agreement. here is the statement we received from b.a.r.t. management today. b.a.r.t. management believes that a provision it did not agree to was include in the final package. b.a.r.t. is costing out the impact of the provision. it appears that the b.a.r.t. board is going to be looking at this. they won't vote but they will discuss it tomorrow. the agreement with the unions, the two largest unions was agreed upon and ended up with the unions going on strike twice in the course of the negotiations. this agreement brought all of that to an end. both unions ratified the contract by votes of 80%. so this is something union members i talked to say this comes as a surprise to them.

all b.a.r.t. administrators signed on the lines approving the negotiation, the contract they agreed to. so it is going going to be unclear as to how they proceed from here. we are getting more information. we are expecting to hear from a b.a.r.t. board member in a few hours. we will get that and talk to union members and bring you a full update on this on the 10:00 p.m. news. reporting live from b.a.r.t. headquarters, jana katsuyama, ktvu channel 2 news. today we got a clear picture of the final days and time line to open the fourth bore of the caldecot tunnel. we learned drivers could make their first trip as early as tomorrow night. new at 6:00 p.m. ktvu's tom vacar is live to explain how. john? >> reporter: take a look at it. there it is. ready to go. it is not going to change the morning or evening work

commutes but it is a major game changer. >> reporter: another day. another battery of drills in preparations for the fourth bore of the caldecot tunnel owning. the tests of the heat, gas, video sensors and fire suppression, ventilation and exit systems performed well. it is performing as expected and ready for emergencies if they arise. the ribbon cutting will take place friday afternoon but then a few tests still remain. >> our goal is to make sure we are able to open that after the weekend for the monday commute. if we can finish earlier we will open as soon as it is ready so the public as the earliest use. >> reporter: the next bore will be shut down for a few hours to

complete restriping. that will bring the project in on time and $3 million under budget. with two permanent tunnels each way the days of tunnel switching will be over. >> you won't have to predict the switch anymore. that you will have two in each direction. >> reporter: all of this will facilitate better counter counter- counter-commutes between contra costa county and san francisco. since stimulus money went into this project, the secretary of transportation will be here tomorrow. tom vacar, ktvu channel 2 news.

>> more details now. work on the fourth bore of the caldecot tunnel started in 2010. more than 182,000 cubic meters of dirt was removed. enough to fill 73 olympic sized swimming pools pools. 8 different kinds of radioactive material have been found at the south richmond shoreline. ktvu's amber lee is in richmond where residents are demanding answers tonight. >> reporter: the public meeting is scheduled to start in half hour. inside the civic center building. people are concerned about the radioactive material found. neighbors suspend a plant that used to be located nearby may have used the site as a dump.

now they want answers from agencies about how dangerous the site is and what they plan to do about cleaning up the area. >> what does this mean to us? we need to know what is going on. >> reporter: neighbors formed a advisory group years ago to get the state to test the area and clean it up. reporting live in richmond, amber lee, ktvu channel 2 news. we have new information this hour about a bank robbery that prompted the lock down of several schools today. we received stills from a surveillance camera inside the west american bank. it shows the suspect approaching the teller. police say he passed a note demanding money and was given cash and ran away.

police locked down four schools in the area for 45 minutes as a precaution. the bank robber is white man in his 20s, wearing sun glasses and a blue shirt. >> the scandal surrounding ron called ron. last night he said he became a target of the fbi after he removed to become an informant for them. a affidavit alleges he accepted $88,000 in bribes. but he insists the fbi's true targets were steinburg and the fbi wanted him to wear a wire to record his conversations with them. today he said she angry that he

is getting dragged into this scandal. >> i have a 20 year career of public service. is a career that has been marked by integrity. >> he says the fbi raided his office after he refused to become an informant. governor jerry brown warned uc the state does not have more money to give. he made his comments today at the mission bay campus. uc is expected to get $142 million from the state for the 2014-2015 school year. that is a 5% increase over this year. the school system wants $121 million additional. governor jerry brown said that is not going to happen. there are new developments in the battle over evictions in

transgender teen involved in a school fight on a high school campus is raising questions about bullying. ktvu's mike mibach spoke to the school district about lgbt students in their schools. >> the fight at hercules high school started with a swing a chase and then to the ground. >> lots of hair pulling. hitting. slapping. >> reporter: school officials say a transgender student started the fight after she was bullied by a group of girls. >> the transgender student walked over to the girl and as far as we can tell slapped the girl. >> there is not often fights so crazy day i guess. >> reporter: they said the fight should have never happened considering the resources available. >> mediation. you could talk to your counselors. >> sources to go if there are

her friends. hundreds of workers at oakland airport issued a strike notice if the holiday sees -- notice if the holiday -- notice for the holiday season. they plan to walk off the job during the thanksgiving, christmas travel season. they have been in negotiations for the past year. the major sticking points is wages and health benefits. lockheed martin is cutting 200 jobs. they are slashing 4,000 jobs nationwide due to the budget cuts. part of the plan in the bay area includes shutting down four office buildings and that accounts for 200 jobs. the cuts will be completed by mid-2015. cal fire announced an extended fire season. officials say typically by this time of year risk of wildfires
