one person described it as a quilt jolt. about two minutes later a 2.5 quake hit. viewers have been posting on our facebook page. continuing coverage now of typhoon haiyan. the death toll continues to rise. the devastation is also bringing promises of aid from all across the world including from right here in the bay area. the government is still trying to reach some areas hit by the storm to fig where -- figure out how many people have died and how much help is needed. julie haener live in the newsroom with the number of people who have been killed by the typhoon. >> officials have said today they are overwhelmed by haiyan. philippine president has now raised then cop firmed death

toll to 1, 1,700. two americans are among the dead. other officials have estimated as many as 10,000 people are feared dead. when haiyan tore through the central philippines it also injured more than 2,000 people and leveled widespread areas. the united nations is now appealing for $3 million for international aid to help the victims. >> government estimate and we are reflecting that figure that 11.3 million people have been affected by the typhoon in nine regions across central philippines. >> reporter: many survivors say some of the conditions are unbearable becoming unbearable. an 81-year-old woman who's clothes were soaked from a pouring rain says we need help, nothing is happening.

we have not eaten since the storm hit. there's also reports of looting. julie haener, ktvu news. the philippine government says 2-1/2 million people who survived that typhoon are now desperate for food and water. donations are being collected by several bay area groups and charities. this donation site was set up today by several student groups in san jose state. they are collecting money, canned goods and health care supplies like toilet paper and baby formula all of which are desperately needed by the survivors. >> it hits home for a lot of us. so we are raising awareness and raising funds and also collects things like canned foods, dry foods, any basic essentials that would contribute to their recovery. >> the white house is also stepping up its efforts. while thousands of thousands of people continue to wait for word about the fate of their

loved ones in the philippines, one family is trying to deal with the news they feared rob roth speaking to a woman who's grandmother was killed and her father just happened to be visiting when the typhoon hit. what he had to do to survive. now to breaking news in richmond. news chopper 2 is over the scene of a police chase that ended in a crash on sixth street and mcdonald right near nevin park. two people are injured one of them critically. it all started when a police spotted someone with a warrant. news chopper 2 is giving us a good look at the intersection of sixth and nevin. this is not far from nevin park. we're counting at least six police vehicles in this picture alone. a number of people watching this end of this police crash. we know two people have been injured. we are reaching out to the

police department in richmond to find out what happened and the conditions of those hurt. once we get that information we will pass it along to you. happening now it's the beginning of the end. you're looking live at the old bay bridge where workers today began a long demolition process. the work comes 77 years to the day the bridge first opened. tom vacar was invited on to the bridge to see the demolition work up close. and tom is now live from yerba buena island with what you got to see. >> reporter: let's take a bird's eye view. it may not look like it until next year but plenty of stuff is going on right now right here between the candelever sections. heavy equipment is already at work. >> today they began taking out 1,400 feet of upper deck which is the concrete,rebar and steel

floor beneath that was holding up that concrete. >> reporter: to keep anything from falling on the new spans roadway, once the upper deck roadway is removed more serious work will begin early next year. >> that will allow more of the bottom deck to be used to remove the steel that is above the bridge. >> reporter: taking apart this bridge must be done meticulously. particularly the opposite of how it was built. why? because these beams are under enormous forces. take it apart the wrong way and it could literally collapse and kill someone. >> that work is going to take about six weeks. >> reporter: now on that whole job, a quarter of a billion dollars will be spend and it's scheduled to be completed in about three years.

coming up after 6:00, why this process will cause hazards for at least another year. tom vacar, ktvu news. >> the first part to go will be the mile and a half long cantelever. then the trestle band. the chp says a 33-year-old man's van hit another car around noon at the richmond parkway off ramp from interstate 80. the suspect continued driving and lost control of his van hitting a tree. he was pronounced dead at the scene. the oakland teenager accused of setting another teenager on fire on an ac transit bus was back in court today. people filed into court in oakland including the suspect's family. this is the second appearance for 16-year-old richard thomas but he did not enter a plea. thomas is accused of lighting a

skirt worn by 18-year-old luke sasha fleishman. fleishman is still hospitalized with serious burns. thomas is being charged as an adult and could enter a plea on friday when he is set to return to court. it's no secret that crime is happening, and some of that is being committed by teens. >> reporter: that committee meeting will start in about an hour. this is not the first time they discussed it. they did it in 2009 and 2011. but this time they say they have more information. >> we have a serious problem in oakland with young people committing crime and becoming victims of crime. >> reporter: that's why noel

gallo and other city council members say there these ár needs to be a curfew. >> where it's reported criminal activity or reports of dangerous incidents. >> i'm totally for it. i'm tired of getting harassed by these youngsters. >> freedom is when you're 18 or older. meanwhile, they need to have their butts at home doing their home work and thinking about sports and home work. >> reporter: between 8:30 in the morning and 1:30 p.m. on school days, gallo says he wants the daytime curfew to address the truancy and drop out rates. but in a city that already has its fair share of crime how will police fight it. >> i do not want the police officer to spend time writing reports, you pick up the youngster off the street. and you take him to the youth center. >> reporter: gallo wants to use part of that money for measure y which is the act of 2004 to open up youth centers around the clock. >> either i get the kids off

the street to do something productive, right. or keep doing what you're doing oakland you're going to get the same result, the same return for your investment as a taxpayer. >> reporter: now the committee is expected to vote tonight to decide if it will go before full council. live in oakland i'm paul chambers. it is a controversial development project and tonight there will be a face off in the south bay. the main point of contention a huge trucking center. robert handa joins us live where people say they're fighting for their personal health and also the health of the community there. robert-- >> reporter: well, we are at the school where the community show down will take place in about an hour. inside this auditorium the fight over a development project will take place that some say will bring money and improve the community but many people here say will actually ruin it. there is a lot of noise, dust and traffic going on in the

alviso community of san jose as industrial property developer trammel crow works on the first phase of an office park. the work has convinced parents to send their school out of the area. >> my son is going to sunny vale school because i don't want him to you know be affected by all the diesel dust and all the dirt that's flying out. >> reporter: but the big community fight is just starting. officials from the developer and the city are holding a required public meeting on phase two of the development. many homeowners are upset trucks will go in and out of docks they say less than 1,000 feet from the school. >> my fears is that the diesel exhaust is going to cause harm to my children. they're going to breathe this every day that they go to school. every day they're at the swimming pool. every day they're at the park. >> numbers are smaller and are economically disadvantage also giving us less political play.

with qualifying bundles. back now to our breaking news from richmond and we're learning more about what happened. one person was critically injured after this crash that started a police chase. that person unfortunately just happened to be at the wrong place at the wrong time. officers were chasing a suspect with a felony warrant. the silver car the suspect was in crashed into a black car at

sixth and mcdonald. two people inside that black car were taken to the hospital. unfortunately one of them has critical injuries. the suspects all ran. two were caught including one with the help of a police dog. a san francisco police officer today changed his plea in a dui case. prosecutors say sergeant thomas hayman had a alcohol level three times the legal limit when he was picked up for hit- and-run. he pled not guilty but today he changed that plea to no contest. he was sentenced to 30 days in a residential treatment program. the officer will also have to attend 90 aa meetings, complete 50 hours of community service and also pay restitution to the owners of the cars which he damaged. twice as many americans could find themselves on statens. these new recommendations, call for risk factors rather than

just actual cholesterol levels. for years doctors have been telling patients their bad cholesterol level should be under 100. new guidelines released today by the american heart association and the american college of cardiology say that number isn't so important anymore. and regardless of your numbers you might need to be on a cholesterol lowering staten drug. >> the new guidelines greatly expand the number of americans that would be eligible to receive staten drugs. we would estimate from 36 million previously to as many as 72 million now. >> reporter: the new guidelines are simple. if you have heart disease you get a staten regardless of your cholesterol numbers. if you have diabetes, type one or two you get a staten as well. if you have genetically high cholesterol you're likely to get a prescription. and if you're between 40 and 75 and your ten year risk of heart

disease is over 75% you will get the medication too. many say the benefits outweigh the risks. >> the most compelling evidence is that they prevent heart attack and probably stroke as well. the drugs that we use for treating cholesterol are safe. they do have adverse affects but the serious adverse affects are uncommon. >> reporter: many doctors say the new guidelines are really finally catching up to the latest science on how many lives could be impacted by statin medications. right now statins are prescribed for a quarter of all americans over the age of 40. jury selection began today in a new trial over the amount of damages that samsung owes apple for infringement. a judge lowered the amount to 600 million. and then a new trial was set to

determine if that amount should be adjusted higher. a third trial is also set to begin next year over a different set of apple patents and alleged infringement by samsung. let's go to bill martin. today we i stepped outside it was nice and i started to feel bad about it. >> look at these rain totals from last night. i'm stretching to find some of these. we had trace amounts showing up in the east bay. oringa had .82 believe it or not. mendecino i had to go way north to find showers that was just under a half inch. as the system moves through the area you can kind of see it just spreading out and moving out and heading out of the region. we start to clear out and as gasia points out we start to dry out. that's what we're noticing today. temperatures got up there. and docking to the 70s today. 60s and 70s so it didn't take long. you're looking at the current

radar imagine. unfortunately you're just showing dry. it's going to be a beautiful sunset tonight. you're probably noticing that out there right now. the sun is setting or just getting ready to go down. these are the current numbers, mild temperatures lots of 60s, mid-60s. the winds are calm and that's going to allow temperatures to get pretty cool. a standard deal, a little front slide through. that was last night. winds die down and it gets chilly and frosty in some of those north bay valleys. it's going to be in the upper 30s, low 40s. out toward napa area out over silverado road. 42 in livermore that could get you patchy frost as well. so, we're back to where we started. no rain, clearing out and warming up. the computer model brings a few clouds in tomorrow. but the daytime highs tomorrow 60s and low 70s again slightly warmer than what we had today. so in oakland, 54 degrees when you wake up tomorrow morning at lunchtime it's a mild 63. and at 3:00 which is around maximum heating this time of

year about 70 degrees. so the model shows rain staying clear of the area. fog tries to move in along the coast as we head into the overnight hours but really doesn't have much of an impact. so might be a little bit of patchy fog there. the five day forecast where's the rain? i don't see it any where. this is where we needed it. we're looking at a warmer day, a little breezy on thursday and slightly cooler toward the bay area weekend. there's something going to slide to the north and east of us on the bay area weekend. maybe a shower in the bay area. the last model took out the deal. maybe this will change around. we'll be back at 5:45. we're going to look at the latest computer model we're going to track that out and see what the model thinks about these rain chances perhaps toward the weekend. today you see berkeley announce that it met a goal to met a gas emission two years

the chapel inside the santa clara government center today. they staid they chose today's date because it's both unusual and very easy to remember. >> we'll make our own luck. we don't need a date to be lucky but it's just a cool day. it's not going to happen again. >> they look so happy. several county clerks here in the bay area reported a high number of weddings today and in santa cruz, the clerk held weddings every half hour throughout the day just to keep up with the demands. in the past, famous dates have proved to be popular dates for weddings. the highest number of wettings happened on 7/7/7, when an estimated 65,000 couples tied the knot. and google glass will now produce your favorite tunes. this is an official google glass video we're showing you. it shows the user activating the music feature. it includes the listen to

more now on the breaking news out of richmond, streets near sixth and mcdonald are closed as a result of this crash. and unfortunately an innocent bystander was critically injured. police tell us they were chasing a silver car. officers lost the car at some point and found that it had crashed into a black car that

you can see there. there were two people inside the black car both of them were hurt one critically. police say the three people in the suspects car all ran. two were caught including the driver who was bitten by a police dog. police are still looking for the other passenger. we are continuing to work to get more information. when we do we will bring it to you. a fence, barb wire even a dog could not deter thieves from breaking into this east bay m.u.d. yard. customers will be the ones to pay to replace what criminals made off with. in the past week alone we learned the thieves have stolen tens of thousands of the dollars of equipment from four east bay m.u.d. trucks. >> reporter: allie rasmus live in oakland to explain the water utility isn't the only one getting hit here. >> reporter: it's happened four times in the past week and here at east bay m.u. d. four trucks have been broken into. they were all parked inside the gates and out here the guard

gate has someone in it 24 hours a day. employees need a card reader to get in but that wasn't enough to keep the thieves out. 24 hour surveillance camera and 15-foot tall fence. just a couple of the security measures designed to keep valuable equipment in and thieves out of this east bay m.u.d. maintenance yard. everyone with those measures in place. >> criminals find a way to get in unfortunately. >> reporter: in the past week, four utility trucks at this yard have been broken into. thieves stole tens of thousands dollars of equipment. >> east bay is a public company so everything they own essentially belongs to the public. >> certainly is a problem for utilities. >> reporter: east bay m.u.d. isn't the only utility dealing with the problem. on october 30th in concord thieves stole thousands of

dollars worth of tools out of three pg & e trucks. >> unlike a typical vehicle which may only have a stereo or personal item, work trucks do carry tools. >> reporter: the owner of this industrial tire shop a block away from the east bay m.u.d. yard toldest he's not surprised by the burglaries. he says over the weekend thieves crossed their fence and stole batteries from their trucks. give all the security measures here, we asked east bay m.u.d. if they thought the robberies were an inside job. and they told us based on their investigation so far they do not think that's the case. officials are seeking the public's help in finding a missing man. he was last seen on his way to class. he never arrived for class. his family says they've been unable to contact him since

to approach it. >> reporter: warriors arena version 3.0. designers have chopped 15 feet off the rooftop's edge and shrunk the pavilion by 2,400 feet. the changes are in response to concerns that the new arena will block neighbors views and increase noise and traffic. >> more public space, more green areas that are inviting. >> this still doesn't change anything. >> reporter: the design also includes a neighboring parking garage, condominiums, two hotel towers and 120,000 square feet of retail space. >> so they've shaved off a couple of feet here and there. but it doesn't matter it's all about the location. pier 30-32 is not the appropriate place to be putting a massive arena as well as retail space. >> reporter: arena opponents say they want to put the project before voters. mayor ed lee says that may not be the worse thing. >> i believe the warriors look at this as an opportunity to

have that conversation with everybody in the city. >> reporter: and the warriors organization presents the new arena design tonight to a neighborhood citizens advisory committee. reporting live in san francisco, david stevenson, ktvu channel 2 news. thousands of people attended a memorial today for the tsa security agent gunned down at the los angeles international airport. it was an emotional service for gerardo hernandez. eric holder was also there. when attorney general holder he described hernandez as a hero for his sacrifice and for the way he lived his life. >> what truly made officer hernandez a hero was how he lived. with kindness, with consideration, and with love

for all who were fortunate to know him. >> reporter: hernandez was killed by a gunman november 1st just one week before his 40th birthday. he's the only tsa officer ever killed on the line of duty. under the agreement the two companies will be required to give up landing gates at certain airports. the justice department has sued to block the merger. it says it hopes the proposed settlement will open the doors for airlines to compete. golden gate bridge officials laid out their latest toll hike proposal today and it includes one option that would raise the toll to $8 in five years. the district says it's dealing with a projected $142 million deficit over the next five years and it needs money for things such as a movable median

barrier, bridge repairs and bus and ferry projects. right now the toll is $6 or $5 with fast track. bridge officials are proposing five options for the toll increase. they range from a $1 hike to as much as $2 over five years. >> it's no fun to pay more money but you are keeping the bridge flowing and you're able to get over the bridge without any traffic delays for the most part. >> reporter: the district says half of every tax dollar goes toward buses and ferries which in turn help reduce traffic on the bridge. the toll increased proposal is set to be presented to the court on friday if it is eventually approved drivers could be paying more as soon as next april. >> her family fell victim to typhoon haiyan. >> he was just holding on to his life. he was like on the roof of like our small house and then he was just holding on to the electrical for his life. >> a woman describes her own

a federal ruling that prevents trainers from having close contact with killer whales. the case arose from sea world in orlando in 2010. the video shows a trainer right before the killer whale pulled the trainer into the pool and killed her. >> says it's just too dangerous to be that close proximity to the ocean's top predator. it kind of makes sense. lawyers for sea world told the judges that the close contact is the park's whole reason to be in business. in word yet on when the court will rule. we were told that police in walnut creek were going to carry out a controversial clean up of a homeless encampment today but now they've told us they've decided to wait until

desperate need of help tonight. rob roth spoke to the man's daughter today who explained why she fears for his safety even though he made it through the storm. >> reporter: angelie gerrez is a student at southeast bay but her thoughts are with her father stranded in the philippines. >> i'm so worried because i don't know if he's getting food, water clothes. >> reporter: her father is an engineer that lives in hayward. a flash flood like this one sent a river of water through the house. angelie says her father had gone outside. >> he was hanging on for his life. he was on the roof of our small house. and he was holding on to the electrical wire. >> reporter: angelie says her

two grandmothers hung on to floating cushions for hours until one of them could not hold on any longer. >> she was sucked into the current and she just drowned. >> reporter: angelie's father may have survived the typhoon but he says he must now face another challenge. the aftermath. angelie spoke with her father by phone yesterday for the first time since the typhoon struck. he told her food the scare and if relief centers have been established he and many others have no idea where the centers are. and her father has lost everything he had with him. >> my father says his clothes are so dirty. he doesn't have slippers. he walks walks barefoot on the street just to go get food. >> reporter: her family is trying to stay strong and she has no idea when her father can come home. in hayward, rob roth, ktvu news. our web team has posted a number of ways you can help the

survivors from haiyan. aaa delivered more than 10- tons of thanksgiving turkeys to nonprofit groups, 10-tons. aaa dropped off 44 turkeys as glide as part of its holiday giving project. reverend cecil williams says it is a very important donation but even so, he says they still need more turkeys and hams because of all the demands. the church feeds 5,000 people on thanksgiving and to do that they need a total of 400 turkeys and 200 hams. >> all around the bay except for one thing that our chief meteorologist bill martin is here to tell us. >> one key thing. >> and the leaves you notice the leaves on a lot of trees especially in the east bay hills and north hill you're seeing the leaves changing color. but the rain has not been produced as of yet. today was no help either. we got very light rains. these are the current

temperatures see how mild it is outside. you take a look at san jose. there's the forecast high downtown san jose tomorrow. they're coming in at 70 degrees at around 2:00. we go up to santa rosa and see what's happening there at 76 for a forecast high in santa rosa around 2:00. a little warmer than that everyone. as we head out toward the livermore valley, you can see temperatures cooling down pretty quickly. we're into the mild weather pattern. rain out of the forecast. off the five day for now. some changes this weekend but mainly in the form of some clouds and some cooling. and a weather system that slides right down the central valley but looks like it's going to miss the bay area. so we'll watch that. that's the big weather headline system. but looks like it's going to be everything east of sacramento. doesn't include us. radar spinning but doesn't show anything because there's nothing going on out there. rain accumulation was very light. we got trace amounts .2 of an

inch. very light. the most we could find was out in the moraga. there was more rain than that in some places in the coastal sections but we did not have drizzle gauge -- gauges so we could not pick those up. the forecast as we head into the weekend is for this low pressure center. see how it's not coming from here it's coming this way. as it moves into the valley it's going to cool things off and bring us some clouds. bringing rain close to our area but no rain for us. we're going to be definitely in a dry pattern as we go into the weekend. if that thing were to shift a little. that's what we're going to be tracking if it shifts west or retro grades we could see some rain. these are the forecast highs for tomorrow, 70 in redwood city. your forecast for tomorrow you're looking at wednesday a very cool morning when you get going on wednesday. temperatures are going to be back into the cool spots. upper 30s low 40s especially in the north bay. here's your five day forecast

new information is emerging involving security risk with healthcare.gov. and the supervisor said he had no idea of the risk. the chief project manager henry chou told lawmakers he was not aware of that memo and he said it was disturbing he had not been informed of the the findings. this information comes ahead of a hearing tomorrow to talk about technical problems that have plagued that program. white house officials won't confirm or deny figures but they fall well short of the

administration's projection of about 500,000 enrolled by the end of october. this week the administration is expected to release its first official tally since enrollment was launched on october 1st. a new state law aimed at protecting children from communicable decides might not do as much as first thought. a last minute change by the governor created an easy way out for parents who don't want their children vaccinated. >> reporter: savanna coda is 8 years old. but when it comes to her health, it's very important. if parents object for personal reasons they can fill this. the personal release exception form. in years past parents could just check a box. a new state law that starts in january will require parents talk to a doctor and get a note. >> the intent of the law is to make sure people could not just

check a box and not get their kid immunized out of convenience. >> reporter: but the new law aimed at protecting public health has a big loophole. when governor brown signed the bill, he asked the health department to add a second box for religious exemptions. and that eliminates the need to go see a doctor. >> they put a box to go see a doctor and a box to not have to go to the doctor. >> if people oppose the vaccinations they're going to go to the doctor. but just doing it out of convenience, i just don't want to get my kid immunized. i don't really have time, they're going to check the box. >> reporter: that is the number of parents who are not getting the children vaccinated. he says the religious exemption could stop intent. >> i don't have a problem speaking to my doctor says this

on 2. the old bay bridge is coming down and tonight we're learning about the risk that bridge poses even though no one is driving on it anymore. and an east bay high school community in mourning tonight after a student takes his own life. how parents and teachers are helping classmates cope with the loss. we have new information tonight on breaking news we've been following in richmond. a police chase ended in a crash that sent two people who just happened to be at the wrong place at the wrong time to the hospital. one is reportedly in critical condition at john mere medical center in walnut creek. as we first told you at 5:00, the crash happened in richmond near mcdonald avenue and sixth street. shortly before 4:00 this afternoon. police say the driver had a felony warrant. >> and as the suspect's vehicle tried to get away the driver

crashed into a black cash at sixth and mcdonald. two people inside that black car were seriously hurt. again, one is reportedly in critical condition at this hour. again air lifed to the hospital. police say the three people inside suspect car took off running. but two were caught including the driver who was bitten by a police dog. police say they are still looking for the other passenger. as soon as we get any new information, we will let you know. okay now what you're looking at here, we took this video just a little bit early but these are live pictures from news chopper 2. this is another breaking story. this is another police pursuit. you can see there that one car has overturned. we are working to get more information. the assumption here is that that is the car that police were chasing but we haven't confirmed that as of yet. we also don't know if there were any
