"mornings on 2" starts right now good morning. welcome to "mornings on 2." i'm tori campbell. >> good morning. i'm dave clark. our two-month dry spell, coming to an end. a little bit of rain. look at that. look at the light. you see some light rain fine finally falling in the bay area. on the right, you are looking at the radar, you can see scattered rain is around the bay area. >> and we have live team coverage. ktvu's alex savidge is live in

sonoma county. sal castanedo is keeping an eye on the slick roads. we begin with meteorologist, steve paulson. >> all right, tori. thank you. well, as you know, this year has been bone-dry. we'll take any rain we can get. there's a little bit moving through. not a lot. these un-- unfortunately, it's not continue use. these are just bands. in marin county, napa county, very light kind of intermittent. it's heading towards over san pablo bay and towards concord, east bay, highway 4. again, there's not a lot here. you see the light green. this is kind of a mist. maybe might goat a pocket or two. vallejo has had .01. duncan mills, it's been raining off and on lightly for about two hours. it looks like they are on a little bit of a break. but the russian river, all of that rain sometimes doesn't show up on the river. there is a lot of cloud cover. unfortunately, you know when you got a good front. this is not a good front. it's a lot of overrunning rain.

we don't have the lift to give us a good rainfall. it can stack up if it continues and that that would be the face to the north. a lot of 50s to the north. this will drag allows us throughout the day. cloudy, mild, off-and-on rain, mainly to the north. occasionally bands dipping south. i think by this afternoon, this evening, a better opportunity to go south. it looks light to me. 50s or low 60s. here's sal. we've had a problem in san jose that's unusual. these are the worst kind of traffic jams, once you don't expect -- ones you don't expect. northbound 680 coming out of san jose trying to get to milpitas. it's a wide-open freeway, normally. there's a two-mile delay of a crash that didn't take the montague expressway offramp without crashing into the wall. didn't make it there. the truck is disabled. gonna be there for a little bit. the traffic is backed up approaching montague expressway on northbound 680. the alternate route, 880

northbound and use mission to cut across back to 680. you can see chp and caltrans have made a hard closure here. that means they think it will be there for a little bit. that truck has not moved in the last hour and a half. let's take a look at southbound 101, marin county. it's backed up into san rafael after an injury crash blocking the two left lanes near the tiburon exit. use extra time. there's not a good alternate i can recommend. bay bridge toll plaza, this traffic backed up for about a 15, 20-minute delay. 7:04. back to the desk. >> thank you, sal. as sal and steve just mentioned, rain is finally in the bay area forecast, ending two months of bone-dry weather. ktvu tea alex savidge is live in -- ktvu's alex savidge is live in sonoma county where there's been off-and-on showers for the last few hours. what is the weather like right now? >> reporter: i haven't taken any measurements but it feels like the raindrops coming down are bigger than the ones throughout the morning, at

least so far. we're here in rohnert park. on-and-off showers is what we've had all morning long. as we take a peek at highway 101, you can looking at southbound traffic. the roadway is certainly wet which means if you are ifl driving through -- if you are driving through this area, you want to take it slow. let me show you some light showers. any time we get any decent amount of rain, it tends to lead to a lot of accidents with slick roads. as this storm moves into the bay area, the chp is asking everyone to take it slower as they head out the door. leave some extra room between you and that car in front of you so you have time to stop. more rain expected later today. that's why one commuter told me he's worried about the ride home this afternoon. >> absolutely we need it. even though it will make the commute long later. >> reporter: the afternoon -- >> the afternoon commute will be special. it's already special with all of the construction. >> reporter: and bay area water agencies also anticipating this

dose of rainfall this past year, it's been a dry one. one of the driest calendar years on record. for the forecast, at least at this point calling for .05 or more. nothing significant yet where we are but there's more coming. live in rohnert park, alex savidge, ktvu channel 2 news. >> thank you, alex. rain here in the bay area usually means snow in the sierra. a winter storm is now making its way toward the lake tahoe area. 5 to 10 inches of snow is expected in the sierra over the next few days which is great news for skiers and snowboarders. this is video from the last time heavy snow fell in the mountains. that was a few days before halloween. steve is tracking the weather. we'll have updates on the rain throughout this morning. you can get updates at ktvu.com. you will find links to the stormtracker2 radar on the front page. we're following developing news in guerneville where an

overnight standoff has ended. ktvu's tara moriarty is live at the river lane resort where a body was found after shots were fired. tara? >> reporter: we switched positions to give you a better perspective of exactly where this happened near the river lane cabins. if you take a look behind me, you can see a very heavy sonoma county sheriff's deputy presence. they have cordoned off three full blocks, city blocks. this was the scene of a shootout between deputies and a suspect who was shot and killed. we've not seen a coroner van yet. all of this unfolded around 11:30 last night. a 911 call came in. reports of a man armed. a deputy surrounded the area before midnight. and then officials say the suspect fired. so deputies returned fire. now, after the shootout, a s.w.a.t. team and a k-9 searched the area. they found the suspect. this was after about an hour and a half. so the suspect, as you know,

shot and killed. but whether he was the one who pilled the trucker, that's part of the investigation -- trigger, that's part of the investigation. we're waiting to hear back from the sheriffs to hear more. we have a call into petaluma police because they have a unit here as well. we haven't heard back yet. live from guerneville, tara moriarty, ktvu channel 2 news. one person now facing dui charges after a crash last night that injured three people including an 8-year-old child. about 8:30 last night, police say a pickup truck hit the back of a taurus on concord avenue in concord. police say both cars rolled and then they crashed into light poles. that pickup truck is used for pool maintenance. some basic cool chemicals spilled out on the road. the hazmat team was called. they cleaned everything up. police say the driver of the taurus was arrested. a meeting is being held at hillview for parents and staff after a 10-year-old boy armed

himself with a knife. police were called to the school on wheelen avenue in hayward after 8:00 yesterday morning. police say the student grabbed and 8-inch knife from a faculty lounge and walked down a hallway. an adult was able to take the knife away. there are reports the boy grabbed the knife because he was tired of being bullied. the meeting today begins at 5:00. the petaluma school district is considering bringing in drug-sniffing dogs. the last time dogs were brought in was in april. now school officials say more students are getting caught with marijuana because crops in santa rosa are starting to mature. they say in the beginning of the year, six students were suspended for marijuana. last month alone that number rose to 45. 7:09. more coverage of the destructive tornadoes that hit 12 states in the midwest. the death toll, now at least eight.

washington, illinois is one of the hardest-hit areas. people there are going back to see what, if anything, is left. one woman says a tornado left her buried under a chunk of concrete until her daughter-in- law found her. >> she was my angel. i don't know how long i would have been there. i couldn't have moved that concrete block myself. >> the national weather service says at least 80 tornadoes were reported sunday. crews are out there clearing debris and getting the power back on. people are stepping in to help those who were affected. now, this facebook page was created to reunite people with some of their lost items. the page is called returning memories to tornado victims. it was started by a man in indiana. he says personal belongings like photos and diplomas, they are being found by people miles away from the storm-damaged areas. those recovered items then posted on the facebook page where they were hopefully recognized and returned to the

rightful owners. airport noise at san carlos airport will be the focus of a city council meeting. the executive service launched in june by surf air creates thunder-like noise that rattles homes. the airport is being asked to fly their planes parallel to highway one and closer to the san francisco bay. however, officials say that would shift the noise problem redwood city. san ramon is, once again, chasing after wild pigs. between september and mid- october, trappers caught and killed a dozen of the pigs in henry ranch. people thought the problem was resored -- resolved. but two weeks ago, the problem showed up again. they say this is the worst pig problem in 20 years. they say the past two winters have been dry. so the pigs are coming out of the hills looking for food and water. it sparked controversy in the bay area. but some seattle seahawks fans

will leave their mark at the new 49er stadium in santa clara. according to the seattle blog, the 49ers will allow the fans to buy the personalized brick at the new stadium. it took the fans four months and $1,000 to get approval. the brick will say something like, go, hawks. bloggers contributed money to get the brick in santa clara and say 60 cents of every dollar contributed will go to injured giants' fan, bryan stow and his family. frightening new details revealed by an internal audit by the oakland fire department. the action firefighters are not taking that could put hundreds of homes at risk. that story -- coming up in 20 minutes. a deadly attack on the iranian embassy in lebanon today. the group claiming responsibilities. good morning. traffic is actually doing pretty well until you get to the toll plaza at the macarthur maze. no rain yet but that will change, according to steve,

an al qaeda-linked group is claiming responsibility for a massive explosion at the iranian embassy in lebanon today that killed at least 23 people. two suicide bombers set off explosives near the embassy in beirut just minutes apart. an iranian diplomat was mock those killed -- among those killed. another 150 people were killed. the al qaeda group says it will continue such attacks until the hezbollah group withdraws forces from syria. hezbollah is fighting alongside forces loyal to syria's president. the nsa says it broke its

own surveillance rules despite repeatedly promising a u.s. intelligence court there would be -- there would be additional safety records. in 2009, the nsa admitted it collected material improperly. after repeatedly promising it would obey the court's rules. the obama administration published the heavily-censored files last night. and google has agreed to pay $17 million to settle claims in a wide-reaching privacy case. the search engine giant was accused of tracking consumers online without their knowledge. prosecutors say google violated both the privacy and trust with consumers across the country. the money will go to 37 states and the district of columbia. toronto city council's stripped rob ford of most of its powers after admitting to

smoking crack cocaine and driving under the influence. [chanting] >> you can see it was a very heated city council meeting. the council voted overwhelmingly to cut the mayor's budget by 60%, reassigned his staff and there he even knocked down one of the councilmembers. he was racing to confront a heckler. he later apologized to the counselor. >> apologize to counselor. >> yes, absolutely. absolutely. i do completely apologize to you. >> now, the city council doesn't have the power to remove ford from office. mayor ford says he plans to run for re-election, even hopes to become prime minister one day. 7:17. this morning, a jury will begin deciding the fate of two suspected gang members accused in a deadly shooting in oakland. two people were shot and killed inside sweet jimmy's bar and restaurant on jack london

square in 2011. in closing arguments, the attorneys blamed each other's clients for the killing. both defendants face life in prison without the possibility of parole if convicted. palo alto closer to a ban on smoking in alls of the -- in all parts of the area. the city council approved a plan to get input from residents as well as research the ban. the council will hear the results of the study now. want to check in with sal, see what's happening in marin county. any rain at this point, sal? >> i don't think it's raining in marin. i don't really know the answer to that. we're gonna ask steve, our meteorologist. but i do know there's a crash there, tori and dave,

southbound 101. it's backing traffic into larkspur and over into san rafael as well. this crash is there blocking the two left lanes. it's kind of a messy situation for them to get out of the way. remember, in marin -- i don't have to tell you, if you live in marin, that means you will be stuck in a bunch of traffic. i can't recommend and alternate unless you are going a short distance. you can use side roads. it's dry here as you drive westbound into san francisco. it still remains dry although the afternoon commute could be different. we'll talk to steve in a minute. 237 westbound, traffic is a little bit slow. remember, northbound 680 at montague we have the light rain closed because of a truck accident. about a mile and a half back upthere. let's go to steve. cloudy for most. some rain. i will show you some totals in a second. it's not a big system. the farther north you go, the better opportunity to stack up. finally got an update.

cazadero, .42. .42. lakeport .20. forestville, .20. santa rosa, .11. not a lot. the system is moving through from san possible blow bay. it -- san pablo bay. marin, steady rain. petaluma, kyle says it's been raining and heidi says it's been raining at sonoma state university. very light rain, napa county from st. helena, yountville, napa, things are quiet. napa airport says light rain and a little bit trying to work its way into vallejo, benicia, i doubt much. a few drops -- lenny says in san mateo, a couple of drops. you see these are pockets. things are juicing up a little bit. the atmosphere has been so, slow dry. we need the bands to come through. 50s or a couple of 40s. but mainly 50s with a southeast breeze. there's a lot of moisture here. the heavier bands up here kind of stalled out a little bit.

this is not well-organized but it will drift south throughout the day. it's a warm system. upper 30s near 40 for tahoe. the snow level goes up, up, up. don't look for much in the way of snow unless you are above 7500 feet. we'll say 65. it will come down tomorrow. there's a better opportunity for us tomorrow as we get colder air and lift in the atmosphere. that will be tomorrow. today looks like a lot of clouds unless you are up towards the russian river, mendocino county, lake county. a little breezy at times. highs today, checking in in the 50s for some, very, very low 60s for others. now, again, towards the south bay, you may have to wait a long time to see rain. livermore, 64. 65 for gilroy. kind of a balmy day with the southeast wind coming up the santa clara valley. low to mid-60s. plain a few on the khost and -- maybe a few on the coast and the peninsula. a low forms in southern california. the end result will be a windy and warmer pattern friday and saturday for us. >> okay, steve. it's a picture worth a

this afternoon the san jose city council will talk about plans to fix the city-run family camp damaged in the rim fire. the san jose family camp is located in the sierra near yosemite national park. the fire destroyed several cabins and some equipment. it also forced about 90 students and staff from maybeck high school in berkeley to evacuate the campsite. they were there during a retreat. the san francisco and marin food banks say they are about 1700 turkeys short for thanksgiving. the food banks provide turkeys

to 170 social service agencies who took thanksgiving meals for thousands of people in the bay area. they also distribute turkeys and all of the fixings for those who want to cook at home. the need for help is even greater this year because of the cut in food stars. donations can be dropped off at 900 pennsylvania avenue, from 8:00 a.m. to 5:00 p.m. monday through friday and at the marin food bank warehouse at 75 digital drive in novato from 8:30 a.m. to 5:00 p.m. monday through friday. time now, 7:25. online low donations are pouring in for a waitress who was not given a tip because she's gay. dana morales worked at a restaurant in new jersey. she's been serving tables off and on for the past ten years in between the time she served in the u.s. marines. but recently, one family refused to give her a tip on a

rohnert park, pleasant hill. therein lie the rub. there's not much behind this. we get a little bit of rain. 50s on the temperatures. they won't budge much. this is a warm system. the farther north you go, the greater the impact is for rain. russian river north. we have to wait for the system to drop south. a little better probability tomorrow getting something. we'll have more in the way of dynamics tomorrow. cloudy, mild, off and on rain. south bay, probably nothing at all for a while. 50s and mid-60s for some. here's sal. right now we're looking at traffic. this is a little bit slower than normal. just got a text from someone who is in alameda that said light rain coming down. northbound 280 in san jose. there is a crash right there north of ray street. we can see it with our camera. chp is up there pushing something off to the side there. maybe it was just a stalled vehicle. but traffic has been held up and you can see it's very slow

here. also, looking at the commute on 580 we're going over to the livermore valley, it has been pretty slow here driving out of the altamont pass heading to the dublin grade as we move over to 880, it's backed up better than normal. but it's still backed up from 238 to union city. sorry for the fast move but i wanted to get to marin county and southbound 101. that crash has been cleared to the shoulder but the backup is to san rafael. let's go to the bay bridge toll plaza. that's about a 20-minute delay. back to the desk. well, this first real rain of the season also raising concerns about possible landslidessed on mt. diablo -- land slides on mt. diablo. 3700 acres were burned near clayton. now there's fear rain could cause landslides on the charred slopes where there's no vegetation to hold the soil. the experts say it will take a lot of rain to cause any major landslide problems. steve's been telling you this

exactly what he is saying. good morning, janine. >> reporter: good morning, tori. well, ceo elon musk is tweeting, talking about the safety record of the model s. you can see it here in the showroom at this dealership on santana row. now, he tweeted why does a tesla fire with no injury get more media headlines than 100,000 gas fire fires that kill 100,000 people a year? he tweeted that this morning because the safety of the model s has come under scrutiny after three crashes resulted in fires. now, the ntsb opted not to investigate. but at tesla's request, it is investigating to see if any safety detects exist in certain model s vehicles. he stands behind the safety record and its top ratings in crash tests.

he want to dispel any misperception that the car is unsafe. tesla is still choosing to make a change to the model s, giving it higher ground clearance . they are changing the warranty policy to cover a fire even if it's due to driver error. now, he does not expect federal regulators to find problems with the model s but said he's ready to make any improvements if they are needed. reporting live from san jose,jack, ktvu channel 2 news. >> thank you. we're now learning more about the victims in the deadly crash on interstate 880. one was 64-year-old zen long lu of hayward. the other former raider, thomas howard. the crash happened before 1:00 yesterday morning on southbound 880 in oakland near 16th avenue. police say howard was traveling northbound at speeds of more than 100 miles an hour when he

lost control, flipped into the southbound lanes and collided with lu. maybes say lu -- neighbors lu's wife received the news while on vacation in china. >> she was in shock and she was -- she was crying so bad. >> howard who played with the raiders from 2006 to 2010, was on his way home from a comedy show when the crash happened and he had just been released last week from the atlanta falcons. former teammates say he was a good friend and will be missed. 7:37. the 1991 oakland hills fire is something many hope will never be repeated. however, a recently released audit of the oakland fire department says not enough is being done to prevent it from happening again. ktvu's brian flores live in the oakland hills this morning to tell us about the concerns raised in that report. good morning, brian. >> reporter: good morning, dave. well, the report says there's a high likely chance that the oakland fire or oakland hills fire may happen again.

but in terms of the audit released last week, it states that the oakland fire department needs to do more. things like clearing out brush and more inspections so that it doesn't happen again. the fire back in 1991 killed 25 people, destroyed 3,000 properties. but that audit of the fire department's vegetation inspection back in 2011 and 2012 says that there's a lackluster culture when it comes to inspecting the more than 20,000 homes in the hills. the audit report found things like a lack of quality control when it came to inspections. for example, property owners in the hills are responsible for taking care of overgrown vegetation that could pose a fire threat. but it if not taken care of and of a rounds of inspections, then the city could hire an outside contractor and bill the owners. while more than $130,000 was billed to homeowners, the audit found that a lack of collectors led to only $78,000 being protected, meaning properties are left unsafe and the money is not coming in. the other issue, parking. the report found that not enough is being done to remove

parked vehicles blocking access for emergency vehicles. but the audit found that budget cuts were to blame as some inspectors' hours were reduced to part-time stay tis and there were not -- status and there were not enough inspections. the city responded as well, saying changes are ahead making the inspection process more efficient. we're live here in the oakland hills, brian floor -- brian flores, ktvu channel 2 news. bard's board is set to -- b.a.r.t.'s board is set to meet on thursday regarding the ratified contract. both sides tried to put a dollar amount on a family leave clause that b.a.r.t. wales was inadvertently included -- was inadvertently included in the contract. b.a.r.t. rejected new talks to work out the contract problem. however, both sides are downplaying the threat of another possible strike, at least for now.

the union representing 21,000 workers at all five uc medical centers are calling for a one-day strike tomorrow. that includes ucsf here in the bay area. the union says the strike is protesting what it calls intimidation workers who took part in a two-day walkout in may. uc student workers across all ten uc campuses say they are gonna join in solidarity with the striking healthcare workers. a hearing this morning could limit the number of critical healthcare workers who will legally be allowed to take part in that strike. it is 7:40. tonight, several people living at a san francisco housing complex will hold a rally outside the mission district police station. this comes after a violent confrontation between police and residents of valencia gardens apartments on friday was caught on tape. many residents claim police brutality saying officers overreacted while trying to arrest a man for illegally

riding a bicycle on the sidewalk. police say officers took appropriate actions against an angry crowd getting out of hand. oxford dictionary has just announced the top-ranked word for the year 2013. the word "selfie." it means capturing a photo of yourself and then posting it on social media. the word is not a new one. it actually originated in 2002 through a posting on an australian forum. the use of the word has gone up 17,000% since 2012, according to oxford, since 2012. an officer-involved shooting in guerneville. what we're learning about an early-morning shooting out at a resort. he has a frickin' gun breaking all of my stuff. >> arrested again. why george zimmerman is back behind bars. good morning. 280 in san jose is cleared up. they cleared up the stall. but it's still a little bit slow as you drive up through

the nasdaq is up 8. and the s&p is up 3, at 1795. there are reports that the u.s. justice department and j.p. morgan chase will announce that they've reached a huge settlement agreement. the beige is accused of sell -- bank is accused of selling troubled mortgage securities. the $13 billion deal includes fines and an agreement to help homeowners hurt in the 2008 financial crisis. $2billion of the settlement could come to california. a little later this morning, attorneys for samsung and apple will deliver closing arguments in a san jose courtroom. it's the final phase of the rehearing for damages on a patent infringement suit. jurors will decide how much money is owed to apple. the judge hearing this case set aside is the earlier jury's decision. and apple is expanding its reuse and recycling program to

family and it shows rat poison may be the cause of her death. murphy was found dead in her home on december 20th, 2009. back then, the coroner ruled her death was due to pneumonia and anemia. her husband died five months later from the same causes. the report suggests the two could have been murdered by a third party. 7:55. for the first time ever, google will remove an image from google maps after the father of a murder victim contacted ktvu news and asked for help. the satellite image shows the body of 14-year-old kevin barrera near railroad tracks in richmond. shortly after he was found shot to death in 2009. the google -- now, google typically denies any request to remove images but yesterday the company sent out a statement saying it will make an exception. it will take about eight days to take down that image. police are still searching for the person who killed kevin barrera. the faculty of san jose

state university want the csu chancellor to investigate how the university is being run. they say there have been several problems with communication and transparency over the past year. but they add they are not trying to remove the university president. now, the president, by the way, says he welcomes a review. 7:56. pediatricians are warning parents about the danger of spicy snacks. the medical daily reports that snacks such as flaming hot cheetos are sending kids to emergency rooms. health experts say the chips can cause inflammation of the stomach lining. now some school districts in california have banned the snacks. pediatricians are encouraging healthier foods such as string cheese, apples or pretzels be used as snacks. a 10-year-old boy grabs a knife, walk down the hallway of his elementary school. how the school is responding and why his actions may be linked to some other students.

slick roads in some areas. let's start, first, though with steve paulson. thank you. not much rain. there's been a little bit at the russian river and some in lake county, mendocino county. wean 240e we're not getting -- even though we're not getting rain, it's juicing up the atmospheres that have been try. there's not been too much rain. most reports are light. occasionally get bursts. all of this has to filter off through today and then into tomorrow. i think tonight is a better opportunity than really this morning. there are a couple of bands. they don't amount to too much. pleasant hill out too fairfield, wrapping back around -- out to fairfield, wrapping back around. had decent amounts of rain in napa county. it doesn't look too heavy. it's picked up around yountville and some of this towards the peninsula. it's been light. all of the reports coming in have been light. a few sprinkles or a few light showers. actually, joe in palo alto said i see a patch of blue up

there. 50s on the temperatures. a lot of moisture here. the main source is taking aim at the north bay. we expect that to dip. cloudy, mild, off and on. there's not a steady rain right now. let's hope it picks up. i think the farther south you go, it will be hard pressed to do much. 50s, low to mid-60s for some. here's sal. we're looking at the commute. it's a little bit worse now. i've been looking at the san mateo bridge. it looks like it's stopping again. unfortunately, this is unusual. you say what's wrong with the san mateo bridge. well, not much because this happens almost every day now, where traffic is so heavy getting out to 101 -- out to 101 that it stops here at the toll plaza. i'm making sure there's nothing that i missed. i don't see anything yet. also looking at the bay bridge, it's backed up for a 20, 25- minute delay.

moisture. meaning you want to take it slow out there. i did get off the phone with the chp officer who told me so far this morning, they haven't seen any issues with rain- related accidents here in the bay area. knock on wood. this is video here of light showers that blew through the north bay earlier this morning. of course, any time we get even a small amount of rain, it sends to lead to slick roads, especially when there has not been rain that's come down in a long time. the chp is asking everyone to take it slow, leave some extra room between you and the car in front of you and this morning we talked with one driver about his strategy behind the wheel when dealing with a wet commute. >> well, you might hit some water. >> reporter: ready for more rain? >> yeah. i'm fine with that. the rain means snow. i can't wait to go skiing. >> reporter: this dose of rainfall will be good news for bay area water agencies.

latest weather information at ktvu.com. you will find links to our stormwatch radar on the front page. now we know what triggered a deadly shootout stween sonoma county -- between sonoma county sheriff deputies and a man in guerneville. tara moriarty is live where the frightening scene unfolded last night. >> reporter: a woman called 911 when she had her husband threatening to kill her with a rifle. she was staying at the river lane resort, which is behind me. soo we're not sure if she lives there full time. she was there last name. you can see that most of the first street here, it ones parallel to the main drag downtown. it's been closed. investigators have not spoeben to us. but -- spoken to us. but we believe the suspect's body is still on scene. the suspect's wife called 911 saying her husband 59-year-old wayne, was drunk, suicidal and trying to kill her. she and her 30-year-old

daughter immediately got out, ran across the street to the sheriff's substation. deputies arrived within minutes and surrounded the main house of the resort which has several cabins on the ground. then 20 minutes later, shots rang out from inside the house. the s.w.a.t. team arrived and at midnight, courtwrite came out and began to fire at deputies. courtwright was struck once and was killed. it's unclear if the bullet came from his own rifle or from law enforcement. the deputies involved have been placed on leave which is routine in this situation. the reason that petaluma police are here on scene. they are taking the lead on this investigation along with the district attorney's office. that's the latest here live from guerneville, i'm tara moriarty, ktvu channel 2 news. 8:07. one person is facing dui charges after a crash last night that injured three people including an 8-year-old child. just before 8:30 last night, police say a pickup truck hit the back of a taurus on concord

avenue. police say both cars rolled and crashed into light poles. the chemicals broke and spilled out on the street. a hazmat team came to the scene and cleaned everything up. police say the driver of the taurus was arrested for dui. a meeting set for tonight at hillview crest elementary school for parents and staff after a 10-year-old boy armed himself with a knife. now, police were called to the school yesterday morning. they say the 10-year-old grabbed and 8-inch knife from a faculty lounge and walked down a hallway. an adult was able to take the knife away. there are reports that he grabbed the knife because he was tired of being bullied. he's on a psychiatric hold. that meeting starts at 5:00. the berkeley fire department developing a new system to track the emergency calls coming from uc perkily

students. -- berkeley students. they are hoping to track patterns about what nights there could be a large number of emergency calls coming from call. berkeley's emergency response system was stretched beyond the limits due to a large number of calls from the cal campus. eight people are now confirmed dead from the outbreak of tornadoes that swept across the midwest on sunday. this video of one of those tornadoes was shot by a man in washington, illinois. that was one of the areas hardest hit by the severe weather. people are now returning to their homes to see what's left. they say the storm hit with very little warning and some people lost everything. >> unreal. terrifying. >> you just don't think things like this will happen. >> the national weather service is now saying about 80 tornadoes were reported across six states. people are now doing what they can to help those affected.

that includes a facebook page that was created to reunite people with lost items. the page is called returning memories to tornado victims. it was started by a man in indiana. he says personal belongings such as photos and diplomas are being found by people up to 100 miles away from storm-damaged areas. those items are then posted on the facebook page where they are hopefully recognized and returned to the rightful owners. airplane noise at san carlos airport, that's gonna be the focus of the atherton city council meeting tomorrow. the executive service launched in june by surf air creates thunder-like noise and rattles homes. the airline is being asked to fly parallel to highway 101 and closer to the san francisco -- closer to san francisco bay. some say that would shift the noise to redwood city. san ramon is trying to get rid of wild pigs.

between september and the middle of october, trappers caught and kill a dozen of wild pigs in henry ranch. now, some people thought the problem was solved. about two weeks ago, the wild pigs showed up again. public service workers say this is the worst wild pig problem in 20 years. they say the past two winters have been very dry so the pigs are coming out of the hills looking for food and water, tori. >> it cost a lot of money to repair all of the damage they do to the lawn. concerns about the safety of tesla cars are growing after three recent car fires. the changes being made and how the ceo is responding on twitter. a dead lay attack on -- a deadly attack on the iranian embassy this morning. the group that's already claiming responsibility. it looks like the san mateo bridge does not have any crashes, but unfortunately, other commutes do. a lot of cloud cover, very

another hearing on capitol hill looking into problems with the healthcare.gov website. the man in charge of the website's rollout, henry chow, will be back in the hot seat in a hearing last week. republicans pressed chow on why he did not tell congress about red flags that have been raised about troubles with the website

during its development. another congressional committee announced it would begin field hearings away from washington, d.c. this friday. hearings have been scheduled in north carolina, georgia, arizona and texas. the troubled rollout of the affordable care act has pushed president obama's approval ratings to the lowest point of his presidency. 55% of the people surveyed in the "washington post" poll say they now disapprove of president obama. 42% say they still approve. opposition to the new healthcare law also hit a record high in the survey with 57% saying they oppose it. just 40% say they support it. 8:15. new this morning, a group linked to al qaeda claims responsibility for this huge explosion at the iranian embassy it in lebanon. it happened today. it killed at least 23 people. two side bombers set off the ploex eggses near the, ploexes

near the emba -- near -- two suicide bombers set off the explosions near the embassy. the al qaeda group says it will continue these attacks until hezbollah withdraws forces from syria. hezbollah is fighting alongside the forces still loyal to syria's president. the national security agency says it broke its own surveillance rules and repeatedly promised a u.s. intelligence court there could be additional safety measures and that's according to newly declassified court records. the nsa admitted it collected material improperly. tonight the oakland city council is expected to decide if it will move ahead with

plans for a controversial surveillance center. a federal grant would pay for a center that would allow the police officers and firefighters to monitor dozens of traffic and surveillance cameras all over the city. supporters say these cameras would dramatically improve the city's response to crimes and to emergencies. but critics are citing privacy concerns. they worry the cameras could turn oakland into a police state. it's 8:16. a routine traffic stop in new mexico ends with police using batons and firing on a minivan with five children inside. >> open the door! open the door! [screaming] >> the incident began when police pulled the childrennary mother over for -- children's mother over for speeding. police say she took off, stopped, got out of the van. when police tried to arrest her, her 14-year-old son jumped out and distracted police while she got back in the van. police started to beat the windows of the van with batons

and fired three shots. the woman and her 14-year-old son were arrested at a hotel. her other children are in state custody. 8:17. police in hayward searching for at least two people after a teenager was shot and killed in a city park. it happened yesterday afternoon at centennial park on amador street. police say a gunman fired at least five shots right near the baseball field. witnesses saw two people running from the scene. 16-year-old christopher prasinos died at the hospital. >> he was a wonderful, wonderful young man. he was smart. he had a good heart. he was a beautiful, beautiful child. he didn't deserve to die. he didn't deserve to die at all. police are questioning witnesses but so far, no arrests have been made. 8:18. parking in san rafael is about to get more expensive. that's because the city is planning to spend $750,000 to install parking meters that accept credit cards. as part of the installation,

welcome back. a ktvu investigation finds a big increase in car break-ins in san francisco. police say break-ins are up 31% this year. more than 13,000 cars have been burglarized. the hot spots include lombard street, fisherman's wharf and the embarcadero. police say thieves target those drivers who are leaving valuables out in plain view. >> we saw people looking into

cars, looking into back windows of cars, doing behaviors that are abnormal for the average joe walking down the street. >> police are warning all drivers don't leave anything in your car even in a parking garage. the city of san francisco spent about a million dollars cleaning up parks last year. the san francisco examiner reports more than 365,000 was spent painting over graffiti. 378,000 was also spent cleaning up illegal dumping in golden gate park. park officials say using those expensive cleanup expenses, they make their case that the city parks ought to be closed overnight. but critics say that would hurt the homeless. a new machine is popping up at airports that will replace security personnel who watch exits. but it's also causing a lot of confusion. take a look. with these detention pods,

with. mid-60s for some. here's sal. good morning. right now we're looking at some of these commutes and traffic is slow. but it has not been raining on most commutes. let's take a look at the eastshore freeway. as steve has said we might see rain later. that may mean your drive during the day -- the bay bridge, that's a 25-minute delay before you make it on the bridge. across the bridge usually takes people about 10 minutes or so before you get to the san francisco side. 880 is slow heading south into the san jose area. but noes at bad. made the quick move to marin because 101 is backed up out of northern novato all the way down to tiburon because of earlier problems. back to the desk. 8:32. the first real rain of the season also raising some concerns about possible landslides on mt. diablo. two months ago, the big wildfire near clayton on the

slopes burned 3700 acres. now there's fear that rain could cause landslides on the slopes where there's no vegetation to hold the soil. the experts say it will take a lot of rain to cause any major southland lid problem. steve paulson is saul over this. he says this -- is all over this w he says this week -- he says this week's rainfall should be .25 or .05. that's just a drop in the bucket for that's been a really dry year for northern california. bay area water agencies say we need a normal to wet winter to avoid water rationing next summer. and finding shelter from the rain and the cold. coming up in 15 minutes why it may be harder to find a bed for the homeless this winter in the east bay. if you happen to take photos of rain where you are, we would love to see them. send them to photos@ktvu.com. you can upload them and we may

use them on the air. whether you are on your smartphone or on your computer, you can always find the latest weather information online at ktvu.com. click on the weather tab. 8:33. only on 2 -- ktvu has just learned the long bitter contract talks between the city of san jose and the police union may finally be resolved. sources are telling ktvu the leadership of the police officers association is meeting right now to talk about a tentative agreement. now, ktvu has learned the city and union negotiators signed a tentative agreement with the help of a mediator. sources say the city offer calls for a 10% raise over an undisclosed amount of time that's been described as full restoration by people on both sides. ktvu has been sold if the police officers board signs off on it, the tentive agreement will be -- tentative agreement will be presented to the city

council. the police department has seen hundreds of police officers either resign or retire over the past couple of years. largely due to issues concerning pay and benefits. the 1991 oakland hills fire, it's something a lot of people hope will never be repeated. however, a recently released audit of the oakland fire department says not enough is being done to keep it from happening again. ktvu's brian flores live in the oakland hills now to tell us about the concerns raised in that report. brian? >> reporter: hi, dave. good morning. that audit was released last week and in the audit report, it basically states that the oakland fire department needs to do more things like clearing out brush and even more inspections despite the fact there were budget cuts, especially up here in the oakland hills where it's very dry. the fire back in 1991 killed 25 people, destroyed 3,000 properties but a recent oakland audit of the fire department's

inspections from 2011 to 2012 has found there is a lackluster culture when it comes to inspecting the more than 20,000 homes in the hills. the audit report found things like a lack of quality control when it came to the untiltions. property owners -- inspections. the city could hire an outside contractor and bill the owners later. more than $138,000 was billed to homeowners but a lack of collectors led to 7800 being collected. properties were left unsafe and that money was not coming in. the other issue, parking. the report found that not enough is being done to remove parked vehicles blocking access for emergency vehicles. but the audit also found that budget cuts were partly to blame as some inspect -- inspectors' hours were reduced to part time. the city has responded to the

audit saying there are changes ahead in making the inspection process more i fishent. just recent lynn the east bay voters re-- efficient. just recently, the east bay voters rejected a tax hike that help prevent fire measures. back to you. >> thank you. tesla motors is making changes after reports of three electric car fires in the past two months. ktvu's janine de la vega is live in san jose to tell us what the company's ceo is saying this morning. janine? >> reporter: well, ceo elon musk is standing behind the safety record of the model-s that you can see here. he's calling for a federal investigation to prove that fires are not more likely to happen in his electric cars. three recent crashes of the model s that resulted in fires in six weeks sparked concern. the national highway safety

administration opted not to investigate but now at tesla motor's request, it's conducting an investigation to see if any safety detect exists. in tesla's blog, musk states since the model went into production last year, there have been more than 250,000 gasoline car fires resulting in 400 deaths but in the three model s fires which occurred after high-speed changeses there were no serious injuries or -- crashes, there were no serious injuries. they say they believe there's no safer road on the car than the model s. tesla is still dhussing to give it -- choosing to give it higher ground clearance to reduce the chance of debris striking the battery pack. and they are amending the warranty policy. must does not effect regulators to find problems with the model s but says he's ready to make any improvements or changes if they are needed.

on 880 in oakland. and then last week, former tight end todd christenson died during liver transplant surgery. we're finding out more about the crash that killed thomas howard and 64-year-old zhang lu of hayward. it happened around 1:00 yesterday morning on southbound 880 in oakland near 16th avenue. police say howard was going northbound at more than 100 miles an hour when he lost control, flipped into the southbound lanes and collided with lu. thomas howard, who played with the raiders from 2006 to 2010, was coming home from a comedy show when that horrible crash happened. stwent minutes before 9:00 -- 20 minutes before 9:00. b.a.r.t.'s board is set to meet on thursday to discuss whether to ratify the new union contract. yesterday, b.a.r.t. management met with union leaders to discuss the problem that could delay the entire tentative contract agreement. both sides tried to put a dollar amount on a family leave

clause that b.a.r.t. claims was inadvertently included in the final contract. so far, b.a.r.t. unions have rejected management's calls for new contract talks to iron out the new contract problem. however, both sides are downplaying the threat of another strike, at least for now. it sparked controversy here in the bay area. but some seattle seahawks fans will leave their mark at the new 49er stadium in santa clara. according to the seattle blog, the 49ers will allow the fans to buy a personalized brick at the new stadium. it took the fans four months and $1,000 to get approval. the brick will say something along the lines of, go, hawks. bloggers contributed money to get the brick in santa clara and say 66 cents to every dollar contributed goes to injured fan bryan stow and his family. we have developing news

stocks have been up and down a little bit this morning. right now are lower. the dow did briefly top the 16,000 mark for a second day despite questions about whether markets have gone too far in recent months. taking a live look from the big board, the dow is down 14. below 16,000 at 15,962. the nasdaq is down 4. and s&p is down 2. 8:45. let's bring you up to date on some of the other top stories we're following for you right now -- deputies in guerneville say an overnight standoff ended with the -- ended with the

discovery of a man's body at the ribber lane resort. deputies -- river lane resort. deputies say they were forced to open fire after that man shot at them. they still have not confirmed whether he was killed by the deputy's gunfire or if he took his own life. one person facing dui charges after a crash in concord last night that injured three people, including an 8- year-old child. this happened about 8:30 last night on concord avenue in concord. police say a pickup truck rear ended a ford taurus. both cars slammed into a light pole. the driver of the taurus was arrested on dui. and our month-long dry spell may be coming to an end. light rain finally falling in parts of the bay area this morning. these are live pictures at our radar showing a little rain on the sonoma coast right now. alex savidge is in sonoma county this morning to tell us how drivers have been reacting to the first little bits of rain quite a while, alex.

>> reporter: well, drivers have been behaving themselves, dave, so far this morning. really light showers in the north bay throughout the morning. but enough rain coming down to create potentially hazardous conditions on the roadways. we are along highway 101 through rohnert park. as we push in, you are looking at southbound traffic coming forwards your screen right now. the roads are slightly wet in this area, and so the chp is, of course, warning people to take their time as they head off to work this morning. i did just touch base with an officer a short time ago. he told me they haven't seen any issues this morning with rain-related accidents so far. any time we do get a small amount of rain, it does tend to lead to slick roads and a lot of crashes. things are especially bad when it has not rained in a while, which is the case here. we haven't had any significant rain in about two months because the oils tend to come out of the roads. as this storm arrives, the chp is urging everyone to drive a bit slower and to leave a lot of extra room between you and the car in front of you.

i talked to one driver about his strategy behind the wheel. >> absolutely we need it. even though it will make the commute long later. >> reporter: the afternoon commute -- >> it will be special. it's already special with all of the construction. >> reporter: bay area water agencies, they are excited about this dose of rainfall that's headed our way. the past year has been very dry. one of the driest calendar years on record. but now we're looking forward to at least a half inch or so it sounds like over the past couple of days throughout the bay area. the morning commute, fairly dry. they do have wet roads in the north bay. but it sounds like the afternoon commute there could be more rain involved. the chp concerned about that. concerned about more crashes as we move throughout the day. live in reasonert -- in rohnert park, alex savidge, ktvu channel 2 news. developing news in virginia

where state senator creigh deeds is in the hospital after an assault inside his home. there are multiple news reports that senator deeds was stab and body of his 21-year-old son was found inside his house. the reports say his son died from a gunshot wound. police say the democratic senator who ran for governor four years ago is seriously injured. police have not released details about the assault. a news conference is scheduled to begin in about 15 minutes. 8:489 -- 8:49. of residents will hold a -- residents will hold a rally outside of the mission district following friday's violent confrontation between police and residents of valencia gardens. it was all caught on tape. many residents claim police brutality say officers overreacted when they tried to arrest a man for illegally riding a bike on the wrong side

of the shirt. >> that suspect initially had a confrontation with our other officers. he was ordered to leave not once but twice. >> police say officers used reasonable force against an angry crowd that was getting out of hand. oakland and berkeley are working together to provide shelter for the homeless as cold and rainy weather heads for the bay area. the "oakland tribune" reports officials want to find space for as many as a hundred people at existing shelters but finding a bed could be tough this year after a shelter closed at the former orally base last spring. shelters are asking for donations of sheets, blankets, towels, pajamaed and clothing to -- a jam ma -- pajamas and clothing to help with demand. sal is watching the roads. the bridges are not looking good. >> that san mateo bridge, it's not great looking right now. it's improving. bay bridge we're gonna start

with the san mateo bridge traffic. it's not that great. you can see the traffic is slowing down and we talk about this every day. unfortunately, it has been kind of one of those things where it's not unusual. we don't have a crash reported. i don't know of anything. the chp is not reporting anything on the span. let's go out to the bay bridge toll plaza. you can see the traffic here is backed up to about -- it's about a 10, 15-minute delay before you actually make it on the span. marin has been ugly today. we had an earlier crash in tiburon. southbound 101 traffic is still very slow as you drive to san rafael and if you are driving in san jose, northbound 101 and 280 and 85 are slow but nothing out of the ordinary. in fact, 280 is improving a little bit on the way to the west valley. let's go to steve. thank you, sal. a lot of cloud cover. i want to thank everybody who contacted me via e-mail, twitter nation. a couple of people said this social media thing, i'm

between bodega bay. there's some light rain there. nothing to get excited about. things are picking up offshore. that's where the focus of the heaviest rain will be, will be marin county north. there have been reports of .05. 50s on the temperatures. overall, a lot of cloud cover. not much else. this is not a big system. we'll get some rain. this is no drought busting on the anything -- busting or anything. if you are heading up to the sierra nevada, you should be fine. snow level will be above 6500, 7,000 feet. a very, very warm system up there. we'll take what we can get. rainwise, snowwise there will be a lot of clouds. here's our cloud and rain forecast. it brings in some. there could be more activity in the form of some dynamics. cloudy, mild, off and on rain. breezy. that's out of the south- southeast. upper 50s, low to mid-60s.
