfront arena in san francisco. and they are designed to try to make people happy. critics of the project say the arena will destroy the beautiful view of the of the bay -- of the bay. they want to put the measure on the ballot to let the voters decide. last week, san francisco voters rejected a high-rise condo project planned for the same area. today's "chronicle" reports the warriors will announce big changes today including a lower roof and more open space. some of the pictures released show a spiraling walkway outside the arena and a deck to allow the public to look and basketball fans to look out at the bay bridge. oakland mayor, though, jean quan, tells us she's still banking on the new coliseum city to keep the warriors and as from leaving. that would include a new stadium, new arena, hotels, restaurants and shops over in

oakland. oakland's deadline for those plans, next summer. tori? >> all right. thank you, pam. new this morning we've just got word the justice department has reached an agreement to allow the merger of u.s. airways and american airlines. the settlement would end the justice department's lawsuit seeking to block the airline's merger. the justice department, six states and the district of columbia filed a lawsuit in august to block the merger. six months after the two boards of directors voted to combine voerses. we don't know the key tails of the -- details of the agreement. but according to the new york times, it may involve selling off takeoff and landing spots especially at reagan national airport in washington. the two airlines control about two-thirds of the slotted a reagan. this, of course, would create a new behemoth of an airline and help lift american airlines out of a two-year bankruptcy case. let's get you to where you

need to go. sal, this morning's commute has been real interesting. >> it's not been good. >> interesting is one word i've heard, dave. the traffic on 80. there's a new accident reported at willow. it's been slow because of the earlier b.a.r.t. probs breles. let's take -- problems. let's take a look at the bay bridge toll plaza. we're seeing some improvement. no major problems getting up on the bay bridge. interstate 880 in oakland has been slow northbound because of earlier problems. it really has not recovered. it's backed up from the coliseum. southbound 880 approaching a street is slow and the san mateo bridge has been slow. look at 580. it's just one long line of traffic from livermore all the way up to the 680 interchange. a lot of people heading on 680 south are in slow traffic as well. 8:49. let's go back to steve. mostly cloudy, breaks now showing up to the west. had some very, very light rain. most of the forecast area never got a drop. there was a little bit. san francisco to oakland a

the man accused of killing sandra coke is due in court for a preliminary hearing. randy alano is accused of killing coke in august. her body was found about a week after she was reported missing. preliminary hearing will determine if there's enough evidence for alano to start trial. it's sentencing day for kwame harris. he faces a possible year behind bars when he goes before a judge in san mateo county today. earlier this month, a jury found him guilty of misdemeanor, domestic violence and battery in an attack on his ex-boyfriend. investigators say the assault started as a fight at a chinese restaurant in menlo park in august of 2012. the victims re diced to testify -- refused to testify --

casino. >> liquor is being served now 24 hours a day, seven days a week. statistically, it's only a matter of time until there is a serious dui accident. many local restaurants want law enforcement to increase dui checkpoints on the weekends outside of the property. out of the 20 dui arrests the chp made in flow ma county the -- in sonoma county the past two 90s, only one was -- to night, only one was casino- related. the new meters planned to go in would replace the coin- out rad meters with credit card friendly meters. the supervisors are concerned about a clause in the contract to buy the new meters that would let transit officials by an extra 10,000 meters. the question is where would those extra meters go. there have been protests in neighborhoods against new mighter installations. it could cost more to go across the golden gate bridge
