the day. best bet for any outdoor activity. so fog, sun, clouds. morning sun giving away. a little bit of patchy fog. clouding up this afternoon. temperatures a lot of upper 50s or low 60s. a few mid 50s to the south and east. here is sal. steve, good morning. we are looking at a few things. all lanes of southbound interstate 880 have opened. police say a man in his 40s was driving a bmw on northbound 880 when he lost control and flipped over to the southbound side. he crashed into a man in his 70s driving a honda crv. both people died. it appears the driver of the bmw was going more than 100- mile an hour. let's take a live look at the bay bridge. the metering lights are on.

if you are driving at the freeways westbound on 80 coming in from the east shore freeway it does look good. let's go to the maps now. actually let's go to brian flores. its a day that many people are excited for. no more waiting in long lines of traffic to open up at the caldecott. >> reporter: yeah no question about that. take a look behind me. there you have it. fourth bore officially opened. actually opened over the weekend but this is the first real test for the commuters. its already drawing hey train. from a financial standpoint it was under budget. for the first time in 50 years they will no longer have to reverse the flow of traffic twice a day. the project overall costs $417 million. which is $3 million under budget and took three years and ten months to complete. for cal trans this is a much

asking for the publics high pressure as they investigate a dang gang related stabbing. the victim an 18-year-old boy. alex savidge is -- well good morning. san francisco's police department gang -- now they are trying to track down a group of young men who left this 18-year- old man with several stab wounds. the assault happened last night. this victim was found on gardener avenue. this is right behind lawrence cook middle school. this young man was rushed to santa rosa memorial hospital although police are telling us that he is expected to survive his injuries. the teenager told police he was confronted by this group and then attacked. punched, kicked, and stabbed by a group of seven or eight

people. police say they were all gang members. >> he reported that seven to eight subjects had more or less jumped him and challenged him about his gang affiliation and proceeded to punch, kick, and stab him multiple times. >> reporter: that group drove away in an older model silver honda odyssey. its a van that is similar to the one we are showing you right now. the young men behind the attack is one that is in their 20s. the sergeant in this -- alex savidge yust. the six people are known dead in illinois after --

stopped by a police officer in palo alto you may be recorded. janine de la vega is joining us from palo alto to tell us about an upgrade to crime fighting tools. >> reporter: police already have cameras in their police vehicles but it doesn't capture everything. now the department would like to start a pilot program for nine officers who regularly work the traffic safety team. a lot of them ride motorcycles and say it will help them capture video evidence once they leave their bikes. in a city manager report it says video technology has become instrumental in law enforcement training and collecting evidence. city leaders say the cameras also serve as a tool for officer safety and accountability. we asked people if they think the city should spend money on the technology. >> yes. i think it would be especially because its a pilot program. so its an opportunity for the citizens to evaluate something in realtime and you know if there is nothing to hide, then

it helps police i think its probably a good thing to try. >> reporter: the police department installed a mobile in carved owe system in all of its patrol vehicles in 2006. now the city will also explore whether or not to install a camera in the van of the battalion chief. that will be for training purposes and accountability. the city council will vote on this at 6:30 at city hall tonight. reporting live janine de la vega ktvu channel 2 news. san francisco's district attorney's office is reportedly investigates a possible coverup in a drunk driving case involving a city firefighter. police arrested michael quinn on dui charges after he crashed his ladder truck into a

motorcyclist. the -- tried to cover up the circumstances surrounding the crash. new information about a deadly weekend shooting outside of a san francisco club. one woman was killed. police say the woman who survived is now under police guard at the hospital. now this happened just after 2:00 a.m. yesterday near 6th and jesse streets. two women were shot as they sat in their car. both were taken to the hospital. but one of them died. a man who did not want his face to be shown on camera says he saw the gunman. >> he shot in the car on one side and went around and shot again. >> so it looked like he was targeting. >> yes. paint blank. we did talk to other people in that neighborhood who say the area is known for drug problems and for prostitution but say things have improved since a police substation

possible contender for the national championship game but that loss means stanford may not even be a candidate for the rose bowl. continuing coverage this morning of the severe midwest storms that killed at least six people in illinois. the picture rinse credible. at least 40 tornadoes reported leaving a path of destruction in six states. along with tornadoes the storms also brought hail, horizontal rain and flash floods. one of the areas hardest hit washington, illinois. our reporter is there now with more on the damage and the recovery efforts now under way. >> reporter: good morning, dave. the recovery will start anew. and we do have conformation there were 68 confirmed tornadoes that touched down in the midwest on sunday. i'm standing here in washington, illinois. this was one of the hardest hit areas in the path of that tornado. this is residential

neighborhood. it was a residential neighborhood behind me as you can see. homes have been flattened and levels and reduced to a pile of rubble. people are able to get back in today to assess the damage and really see if there is anything that salvageable. authorities confirmed six people have been killed. this town of about 10,000 people was almost destroyed as the storms ripped through washington, illinois. >> a lot of people have a pile of rubble still. i don't have anything. my whole -- its gone. i don't know where it went. >> reporter: taken away by this tornado. the man in this video prayers as the tornado engulfs houses. in just two communities the storms destroyed at least 70 homes. rescuers worked sunday to reach people trapped under the rubble. hiding in their basements. >> it did sound like a freight train.

i looked over my backwoods and i saw a debris field coming at me. >> reporter: these news anchors had to cut their coverage and evacuate. >> we may need to take shelter ourselves. >> we do. >> we need to go off the air. we will be back. >> reporter: in lebanon, indiana the wind flipped the car in the patio area and blue out the windows of the starbucks. the high winds from st. louis to wisconsin and ohio knocked out power for hundreds of thousands of homes and businesses. most notably 390,000 in michigan alone. for the numerous people who have lost their homes, the focus will be on recovering what they can and rebuilding. and the illinois national guard has dispatched the team of firefighters to help on the ground today with those search and rescue missions. dave, back to you. >> thank you for the update. meantime in chicago nfl football fans at the bears- ravens game they had to run for shelter when that storm hit.

the stadium was evacuated in the first quarter. fans ducked for stadium under the concrete concourse areas. after two hours the fans were able to go back to their seats. the bears ended upbeating the ravens 23-20. 6:17 is the time. let's check in with sal for a look at traffic. you are keeping an eye on highway 24. >> that is right. you know the new caldecott is open today. it won't make that much of a difference for commuters. it will make a difference for people who are driving against the commute. we look at highway 24 this commute should be fine although you will notice new tunnels you won't be driving in that center bore anymore because it is no longer a center bore anymore. so eastbound 24 and highway 13 which usually has a pretty big barkup in the morning heading -- backup in the morning heading to 17. let's move along and take a

look at the bay bridge. that is backed up for a 15-20 minute delay. have a crash on the peninsula southbound 101 at ralston avenue. that crash is clearing. its off to the shoulder. and there is a crash southbound 680 at stone ridge and traffic is slow not only there at the crash but slow there after. 6:18 let's go to steve. sal, thank you. a very good morning. we had dry, dry weather for the entire year. we had no rain in october. we had just a wee bit. hardly any tip the bucket. so its been dry but everything it says rain is on its way tomorrow into wednesday. let's hope it holds and doesn't fall apart. there is that old rule of thumb all signs fail in dry weather. today morning sun. we have clear skies right now and increasing clouds. in the morning not to bad. by this afternoon clouds will roll in. it will be cloudy tonight. maybe rain late but more likely

welcome back to the morning news. workers taking a crucial first step today in cleaning up japan's plant. workers have begun removing radio active fuel rods from one of four nuclear reactors at the plant. it is expected to take five years to remove all of those fuel rods and it could be decades before the plant is fully decommissioned. in about an hour the ss mount walk will be moved to san francisco from its home in the bay reserve fleet. that departure scheduled for some time about 7:30. repair crews will dry dock the tanker so they could clean off any marine growth. the ship almost then make its way to texas where it will be recycled. it will be the 45th ship to leave the fleet. sudden rise in flood insurance rates forcing some bethel island homeowners that are now thinking about moving. millions of poll sis under

fema's national flood insurance program just got am major overhaul in congress. they caused the program to go $24 billion in debt. a new law to keep the program afloat is a very expensive one. >> i will not continue to live here if there is no resolution to pay that much money in flood insurance a year is not sensible to me. >> sandy parson's flood insurance rate has gone from $2100 to $25,000 am year. and another claims it is $40,000 a year. fema says the rates have changed to reflect the true flood risk. some members of congress are pushing to delay some of those rate hikes. 6:27 is the time right now. a family desperate to remove a satellite image of their murdered son. >> what is the point to show those pictures to the people? >> why its unlikely google will

at 16,000. >> yeah look at that. >> all right. we do have finally what looks to be rain coming in tomorrow. let's hope so because you know when its a dry air and this is the driest year ever. calendar year you want to go with it. let's hope it doesn't fall apart. everything says tuesday and wednesday we will finally get rain in here. this morning is not bad. mostly clear. we'll have a little bit of patchy fog. and then increasing clouds. but we set some sun in the morning. cloudy tonight with rain on the way. these are just higher clouds that will drift over the rain. so the higher clouds will start to filter in and we will start to see the temperatures. some are really going to struggle. when you start off in the 30s and get cloud cover coming in, it really cuts things down a little bit. mountain view 47 degrees. we will go for upper 50s and low 60s. by 3:00 and 4:00 that cloud cover will move in.

we will have very gray skies. and the system is very, very close. again these are higher clouds. the morning a little bit of sun. i don't think it will last very long. sun and clouds. we will be cloudy by this evening. as you know the days are very short. i'll have more an that in ten minutes. here is sal. steve, good morning. we are looking at the commute now and things are getting busier. for example at the toll plaza we have a 10-15 minute delay. if you look up the the screen there, it looks like there is a tow truck with the flashing lights on the ramp from 880. i think its trying to get across or has something there. but traffic is not all that bad as you can see coming in off the 880 side. now let's talk about the 880 freeway. this is interstate 880 in oakland. and the traffic is looking good. we had earlier problems on the nimitz freeway but those have been cleared up. 580 is a mess and so is 680 because of a crash well partially because of a crash

southbound. but 580 is off to a bad start from the altamont pass. its sold all the way to pleasanton. it gets better after the dublin interchange. if 580 is your commute, you should give yourself extra time. and it is a day that many east bay commuters have been waiting for. no more waiting in lines as the fourth bore is officially open. ktvu brian flores or b-flow is there. hello b-flow. [ laughter ] >> reporter: good morning, sal. many commuters especially the east bay definitely excited about the fourth bore. taking a look you can see the traffic go through the fourth bore. a lot of commuters are happy it is open. but where you see the big difference is on the opposite side for commuters in the off peek directions as traffic will be flowing through there very nicely today. the tunnel already drawing praise from cal tran to commuters which says it looks great. even from a better financial standpoint.

off peak directions, that is where you will see a major difference. over all 160,000 cars pass through the east bay tunnel every day. you are taking a live look at the off peak direction. you don't see the dividers anymore. two tunnels in both directions. we will be out here all morning long keeping a an eye on the fourth bore. live in oakland brian flores ktvu channel 2 news. all lanes on southbound 880 in oakland open again. this following a major deadly crash. paul chambers is at the scene where that crash occurred. just hours ago it was a real mess out there earlier today. >> reporter: that is correct 37 investigators were out here working a scene for more than four hours. as you can see interstate 880 is back up and running like normal. for awhile it was funneled down to one lane of traffic while investigators worked a scene of a deadly crash. now let's take a look at the

video here. it happened just before 1:00 this morning. there was a total of four vehicles in the crash. chp says the original accident happened on the northbound portion of 880 when a bmw crashed into a big rig truck. after the collision the bmw ended up in a southbound lane where it crashed with a third vehicle. >> the bmw is traveling at a high rate of speed, rear ends the big rig and goes end over end. jumps the center divide wall here and goes head on. >> reporter: the bmw may have been driving around 100 miles an hour when it collided with the big rig. after it crossed the center divide it was going so fast it took it backwards. said to be in his 70s and the driver of the bmw in his 40s. the driver of the big rig truck was okay and the driver of the fourth vehicle was take ton the hospital. its too soon to say if alcohol was a factor in this crash. of course we will stay on top

of this and bring you the very latest as it develops. live in oakland i'm paul chambers ktvu channel 2 news. police in santa rosa are investigating a suspected gang related stabbing right outside of a middle school. the victim an 1-year-old boy -- an 18-year-old boy. alex savidge has more on what we have learned. >> reporter: police in santa rosa still trying to track down the people behind this crime. this attack happened right where we are standing. right behind lawrence cook middle school in the roseland area of santa rosa. police say a group of young men essentially ganged up on an 18- year-old victim. punching him, kicking him, and stabbing him. that teenager is in the hospital this morning recovering from several stab wounds to his upper body. the victim was found about 8:00 last night along gardener avenue. paramedics rushed to the young man to the hospital. and this point police say he is expected to survive his

injuries. the teenager told police he was attacked by a group of seven or eight people. police believe they were all gang members and they also believe the victim may have had gang ties at some point. >> the suspects were more or less described as gang members and they were challenging the victim as to what gang he was affiliated with. >> reporter: this group of young men drove off in an older model silver honda odyssey similar to what we are showing you. the young man behind this stabbing described as hispanic. the gang crimes team is investigating and i'm told detectives are planning to interview the victim at the hospital later on today as they work to identify his attackers. alex savidge ktvu channel 2 news. time is 6:38. a family in richmond wants google to remove a satellite image from google maps because

it shows the body of their murdered son. the google map image shows the body of 14-year-old kevin shortly after he was found murdered in 2009. the boy's father said he recently found out about this image on google maps. he asking them to remove it. >> when i see this image, it feels like it happened yesterday. really fresh. and it brings me back to a lot of memories. >> one technology analyst says its not likely that google will remove that image. they typically deny those removal requests. we asked google for a comment on that satellite image. so far there has been no response. google has announced new software that will block links to child abuse material on the internet. google and other internet companies like microsoft have been working with lawsuit to stop certain people from

sharing. google has -- those changes will be rolled out in the next six months all over the world. a family has been forced to move from their home after it went up in flames over night. that fire started at a home on oak springs road shortly after 3:00 this morning. firefighters say it started in the garage and spread to the second floor. the fire caused $100,000 in damage. the red cross is helping the family with a place to live. no one was hurt and the cause is under investigation. but firefighters say it may have started from an electric car. bart management could meet with union leaders as early as today to talk about the expensive mistake in the tentative contract agreement. that mistake involving family leave could cost the transit agency up to $44 million over the next four years. union leaders say bart management has already signed off on the deal.
