castro station platform without its operator. >> had the emergency brake been applied, then the train would not have moved. >> reporter: this video shows an out bond train pulling in at about 10:20:00 a.m. transit officials say the operator exited to check a stuck door. when it closed, the operating system sent it down the rails. >> the passengers realized very quickly when they saw the train move with the operator still on the platform that there was no operator. >> reporter: a passenger pulled an emergency stop lever similar to this one. the train stopped a couple hundred yards into the tunnel. they sent a mechanic to help move the train into a nearby station. passengers were left alone about 14 minutes. transit officials say the train would have automatically stopped at the next station and opened its doors. >> i would say the passengers were not in danger. >> reporter: it will focus on the operator's actions and

mechanic alice shoes. problems with doors and steps represent up to 70% of daily delays. in this 2011 incident, a train with an open door kept running at speeds up to 35 miles an hour. >> doors have 200 moving parts. they're fairly complex. we focus a lot on the troubleshooting. >> reporter: that officer is suspended with pay pending the investigation. aren't rushing to sign up under the new affordable care act. new numbers show only 59,000 californians have enrolled in cover california. that's less than 1% of people who are uninsured in california. we are live in oakland. are the program directors worried? >> reporter: analysts we talked to say it's too soon to be concerned, and you can't judge

the program's success based on these early numbers. when michelle gets sick, there's only one place for her to go. >> the emergency room, of course. >> reporter: using the i manier general security interest room for health care is what state and federal health officials don't want people to do. the health exchange is supposed to help the uninsured sign up for coverage. she called to sign up but didn't follow through. >> it's a hassle. >> reporter: the covered california website went live on october 1st. in the first month, 30,000 californians enrolled. >> the biggest thing is how quickly the numbers were growing in the first 12 days of november as many people signed up as signed up in october. >> reporter: with 6 million californians uninsured, there's still a long way to go. today the director of covered california acknowledged that.

californians rather than paying $68 billion might spend $350 billion for that project. >> this is the first of three hearings to better plan future transportation projects. three tesla employees are at the hospital after getting burned at the plant. tesla's ceo is expected to visit the injured employees tonight. >> reporter: one of the patients has been released from the hospital. the other two are being treated for burns. freemont firefighters arrived just after noon. >> there was no fire, no explosion. >> reporter: but there was an accident. >> they had some type of industrial accident involving pressurized equipment. this resulted in three employees being treated for burns. >> reporter: they suffered burned in an industrial accident. they were taken to the medical

center and two have been admitted to the burn unit. tesla released only this brief statement. quote, there was a failure in a pressure aluminum casting press. three employees were injured by hot metal from that press. we're making sure they receive the best possible care. cal osha is investigating and will entail interviews with witnesses, checking safety records, and the equipment involved. we did see tesla cars on the test track this afternoon. the freemont plant manufacturers the model-s sedan. they have had a run of problems recently, three of the cars have caught fire. no one was seriously injured, but it has been a run of negative publicity for tesla. cal osha will complete its investigation of today's accident within six months.

tesla's ceo is expected to visit the employees here at the hospital. a san francisco police officer is suing the city in federal court claiming he was racially profiled during a traffic stop. lorenzo adamson says he was stopped because his license plate wasn't visible. one of the officers put a choke hold on him. adamson's suit claims excessive force, racial profiling, and assault. the u.s. gs says it had a magnitude of 3.3. across the bay area there have been six quakes above a the.0 since last friday. seismologists say this activity is not unusual. >> there are places where we have fairly frequent small earthquakes. the san ramone valley area is

one of those. >> geologists say if the quakes continue, it could become a swarm, especially if they increase in size. a troubled east bay hospital has declared a fiscal emergency saying it could run out of money in just 6 months from now. they voted on that emergency room last night. it gives the hospital more authority to trim costs. they're facing a $19 million deficit this year. the hospital which serves many of the neediest people will continue to care for patients, but they say it will need a new infusion of cash to survive in the long run. the police department is adding new officers. the city says the expansion will help the department create a new beat in addition to the five current beats in san ramone. they will add four new officers and two part-time technicians. the cost for the officers is

$161,000 ever for the rest of this fiscal year and $6 40,000 next fiscal year. an east bay sheriff's deputy was honored for his actions during an armed robbery. >> it is my honor to give you the peace officer valor award for your service. >> congratulations to him. we told you about this back in june. employees were struggling with an armed robber when christopher handle responded. he shot and killed the robber, possibly saving three lives. pittsburgh police officer brian scott also received an award of valor. he was shot in the back as he and another officer chased the suspect who is now behind bars. fortunately officer scott was wearing body armor. >> i'm sure i speak for everybody here when i say this is not the reason we do the job, but i'm honored and humbled to be here, so thank you. >> awards were also presented

to officers from bart, highway patrol, and the san leandro police departments. apple says it wants $380 million from samsung over patent theft. an attorney made that demand during opening statements in federal court in san jose. the jury must decide a damage amount for samsung's infringement on i-phone and i- pad features. the streaming video service netflix has announced a new look and a new social media strategy. >> it's the biggest update in netflix history. >> the company unveiled a make over for users who connect via blu-ray or x-box. it offers users more details about shows and episodes and can link to a user's facebook account. we got a look at new techniques to fight graffiti

together this event and have also reigned some performances all to raise money, 100% of which will go to the typhoon victims. the group believes there are about 4 million families affected by this storm: one woman says she's concerned about her relatives in the philippines and what the people there are going through and trying to get even the basics such as food. >> it's just touched, me and my husband and our family's hearts, and the people at our church. there are a lot of people suffering over there and need stuff that is hard to get. >> reporter: they're collecting canned foods and dry goods that have a long shelf life. you can see that more and more people are gathering for tonight's event to raise money and the spirits of the victims. we'll give you an update on how they did later tonight.

>> ktvu.com has a list of resources if you want to help the victims. just look under web links for more. new information tonight on the brutal attack of a homeless person in san francisco. police tell us they have now identified the victim and a person of interest in this case. the victim actually is a woman who was being kicked and stomped on this video obtained by ktvu last week. police say she did not want to go to the hospital but did agree to see a doctor. officers say they are actively seeking the man considered to be a person of interest but would not say anymore than that for fear of jeopardizing the investigation. a stanford business student has pleaded not guilty to charges from a deadly wrong-way crash. these are pictures from the accident early october 5th. prosecutors say zachry catts was driving north in the southbound lanes when he hit a taxicab head on. one of the passengers in that

taxi was ejected and killed. he was charged with vehicular manslaughter. he has been released on $250,000 bail. prosecutors wanted that bail doubled to $500,000. a significant bay clean up is going on at treasure island. the dredger is scooping up bay mud full with buck shot and old clypei johns. the material was left behind from years of seat shooting. coastal fog today, kind of like what you see in the summer months. temperatures were similar to what you see in the summer. the marine inversion here pretty shallow. that has to do with the high pressure that's building in giving you dense fog along the coast. it also gave you this

temperature spread. 60 in pacifica and 80 in antioch and fairfield. a very summer-like weather pattern. not what you'd expect for this middle of november. and we're going to get more of the same. it won't be quite as warm, but it will be warm again tomorrow. here's the temperature spread. temperatures were easily into the 50s at best and temperatures in the inland valleys made it to the low 80s. as you go through tonight, look at the coastal fog to hang in the coast. as we get into the weekend, it will cool down just a bit. that cooldown will be noticeable sunday and monday. in san francisco, you'll get to 65 degrees for a daytime high. showing that fog in the background because the fog is seeping up over noi valley. the overnight lows will be chilly. this low pressure center will cool us off. that's the mechanism for

cooling. this low drifts down a little bit, increases our winds as we head into thursday night, tomorrow night. we'll look for strong gusts as this low pressure lingers. it lingers into the weekend and cools things off. it's going to be cooler for the weekend. will it bring rain? doesn't look like it. it could. if things change, if the jet stream configures itself and retrogrades, it could bring rain. the five-day forecast, it will produce cooling. it will produce some clouds. next few days pretty warm. as we get into the weekend, you'll notice the cool down.

some really sad news for the oakland raiders. a former player has died. and you knew tom christianson. >> back in the early 80s, we both lived in alameda, kids the same age. really hits home. one of the big gentlemen and nicest gentlemen you'll ever meet in all of sports anywhere, any walk of life, has died. he was just 57 years old. todd suffered from a liver disease for a few years now, died from complications during a liver transplant surgery today up in utah where he lived. he played tight end for 10 years with the raiders. vibrant personality, voracious reader, and parlayed that into an outstanding broadcast career after he retired from professional football. just 57 years old. meantime in the nfl, you know the drill. quarterbacks, they probably get too much of the credit, too much of the blame.
