to 44 degrees. only a high of 65. the highs coming down from the seasonally warm temps we had a couple days ago with mid- to upper 70s. it it will be sunny. it will be breezy and it's going to be cool as well. temperatures, only patchy fog in the morning. i don't think it will last very long. a lot of 60s. mainly mid-60s or upper 60s. i don't think they'll feel warm. good morning, traffic is going to be a little bit slow in some areas. watch for slow traffic at the bay bridge toll plaza. you will see that traffic is backed up now all the way out to the mcarthur maze. metering lights are on about a 20 minute delay before you get on the span. westbound 92, a live picture of that. you can see traffic slow getting to the bridge. once you're on the span, it's good. you look at the east bay 88 o 0 southbound to 8th street down to -- 880, southbound to 8th 8th street. it's a little better than

normal. at 7:02 let's go back to the desk: we begin with breaking news from the south bay. an american air lains jet has made an emergency landing at san jose's international airport. it happened just a few minutes ago on a jet that was headed to dallas. the jet was forced to turn around and make an emergency landing. joining us now on the phone is airport spokeswoman rose mary barnes. what can you tell us. >> good morning, i can tell you american airlines flight 1118 did depart our airport at 6:20 this morning. returned for landing. i am told the nature of the emergency was a bird strike that likely caused engine failure. the aircraft did land safely. i'm told there are no injuries. airport firefighters and other airport personnel responded. again i'm happy to report the aircraft did land safely and was able to taxi to the gate. >> and the video we were just

watching for our viewers. that was flight 1118 that did make the safe landing after a bird strike. any word on how many people were on board? >> i don't have that information. at this time. >> okay. and so with a bird strike, i assume that it was one engine that was out but these planes can usually still fly without one engine; correct? >> correct. it is an md80, a two engine aircraft. the number one is the one that sustained the bird strike and we will be working with the airline to investigate the situation and the airline will be working closely with its customers to get them to their destination as efficiently as possible today. >> obviously the important thing was no one was hurt. one more quick question. i know bird strikes happen. is this kind of a common problem or is this rather unusual. >> bird strikes are a situation that all airports across the u.s. deal with. and certainly we have a very aggressive program in

mitigating all means of wildlife strikes on our airport. we work with the usda on our airfield. we have a number of tactics in order to reduce the number of wildlife strikes on our airport. this is a time of year where we see a large numbers of birds in the area. they're migrating and finding our open fields, like other airports in the country are a great place to stop while they're continuing for their winter migration. but again, we are stepping up our efforts, especially this time of year as a result of that situation. >> all right. rose mary barnes, spokesperson, tells us that a plane on american flight had to make an emergency landing after a bird strike. everyone's okay. we'll continue to follow the story and bring you more information. thank you for your time. >> time now 7:05. right now, santa clara county

sheriff's deputies are at the scene of a deadly shooting at a restaurant. it happened on white road near wood haven drive. this is unincorporated part of east san jose. deputies found a man's body in the parking lot of the santa fe taco ria. he was shot at least once. he was unconscious. he died at the scene. the coroner removed the body an hour ago. at this point, there are no suspects in this crime. >> so currently don't have anyone in custody right now. we're still working on trying to obtain suspect information and as soon as we have that, we'll did he feel be passing it forward. >> since white road is heavily traveled, the deputies hope someone may have seen something. still not clear if the victim was a customer of the restaurant or a nearby market. it's 7:06. police in petaluma are investigating a shooting outside a 7/11 store. it happened late in the store parking lot on the corner of

north mcdowell boulevard and old redwood highway. investigators say a man was shot once in the back. he's being treated at santa rosa memorial hospital and is expected to survive. police are following several leads but have not made any arrests and it's not clear what led up to the gunfire. latino leaders in sonoma county are expressing their growing concern over the deadly shooting of a 13-year-old boy in santa rosa. they met with local law enforcement leaders to discuss the many questions surrounding the death of andy lopez. last month, a sheriff's deputy shot and killed the boy after mistaking his bibi style gun for a real assault rifle. latino leaders urged for change in police culture which has officers viewing neighborhoods as war zones. time 7:07. happening today, boy, the long wait is just about over for you highway 24 commuters. the ribbon will be cut in the

ceremony at the caldecott tunnel this afternoon for the 4th 4th bore of the call decot tunnel. the u.s. secretary of transportation will be among the dignitaries there. it marked the end of $417 million project. the new bore is scheduled to open this weekend. but you drivers going between oakland and orinda on highway 24, expect delays during the final hours of the project. just when you thought the b.a.r.t. contract talks between management and the unions were over, there's word of a glitch this morning that may derail things and there are fears of a new transit dispute. ktvu's brian flores live in west oakland. people are getting nervous about that and what are the unions saying about this, brian. the unions saying they are not budgeting, but there is concern as you mentioned from commuters this morning that it may lead to a strike. we just so don't know at this point. that's what one b.a.r.t.

board member told me here in west oakland. commuters glad the trains are running and frustrated the contract has not been ratified by all sides, including b.a.r.t. management. it was ratified by both sides but there was language about paid family leave that they say they didn't agree to. a glitch if you will. the issue resolves around how much paid family leave they are to receive under the contract. reportedly the contract would have given the workers 6 weeks, and prior language was to use sick leave and vacation time first. we spoke with the unions, in any case as we should say b.a.r.t. board members say they are investigating how this happened. the union says they are not budging and this was clearly not a clerical error since both sides had copies of the agreement to begin with. >> they voted on what was presented bit district. the district had the same practice that we had.

it's complete agreement and we expect the board of directors to honor that. >> reporter: it's under investigation how it ended up in the contract, whether it be an administrative error or otherwise. we do not know the cause at this time. now, b.a.r.t. unions, again, overwhelmingly ratified the agreement. the board of directors they were set to do the same thing at the november 21st meeting. at this point it's unclear whether that will happen. in any case, a special session closed door meeting scheduled for 3:30 this afternoon to talk about the very topic. live in west oakland. brian flores ktvu channel 2 news. time 7:10. new reports of a strike at oakland airport by retail and fast food workers who say it will happen during the upcoming holiday season. union workers are protesting what they call unfair labor practices narrow employer. host international. the two -- their employer. host international. the two sides have been negotiating for the past year. union workers say the workers

to his office. women's group are calling for him to resign. >> i would never do that. i'm happily married. >> toronto city council has asked ford to take a leave of absence. he has refused to do so. he started a new reality show that he plans to start on monday. i'm not a perfect man and i will not be a perfect president. my pledge to the american people is we're going to solve the problems that are there. we're going to get it right and the affordable care act is going to work for the american people. >> well, the president announced a fix to the affordable care act yesterday. house republicans say it doesn't go far enough. as ktvu's kyla campbell reported from the washington d.c. news room, the house will vote on its own fix today. >> dave, like the president's plan, the house bill would allow providers to offer current policies next year. we're taking a live look at the house floor. they'll vote in about 2 1/2 hours, but the republican bill

has two glaring differences from the president's offer. it would allow new enrollees in those plans that don't meet obama care standards and it does not require insurance companies to inform consumers about potentially better plans being offered in the federal and state marketplaces. that has president obama threatening to veto the bill. some republicans say president obama ignoring the law for the next year and encouraging insurance companies to do the same one republican said if a law is bad, we'd change the law. we don't ignore it. some insurance companies say they won't be able to extend current policies because it's too much change with only six weeks to go before the new year. bay area congresswoman nancy pelosi spoke just a few moments ago and she said the republican plan is poisonous for the health of americans. i'll watch the house floor live and have her reactions and

others at 8:15. live in washington, kyla campbell, ktvu channel 2 news. new york times says the cia is collecting, money transfers handled by western union. the cia is collecting the info under the same law the national security agency uses for its data base of phone records. a cia spokesperson didn't confirm the existence of the program but he said the cia conducts lawful intelligence collection targeting foreign, not domestic activities and that it is subject to extensive oversight. google says government requests for data on its users have more than tripled over the last four years. in its latest transparency report, google says in the second half of 2009 there were 3500 government requests for information. while the first half of this year, that number had risen to 10,000. for the first time google is offering a detailed break down

. 7:24. police in lafayette are asking for the public's help identifying a bank robbery suspect. take a look. the robbery at the west america bank prompted police to lock down several schools in the area as a precaution yesterday morning. the suspect got away. he's described as 5-foot 11. 160 pounds with short hair and clean shaven. he was last seen wearing a navy polo shoot, black jeans, gray

tennis shoe. and a baseball hit. police have identified a man shot and killed outside a hotel. he had one gunshot wound, he was taken to the hospital where he died. no suspect information has been released and the shooting is still under investigation: time now 7:24. the bay trail in richmond, very popular with people who live and work nearby but now there's new concern about its safety because of a contaminated site. a lot of people using the trail told ktvu they had no idea of a problem nearby. neighbors say soil samples show high levels of radio active material. reportedly one hundred times the normal. the 5-acre site is fenced off. a neighbor say suspects a form former chemical plant used it as a dump site. >> is it dangerous, not dangerous, what does it mean living, working walking right next to this.

>> some asked which radio active materials are on the site and if signs should be posted. state officials don't know if warning signs will be posted until they get back the results of tests done in the area. some of the neighbors are planning to call on lawmakers to hold up a hearing about cleaning up that site. 7:25. berkeley's director of parks says the city's popular open spaces face major problems if their budget is not increased. maintenance is mostly paid for by a specific tax that generates about $10 million a year. but parks director scott ferris says that's not just not going to be enough to take care of basketball courts, sports fields, community builds and street trees in the next few years. a popular holiday tradition returns to walnut creek today. the walnut creek on ice rink opens at noon, in civic park. it will feature public skating, group skating lessons and will

i have to admit. i'm super excited. i cannot wait for this all to start. and it starts in 2 1/2 hours. it will start here at the grand hyatt in union square right behind me. this is where the bat mobile will be driving up. thousands will fill union square today and these events will take us through the day. why is this happening, it's happening because a little boy named miles just 5 years old in kindergarten has pretty much stolen the hearts of everyone across the bay area and really across the country as we all watch his dream come true today. his dream pretty simple, he wants to be a super hero. he gets to be a superhero today. he has learned what it's like to fight. he has fought leukemia since 1 years old. he's in remission and doing great. he loaves super heroes, batman is at the top of the list and we found out maybe why from the

admitted to being homophobic. meantime, last night hundreds of people marched through the streets of oakland in a show of support for sasha fleischman. family members, friends, students, teachers, marched along mcarthur boulevard hanging rainbow ribbons and they stopped at the exact spot where sasha fleischman's skirt was set on fire. sasha's father was among the marchers. doctors are treating second and third degree burns on his leg. more about a school fight this week involving a transgender student at hercules high. it's being investigateed as a hate crime. officials say the fight on wednesday afternoon was between three girls and a transgender student who reported being bullied before the fight. >> there was lots of hair pulling. hitting. slapping, it was a pretty bad

fight. >> school district officials are interviewing the four students involved and say they could be expended or sis -- expelled. they have an aggressive anti- bullying exchange. two stolen cell phones being sold in plain sight in san francisco. the corner of 7th and market is known as a place to buy and sell stolen goods, especially smart phones. ktvu cameras caught several transactions last night, and community leaders say cell phone sales are a growing problem. >> that's exactly what goes on around here. this is where they come sell their phones. >> police say a public awareness campaign and special patrols are having at least some impact on the problem time is 7:39. the coast guard wants boaters to watch out for suspicious

activity in the betters off the northern california coast. a growing number of drug smugglers from mexico are heading north, closer and closer to here in the bay area. in late september, a boat from mexico with 80 pounds of pot capsized near santa santa cruz and this week another boat from mexico, believed to be used for drug smuggling was found adrift in the caramel baby the monterey county coast. crab season underway in the bay area this morning. a lot of skippers set their crab pods off the coast last night. the crab season kicked off just after midnight. this is the first season of a new state mandated crab pot limit. there are now 7 permitting tiers that a fisherman qualifies for based on the pounds of fish they caught between 2002 and 2008 -- 2003 and 2008. the most they can throw out, 500, they are expected to be in local stores by tomorrow.

now, about a hundred fishermen are casting off each day from pillar point. this year, they're heading out into really rough conditions. that's because a weather buoy 20 miles west of the harbor has been malfunctioning. harbor employees say it's been a problem for several months. it is 20 minutes before 8:00. how did this happen, the mistake in b.a.r.t.'s labor contract that's raising concerns about another strike. we'll have a live report at the top of the hour, to explain why one clause has created a huge headache for the transit agency. new questions about the death of a tsa agent at lax. why it took over half an hour for paramedics to reach him even though the shooter was apprehended in five minutes. good morning, right now, traffic is at its peek. we see a lot f of slow traffic everywhere including on highway 4 on the way to concord. don't have to worry about the fog that we had yesterday. it's clear for most.

a 5 delay before you make it -- 5 minute delay before you make it onto the bridge. let's go back to the desk at 8:02. we are following developing news at san jose's mineta airport where birds flew into a jet forcing an emergency landing. janine de la vega is at the airport where you just spoke so some passengers, i imagine they're relieved to be back on the ground safely. >> reporter: they are, they are. we can't see this american aligns jets from where we're standing but from news chopper it, it's hovering above the average and you can see that that american airlines plane is still there at the gate. what we encountered, though, inside is all the passengers who were on board. everybody is safe. there are no injuries. but they were definitely shaken up. now, here's some video from our rooftop camera in san jose of the american airlines jet. it was an md80 making that

emergency landing at around 6:45 this morning at the san jose airport. it was flight 1118. the plane was headed to dallas and left the airport at 6:20 in the morning. it had to turn back around because birds struck the engine. now, the plane landed safely about 15 minutes later, but fire trucks were waiting on the tarmac just as a precaution. now, here's what passengers on board told us. >> i heard a pop. seen a flash. and then airplane slowed down a little bit. but then it kept going. it felt a little bit, you know, you slow down on purpose. it was a little bit disconcerting. i'm an experienced flier, so once we kept moving, i thought, okay we're going to get back. >> passengers are frustrated now as they wait in line to get put on another flight in american airlines. it hasn't been a smooth process. many say dealing with that inconvenience was actually worse than what happened in the air because in the air

everybody stayed pretty much calm and they're praising the pilot for informing them and landing the plane safely. they pointed out that the pilot did say that he trained to deal with the situation even though it doesn't happen every day. they are grateful they are safe and an airport spokesperson that we talked to a short while ago said that they do have a plan in place here at the airport to deal with bird strikes and sort of have different tactics to deal with birds because right now is the time that they're migrating, there are a lot of birds in the air. we plan on talking to her more later on this morning. reporting live from the san jose airport, janine de la vega ktvu channel 2 news. sheriff's deputies are looking for the gunman responsible for a deadly shooting outside a restaurant. it happened just before 10:00 last night on white road near wood haven drive in an unincorporated area of east san jose. deputies found the male victim in the parking lot of the santa

fe taco ria. he had been shot at least once. he was unconscious and diaz at the scene. the coroner took the body an hour ago and there are no suspects at this time. >> we currently don't have anyone in custody. we are working on obtaining suspect information and as soon as we have that we'll be passing it forward. >> since white road is a heavily traveled area, deputies hope someone may have seen something and come forward. it's unclear if the victim was a customer of the restaurant or a nearby market. this morning, police in petaluma are investigating a shooting outside a 7/11 store. it happened late yesterday in the parking lot at the corner of mcdowell boulevard and old redwood highway. a man was shot once in the back. he's being treated at the hospital and is expected to survive. police are following several leads but have not made any arrests and it's still not clear what led up to the gunfire. latino leaders in sonoma county are expressing growing

concern over the deadly shooting of a 13-year-old boy in santa rosa. they met with local law enforcement leaders to discuss the many questions surrounding the death of andy lopez. last month, a sheriff's deputy shot and killed the boy after mistaking his bibi style gun for a real assault rifle. latino leaders urged for a change in police culture which it say many officers viewing latino neighborhoods as quoting here, war zones. 8:07. happening today, the long wait just about over for you commuters on highway 24 in the east way. the ribbon will be cut this afternoon for the long awaited 4 4th bore of the call decot tunnel. u.s. transportation secretary anthony fox will be among the dignitaries on hand. that ceremony marks the end of a 4 year, $417 million project. the new bore is scheduled to open this weekend. but if you'll be driving between oakland and orinda on highway 24, you should expect delays during the final hours

of that project. although b.a.r.t. unions signed and agreed with the contract that ended the b.a.r.t. strike, there are new concerns about whether another strike is possible. ktvu's brian flores live in west oakland now to tell us what both sides are saying this morning. brian. >> reporter: hi, dave, well, we have both sides as well as frustrated commuters as well this morning. here in west oakland, commuters are glad that the trains are running but frustrated that this contract, this tentative contract has yet to the ratified by all sides. the tentative contract agreement was signed and ratified by both unions in late october that ended the strike. but when they saw it there was language concerning paid family leave that management says they didn't agree to. it's being reported that the issue resolves around how much paid family leave workers are to receive the reportedly the contract would have given workers six weeks of paid family leave. the language was reportedly to use sick leave and vacation

time first. in any case, b.a.r.t. board members say they are investigating how this happened, whether it was bad clerical error or not. the union says they're not budging and this is not a clerical error since both sides had copies of the agreement that were agreed to. b.a.r.t. commuters are hoping this doesn't lead to trains stopping. >> we continue to pay all these high b.a.r.t. fares and raising the prices to park and we have to go through this. it's very frustrating. >> i would hope they would come to some type of resolution. it's a lot of people it's affecting, thousands of millions of people a day, so it's like, i would hope that they would be able to come to some type of agreement. >> reporter: now, board members say they knew about this contract issue since last friday and that the board members knew about this on tuesday. before this, the b.a.r.t. board of directors was set to ratify the contract during next thursday's meeting but from what we understand at this point, b.a.r.t. told the ap that they are

currently costing the impact and it will factor into weather the board will ratify the contract. in any day, a special closed door session is scheduled for 3:30 this afternoon in oakland o. before that, there will be a public comments section and b.a.r.t. union members say they will be attending that. we're live here in west oakland. brian flores ktvu channel 2 news. brian, meantime, fast food workers and retail workers at oakland o international airport, they plan to go on strike during the upcoming holiday season they're protesting what they call unfair labor practices by their employer, host international. they have been in negotiations for the past year. wages and health benefits are the big issues. the workers plan to walk off the job sometime during the busy thanksgiving tomas to christmas holiday season -- thanksgiving to christmas season. the philippine government raised the death toll to 3621. just a few days ago, the

country's president announced it would be closer to 2500. the new number comes from all the provinces hit by the storm. the red cross estimates there could be 22,000 people missing. as for survivors, they're finding shelter anywhere they can get it. some are sleeping on the court and in the seats of a basketball arena. today the philippine consulate in san francisco is inviting the public to join in a holy mass to pray for typhoon victims. the service will be held at 5 this evening at the philippine center gallery on 447 sutter street. there will also be prayers for victims of an earthquake that hit the philippines in october that damaged or destroyed more than 75,000 homes or businesses. time is 8:11. an east palo alto man says he doesn't want his city to become a dumping ground for stray cats and he should be paid thousands of dollars for what he's doing about it. however, the daily news reports the san mateo board of supervisors rejected his claim

back. good morning to you. news chopper 2 at mineta san jose. an emergency landing of an american airlines j 6:45 this morning. one of the engines failed after hitting a bird. janine de la vega just talked with some of the passengers on that plane, what they saw, that's coming up in a live report in 15 minutes. it's friday november 15th.

i'm dave clark. let's check weather and traffic. it looks sunny, that's for sure. cool and breezy. weak system. weak for us, but it did pick up the breeze, clear out the fog and pushing everything else south. a lot of sunshine today. not very warm. a lot of 60s. temperatures coming down 10 degrees from wednesday and they'll continue to come down over the weekend. a few 30s a lot more over the weekend in inland areas. 40s and low 50s right now. sunny today, but it's going to move to the north and east. that will be with us on saturday. might give clouds or snow showers in the sierra nevada. cooler and breezy. highs in the mid-60s or upper 60s. on saturday and sunday, that temperature comes down, maybe even only low 60s by some. we are looking at the commute, and it's getting much better. we are looking at the bay bridge, you can see how nice it is here. if you're trying to get into the city, you can go ahead and

do it now before something happens. the morning commute is moving along nicely in san francisco. a little bit of slowing approaching the 80 split but that's not major. and then if you are driving in oakland, 880 and 580, both those freeways are very slow. let's go back to the desk. time 8:31. happening today, a 5-year-old leukemia patient from northern california gets a chance today to be a super hero in san francisco. claudine wong joining us live with the story of this little boy who has captured the hearts of people all over the world. that's right, dave, you know, he's already a super hero at 5 years old. he's been fighting cancer since he was just one and he's already been amazing. but he's 5 and he wants to be a super hero. today, san francisco is going to help make that wish come true. we're at the grand hyatt this morning because this is where it's all going to start in just about 90 minutes from now. 10:00. the bat mobile will be arriving

here in union square. i want to tell you about miles, though, because u it's his story and his wish that's really captured the hearts of so many people around the world. he's 5. he got diagnosed with leukemia when he was 1. he is now in remission, which is fantastic news, and he is in kindergarten. but he's here. he made a wish to the make a wish foundation to be a super hero for the day, and he loaves batman and so today, san francisco becomes gotham city and there will be a few surprises for him. >> what we've done is to build things that aren't just props. so, this, for example is a brand new device that i actually have access to a secret laboratory in san francisco. there are a lot of them. and so this is something that we're going to use during the day. it's a mystery what exactly it

does. >> reporter: so we've seen people posting pictures of themselves wearing batman for the shirts and batman signals in their windows. just people saying that's a bat kid, we are behind you. even san francisco's top cop is getting into the spirit. >> as you all know as well as anybody, i wear a costume daily. so i will be tired as i am right now, i'll have my bat watch in the spirit of the day and i'll be there to thank batman and bat kid for assisting san francisco law enforcement and keeping the city safe. >> reporter: let's put on your screen where all this stuff is happening. it's all in and around union square. it's going to start off at the hyatt as we have told you, the bat mobile comes and picks the bat kid up. then they're going to head over to montgomery where he's going to, actually i should say he's going up to hyatt street

because he has to rescue a damsel in disstress from a cable car and he's going to tango with the riddler and come out victorious, and he's going back to union square. he'll have lunch. there's going to be a flash mob there. thousands have signed up. people have been turned away. and he's going to have to head over to at&t park. lucille is going to be in a little bit of trouble, thanks to the penguin. where does this end, at city hall. after a day like that, which goes until about 2:00 this afternoon. he needs to meet with the mayor of the city, because the mayor needs to thank him for helping keep the city of gotham safe and he will get a very special key to the city. it all gets underway in just about 90 minutes, and it will be a very big day for this little boy, but very very special one, and we are certainly excited to see it. live in san francisco, claudine wong ktvu channel 2 news. in the meantime, the san francisco chronicle is getting in on this. look, a special edition of the gotham city chronicle, the headline, bat kid saves the

city. and the newspaper features articles by clark kent and lois lane. 8:35. happening today, in just 30 minutes, the oakland teenager facing hate crime in a horrifying attack on an ac transit bus is due back in sort. richard thomas is accused of setting sasha fleischman's skirt on while the two were on a bus in oakland. police investigating the attack say thomas has admitted to being homophobic. last night hundreds of people marched through the streets of oakland in a show of support for sasha fleischman. family members, friends, students and teachers marched along mcarthur boulevard hanging rainbow ribbons on light poles. the crowd stopped at the exact spot along the 57 bus line where sasha fleischman's skirt was set on fire. sasha's father is among the

marchers. >> sasha is doing great and is very buoyed by the support that people have shown, friends and strangers alike. >> sasha remains in the hospital as doctors treat serious leg burns. time is 8:36: more about a school fight involving a transgender student at hercules high. it's being investigated as a hate crime. officials say the fight on wednesday afternoon was between three girls and a transgender student who reported being bullied before the fight. >> the transgender student walked over to the other girl and as far as we can tell slapped the other girl. >> school district officials are interviewing the four students involved in that fight. they say they could be suspended or o i said felled. health care -- suspended or expelled. they have an aggressive anti- bullying campaign. students are encouraged to go to counselors and the health department for help.

the u.s. coast guard is asking boaters to keep an eye out for suspicious activity off the california cost. there are drug smuggers from medical examiner heading north -- mexico heading north closer and closer to the bay area. and just this week, another boat from mexico believed to be used for drug smuggling was found adrift in the caramel bay on the monterey county coast. time is is 8:38. the commercial crab season is underway in the bay area this morning. a lot of skippers set their crab pods off the coast last night. the crab season kicked off just after midnight and this is the first season of a new state mandated crab pot limit. there are now 7 permitting tiers that a fisherman qualifies for based on the pounds of fish they caught

caught between 2002 and 2008. about a hundred fishermen are casting off each day from pillar point. this year they're heading out into rough conditions because a weather buoy, 20 miles west of the harbor hasn't been working. they're unable to get basic sea condition information. harbor employees say this has been a problem out there for months. it is 8:38. pay more to cross the golden gate bridge. at a meeting today, the bridge board will consider five options for raising the toll to close a $142 million budget deficit. tolls could rise to $8 by 2018 for drivers. a funny decision is not expected until next year. and it could soon cost you to park at the ferry terminal. up until now, parking has been free, but today, the golden gate bridge committee is set to approve a plan that could channel drivers $2 a day

starting in january. weekends and holidays would be free. the district plans to offer monthly parking passes that would bring the cost down to a dollar a day. the move is expected to generate about $400,000 a year. new this morning, word that china is loosening its one child policy and also abolishing the labor camp system. now, under new rules announced by the ruling communist party this morning, couples can have two children if one of the parents is an only child. the labor camps also known as reeducation camps were set up in the 1950s to punish any critics of the communist party. chinese authorities could detain people in the labor camps for years without a trial. it is 20 minutes before 9:00. taken 4 years and 400 plus million dollars, the long awaited 4th boar of the call decot tunnel is opening any day now -- of the cardecot tunnel.

white road. no o want is. b.a.r.t.'s board of directors will meet today about a glitch in a tentative agreement, the one that ended the b.a.r.t. strike. union members already ratified the agreement but b.a.r.t. says a family leave provision it did not agree to was mistakenly left in that agreement. that provision would give workers six weeks of paid leave a year. in the past language required workers to first use up sick leave and vacation time. and this morning, news chopper 2 was over an american airlines jet. that one right there. it was forced to make an emergency landing a mineta san jose airport. it was hit by a flock of birds flying south for the winter. knocking out an engine. janine de la vega is at the airport now. you have talked to passengers who were happy they were safely able to land. good morning. >> reporter: good morning, dave. we're here at the american airlines terminal where passengers who were on board that flight are now inside trying to get rerouted on

another flight. now, we know that there was 136 people on board. they are all safe and they are now praising the pilot for keeping everybody calm. this is video from our rooftop camera in san jose of the american airlines md80 making that emergency landing. at around 6:45 this morning. flight 1118 departed from san jose at 6:20 headed for dallas. passengers say about 5 minutes into the flight and heard a boom. and pilot announced birds had struck one of the engines. the plane turned around and landed safely, but fire trucks were waiting on the tarmac as a precaution. here's what one passenger told us. >> we were going fine and then all of a sudden a dig big deceleration, you could feel the engine running down, stopping, a little bit heroing, really. i fly a lot, but that got to

me. because you knew it was something different. >> the plane taxied to the gate and is being inspected by engineers. this incident will be investigated. passengers tell us while they're glad it all turned out to be okay, they're frustrated because they say there's not o -- enough people at the ticket counter to help them get on another flight to the dallas. a spokesperson says this is the time of year birds are migrating. it's not unexpected and the airport does have several tactics they use to deal with the birds in the area. reporting live from san jose, janine de la vega, ktvu channel 2 news. 8:47. happening now, miami dolphins lineman jonathan martin is meeting with the naval lawyer for the bullying scandal. he has not spoken publicly since leaving the team october 28th. according to reports he is being treated for post- traumatic stress disorder as well as depression. jonathan martin suspended

teammate ritchie incognito has filed a grievance against the dolphins. nfl player's association says incognito is challenging his suspension and is seeking an expea dieted appeal. he say -- expedited appeal. time is 8:47. 2 investigates thousands of dollars of food meant for needy families up for sale at a bay area flea market. an investigation found extra vir begin olive oil donated for sale in oakland. the olive oil was donated by mezetta foods, loaded onto trucks in its warehouse at american canyon. >> with the number we gave them, at $8 a bolt, over $30,000. >> the company says it has no idea how the olive oil ended up at a flea market and the food bank is investigating. the selling donating food is not illegal but it can be a

violation of irs regulations. 8:48. expect delays. that is the warning on the caldecott web site. pam cook is in the news room with the update on the long awaited fourth bore. before the good news we have to get through bad news. >> a little bit more. the ribbon cutting will be this afternoon. the construction will continue for r a little bit longer on the fourth bore of the o -- caldecott tunnel. you should expect delays between 8:30 tonight and 10:30 tomorrow morning. crews are putting the final touches on the tunnel. anthony fox will be among the dignitaries at the ribbon cutting today. commuters will be the happiest. both the commute and noncommute directions of traffic will have two tunnels open all the time. friday nights in particular heading to the city or a's game or warriors game will be better with that extra tunnel.

no exact time has been given for the fourth bore to be open to traffic. but caltrans does hope to have all the final testing and prep work done over the weekend just in time for the monday morning commute. reporting live in the news room. pam cook ktvu channel 2 news. thanks pam and obviously we'll be on top of this throughout the weekend on ktvu and you can get updates on the web site and facebook and twitter. >> we're happy about it. sal is watching the golden gate bridge. what just happened. well, there's a crash there. southbound near mid stan. for a bit they weren't letting traffic through southbound, and it looks like traffic flow is restricted southbound, and you can see over on the northbound side, there is a big back up here, so this is a crash in the middle of the bridge. we're not sure if it's head on or not, but the paramedics is and fire department are there on the scene of the crash at the bay. bay bridge, traffic is light coming into san francisco. richmond, san rafael bridge, there's a crash eastbound heading away from marin over to the east bay.

so if you're going that way, please give yourself extra time. that crash is mid span. thank you, and a good, clear morning. colder, no doubt about it, the wind cranked up yesterday, 40 miles per hour. still higher elevations, but that cool air, that cold air continues to filter in from that system right there. there will be a second one right up there moving into the picture which will not sweep over. some of the clouds will. it will stay mainly north and east. it will continue to usher in cooler daytime highs. in fact they're coming down, down, down, maybe even low 60s. i have seen projections of upper 50s. clouds left to the south, a little breezy. blustery at times, a cooler forecast after just very warm week. let's face it, mid- to upper 70s for some on wednesday. highs, upper 50s and low to mid- 60s here for a lot today. the conditions will be clear tonight and wind protected areas will be cold. we had a couple 30s. napa airport made it to 34. and west santa rosa, that will

be the theme over the weekend inland areas with 40s around the bay. 38 in tahoe. 39 in reno. 31 in ukiah. and a little system right there, a little precip near reno. things are clearing out. partly cloudy, mostly sunny later on. lake tahoe forecast, cooler, breezy, more windy than anything else. isolated show showers. sunday looks good. 40s upper 40s. patchy low clouds to the south, sunny, breezy, more out of the north or northwest here on this breeze and temperatures today, a lot of 60s. not really that warm. so low, mid-to a few upper, but 66, 67. or o 68 should cover it for inland areas. low mid-60s. 60 to 65 around the bay want. cupertino, 64, half-moon bay, 61. woodside 64 and tonight will be a cold one. get clouds on saturday and they'll clear out.

upper 50s or low 60s monday on the highs and 30s and 40s on the lows. thank you steve. 8:52. we're tomming breaking news out of san leandro. news chopper 2 is is over the scene where police have found the body of a man not far from the san leandro marina. you can see the police officers are just in this little strip roadway with water on either side. at this point, there is no word on the cause of death or any other circumstances, but police got a report, a phone call this morning about a male body found near the san leandro marina. we'll have more information coming on ktvu news at noon, and obviously again on our web site, and social media. >> all right. time is 8:53. still ahead, a really unique way to elect a mayor. why the decision over who will run the mid western city is no longer up in the air. i love watching tv outside.
