area. good afternoon. i'm tori campbell. back at it again, a costly mistake by b.a.r.t. could unravel the fragile tentative agreement between b.a.r.t. management and labor unions. kight's brian flores is live in -- ktvu's brian flores is live in oakland where both sides are meeting today. >> reporter: good afternoon. both sides are meeting today. we understand this meeting had nothing to do with negotiations. instead, this is considered a meeting crunching numbers as one union representative told me. there was a bit of confusion when it came to section 4.8. this was the paid family leave section in the contract. management says they never agreed to pay six weeks of paid family leave and that leave was added to the contract. the unions say this was not a mistake and management knew what was in the contract since august. today begins a costing meeting to see how b.a.r.t. came up with the added costs of

$44 million over four years if paid family leave were to be left in. the union said there are no planned negotiation meetings planned for this week. >> i can't express enough how unusual it is if there are mistakes or errors they are caught in the review process much earlier, certainly before they are ratified between two major unions. it's new territory. >> reporter: b.a.r.t. is sticking by a statement last week in regards to this saying "b.a.r.t. management believes a provision that it did not agree to was included in the labor package which is scheduled to be contracted by b.a.r.t."." the board is scheduled to make a vote on this by thursday. we're live here in oakland, brian flores, ktvu channel 2 news. >> all right. thank you, brian. now to the developing story in the deadly tornadoes that

ripped across the midwest. crews are sifting through the damage across the region. the focus is now on recovering and rebuilding. here's more. >> on the ground! it's on the ground! >> reporter: the tornadoes are, a reported 68 of them left impassible roads, widespread electrical outages and blocks of homes stripped bare. >> i know there's been other tornadoes and tragedies in recent years that were horrible, too, and you always watch tv and say, that would never happen to us. >> reporter: in hard-hit ill illinois, at least six people have died. dozens more are injured. search-and-rescue operations continue monday. the governor has declared seven counties disaster areas. in lebanon, indiana, a sheriff's deputy caught the approaching twister on his dash cam. the wind flipped the car into the patio area of this starbucks and blew out the windows of the building.

>> our father -- >> reporter: anthony corey prayed as the tornado approached his home in washington, illinois. >> i just couldn't believe it. we just -- we saw just pieces of homes and cars just, you know, flying up on the air and just destruction. >> reporter: the storm tore apart an indiana factory while workers were inside. no one was injured. >> i seen the rain start swirling and i took off running. the next thing i know stuff was flying next to me. >> reporter: in peoria, illinois, the news anchors had to cut their coverage and evacuate. >> we may need to take shelter ourselves right now. >> we do. >> we need to go off the air. we'll be back when we can. >> reporter: despite all of this devastation, we talked to one man who was able to find some comfort in what he was able to salvage. he just walked away from one of his family's homes behind me with his wife's purse, his daughter tea baby rattle and

two people overnight. paul chambers has been on the scene all morning and joins us with the latest on what happened. good afternoon, paul. >> reporter: good afternoon, tori. i just got off the phone with the coroner's office. at this time, they've not released the identity of either victim in this case. i will tell you that the chp has given us new updated information. but first, we went up on the freeway ourselves. got a first-hand view and saw how badly damaged the cars were. so badly damaged, that the first responders could not give aid to either men. the two cars were mangled and barely recognizable. one, a bmw, the other a honda crv. just before 1:00 a.m., the bmw was traveling more than00 miles an hour northbound on 880 just south of the 5th avenue exit. when the 30-year-old alameda man lost control of his vehicle and hit a big rig and caused the other vehicle to go

airborne. >> they are going northbound on 880. it hit the big rig at an undetermined rate of speed. pretty fast. it jumped, the freeway, went over the center dividered and hit the vehicle head on. >> reporter: when the crash happened, it propelled both vehicles backward, killing both men. the chp has only listed the ages. 30 years old and 6 0 years old. the bmw struck a monte carlo. that driver was taken to the hospital with minor injuries. the driver of the big rig is said to be okay. the chp says it's too soon to say if alcohol played a role. we'll stay on top of this. live in oakland, paul chambers, ktvu channel 2 news. san francisco's district attorney's office is reportedly investigating a possible

coverup in a drunk driving case involving a city firefighter. michael quinn was arrested on dui charges after he cracked his ladder truck into a motorcyclist back in june. the cyclist was seriously injured. today's chronicle reports the d.a. wants to know if quinn's fellow firefighters at station one tried to cover up important information tied to the crash. the san francisco fire department reports finding a body near land's end this morning. newschopper2 was over the scene. u.s. park and the -- park police and the san francisco medical examiner's office also responded. no word yet on the age or gender of the person or if there were any obvious signs on how they died. a santa rosa teenager is recovering in the hospital today after he was brutally attacked by a group of suspected gang members. at around 8:00 last night, officers were called out to

gardener avenue right behind lawrence cook middle school. the 18-year-old victim was taken to the hospital with several stab wounds. police say, though, he will survive. the teen told investigators he was confronted by at least seven young men who began punching, kicking and staning hill. police say -- stabbing him. police say the victim was asked about his gang affiliation before the attack. >> the suspects were more or less described as gang members and they were challenging the victim as to what gang he was affiliated with. >> the department's gang crimes team is working to find the young men behind the attack. oakland police are investigating a shooting about 10:00 last night on coolidge avenue near brett hart middle school and the fred finch youth center. it left one person wounded. police say they expect the victim to survive. they've not released any description of the shooter and have not made any arrests.

today marks 35 years since the worst mass suicide in american history. on this day, in 1978, more than 900 people, including 200 children, died after cult leader jim jones ordered his followers to drink kool-aid spiked with cyanide. the jonestown massacre took place after jones left his san francisco temple and moved his followers to guyana. jones died of a self-inflicted gunshot wound. tonight, city leaders will decide whether or not police officers in palo alto should wear cameras. we'll tell you why the department says they need them. the man aknitted in the death of -- afitted in the death of trayvon martin -- acquitted in the death of trayvon martin, now facing legal trouble again. what he was arrested for this morning

reports out of florida say george zimmerman has been arrested on a domestic violence charge. the sheriff in seminole county confirm deputies took zimmerman into custody and were taking him to the county jail but did not provide further details. he's the former neighborhood watch volunteer who was acquitted in july after being charged with murder in the shooting of 17-year-old trayvon martin. later today, city leaders in palo alto will decide

whether to buy a new crime- fighting fool for police to wear. janine de la vega reports it's all part of a series of upgrades that police say is needed. testing, testing. >> it will pick up all conversations, anything in the car. >> reporter: this palo alto police sergeant has gotten used to relying okay the mobile camera video that records what's happening outside her patrol car. the department wants to buy cameras they ka wear on their uniform -- they can wear on their uniform. >> if this was successful, we couldn't be surprised at all to see all of our officers wearing these. >> reporter: they would approve the pilot program for nine officers from the traffic safety team. police are asking the council to pay for upgrades the video system in the fleet of patrol cars. the equipment is seven years old. police say there's been dramatic improvements that would help them capture video evidence. right now, each of the patrol cars are outfitted with one outfacing camera. if the new system is approved,

evil car gets four -- each car gets four cameras. having that 360 coverage or a lot more coverage will be a better asset for officers and the public. >> public. >> an officer having a camera on their person and knowing it's there is gonna be a lot more careful about how they proceed and won't do things that will get them in trouble. >> reporter: the council is set to vote on the video system and pilot program at 6:30 tonight at city hall. in palo alto, janine de la vega, ktvu channel 2 news. the national security agency is being allowed to continue monitoring domestic telephone communications, at least for now. the supreme court today rejected an appeal from a privacy rights group trying to put a stop to the practice. the petition was filed by the electronic privacy information center. it accused a secret federal court of improperly authorizing

the government to collect electronic phone records. the group may go back to the lower courts and start the legal process again. to our continuing coverage of the recovery of the philippines. it's been more than a week since typhoon hayian slammed into the area. you can see the wreckage from this drone camera as it surveys the extent of the damage. more than 5,000 people were killed or have been declared missing after the storm. the country's energy secretary has pledged to restore power by christmas eve. aid from bay area donations is getting ready to be sent to the hardest-hit regions at the church in san rafael. parishioners prayed and brought two boxes worth of supplies. some say they've been unable to reach loved ones in the

philippines. my uncle lost his house. my one uncle we didn't hear from for three days. luckily, they survived. a hearing is scheduled over the legal battle to evict a homeless encampment in albany. a judge is scheduled to hear a request for a temporary restraining order that would stop the eviction. the city says this group poses health and safety risk. but homeless advocates say the city lacks a permanent shelter and the landfill has been used by the homeless for decades. the new caldecott tunnel is getting its first work day test today. the new fourth bore opened saturday. traffic was slow getting to it this morning as drivers may have been anticipating the first trip through. usually around noontime, caltrans crews would be reversing the center bore but instead of fourth bore is now bringing relief to drivers going in the noncommute direction. they no longer have to be funneled into a single tunnel. we're learning more about plans to redevelop oakland's jack london square. the developer has submitted the

plan to build two housing towers with 655 apartments. the towers would be more than 20 stories tall. sites under krgs include the corn -- under consideration include the corner of embarcadero and alice next to the jack london market building. firefighters say an early- morning house fire in san anselmo may have been sparked by an electric car. the fire broke out at a home on oak springs road shortly after 3:00 a.m. this morning. firefighters say it started in the garage and spread to the second floor. luckily, no one was injured in the fire and the family inside was able to escape in time. the fire, though, caused about $100,000 in damage. wet weather is approaching the bay area. overhead, partly sunny skies. mostly cloudy around the bay area. giving you a look there over

the east bay. temperatures slightly cooler today. but without the sunshine, it feels cooler out there. 55 in napa. upper 50s walnut creek. 56 in oakland. upper 50s outside your door in livermore in the north bay. we have mid- to upper 50s. name, reporting 55. mid-50s at half moon bay. let me show you the system beginning to creep into crescent city and eureka. we're about 12 hours away or so. i expect we'll see showers reach the north bay. and the possibility for scattered showers for the morning rush for many of us us. we'll pick it up at noontime. we're mostly gray. the rain is still to the north of us. as we get into the evening hours, it creeps into the north bay. we've got all the way down to -- it looks like touching sonoma county by about 11:00 or so. as we sleep it begins to fill in. by tomorrow morning, we have
