alley way between the homes, they said he broke out his cell phone camera and took a video. >> you got to be kidding me. >> one of the neighbors saw a white car pull up and saw the guy get out. he thought, oh, he's walking down the alley and going to a neighbor's house. the man who installed the the surveillance didn't want to go on camera. >> i saw the toilet paper was out, they came down the alley and took a picture of it. it's fetish or prank or something. >> if he brought toilet paper, it want like this was some emergency. >> neighbors are worried about the health and safety of people in the neighborhood and pets. because when you leave feces around, that brings disease and it could make somebody's dog sick. >> residents said they saw this car leaving and they believe that car was in it.

58-year-old man who collapsed. >> one of our friends collapsed at the racket ball court. >> you see there are two people. the man on the right is the man who took the call. the woman on the left is a certified training officer, shawna justice. she was supposed to be supervising. shawna was on her personal phone. >> the call are gave the correct address but gave the wrong name of the rec where that happened. >> where? >> the trainee instead of taking down the cross street looked up the rec center and dispatched to the wrong locations. officials are saying should shawna haden ping e mistakes.
