today president obama offered hope for americans who had their policies canceled because the affordable care act deemed it substandard. the president's newest offer allows insurance company to renew for one year but they must inform them of benefits they won't receive if they keep their plan. >> commissioners have the power to decide what plans can and can't be sold. >> reporter: this afternoon california insurance commissioner called on cover california to do the same. release all from a provision that requires cancellation by the end of the year. >> since the government promised californians could remain in their current felt sure it was a mistake to -- health insurance it was a

mistake. >> reporter: 1.1 million people in california have received the cancellation notices. it is not clear how they would benoid of any change that would allow them to renew. california's attorney general put 10 websites out of business they were tricking people. ktvu investigated one of the websites in september and we uncovered how close the name was to the california site. kamala harris said these sites mimicked the official covered california site but were fraudulent. the sites shut down or redirect people to the official site. a bank robbery led to a school lock down this morning. it happened about 10:00 a.m. at the west america branch. several schools went into lock down as police, including one

using a police dog searched for the robber. a white man in his 20s, wearing a long sleeve button down shirt. the california highway patrol is looking for a man involved in a hit-and-run accident. the crash happened before 1:00 p.m. on highway 280. officers say a toyota slammed into two cars on the shoulder and a truck. the suspect took off running. three adults changing a tire were thrown into the bushes. the driver is 20 years old with a goatee. thieves starting a food bank, this -- targeting a food bank, this time they are taking the fuel to deliver the food. the thieves targeted a facility of one of the largest -- of one of the largest charities. second harvest food bank. the losses and damages will

police say the los angeles home was ran sacked and joseph gatto may have interrupted a burglary when he was shot. a lack of rain is contributing to an extended fire season. cal fire said it is keeping firefighters and equipment on duty past the typical close of the fire season. that is normally when it begins to rain but this year due to record low rainfall the wildfire season is still underway. a burn ban is still in effect. so far this year there have been 344 wildfires compared to 296 last year and 266 in 2011. winds, now let's go to our chief meteorologist bill martin. it will be windy. >> late in the season, dry, with the winds coming up tonight, it is always a concern. not as nasty as september or

members of the military will have it easier by theond of the year. service member whose -- by the end of the year. service members will be able to leave their shoes, belt and laptops in their bags. san francisco and san jose airports are participating in the program which is expanding from 10 airports to 100 airports by december 20. however, another tsa program to keep travelers safe is wasting millions of dollars. according to federal auditors who say the program spot isn't working. one congressman says there are

complete bay area news coverage continues right now, this is ktvu channel 2 news at 5:00 p.m. rats roaming the streets in one san francisco neighborhood. raising questions about whew is responsible for this -- about who is responsible for this problem. some say it might be construction project. although others have a different explanation. ktvu's david stevenson is live in san francisco where you learned how serious the problem is. >> reporter: rats are a problem in any city but some neighbors on this street say construction is pumping rats to claw and eat through these carbage cans. >> reporter: he -- garble cans -- garbage cans. >> reporter: he goes through his car to make sure there are no rats. these rats have been running

rats a night. >> reporter: rats beating out cockroach as the number one complaint. they offered to step up abatement. david stevenson, ktvu channel 2 news. traffic on interstate 80 is back to normal following huge back ups after a big rig crash. one westbound lane was shut down after the truck flipped on to itside this morning -- on its side this morning. the truck driver swerved, hit an abandon car before tipping over. the driver wasn't hurt. the truck was killed with 25,000 pounds of frozen food that was heading for trader joes. it was cleared before noon. a donation from safeway is helping a elementary school

here. the san francisco center. some of the kids spent part of their afternoon packing up boxes to send supplies over seas. some of the stacks are taller than many kids here. the reliefeft began sunday. as you can see the entire center is fill -- the relief began sunday. as you can see the entire center is filled. organizers say this has been a good teaching opportunity for the kids to learn about their roots and helping others. >> we are going to give it to philippines to do -- to help them and -- we are helping them to -- to survive. >> i have had to explain to them what is going on. how the people are impacted by the typhoon. i had to explain a lot of the

the counsel is considering adding rules to the smoking ordinance. it is illegal to smoke in parks or public entrances. the new rule would out law smoking on university avenue and side streets as well as the california business district. they are set to consider the proposal to expand the ban when it meets monday.

happening now, news chopper 2 is over head for the start of the march that is going on in oakland. the crowd there has grown to more than 100 people, gather, they gathered outside oakland high school. they are showing their support for sasha fleischman. the students from berkeley who was set on fire while sleeping on a bus. what they will do here is march from oakland high school to where the incident happened where the bus was when sasha fleischman was set on fire. we will follow the march and we will have a update at 6:00 p.m. 2 investigates how donated food ended up for sale as a flee market. ktvu's eric rasmussen tracked

. in an effort to increase safety police will be cracking down tomorrow on dangerous motorcycle riding. the motorcycle safety enforcement operation is arranged by the police department. they say extra officers will be patrolling where motorcycle crashes and violations happen. five motorcyclists have been killed this year. doctors say he can no longer race. he is retiring from racing because of serious injuries he suffered in a crash last month. he is married to ashley judd.

agreement. here is the statement we received from b.a.r.t. management today. b.a.r.t. management believes that a provision it did not agree to was include in the final package. b.a.r.t. is costing out the impact of the provision. it appears that the b.a.r.t. board is going to be looking at this. they won't vote but they will discuss it tomorrow. the agreement with the unions, the two largest unions was agreed upon and ended up with the unions going on strike twice in the course of the negotiations. this agreement brought all of that to an end. both unions ratified the contract by votes of 80%. so this is something union members i talked to say this comes as a
