officer-involved shooting at a children's hospital in wisconsin, milwaukee county sheriff's offices say this morning police responded to the neonatal unit of the hospital where there was a report of a wanted felon in possession of a firearm, they arrived to find him holding a baby, when they approached he put it down and ran, they opened fire when the turned toward them in a threatening manner, he is being treated for injuries described as non-life-threatening, no one else was injured. now to our continuing coverage of the typhoon in the philippines last week. they carried out their first mass burial of victims, that comes as the aircraft carrier uss george washington arrived there to deliver food and other aid. you are about to meet a man on a mission, both for his family and others in the philippines. it took several days for steven carpenter to hear from his family there, including his

bank there this morning at 10:00. several nearby schools were locked down during the search. police used a dog to help in the search, witnesses didescribe the robber as a white man in his 20s wearing a baseball cap and sunglasses and a long sleeved blue button downed shirt. we just checked with the california highway patrol and interstate 80 in pinole has re- opened all lanes of traffic this follows an accident that snarled traffic all morning. it is a story we brought you live after it happened, at least one lane was shut down before then. a big rig driver told chp he was cut off as he was exiting a road, he says he swerved and hit an abandoned car before tipping over. he was okay but the truck filled with 25,000 pounds of frozen food for trader joe's

created a complicated clean up. >> basically we tried to upright the vehicle with the contents of the actual frozen foods inside but because it is now getting warmer the contents of the food is basically dethawing. >> that made the contents heavier so crews first off- loaded the truck then flipped it over, the morning commute was heavily affected as people slowed down to look. lockheed martin is cutting 4000 jobs nationwide and shuttering some of its offices in the south bay. ktvu's janine de la vega spoke to the company about just how many jobs this will affect here in the bay area. good afternoon. >> reporter: good afternoon, more than 6000 people work here at the sunnyvale campus, which is its space systems division. now we are being told by lockheed that 4 buildings here will close and 200 employees will lose their jobs. lockheed martin says it is eliminating a total of 4000 positions in part because the

federal government has cut back on awarding defense contracts and it needs to operate more efficiently. at the sunnyvale location assembling and testing is done for a number of critical national security and space programs, which include communication, infrared surveillance and missile defense, the ceo and president of lockheed issued this statement, saying," reducing our work force of dedicated employees and closing facilities are among the most difficult decisions we make. in the face of government budget cuts and an increasingly complex global security landsscape these actions are necessary for the future of our business and will position lockheed to better serve our customers." some near by businesses like this restaurant told us they have regular customers from lockheed and it would have some impact. >> it will, a little bit. there is 200 people, mostly they meet twice a week, sometimes lunch, sometimes

a small town near dallas, texas, was evacuated today after a pipeline exploded and sent flames and a plume of smoke high into the air, firefighters in the town of milford are letting it burn itself out instead of fighting it. it is expected to burn for 24 hours, no injuries have been reported and flames have not damaged homes. officials say the pipeline is owned by san ramon based chevron and there is no word yet on what caused this explosion. a congressional committee this morning grilled the head of the transportation security administration about a critical report on one of the tsa's anticipate terrorism programs. the government accountability office concluded that the spot program, which has been in

after she had not heard from him. police say the home had been ransacked and he may have been interrupting a burglary when he was shot. a new report from the fbi shows how bay area police departments are doing at solving crimes, san pablo had the most success, solving 92% of its homicides, san jose was 66, san francisco 44%, oakland 35% and richmond had the worst rate when it comes to tracking down killers with 30%, the fbi says the gap is due to many factors. the san francisco police department is arming its officers with high end smart phones to help fight crime. the department just began rolling out the phones to all 1600 of its patrol officers. the phones allow officers to pull up mug shots and access statewide criminal data bases from the field and police say

they will be especially helpful to officers working on foot. >> so he comes back with a possible arrest and we are able to use the phone to pull up a mug shot to actually confirm that he is wanted out of the city and county. >> all patrol officers should be equipped with the smart phones by the end of the year. oakland police are looking for a plan accused of breaking into cars in the downtown area, the driver of this acura is suspected of numerous car burglaries and theft. he led them on a chase after they witnessed him break into a car, he got away but police did catch his partner. three tesla employs are recovering today after being hurt in an industrial accident at the tesla factory around noon yesterday when hot metal spilled on to those workers, one of the workers has already been released from the hospital. he and another worker expected

to make a full recovery, however a third employee suffered bad burns to his hands, tesla ceo injured them in the hospital last night. cal osha is investigating the accident. power is just coming back on in hayward after an overnight outage, the cause of the outage happened here after a van crashed into a power pole just after 1:00 this morning. the crash knocked out power to 5700 homes and businesses in the area and the driver involved in the crash was taken into custody on suspicion of dui. the palo alto city council is set to consider adding new stricter rules to its already tough smoking ordinance. right now it is illegal to smoke in parks or within 25 feet of public entrances. the new rules would ban smoking outdoors, downtown on university avenue and side streets as well as the california avenue business district. city leaders are concerned about the dangers of second
